1. Introduction 1.1 The purpose of this report is to update Members on the funding for

adult education and MAES curriculum offer 2008/09.

1.2 Since July 2006 MAES has undergone a radical process of re-organisation that has included fundamental changes in the staffing structure and the curriculum. The service has repositioned itself both with the Learning and Skills Council and also with partner agencies and the FE colleges. MAES is now in a position to undertake a further refinement of the curriculum offer; both the courses available to local residents but also how learning is delivered across Manchester’s communities.

1.3 The structure of LSC funding for adult education is changing over

the next 3 years. Resources for adult learning will have a much greater focus on employer demand and there will be more emphasis on adults progressing to Level 2 and Level 3 qualifications. Informal learning is currently subject of a DIUS consultation the outcome of which will inform the work of the PCDL Partnership to ensure a diverse and stimulating range of PCDL is available for all.

1.4 The objective of changing MAES structure and operation was for

the service to contribute more fully to the skills and employment priorities of the City. The aim for MAES is to become a top quality learning provider, be fully integrated into Manchester’s strategic partnerships with the new FE College, the LSC, Jobcentre Plus etc and to deliver a specialist role as a community based provider of adult learning. These objectives directly relate to Manchester’s Community Strategy, the LAA targets and national skills and employment policy.

1.5 The business plan for MAES has set out a number of key priorities

over the next 3 years. These address the need for MAES to continue to refine and develop it’s learning offer, to deliver a high quality and high performing service, to work with and benefit from joint operation with strategic partners and to offer adult learning from a wide range of community based locations - ensuring locational and physical accessibility of services.

1.6 After a period of intensive change, MAES has demonstrated that it

can deliver contract targets and make a step change in the quality of its offer to Manchester residents. The Ofsted Inspection in March 2008 confirmed that the quality of management, teaching and learning and learner support had significantly improved.

1.7 A property strategy is being developed which will focus on joining

up public service delivery. MAES has been successful in securing

LSC Challenge funding which together with Council Capital funding will enable the development of a new Library and Learning centre in Longsight. This will provide an opportunity to link informal and formal teaching and offer progression for residents into vocational courses and employment support.

2. Ofsted Inspection

2.1 The successful Ofsted inspection confirmed that MAES makes a

real difference to the lives of thousands of Manchester residents each year. The service scored a Grade 2 - good for the overall effectiveness of the provision with a good capacity to improve. Family learning scored a Grade 1 - outstanding and all other curriculum areas inspected scored a Grade 2. The service also scored a Grade 2 for leadership and management, achievement and standards equality of opportunity and support services. The inspectors made particular reference to the achievement of MAES to continue to improve the service during the restructure and the highly effective management of change.

Some of the highlights from the report included :

• staff are highly motivated and are clear on the vision and

direction for the service; • examples of excellent practice in each of the curriculum areas

that were inspected; • strong in achievement in equality of opportunity with evidence of

how the curriculum is adapted to meet the needs of low skilled residents;

• MAES has greatly benefited from the move to Regeneration and there is effective and ‘hands on’ leadership from senior managers;

• strong links between learning and support for people to progress into employment outcomes;

• MAES works very effectively with partners and is successful at attracting hard to reach groups into learning;

• strong learner support; • IAG and administration functions within the service; and • the Classes to Clubs initiative is a model of good practice.

3. Funding

3.1 FE Funding

The LSC has introduced a new allocation and funding approach across the whole post 16 further education sector for 2008/2009. The new funding approach forms part of the demand led system.

3.2 The new FE sector concentrates it’s funding into three key areas:

• FE 16-18 • Adult Learner Responsive (19+ FE) • Employer Responsive Funding (Apprenticeships, Train to

Gain, Skills for Jobs

3.3 The 2008/2009 national allocation has seen increased levels of funding into the FE sector as a whole with significant increases in Employer responsive funding at the expense of the Adult responsive. MAES main funding sources is adult responsiveness.

3.4 The approach taken by the LSC with respect to the Adult

responsive funding has been to guarantee providers 90% of their 07/08 funding and then negotiate above this percentile to achieve the balance and mix of provision which focuses in on the specific LSC priorities of Full level 3, Full level 2 and Skills for life qualifications.

3.5 MAES has done better than many other providers nationally in that

through negotiation it has secured 98% of the 07/08 levels. This is because over the last two years with council support the Service has reconfigured its programme offer to coalesce with LSC priorities. However 98% is a 2% cash reduction and a real reduction of circa 5% when the requirement for inflation is included. The Service faces a significant challenge in achieving its contractual targets while also reducing expenditure. Discussions are underway within the Service and with Senior Officers to achieve the required level of savings. See Appendix 1 for Academic year contractual comparison of funding between 07/08 and 08/09. Service targets are still to be finalised with the LSC as a number of key elements are still under discussion.

3.6 Funding for additional learning support (ALS) has increased under

the new funding formula. Previously this has been distributed to providers on the basis of history with little recognition of provider cohort however the new demand led system has meant that the Service has received a 75% increase in funding. This will allow the Service to meet the increasing demand for dyslexia support and provide additional I to I support for Skills for Life learners. See Appendix 1 for year on year contractual comparison of funding.

3.7 First Steps Funding

The LSC had originally proposed that this funding stream would become part of the New FE sector arrangements however this will continue to be on the basis of a block grant with a learner target for 08/09 academic year. First steps funding is to used to engage adults with the intention of assisting their progression into formal learning. MAES has been funded at the same level as in 07/08 again a reduction in real terms of circa 3% when the inflationary factors are included see Appendix 1 for impact of this.

3.8 Adult Safeguarded learning (ASL) Funding

Adult safeguarded learning consists of four funding streams with distinct cohorts and targets. Nationally the safeguard for these streams has been extended for a further year this means in practice that the overall funding available nationally has been cash limited to the previous year’s value. LSC national office has not redistributed funding between the regions and sub regions but it gave local LSC partnership teams the ability to redistribute funds on the basis of underperformance.

• Personal & Community Development Learning (PCDL) • Family Literacy, Language and Numeracy (FLLN) • Wider Family learning (WFL) • Neighbourhood Learning in deprived Communities (NLDC)

3.9 As MAES is on target to meet or exceed its LSC contractual targets

the ASL funding stream MAES has been funded at the same level as in 07/08. Again this is a reduction in real terms of 3% when the inflationary factors are included see Appendix 1 for detailed analysis.

4. Curriculum Offer 08/09

4.1 MAES’s curriculum 08/09 has been developed in light of reduced

funding from the LSC and a greater focus on Engagement, First Step, Basic Skills and progression to Full Level 2, Level 3 and employment. The proposed programme is shown in Appendix 2.

4.2 In 2008/09 MAES will increase:

• engagement activities linked to national qualifications; • national qualifications at Entry 3 and Level 1 in vocational areas; • development of Full Level 2 qualifications for employers and 19+

adult target groups; • health & Community Work qualifications; and • personal finance qualifications.

4.3 In 2008/09 MAES will no longer deliver:

• Level 3 qualifications in Humanities • CLAIT (Computer Literacy and Information Technology) • book keeping • ESOL Level 2

4.4 Humanities level 3 qualifications have been cut to reflect the

outcome of a city-wide analysis of what other providers are delivering and in light of the MAES review. MAES will deliver level 3 qualifications in areas that other providers do not offer eg Vocational Access programmes in Health and community Studies

4.5 CLAIT will no longer be delivered as more appropriate credit based qualifications have been identified. The decision was also taken in the light of the 07/08 Notice to Improve, which demonstrated the success rates of these programmes were below the minimum level of performance. This is also the case for book-keeping.

4.6 ESOL level 2 represents 0.03% of total ESOL provision. The success rates for this provision are below other providers and a strategic decision was made to only deliver ESOL provision to level1, with learners being signposted to other providers for progression.

4.7 Within the FE provision a range of programmes have been

developed to offer learners greater flexibility in their learning and the opportunity to build qualifications for a variety of curriculum areas. The subject areas and volumes remain similar but the context of this provision has been designed with partners, stakeholders and employers to enable it to meet both LSC and City expectations.

4.8 Alongside this, a range of new First Steps courses in: ICT; working with children; art; fashion and textiles; humanities and health & social care have been developed to engage new learners and offer identified progression routes (with MAES and other local providers) through to employment. Courses in childcare and personal development with embedded ESOL have also been added to the offer and Basic Skills and ESOL "Skills for Life” provision is more focused towards LSC target qualifications.

4.9 The Personal and Community Development Learning (PCDL) course

offer retains the courses most highly valued - and attended - by learners. There has been a re-focussing of this provision towards key city strategies of Valuing Older People, and Health and Well-Being and Community Cohesion with courses and projects, running under these themes meeting set criteria. For those PCDL courses

which do not meet the criteria, a scheme to provide a transition from “classes to clubs” (see below) was piloted in 07/08.

4.10 The development of Classes to Clubs has previously been reported

to the Committee and the response from many learners has been positive with several groups now forming self-funding autonomy clubs. However some learners still require further support and encouragement to make this transition. Whilst funding remains ‘safeguarded’ for leisure learning pending the DIUS review, there is an expectation that such resources are targeted to those who have benefited least from learning. An alternative option could be for these classes to be delivered at ‘full-cost’ and proposals are being developed for Members consideration.

4.11 MAES has expanded the range of joint delivery with other providers,

council services and community organisations. MAES has taken a leading role in the delivery of the LSC Neighbourhood Learning in Deprived Communities (NLDC) programme - working with and through community based training providers to engage residents in learning and employment support. MAES will also have a key role in delivering activities for the National Year of Reading (starting in April 08) benefiting from the profile and publicity surrounding such events.

4.12 New short programmes and projects are also being developed which

can help learner’s progress from employability initiatives such as the engagement and guidance project in libraries - ‘Let’s Get Going’ - to enable residents to move into mainstream learning or to enhanced FE provision.

5 Engagement Activities

5.1 MAES will use engagement activities to target learners in deprived

wards, particularly adults with no or few qualifications, lone parents, adults on incapacity benefits and job seekers allowance. Engagement activities will range from two- 12-hour courses to time-limited community project work, usually 30 hours. Where appropriate, engagement activities will provide Skills for Life assessment, confidence building and information, advice and guidance to progression opportunities. Engagement activities are informal, non-accredited learning opportunities.

6 Skills for Life (SfL)

6.1 MAES is planning to deliver Literacy, Numeracy and Language from

pre-entry to Level 2. All learners will have the opportunity to gain national qualifications. The SfL team have been working with vocational tutors to contextualise SfL skill development. This means the delivery of vocational learning will also develop Literacy, Numeracy and Language skills. An example of this is ESOL Plus in Childcare. Learners have the opportunity to develop language skills

alongside vocational skills, allowing more effective progression to higher level vocational training and job opportunities.

6.2 We will continue to offer citizenship modules to contribute to social

inclusion. The citizenship module delivers learning outcomes around rights and responsibilities, the role of local and national government and culture. We have further developed pre-employment skills including CV writing, application forms and interview techniques across all SfL programmes.

7 Foundation Learning Tier

7.1 MAES will deliver introductory Entry and Level 1 national

qualifications in Childcare, Volunteer Support in the Classroom, ICT, Health & Social Care, Art & Design, Counselling & Mentoring, Community Work Skills. The qualifications will be accredited by the National Open College Network. All learners will develop skills in Personal and Social Development, Skills for Life and Vocational Skills.

7.2 The programmes will provide progression to Full Level 2

qualifications.

8 Full Level 2 Diploma

8.1 A Full Level 2 Diploma qualification is the equivalent of 5 GCSEs at Grade C or above. It provides learners with the minimum entry requirement for Level 3 qualifications and supports sustained employability by providing learners with the skills to access and achieve work-based training, providing employers with a flexible and adaptable workforce.

8.2 We will be delivering Full Level 2 qualifications in Childcare; Health

& Social Care; English, Maths and ICT; Art & Design and Personal & Social Development for Counselling, Personal & Mentoring Job Opportunities.

9 Full Level 3

9.1 Full Level 3 qualifications are the equivalent of 2 A Levels. We will

be offering Level 3 qualifications in Childcare, Community Studies and Health Studies. Childcare opportunities in the city are linked to opportunities available in a range of childcare settings, including Sure Start and support work in schools. We have a Childcare course at Entry 3 and Level 1 which is specifically designed for learners who wish to volunteer in a childcare setting, with direct links to level 3 progression.

9.2 We will be providing learners with a pastoral support framework which

will embed support from Entry to Level 3 by a Personal Tutor. We

have added value to learners experience by partnering with the community and voluntary sector, who will provide mentoring support from engagement to Level 3 qualifications and/or employment for particularly unconfident and vulnerable learners.

10 Learning Disabilities and/or Difficulties

10.1 We have developed an inclusive approach for learners with learning

disabilities and/or difficulties providing a progression framework to entry and above qualifications in SfL, ICT and Visual & Performing Arts. We will be adopting the Joint Partnerships Project (JPP) model, which enables LLDD learners to access job placements and employment opportunities.

11 Curriculum Development 11.1 The New College The development of the new FE College provides an opportunity to

better integrate curriculum planning for 09/10 and further develop MAES’s role as a key gateway to First Steps learning for Manchester residents. It will increase the number and range of progression routes for MAES learners to higher level work focussed qualifications.

11.2 ESOL Review The ESOL and Basic Skills reviews commissioned by the LSC have

now been completed. MAES is making an important contribution to developing action plans to implement the recommendation which will lead to a more transparent and cohesive offer for Manchester residents.

11.3 PCDL The City Council needs to develop arrangements that secure the

diversity and delivery of Personal and Community Learning into the future. A PCDL Partnership has been established and is chaired by Councillor Con Keegan which has mapped informal learning provision delivered by MAES and partners. This has led to greater collaboration and joint delivery of complementary provision in ICT and Community Arts. In 08/09 the partnership will be extending its scope to other aspects of the Adult Safeguard (FL & NLDC) and establishing impact measures and other links to Council priorities and targets.

12 Budget 12.1 The 2008/09 budget is being finalised and is subject to contract with

the LSC and confirmation of the Treasurer. It is intended that the

cost of the curriculum plan for 2008/09 will be contained within the budget allocation from the LSC. Currently MAES is projecting a budget gap of some £515,161. There are a number of options to manage this budget which are currently being discussed with the Deputy Chief Executive.
