The tool recommended for JSCAS, as demonstrated to be appropriate by continued DoD funding, is Enterprise Compliance Management (ECM).

And, ECM is the only application that can quickly respond to:

an Oracle-based, EJB3, JavaServer Faces (JSF) system,

data driven real-time technology,

assisting to reduce accidents through the collection and analysis of safety climate/mishap data, the human factors taxonomy, and more.

Finally, ICS has the management skills, knowledge, experience, and existing contract vehicle to effectively deliver to the Department of Defense or to any private sector corporation or organization.

We are trying a new survey tool called JSCAS (Joint Safety Climate Assessment Survey) that should fit your culture survey needs perfectly.  It is easy to use, provides mitigation tools at  the conclusion, and best of all, it gives quality feedback to every participant automatically! ECM Components

A. Implementation / Integration: To include all aspects of planning, communication, and release of ECM.

B. Data Analysis / Interpretation: To include exhaustive investigation and research into the validity of individual questions, their position in the survey, analysis of results, and interpretation of results against measurable standards.

C. Client Coordination: To include direct and regular interaction (not less than monthly) with and between each of the participating locations to ensure each has the opportunity to influence enhancements and functionality of the ECM application/initiative.

D. Response Risk Criteria: To include in-depth analysis, through coordination of experts, to assess default risk level classifications for all responses to each question included in the Core Questions set, as well as for non-standard / non-core questions applicable to individual organizations.

E. HFACS: Incorporated Human Factors Analysis and Classification System. This component may be refined as appropriate to support greater integration with the efforts of customers

F. Intervention Program Accessibility: To include a comprehensive evaluation of intervention programs that currently exist throughout our client organizations that are designed to mitigate potential losses that can be identified with the use ofECM work on this effort has already begun and will continue to be a core component of the ICS Technology.

H. Networking: To include activities necessary to deliver ECM on appropriate client platforms.

I. Education / Awareness / Training: To include a combination of on-site person-to-person education and interaction as well as on-line computer based training. ICS’ plan is to prepare training curricula and documentation at the client department evel and below. Individual training will, when appropriate, be delivered via the climate assessment tool. System briefs for safety and other personnel will be provided in person or via teleconference for all new participating locations that request such assistance.

Management & Financial Responsibility

ICS will provide comprehensive milestones, monthly reports, implementation / results briefings, and a final report.

ICS will oversee all financial aspects of its internal operations as well as those of its subcontractors.

ICS will continue to coordinate an outstanding team for the execution of the ECM Initiative.

Using the GSA schedule, the Government has the ability to quickly and easily contract with ICS to avoid interruptions in momentum associated with their loss mitigation initiatives.
