I believe we all agree that Northern Arizona is the best place to live, work and raise a family. We recognize our unique opportunities and challenges. We have traveled extensively around the State. During those travels, We have

been repeatedly reminded of the many reasons each of us chooses to live in Northern Arizona and We are also reminded of the reasons why Northern Arizona is praised by those inside and outside of our State. This praise is

because we work to our unique strengths, we are humble enough to recognize and overcome our challenges, we are innovative and we exude an optimistic attitude of success.

While we have received accolades for weathering the current economic storm, we must stay focused on continual improvement activities that will lead to accomplishing our goals. Some of the action items will be a continuation and improvement of what we have done well and other action items will be new and necessary adjustments designed to

keep Northern Arizona a leader in job creation and economic prosperity.Realizing this vision and accomplishing this mission will take the collective efforts of all Northern Arizona

Redevelopment Recognizing that redevelopment is a robust tool for creating jobs and wealth in the region and that when the combination of public and private resources are invested in the redevelopment of existing buildings, streetscapes, commercial zones, downtowns, neighborhoods, and brown fields a significant ROI and leveraging of public and private investments is created by much larger subsequent private investments attracted and created by the improvement to the business potential.  The ECoNA Redevelopment Action Team is designed to create collaboration among the ECoNA identified community sectors around existing and new redevelopment projects and ideas. The action team will encourage the development of appropriate redevelopment projects in the region. The Action Team will provide support and assistance to both private and public entities currently developing projects. The Action Team will seek funding sources to allow redevelopment projects to move forward. In some cases the Action Team will lead consortiums in organizing and driving redevelopment projects.

The Flinn Foundation provided a grant to the Economic Collaborative of Northern Arizona (ECoNA) to create and implement a tactical plan to insure the strategic plans created by the Bioscience Road Map are realized and accelerated. The tactical plan development is on-going and certainly has provided a focal point for the bioscience community to collaborate. We have discovered that the process to create the plan has sparked interest and activity to move forward with haste with the completed portions of the plan. Also an interesting dynamic is that the process to implement portions of the plan also provides a feedback loop that informs and modifies the plan. At this point in time we estimate that the plan is 30-40% complete. The process to develop the plan has included a collaborative effort of the major bioscience related institutions and companies. At the time the report is complete and presented to the Flinn Foundation and the community portions of the plan will either be achieved or certainly underway. Below is a synopsis of the larger themes and progress to-date:

Infrastructure Northern Arizona like much of rural Arizona lacks the critical infrastructure for the biosciences to expand and incubate. Several initiatives have been identified:

1. Innovation Mesa a. 25,000 s.f. Laboratory Building adjacent to the Northern Arizona Center for

Entrepreneurship and Technology (NACET). $7.8 million dollar project. b. Allows Tier 2 Bioscience Companies appropriate lab growth space and solves the

inability of the private real estate market to meet this demand. c. Recently received a $4.0 million grant from the Economic Development Administration. d. Recently received a $1.5 million grant from the Arizona Commerce Authority. e. Northern Arizona University is contributing $100,000 to the project costs. f. City of Flagstaff will bond the balance of the project cost. g. Construction expected to begin fall 2013.

2. Flagstaff Airpark Bioscience and Technology Park

a. Technology park set aside for bioscience and technology companies. b. Roads, Water, and Sewer now available c. Working with APS to build a new substation to increase the power available

1. Bio-computational Center a. Work has begun to actualize this effort. b. Budget has been developed and a community consortium is working to develop the

funding model. c. One of the big needs towards making Flagstaff a Bioscience Cluster is the ability to store,

handle and analyze big data. A Bio-Computational Center that combines the infrastructure of a Data Center (big servers etc) and the capabilities of a Computational Center (connected computational biologists and programmers). A Center that can support TGen, NAU, NACET (and its clients) and others in the community. Benefits of such a Center: 1. Allows robust heavy computational research enterprises like TGen North to continue to grow and expand and be on the leading edge of its respective field (economic retention and development) 2. Allow for NAU to get into the Big Data game. This is a must if NAU CS and CENS are to be successful in building out a bioinformatics program 3. This would likely be a draw for other similar businesses to come to Flagstaff if they have computational needs (anything "science"-based is by definition "data"-based) (economic development) 4. Such a center will require some staffing, and a position could be built in to a proposal. It will also be a perfect place for CS and Bio interns from NAU and CCC (economic and education development) 5. Would be a great technology-based center to add to the STEM City concept (community development)
