ExecutiveSummaryTheTexasMovingImageIndustryIncentiveProgram(TMIIIP)managedbytheTexasFilmCommissionisdesignedtogrowtheeconomythroughthemovingimageindustryandcreatejobsinTexas.TMIIIPprovidesqualifyingfilm,television,commercial,visualeffects,andvideogameproductionstheopportunitytoreceiveacashgrantbasedoneligibleTexasexpenditures.Overthepast10years,CaldwellCountyandHaysCounty(StudyArea)havetakenadvantageoftheTMIIIP.Since2008,over35eligibleprojectshaveusedvariouslocationsinthetwocounties.InadditiontoTMIIIPeligibleprojects,theStudyAreahasattractedover75non-incentivizedprojects.Thishasresultedinmillionsofdollarsbeinginjectedintothelocaleconomy.BasedonthedataprovidedbytheTexasFilmCommission,approximately$13.7millionwasspentwithintheStudyAreabetween2008and2016.ThisamountincludeseligibleTMIIIPprojects,non-incentivizedactivity,andTheLeftovers,Season2(notincludedinTMIIIPdata).Between2008and2016,totaleconomicactivityattributabletothemotionpicture,film,andTVproductionswas$26.7millionandsupported185jobs.CaldwellCountyandHaysCountypublicsectorjurisdictionscollectedapproximately$360,975ingeneralfundtaxrevenuebetween2008and2016relatedtothemovingimageindustryactivity.Thefollowingkeyfindingsemergedasopportunitiestofocusontogrowthemovingimageindustrysector:

1. Themovingimageindustryofferstheopportunitytoleveragetheuniqueattributes,localflavor,andsceneryofCaldwellCountyandHaysCounty.

2. TheStudyAreacouldenhanceitspositionwithamoreaggressiveapproachtoproviding

localincentivesforfilmandvisualmediaproduction.

3. Themotionpicture,film,andTVproductionsectorintheStudyAreaappearsripeforsometypeofcooparrangement,wherebothvisitingproductionsandlocalfilmmakerscanrentspace(bothofficeandstorage)andequipment.

4. TexasStateUniversityshouldexaminewaystomakeiteasierforvisualmedia

productionstoaccessitsresources(ex.OfficeofFilmManagement)andexpandcoursesofferedrelatedtomotionpicture,film,andTVproductions.

5. Thecomplex,multi-departmentalnatureofthemotionpicture,film,andTVproduction

sector’sinteractionwiththedifferentstakeholderswarrantsaninitialfocalpointofcontactforthetwo-countyregion.

OverviewTheTexasMovingImageIndustryIncentiveProgram1managedbytheTexasFilmCommissionisdesignedtogrowtheeconomythroughthemovingimageindustryandcreatejobsinTexas.TMIIIPprovidesqualifyingfilm,television,commercial,visualeffects,andvideogameproductionstheopportunitytoreceiveacashgrantbasedonapercentageofaproject’seligibleTexasexpenditures.Between2008and2016,theTexasmovingimageindustryhasgeneratedover$1.3billioninstatewidespendingwhilecreatingover142,974jobs.Overthepast10years,CaldwellCountyandHaysCounty(alsoreferredtoasCaldwell&HaysCountiesinthisreport)havetakenadvantageoftheTMIIIPandotherprograms.Since2008,over35eligibleprojectshaveusedlocationsintheStudyArea.Theeligibleapplicantsqualifiedasfilms,televisionsshow,orcommercials.Thishasresultedinmillionsofdollarsbeinginjectedintothelocaleconomy.Forexample,LockhartservedasthefictionaltownofJarden,TexasforSeason2oftheHBOTVseriesTheLeftovers.InadditiontoTMIIIPeligibleprojects,Caldwell&HaysCountieshaveattractedover75non-incentivizedprojects.Award-winningfilm,Yakona2,isadocumentarybasedonthewatersoftheSanMarcosRiveranditsheadwatersatSpringLake.Therecentlyreleasedmovie,TiramisuforTwo,wasindependentlyproducedoveratwo-yearperiodinSanMarcos.AnumberofcitiesintheregionincludingBuda,Kyle,Lockhart,andSanMarcosarecertifiedfilmfriendlycommunities.Establishedin2007,theFilmFriendlyTexasProgram3isacertificationandmarketingprogramadministratedbytheTexasFilmCommission.FilmFriendlyTexasCertifiedCommunitiesreceiveongoingtrainingandguidancefromtheTexasFilmCommissionregardingmediaindustrystandards,bestpractices,andhowtoeffectivelyaccommodateon-locationfilmingactivityintheircommunity.Buildinguponthepasttenyearsofsuccess,theGreaterSanMarcosPartnershipretainedTXP,Inc.tocalculatetheeconomicandtaxrevenueimpactofthefilm,motionpicture,andmovingpictureindustryinCaldwell&HaysCounties.BecausethereisnosingledefinitionforfilmandTVproductionthatappliestoallcommunities,TXPutilizedtheTMIIIPdefinitionandmodifieditbasedonactualactivitieswithinthetwocounties.TXPhascalculatedtheimpactforbothTMIIIPeligibleproductionsandnon-incentivizedprojects.AspartofthisprocessTXPobtainedinformationfromlocalindustry-relatedstakeholdersduringfocusgroups.Basedontheeconomicanalysisandinformationobtainedfromstakeholders,TXPidentifiedkeyfindingsthatcanguidepoliciestothecompetitivenessoftheregion. 1https://gov.texas.gov/film/page/miiip2http://yakona.org/3https://gov.texas.gov/film/page/fftx_overview

Economic&TaxRevenueImpactoftheMovingImageIndustryTheeconomicimpactofthefilm,motionpicture,andmovingpictureindustryinCaldwell&HaysCountiesarefar-reachinganddynamic.BasedondatafromtheTexasFilmCommission,mostproductionsinCentralTexasarebasedoutofAustin,butsomeoftheseproductionsdospendafewdaystakingadvantageofshootinglocationsinCaldwell&HaysCounties.Themostdirectlinkagebetweenmovie,commercials,andTVseriesfilmingiswhenaproductioncompanyrentsofficeandstoragespace,hireslocaltalent,andspendsmoneyatarearestaurantsandshops.Theimpactsarenotlimitedtojustafewdaysoffilmingintheregion.Highereducationisalsoanassettheindustryleveragesdirectlyandindirectly.Overthepast5years,approximately20productionshavefilmedatTexasStateUniversity.TheUniversityalsooffersclassesrelatedtofilmandvideoproduction,creatingatalentpoolforcurrentproductionactivityaswellascreatingatalentpipelineforthelong-termgrowthofthissector.Thefollowingsectionprovidescontextaboutthesizeofthefilm,motionpicture,andmovingpictureindustryinCentralTexas,whatsharetheStudyAreacurrentlyrepresents,andstatisticsonTMIIIPprojectsintheregion.DefiningtheMovingImageIndustryThereisnostandardorall-inclusivedefinitionofthemotionpicture,film,andTVproductionindustry.ForthepurposesofestablishingabaselinefortheAustinMetropolitanStatisticalArea(AustinMSA)andCaldwell&HaysCounties,TXPfocusedontwoNAICScodes(NAICS51211and51219).ThisdefinitiondiffersfromtheTMIIIPinthatitdoesnotincludevideogameproductionnordoesitincludeindependentartists,writers,andsetdesigners.TXPexcludedtheseindustrysectorsfromthedefinitionbecause1)therewasnoeligibleTMIIIPactivityinCaldwellorHaysCountiesoverthepastfewyears,or2)totalemploymentrelatedtothisactivityissosmallthatstatisticsarenotreportedbytheTexasWorkforceCommission.TXPcollecteddatafromtheTexasWorkforceCommission(QCEWdataset)andtheNonemployerStatistics(usuallyself-employedindividuals)fromtheUSCensusBureau.ThetwoNAICScodesusedinthisreportwere:

• 51211MotionPictureandVideoProduction–Thisindustrycomprisesestablishmentsprimarilyengagedinproducing,orproducinganddistributingmotionpictures,videos,televisionprograms,ortelevisioncommercials.

• 51219PostproductionServicesandOtherMotionPictureandVideoIndustries–Thisindustrycomprisesestablishmentsprimarilyengagedinprovidingpostproductionservicesandotherservicestothemotionpictureindustry.

Overthepast10years,combinedemploymentgrowthintheStudyAreahasoutperformedtheAustinMSAasawhole.However,growthinthesetwocounties’motionpicture,filmandTVproductionsectorhassignificantlylaggedbehindtheAustinMSA.TheStudyAreais7.6percent

TMIIIPHistoricalTrendswithinCaldwell&HaysCountiesBetween2008and2016,theStudyAreawashometo35eligibleTMIIIPprojects.InadditiontoTMIIIPeligibleprojects,Caldwell&HaysCountieshaveattractedover75non-incentivizedprojects.TheTexasFilmCommissioncollectsthetotalamountspentandthenumberoflocationsusedforeligibleprojects.WhentheTexasFilmCommissioncollectsdataoneligibleTMIIIPprojects,however,thedataisnotallocatedbywherethemoniesarespent.From2008to2016,totalspendingintoTexasfromprojectsthatshotinCaldwell&HaysCountieswas$133.2million.Theseprojectsreceivednearly$30.0millioninTMIIIPgrants.Basedoninterviewswithstakeholders,inputfromtheTexasFilmCommission,andconfidentialinformationsharedonspecificproductions,TXPestimatesthatabout5percentofthetotalspendingoccurswithintheStudyArea.Forexample,ifamoviehad$20.0millionineligibleTMIIIPspendingandindicatedusingashootinglocationintheStudyArea,TXPestimated$1.0millionwasspentlocally.Fornon-incentivizedprojects,TXPassumed10percentofthetotalAustinMSAspendingoccurswithinCaldwell&HaysCounties.TXPbelievesthesesmallerprojectsaremorelikelytospendalargeramountofmoneyinfewerlocations.Theseprojectslikelydidnotqualifybecause1)theproductiondidnotmeettheminimuminstatespendingrequirements;2)limitedTexasFilmCommissionfundingoverthepastfewyearsfromwhichtoincentivizeprojects;or3)didnotmeetothermajorrequirementssuchas70percentofpaidcrewmustbeTexasresidentsorshootatlast60percentoftheprojectinTexas.Thefluctuationsinfilm,motionpicture,andmovingpictureindustryactivityaredirectlylinkedtotheamountofstateincentivesavailable.Everytwoyears,theTexaslegislatureallocatesmoneytotheTMIIIPandothereconomicdevelopmentprograms.Asdepictedinthefollowingfigures,CaldwellCountyandHaysCountyactivitymovesintandemwithstatefunding.The85thTexasLegislatureallocated$22millioninfundingforthenexttwoyears,downfromabout$32millionforthe2015-2016biennium.TXPalsoconductedinterviewsandfocusgroupmeetingswithstakeholdersrelatedtoCaldwell&HaysCountiesmotionpicture,film,andTVproductionsector.Participantsincludedfilmmakers,highereducationrepresentatives,productioncoordinators,andpublicsectorrepresentatives.ThegeneralconsensuswasthatasmallnumberofStudyArearesidentsworkfulltimeinthemovingimageindustry.Becausetheamountofstateincentivesvarieseachlegislativesession,thefocusshouldbeoncreatingaself-sustaininggrassrootsindustry–evenifthisbuildingprocessisslower.AmajorthemethatemergedwasCaldwell&HaysCountiesmightbebestservedbyfocusingonsmallerTVproductions,commercials,andrelatedactivities(ex.corporatetrainingvideos).Yes,theregionshouldactivelyrecruitlargerTVproductionsandmovies,butthisdoeshaveaboomandbustcycle.

EconomicImpactMethodologyEconomistsuseanumberofstatisticstodescriberegionaleconomicactivity.Fourcommonmeasuresare“Output”whichdescribestotaleconomicactivityandisgenerallyequivalenttoafirm’sgrosssales;“ValueAdded”whichequalsgrossoutputofanindustryorasectorlessitsintermediateinputs;“LaborIncome”whichcorrespondstowagesandbenefits;and“Employment”whichreferstojobsthathavebeencreatedinthelocaleconomy.Inaninput-outputanalysisofneweconomicactivity,itisusefultodistinguishthreetypesofexpenditureeffects:direct,indirect,andinduced.Directeffectsareproductionchangesassociatedwiththeimmediateeffectsorfinaldemandchanges.Thepaymentmadebyanout-of-townvisitortoahoteloperatororthetaxifarepaidfortransportationwhileintownareexamplesofdirecteffects.Indirecteffectsareproductionchangesinbackward-linkedindustriescausedbythechanginginputneedsofdirectlyaffectedindustries–typically,additionalpurchasestoproduceadditionaloutput.Satisfyingthedemandforanovernightstaywillrequirethehoteloperatortopurchaseadditionalcleaningsuppliesandservices.Thetaxidriverwillhavetoreplacethegasolineconsumedduringthetripfromtheairport.Thesedownstreampurchasesaffecttheeconomicoutputofotherlocalmerchants. Inducedeffectsarethechangesinregionalhouseholdspendingpatternscausedbychangesinhouseholdincomegeneratedfromthedirectandindirecteffects.Boththehoteloperatorandtaxidriverexperienceincreasedincomefromthevisitor’sstay,asdothecleaningsuppliesoutletandthegasstationproprietor.Inducedeffectscapturethewayinwhichincreasedincomeisspentinthelocaleconomy.Amultiplierreflectstheinteractionbetweendifferentsectorsoftheeconomy.Anoutputmultiplierof1.4,forexample,meansthatforevery$1,000injectedintotheeconomy,allothersectorsproduceanadditional$400inoutput.Thelargerthemultiplier,thegreatertheimpactwillbeintheregionaleconomy.Figure7:TheFlowofEconomicImpacts

Findings&ConclusionWhilemajormovingimageindustryproductionsinCaldwell&HaysCountiesgetthebulkofattentionandlocalmediacoverage,thepotentialtoleveragethisbroadsectorasanengineofeconomicdevelopmenthasyettoberealized.Thatcouldsoonchange,asthepiecesofthepuzzleareinplace:avarietyoflocalartistsandproducersrepresentingdiversegenres;demonstrableinterestfromlocalaudiences;andeducationalopportunitiesatTexasStateUniversity.AsCaldwell&HaysCountieslooktoitseconomicdevelopmentfuture,themovingimageindustryisanareaofrealopportunity.Thefollowingkeyfindingsemergedasopportunitiestofocusontogrowthemovingimageindustrysector:

1. TheStudyAreahasbenefitedtosomeextentfromthegeneralizedbrandidentitycreatedbyAustinaroundcreativityandlifestyle,butthemovingimageindustryofferstheopportunitytodrawattentiontotheuniqueattributesofCaldwell&HaysCounties,especiallyrelatedtocostsand“authenticity,”thatarefoundlocally.

2. AtatimewhentheStateofTexasispullingbackintermsofincentives,Caldwell&Hays

Countiescouldenhancetheirpositionwithamoreaggressiveapproachtoprovidingincentivesforfilmandvisualmediaproduction.Areastospecificallyexamineincluderebateofsomeportionofgeneratedsalestaxesandlodgingtaxes.

3. Accesstoresourcesisamajorissueidentifiedbylocalstakeholders,muchofwhich

involvesequipment,officespace,storage,andfilminglocations.Themotionpicture,film,andTVproductionsectorintheStudyAreaappearsripeforsometypeofcooperativearrangement,wherebothvisitingproductionsandlocalfilmmakerscanrentspace(bothofficeandstorage)andequipment.Thismodelofsharedresourcesoftenworkswellwhenthecapitalcostsarecoveredthroughgrantfunding,orpublicresources,andthenfeestousetheequipment/spacearesettocoveroperatingcosts.

4. TexasStateUniversityisanimportantpartoftheequationforthemovingimage

industryinCaldwell&HaysCounties,providingtalent,knowledge,andlocations.TexasStateUniversityshouldexaminewaystomakeiteasierformovingimageindustryproductionstoaccessitsresources(ex.OfficeofFilmManagement)andexpandclassesoffered(ex.concentrationrelatedtothemovingimageindustry).

5. Thecomplex,multi-departmentalnatureofthemotionpicture,film,andTV

productionsector’sinteractionwiththedifferentstakeholderswarrantsaninitialfunctionalpointofcontact(likelyattheGreaterSanMarcosPartnership).Thiscontactpersonorgroupwouldthenworkwiththeindividualcommunities.
