    Introduction This booklet is designed to act as a training companion for members of an Emergency Control Organisation (ECO) and for Staff who work on a site where an Emergency Control Organisation is present. Whilst this booklet outlines emergency procedures on your site according to the guidelines in Australian Standard 3745 it is not designed to replace an Emergency Procedure Manual. An Emergency Control Organisation (ECO) is a structured organisation that will initiate an appropriate response to emergency situations. The ECO has been implemented on your site according to AS 3745 for the safety of the site’s occupants in an emergency situation. An ECO must always place safety of life above protection of property and assets. An Emergency is an unforseen occurrence requiring appropriate and prompt action. Emergencies are dynamic, making it important to remain flexible and base any response on the current situation and expected developments.

    ECO Structure The ECO (Emergency Control Organisation) Structure

    This diagram shows the hierarchy used in this site’s ECO Should an emergency be identified which impacts the site, the ECO structure (above)

    is activated and overrides normal management until the resolution of the incident Should the Chief Warden become unavailable for any reason, another member of the

    ECO will be required to implement the Emergency Procedures The ECO assumes ultimate control over all site personnel and resources from the

    detection of any emergency until the all clear is delivered by the Chief Warden. Only the Responding Authority/Emergency Services have the power to instruct or overrule the ECO once it has been activated

    General ECO Responsibilities

    Consider safety of life before protection of property and assets Implement the correct documented emergency procedure React safely in emergency situations Control emergencies (until the handover to the Emergency Services) Assist the Emergency Services Perform tasks as allocated by the Emergency Services, for example stopping re-entry

    to a building, moving people away from danger, etc Help prevent emergencies by reporting situations that threaten safety or may hinder

    Evacuation When to Evacuate: If an internal threat to safety of life exists If the Evacuation Tone sounds If told to evacuate by the Chief Warden or responding Emergency Services (eg. in

    person, over the public address system, over two-way radio or telephone)

    General Evacuation Responsibilities Chief Warden: Don White Helmet and collect Emergency Procedures manual Proceed to a suitable area from which control of the event can be maintained. This

    area is known as the Emergency Control Point (ECP) Consider the safety of the egress routes and Evacuation Assembly Areas Activate the ECO and implement the appropriate Emergency Procedure Ensure relevant Emergency Services are contacted Issue the instruction for all occupants to evacuate and distribute PEEPs Brief Emergency Services upon arrival (and arrange for Wardens to meet them) Contact the Evacuation Assembly Area and control ‘return to normal’ (eg building re-

    entry) once the reason for evacuation is resolved Debrief Wardens Communications Officer at the Evacuation Assembly Area (EAA): Assume control of the EAA Use the “Evacuation Checklist” to log head count Report status of the EAA to the Communications Officer at the ECP Communications Officer at the Emergency Control Point (ECP): Undertake communications as directed by the Chief Warden Use the ‘Evacuation Checklist’ to log search results Report status of the EAA to the Chief Warden Wardens (Staff not in the act of teaching): Report to the Chief Warden at the Emergency Control Point and don Red Helmet Assist by searching or following the Chief Warden’s directions Communicate your findings to the Chief Warden and remain available to provide

    assistance (eg. prevent entry to buildings or meet and direct Emergency Services)

    Staff: Turn off anything that may become a hazard if unsupervised (eg. cook tops, ovens,

    candles, science equipment, etc) Direct students to the nearest safe exit Make final check of room, take the class roll and shut the door Lead students to the nominated or closest Evacuation Assembly Area Account for your current class group and report any problems to the Communications

    Officer Remain in control of your class group at the Evacuation Assembly Area

    Lockdown A Lockdown is the movement and confinement of individuals to an indoor area because of an external threat. When to Lockdown: If an external threat to safety of life exists If the school bell rings continuously outside class time If advised to by the Chief Warden (via announcement or the Lockdown Code Call) or

    the responding Emergency Services Lockdown Responsibilities: Chief Warden: Don White Helmet and collect Emergency Procedures manual Proceed to suitable area from which control of the event can be maintained Activate the ECO and implement the appropriate Emergency Procedure Ensure relevant Emergency Services are contacted Issue the lockdown instruction (eg. Lockdown Code Call or ring the school bell

    continuously) Brief Emergency Services upon arrival (and arrange for Wardens to meet them) Issue the all clear once the emergency is over Debrief Wardens Communications Officer: Undertake communications as directed by the Chief Warden Use the ‘Evacuation Checklist’ to log search results Wardens (Staff not in the act of teaching): Report to the Chief Warden at the Emergency Control Point and don Red Helmet Assist by searching or following the Chief Wardens directions Communicate your findings to the Chief Warden, remain in control and available to

    provide further assistance Staff (in the act of teaching): Lock all doors and windows Draw blinds and curtains to limit the visibility of those inside to those outside Gather class together on the floor and wait for notification from the Chief Warden Outside Class Time Procedure: Yard duty staff direct students to their home room or area nominated by the Chief

    Warden Grade Teachers attend their home class room or area nominated by the Chief

    Warden All other Staff report to the Chief Warden to become Wardens

    Fire / Smoke

    The first priority in any fire situation is safety of life! Buildings can be re-built, people’s lives cannot

    Smoke Kills. Do not place yourself at risk In the normal building environment smoke/lack of oxygen is what kills people, not the

    actual flames If caught in a room full of smoke, get down low and crawl out Upon discovering or receiving notification of a Fire:

    Fire grows fast A standard room can ‘flashover’ (everything in the room ignites) within as little as two

    minutes You need to act fast, always move people away from danger before considering the

    use of a fire extinguisher (if you are trained in fire extinguisher use)

    Bomb Threat Bomb Threats can be received via mail, telephone, e-mail, etc...

    If a Bomb Threat is received by telephone: Do not hang up the phone. There is a possibility the call may be traced If the caller is still on-line try to obtain as much information as possible (use the Bomb

    Threat Checklist if available) Contact the Chief Warden discretely

    In the event of a Bomb Threat the Chief Warden shall: Always take the threat seriously Contact the Police Ensure the person who received the threat completes a Bomb Threat Checklist.

    The Bomb Threat Checklist contains questions you should ask the caller, or can use to jog your memory about the call. It also has other questions in regards to the callers voice, manner, background noises, etc (see following page)

    Once the Bomb Threat Checklist is completed, the Chief Warden should consider bomb threat options.

    Bomb Threat Options: The Chief Warden has four options (under Australian Standard 3745)

    1. Do nothing and disregard the threat

    2. Evacuate straight away without a search (Recommended if the bomb threat

    specifies that the bomb will explode soon)

    3. Search whilst Evacuating (Recommended option). See Bomb Threat Evacuation

    Section

    4. Stay in the building but have Wardens perform a search

    Bomb Threat Evacuation

    In the event of a Bomb Threat Evacuation the Chief Warden shall: Determine the safest route to the Evacuation Assembly Area Consider using an alternative Evacuation Assembly Area in case of malicious intent (as

    the location of the primary EAA is publicly known) Ensure paths to the Evacuation Assembly Area avoid the area specified in the threat

    or any area where a suspicious item has been identified Ensure the nominated Evacuation Assembly Area is a sufficient distance from possible

    flying debris Advise Wardens to undertake the following duties:

    Notify each classroom teacher to evacuate students to the nominated Evacuation Assembly Area, taking their nearby personal belongings with them

    Search the evacuation routes and Evacuation Assembly Area for suspect objects Meet Police upon arrival and give details of the situation

    Bomb Search

    Areas to Search:

    Aims:

    The aim of the search is to identify any object: Which is not normally found in the area or location For which an owner is not readily identifiable That becomes suspect for any other reason due to:

    Suspicious labelling

    Similarity to items described in the threat Unusual size, shape, sound or smell

    Presence of wire, tape, string, aerial or other unfamiliar material

    Locations to Search Include:

    The most important areas to check are the areas where you will be sending people: Evacuation Assembly Areas Paths of travel to exit & exits Areas with public access Common areas Toilets Stairways

    Armed Intrusion

    During an Intrusion: Remain calm and obey instructions given by the intruder/s Do not make sudden movements or interrupt the agitated person Be courteous, and answer all questions asked by intruder/s Hand over valuables when requested as these items are replaceable, life is not Do not give chase when intruders depart, as you will be placing yourself in further

    danger Make as many mental notes of the intruder/s as possible, such as physical

    description, mannerisms, accent, clothing, etc (see Offender Checklist on following page)

    After an Intrusion: Contact the Chief Warden

    If the intruder is still on site the Chief Warden will consider Lockdown and Evacuation procedures

    Ensure the Emergency Services are contacted and met upon arrival (if safe to do so) Ensure all witnesses complete an Offender Checklist Arrange for care of casualties as required Stop all entry to the area and ensure nothing is touched or moved in the area (as it is

    now a crime scene) Retain witnesses and remain with those involved Discourage interaction and discussion of the incident

    When under stress, people can get stories mixed up.

    Only allow discussion and counselling after the police have interviewed witnesses

    Natural Disasters Natural Disasters include Flooding, Earthquakes and other Hazardous Weather Hazardous Weather: Move away from windows, mirrors, bookcases and items that may fall If indoors, seek shelter under a desk or table or move to a room corner, sit down and

    protect your face and head with your arms If outside seek shelter Await instructions from the Chief Warden.

    Flooding: Upon discovering flooding assist anyone in immediate danger (if safe to do so),

    before raising the alarm by notifying the Chief Warden Direct people away from pools of water due to:

    Possible electrocution risk

    Cannot readily tell its depth

    May be contaminated (sewage) Possible slip hazard

    If possible, determine the nature of the flooding (water main/roof damage /sewerage/etc.) and arrange for isolation of the source and/or contact the appropriate maintenance provider

    If flooding is extensive, immediately isolate the flooded area and notify the Fire Brigade Do not allow Staff and students into the area until it is declared safe

    Earthquake: Move away from windows, mirrors, bookcases and items that may fall If indoors, seek shelter under a desk or table or move to a room corner, sit down and

    protect your face and head with your arms If outside, move to an open space away from buildings, power lines and trees that

    may fall. Await instructions from the Chief Warden.

    After the Emergency: Assess the building for:

    Building damage

    Failure of essential services (water /electricity /telephone, etc.) Report any dangerous situations to the Chief Warden If possible shut off electrical appliances If any building damage is identified, evacuate immediately

    Hazardous Materials Hazardous material spills present a serious risk of explosion or adverse toxic effects

    In the event of a Hazardous Materials spill: Clear the immediate area and extinguish ignition sources Raise the alarm Contact the Chief Warden (who will call the Emergency Services) Do not attempt to clean up unless you are trained If evacuating, always stay upwind of the spill/leak Do not re-enter the affected area

    Medical Emergency In the event of a Medical Emergency: Check for danger before approaching victim (blood, live electricity, etc) Raise the Alarm

    Contact the Chief Warden (who will call for an Ambulance)

    Arrange for first aid to be administered by a qualified first aider Arrange someone to meet and direct the Ambulance officers upon arrival and provide

    information about the casualty as requested

    Endangered People It is advised to keep an up to date register of people with a disability and create a

    Personal Emergency Evacuation Plan (PEEP) for each occupant with a disability If assistance is required to evacuate a mobility impaired individual, contact the Chief

    Warden, who will send a Warden to assist When moving a mobility impaired individual, it may be sufficient to move them

    away from the danger area - if it is not feasible to move them all the way to the Evacuation Assembly Area

    If it is not possible to move them to the Evacuation Assembly Area, notify the Chief Warden of their location

    Chief Warden General Duties

    Pre-emergency Be ready to assume control of the response to an emergency situation until the

    arrival and handover to the Emergency Services (normal management ceases) Maintain competency by participating in Warden Training and exercises Be familiar with the site layout, including exits, paths of travel, the location of the

    Evacuation Assembly Areas and any site hazards Be able to operate the methods of communication used at the school During an Emergency Ascertain the nature of a reported incident and whether to declare an emergency Take on the role and responsibilities of Chief Warden & lead the ECO Wear correct Chief Warden identification and return items ready for re-use Ensure all members of the ECO are clearly identifiable Execute the emergency plans and evacuation procedure Ensure the appropriate Emergency Services are notified, met on arrival and briefed Take responsibility for the welfare of the site occupants throughout an emergency Delegate tasks and give clear instructions to Wardens/Communications Officer(s) Acting under the direction of the Emergency Services Monitor response and record progress on the ‘Evacuation Checklist’ Give the ECO the “all clear” when the emergency has been resolved Conduct post-incident debriefs using the Debrief Checklist

    and act on issues identified

    Communications Officer General Duties

    Pre-emergency Maintain competency by participating in Warden Training and exercises Be familiar with the site layout, including exits, paths of travel, the location of the

    Evacuation Assembly Areas and any site hazards Know the evacuation procedure and the emergency plans Be able to operate the methods of communication used at the school During an Emergency Take on the role and responsibilities of Communications Officer within the ECO Wear correct Communications Officer identification and return items ready for reuse Manage all emergency communications on behalf of the Chief Warden - including the

    notification of Emergency Services Be ready to take control of a designated Evacuation Assembly Area (if instructed by

    Chief Warden) Maintain records on behalf of the Chief Warden Act under the direction of the Chief Warden Participate in post-incident debriefs

    secure Provide assistance to / safeguard anyone in danger Participate in post-incident debriefs

    Staff Duties

    Pre-emergency Be familiar with the site layout, including exits, the location of the Evacuation

    Assembly Area and any potentially hazardous areas Know the evacuation procedure and participate in exercises Be able to operate the methods of communication used at the school During an Emergency Assist anyone in immediate danger if safe to do so Raise the alarm upon discovering any emergency Take responsibility for the welfare of students in their care Be aware of any special requirements of students Follow any directions of and provide any relevant information to the ECO Account for students in their care

    First Aider Duties

    Pre-emergency Maintain competency by participating in 1st Aider Training Be familiar with the site layout, including exits, paths of travel, the location of the

    Evacuation Assembly Areas and any site hazards Know the evacuation procedure and the emergency plans During an Emergency Take on the role and responsibilities of a First Aider within the ECO Wear correct identification and return items ready for re-use Act under the direction of the Chief Warden and Emergency Services Offer First Aid assistance when required
