Prime Minister Narendra Modi declared eastern Indian state of Sikkim as the first organic state in the country, saying it will soon become the harbinger of organic farming not only in India but around the world. The Prime Minister also handed over the Organic Certificate to Chief Minister Pawan Chamling. "Sikkim has paved its way into history and has set an example to the entire world that nature needs care and protection", he told in the National Conference on Sustainable Agriculture & FarmersWelfare at Gangtok . Prime Minister Narendra Modi batted for expansion of organic farming across the country as part of efforts to transform the agriculture sector entailing better remuneration for the farmers.In this context, he appealed to other states: "Select a district or a block or Taluka, comprising about 100- 150 villages, strategically (for organic farming) and try it. He said around 75,000 hectares of agricultural land was gradually converted to certified organic land by implementing organic practices and principles as per guidelines laid down in National Programme for Organic Production. Some of the major crops in Sikkim include large cardamom, ginger, turmeric, off-season vegetables, flowers, Sikkim mandarin, kiwi, buck wheat, paddy maize and millets. A study conducted by the Consumer Unity and Trust Society (CUTS) highlights key hindrances to organic farming Despite the government's constant efforts to promote organic farming, only 16.3 per cent farmers of Rajasthan use organic inputs, while fear of less production and unavailability of organic inputs form the major hindrances to the chemical-ridden farming. At least 97.6 per cent of farmers of the state are aware about the hazards caused by chemical-based farming inputs but "fear of less production, transition period and unavailability of organic inputs" in the market discourage them to switch to organic farming, a recent study stated. The study also noted that 95.5 per cent consumers are also aware of ill effects of chemical-based agricultural products while 88.6 per cent consumers feel organic products are better than chemical based. The key findings were shared by CUTS -Jaipur under its project 'ProOrganic', being implemented with the support of Sweden-based Swedish Society for Nature Conservation (SSNC). According to the findings, consumers of Dausa district of the state are most aware in the state about organic products and positive health impacts. The study was carried out in 102 Gram Panchayats from 51 blocks in selected six districts of Rajasthan, namely, Kota, Pratapgarh, Udaipur, Jaipur, Dausa and Chittorgarh. A total of 3,122 samples of feedback were collected. A majority of farmers suggested that spreading awareness and purchasing of organic food for Army, mid-day meal and at state-run canteens can be the apt measures to promote organic farming. The study highlighted that 19.9 per cent farmers in Kota are doing Organic farming, 17.4 per cent are doing inorganic farming, while 62.1 per cent farmers have taken up both patterns of farming. It was 12 years ago in 2003 when the Pawan Chamling-led government decided to make Sikkim an organic farming state through a declaration in the legislative assembly. Later the entry of chemical inputs for farmland was restricted and their sale banned. Farmers therefore had no option but to go organic. Sikkim has become India'sfirst fully organic state byconverting around 75,000hectares of agricultural landinto sustainable cultivation.

Prime Minister NarendraModi declared eastern Indianstate of Sikkim as the firstorganic state in the country,saying it will soon become theharbinger of organic farmingnot only in India but around theworld.

The Prime Minister alsohanded over the OrganicCertificate to Chief MinisterPawan Chamling.

"Sikkim has paved its wayinto history and has set an

example to the entire world thatnature needs care andprotection", he told in theNational Conference onSustainable Agriculture &FarmersWelfare at Gangtok .

Prime Minister NarendraModi batted for expansion oforganic farming across thecountry as part of efforts totransform the agriculture sectorentailing better remunerationfor the farmers.In this context,he appealed to other states:"Select a district or a block orTaluka, comprising about 100-150 villages, strategically (fororganic farming) and try it.

"We have achieved fully-organic status in the end ofDecember but Prime Minister Narendra Modi made the officialannouncement during his maiden visit to the state in January.Organic Mission's executive director Dr Anbalagan said. He saidaround 75,000 hectares of agricultural land was graduallyconverted to certified organic land by implementing organicpractices and principles as per guidelines laid down in NationalProgramme for Organic Production.

Some of the major crops in Sikkim include large cardamom,ginger, turmeric, off-season vegetables, flowers, Sikkimmandarin, kiwi, buck wheat, paddy maize and millets.

A study conducted by the Consumer Unity and Trust Society (CUTS)highlights key hindrances to organic farming Despite the government'sconstant efforts to promote organic farming, only 16.3 per cent farmers ofRajasthan use organic inputs, while fear of less production and unavailabilityof organic inputs form the major hindrances to the chemical-ridden farming.

At least 97.6 per cent of farmers of the state are aware about the hazardscaused by chemical-based farming inputs but "fear of less production,transition period and unavailability of organic inputs" in the marketdiscourage them to switch to organic farming, a recent study stated. Thestudy also noted that 95.5 per cent consumers are also aware of ill effects ofchemical-based agricultural products while 88.6 per cent consumers feelorganic products are better than chemical based.

Dausa is most aware aboutorganic products

The key findings were shared by CUTS -Jaipur under its project 'ProOrganic',being implemented with the support of Sweden-based Swedish Society forNature Conservation (SSNC). According to the findings, consumers of Dausadistrict of the state are most aware in the state about organic products and positivehealth impacts. The study was carried out in 102 Gram Panchayats from 51 blocksin selected six districts of Rajasthan, namely, Kota, Pratapgarh, Udaipur, Jaipur,Dausa and Chittorgarh. A total of 3,122 samples of feedback were collected. Amajority of farmers suggested that spreading awareness and purchasing oforganic food for Army, mid-day meal and at state-run canteens can be the aptmeasures to promote organic farming. The study highlighted that 19.9 per centfarmers in Kota are doing Organic farming, 17.4 per cent are doing inorganicfarming, while 62.1 per cent farmers have taken up both patterns of farming.

The journey of organic SikkimIt was 12 years ago in 2003 when the Pawan Chamling-ledgovernment decided to make Sikkim an organic farmingstate through a declaration in the legislative assembly. Laterthe entry of chemical inputs for farmland was restrictedand their sale banned. Farmers therefore had no optionbut to go organic.

The latest data, taken from 2,000cities, will show further deteriorationin many places as populations havegrown, leaving large areas underclouds of smog created by a mix oftransport fumes, construction dust,

toxic gases from power generationand wood burning in homes.

Jitendra Pandey and Ashima Singh of theBanaras Hindu University, organic farmsyield between 10% and 15% less thantraditional farms. However, the reportadded, the lower yield was balanced by"lower input costs and higher margins."

A 14-year-old tigress died in Ranthambore

National Park on 21 January , allegedly due to old

age. The tigress named T-30 was spotted sitting on

the roadside in the reserve's Khandar area in the

morning hours, unable to move with ease. Forest

department staff, who rushed to check on her, saw

her 'struggling' to move her legs for a while before

she breathed her last.

New Delhi- Indiasuccessfully launchedthe fifth of aconstellation ofnavigation satellites aspart of a programmethat will reducedependency on theUnited States' GlobalPositioning System(GPS) and othernetworks.

India's plan is to haveseven satellites that willprovide navigationalinformation over thecountry and upto 1,500kilometres (932.06miles) around themainland, Indian SpaceResearch Organisationsaid.

The American GPS,

Russia's Glonass andEurope's Galileo havedozens of satellites toprovide informationacross the globe. Chinais also building its ownglobal positioning

system, known asBeidou or COMPASS.

The satellite IRNSS-1E was launched intoorbit by a locallydeveloped spacecraftfrom the Sriharikota

space centre in southernIndia. Over the next fewdays, scientists will carryorbital manoeuvres toplace the satellite into ageosynchronous orbit,ISRO said in astatement.

It carries two types ofpayloads -- navigationand ranging payload.

The navigationpayload will transmitnavigation servicesignals to the users andoperating in L5-band

and S-band while theother consists of a C-band transponder thatfacilitates accuratedetermination of therange of the satellite.

IRNSS-1E hasconfiguration similar tothat of its predecessorsIRNSS-1A, 1B, 1C and1D in which ISRO usedthe XL version of therocket.

The constellation ofseven satellites wasplanned by ISRO toconstitute IRNSS, whichwould be at par with US-based GPS once the full complement ofspacecrafts are launched.

The green panel pulled up the Ministry ofEnvironment and Forests, Ministry of WaterResources and UP government while askingthem to look into the matter and deal with itexpeditiously.

The observation came after advocateGaurav Kumar Bansal mentioned before thebench that bodies of humans and animals werebeing dumped in river Ganga and theauthorities were allegedly not taking any actionon the same.

New Delhi- The NationalGreen Tribunal (NGT) has criticisedthe government for its failure tocurb river pollution after scores ofdead bodies surfaced in the Gangariver, a lawyer petitioning the courtsaid.

Last to last week, more than 80dead bodies -- mostly decomposedskeletons and half burnt corpses,surfaced in the river in Uttar Pradeshafter a drop in water levels.

Their emergence has re-ignitedconcerns by environmentalists overthe uncontrolled practice of bodydisposal in the Ganges by majorityHindus, who consider the river to besacred. The NGT, ay ordered boththe water resources andenvironment ministries to explainwho should be held responsible forthe pollution in the Ganges.

The 2,500 km (1,600 mile) Gangariver, which originates in theHimalayas and spills out into the Bayof Bengal, is a means of livelihoodfor over 400 million people, as wellas being holiest river.

Millions visit the numerous spots

along its banks, such as the sacredcity of Varanasi, to cremate theirdead and scatter their ashes in theriver.

Others bathe in the Ganga in anact of ritual purification, believing

the river cleanses them of sin andfrees them from the cycle of rebirth.

Govt shuts 150 Industrial units along Ganga New Delhi- The Centre has issued closure orders

to 150 grossly polluting industrial units for notinstalling Online Continuous Effluent MonitoringSystem (OCEMS) along River Ganga. Addressinga press conference in New Delhi, EnvironmentMinister Prakash Javadekar said, of the 764polluting industries, 514 have already installed themonitoring system while 94 are in the process.

He said, the industrial pollution has significantlycome down in the river due to the installation ofthe monitoring system. Mr Javadekar said, theproblem of black liquor discharge and spent washinto the river has also been largely controlled. TheCentral Pollution Control Board ,CPCB had

formulated an Action Plan for abatement ofindustrial pollution in Ganga covering five keyindustrial sectors sugar, paper and pulp, distillery,textile and tannery.

The objectives of Action Plan is to reducingeffluent generation and organic load. The onlineMonitoring System enables the board to keep tabson polluting units on a real-time basis withoutactually visiting the industries.

The Ministry of Environment and Forests hasidentified 764 grossly polluting industriesdischarging 501 million litres of waste per day intothe Ganga and its major tributaries.

Sandalwood logs worth Rs 20 cr seized from godownMeerut- Sandalwood logs worth Rs

20 crore were recovered in a raid by ateam of police and forest officials froma godown in the Kharkhaudaarea,police said.

Officials said that a case in thisregard has been booked against aDelhi-based timber merchant who is,however, absconding.

According to police official, theraid was carried out yesterday on thegodown situated on the Kharkhauda-Mohiuddinpur road following a tip-off.

The raid yielded a massive haul ofsandalwood logs, he said.

The watchman at the godown, toldpolice that the space was rented aboutsix years back by one Suchit Singhal, aresident of Pitampura in Delhi, forstoring timber.

The sandalwood seized from thegodown is worth about Rs 20 crore,Dixit said, adding that the haul is stillbeing tallied by officials.

Recently, there has been a lotof concern and ensuingdeliberations on the high levels ofambient air pollution. This hasprompted various authorities topropose some quick-fixsolutions.Before going to thesesteps first we need to have ascientific study on this .

Odd/even, entry of trucksduring the night hours only,pollution cess, discarding 10 or 15years old vehicles, etc. mayprovide a temporary and verylimited relief, they are inadequateand therefore may not yield thedesired results for a long termpermanent solution for airpollution.

The first and foremostrequirement to address airpollution at any given location isto correctly identify all majorsources contributing to thepollution at that location. This is acomplex exercise, which needs tobe done regularly and cannot bequick-fixed by temporarymeasures as above. Only cars are

not major sources of pollution.Several studies conducted over thepast 25 years suggest that themajor contributors (even upto 40per cent) to pollution ofparticulate matter (PM) areunknown sources, which mayinclude natural dust andanthropogenic emissions fromsome fugitive sources.

No doubt vehicles are majorsource source of pollution in allurban areas but it is essential toinvestigate and identify the othermajor and minorsources.Vehicular pollutioncontribution to PM pollution mayor may not be so significant. Weneed a scientific research basedinvestigation about vehicularemissions

We should also think aboutthese solutions to curb Airpollution-

* Ensuring dust control atconstruction sites and intransporting constructionmaterial, and using vacuumcleaners for road cleaning.

* Enforcing retrofitting ofdiesel vehicles with particulatefilters.

* Stopping open biomassburning. Also, biomass-basedpower generation units should bemade to adopt proper scientifictechnology to avoid harmfulemissions. Getting more people totravel by Carpooling is a worthygoal, but is a process with manychallenges andobstacles.Carpooling brings manybenefits, lower personal transportcosts. Cities and communitiesrealize dividends from lesscongestion, air pollution andvehicle emissions, as well asreduced demand on parking andlower transportation costs.Companies like Ola, Uber andMeru have already startedpromoting carpooling working.Tripda, the Brazilian carpool start-up, believes that India can be oneof the top markets of the worldfor carpool.

Ramesh said it is important tobalance the pursuit of 8 per centgrowth and protection of theenvironment, stressing on theneed for public participation toput pressure on the governmentfor the same.

Ramesh argued that itwas crucial for India toembrace sustainabledevelopment, which is nowa necessity for the country.

"There is a perceivedconflict between theobjective of getting newjobs, getting newinvestment, pushing GDPand the objective ofprotecting naturalresources. With allgovernments there is aconflict between these, andI am afraid that in most ofthe cases, the choices whenthey are made, are in favourboosting economic growthand not necessarilyprotecting theenvironment," he said.

"Sustainabledevelopment for us is not aluxury but a necessity. Wemay have not caused globalwarming in the past, but wecertainly have maximumvulnerability to it, in terms ofmonsoon, glaciers, forest cover,rising sea levels. No other countryhas such multiple dimensions ofvulnerability," Ramesh said.

"We need to make a choice tohave 8 per cent growth, but at thesame time protect ourenvironment, our rivers and our

forests. It is possible when systemsof public participation begin toput pressure on the government todo things differently," he added.

Ramesh also spoke against the"Grow Now, Pay Later" modelfollowed by most countriesaround the world including China,where the focus remainsexclusively on economic growthwithout worrying about its

consequences.Ramesh gave three reasons for

why India must take a differentdevelopment path: First,demographic pressure; second,climate change (India is one of themost vulnerable countries), third,the environment has become apublic health concern (airpollution, water pollution); andfourth, livelihood concerns.

India did not create the [global

warming] problem but it must bea leader when it comes to offeringsolutions to the world. There is agreat business opportunity[developing green technologies]and Indians must cash in on that.Mathur added that the ParisConference had been a gamechanger because, probably, for thefirst time, governments realisedthat something needed to be done.

They also agreed that publicparticipation and transparency wasneeded if climate goals are to bemet.

Govt's Smart City list, Rs 50,802crore to be invested over five years

New Delhi- The first list of 20 smart citieswas released recently by Union MinisterVenkaiah Naidu. Bhubaneswar has topped thelist of 20 Smart Cities followed by Pune andJaipur coming second and third. Thegovernment will invest Rs 50,802 crore in the 20cities and towns over five years. "Of this Rs38,693 crore will be spent on area developmentand Rs 12,109 crore on 56 pan-city solutions,"Naidu said at the press conference

These 20 cities will be the first to receivefunds, thus kickstarting the process ofdeveloping them into 'smart cities'. The next twoyears will see the inclusion of 40 and 38 cities,respectively. Overall, 97 cities from across thecountry were put up for the Smart CityChallenge competition.

The urban development ministry hadreceived proposals for 97 cities from stategovernments.

Half of the 20 selected cities are from thestates - Kerala, Assam, Tamil Nadu, Punjab,Gujarat and Karnataka - going to elections in thenext two-and-half years. Interestingly, no city ortown from the poll-bound state of West Bengalfeatured on the list.

The other states which do not figure on thelist are Bihar, Haryana, Jharkhand, UttarPradesh, Telangana and Chhattisgarh. Jammuand Kashmir has not yet chosen any city underthe smart city project. Under this mission, eachstate will have at least one smart city.

Jaipur, has proposed to improve the visualappeal and tourism experience of its walled cityarea of 600 acres.

The first 20 cities selected to bedeveloped as smart cities under PrimeMinister Narendra Modi's pet project.
