Qualification Criteria: Essential
• Minimum 5 years of relevant work experience in the area Energy Efficiency in buildings
• Experience in working with international/ national/ development organizations on energy
efficiency in buildings projects
• Minimum 3 years of project management experience
• Proven record in high quality documentation assignments;
• Prior experience in the publication of documents / literature etc.
• Experience in reviewing the projects, project reports
• Should have adequate capacity to liaison with senior officers and resource persons in the
state
• Each cell will have 2 engineers and 2 architects. One team member should be native from
the local city/ state.
• The consultants deputed at the PWD should have at least 3 years of experience and at
SDA/UDD office should have at least 2 years of experience respectively
• The consultants deputed at the SDA/UDD office should have a Bachelor degree in
Engineering or Architecture or Masters in building science
ECBC Cells in PWD (Category 1)
Role of consultant:
Consultative support in at least 10 new government projects, designing ECBC
implementation strategies including formulation of Roadmap/ action plans for
implementation of ECBC in Government buildings.
Design reporting framework along with web based database of ECBC compliant buildings
and energy performance of government buildings maintained by the Department and linking
the database with SDA and BEE portal
Facilitation of revision of Schedule of Rates (SoR) and Plinth Area Rates (PoR) to include
specification and costing of energy efficient materials required for ECBC compliant
buildings.
Facilitation of necessary amendment in Standard Public Building Design templates in view
of ECBC compliance.
Creation of state specific ECBC building material directory & Training resource centre in
department
Formulation of Department wise training modules & Guide book and calendar for Capacity
building workshops for training of officials.
Facilitation of Training of ToT and ECBC Intensive training to officials of Department.
ECBC Cells in PWD (Category 1)
Role of consultant:
Co-ordination with all the relevant state departments for integration of ECBC
provisions in the building bye-laws including compliance mechanisms
Assist in the issuance of ECBC notification
Support project preparation and implementation for demonstration projects,
development of Action Plan/ state specific roadmap, Reporting database structure
for ECBC compliant and energy performance of government revision of SoR etc.
Support training & capacity building of ECBC professionals in state including
identification of training resource centre, identification of ToT and facilitation of
conduction of ECBC intensive training programme in the state etc.
Secretariat support to UDD/ULB/SDA for ECBC activities including, Preparation
of key papers, Procuring background material, Moderate the
workshops/events/meets, Prepare the minutes, Preparation of proceedings (print
quality)

Capacity Building for states
Existing Buildings:
Manual on Standard Operating Procedures (SOP) for energy efficiency up-
grades in government buildings developed
SOP comprising of procedures for energy audits, designing of retrofitting
model, monitoring and verifications of working of energy equipment etc.
Actions:
SDAs are requested to shared the documents to concerned Departments of
the State, responsible for operation and maintenance of government
buildings
