Near Term Future Efforts:

ADDITIONAL ACTIVITIES

Depot Development Coalition

Separate from the EDWG is a group that focuses on the Depot proper and its viability, longevity and

mission.

Formed in 2006, the DDC most recently met on 18 November to specifically discuss the Study being

undertaken by the CDCAB’s EDWG, the BGADD and the other parties associated with the BGCAPP

Our Charter

Depot (BGAD) Development Coalition is a not-for-profit public organization with the purpose of supporting and promoting Blue Grass Army Depot’s (BGAD) military value . . . and helping leverage its non-chemical munitions technology and industrial capabilities into expanded economic development opportunities for Central Kentucky. For more than 60 years, BGAD’s reach has extended well beyond its fenced perimeter by contributing millions of dollars annually to aid the state in its efforts to improve the economy, education, and environment of Central Kentucky and its citizens. As an active military base, BGAD’s munitions (non-chemical) workload currently provides approximately 1,300 jobs; $193M in regional economic impacts.

Highlights From the 18 November Meeting

- David Duttlinger, Director of the BGADD presented an overview of the Economic Study underway regarding the BGCAPP facility.

- George Shuplinkov, Blue Grass Depot Chief of Staff outlined the draw down that has taken place at the depot. In 2010, the Depot had 1,038 full time civilian employees. Currently, in 2013, they have 565. There

currently is a hiring freeze at the Depot, but they are committed to drawing the line and preventing any further reduction in forces below the

565 number. Mr. Shuplinkov expressed a strong desire of the Depot to find Public-Private-Partnerships, but the work had to be work that the Depot labor force could complete. They were not interested in simply

renting buildings and space for non-military purposes. It was also expressed that any activity on the Depot would have to consider the

explosive arc of the igloos that store traditional munitions.

- Mr. Jeff Brubaker, Site Project Manager, BGCAPP then provided an update on the activities associated with the chemical weapons

destruction. Discussion following the update focused on the need to pursue an engineering analysis on what structures at the BGCAPP site

would have any re-use value at the completion of operations.

 Following a general discussion about Public-Private Partnership (P3) opportunities a motion was make by Judge Clark that the

Depot Coalition assign the Bluegrass ADD to form two subcommittees to focus on the following issues:

• Pursuit of future funding efforts for the completion of the Phase II/III Study Plans to be led by BGADD Board Member

George Campbell, and Craig Williams.

• Research and pursuit of P3 opportunities to be led by Craig McAnelly

and that the efforts of both subcommittees be reported to the Depot Coalition through quarterly updates.

 This motion was seconded by Mayor Barnes and approved by

unanimous vote.

Post DDC Meeting the EDWG members Met

- Copies of documents provided by the Office of Economic Adjustment were distributed and discussions took place regarding OEA’s “Defense Industry Adjustment” (DIA) program which is where the EDWG will be focusing for

financial assistance to develop Phases II and III of the Study.

- A draft application to DIA is being worked on and will be submitted after the 1st of the year.

- Senator Mitch McConnell’s office has appointed a staff person to assist in researching alternative federal agencies

whose mission might fit with our efforts to secure funding for Phases II and III.
