    1. INTRODUCTION AND CONTEXT

    At the Lisbon European Council in 2000 an Open Method of Coordination was established in order to make a decisive impact on the eradication of poverty and social exclusion by 2010. Key elements in the Open Method include agreement by Member States on common objectives in the fight against poverty and social exclusion, the development of common indicators to measure progress, the development of two yearly National Action Plans, regular monitoring and analysis of progress and the exchange of learning and best practice.

    The Open Method is underpinned by a five year, € 75 million Community Action Programme to encourage cooperation between Member States and acceding, candidate and EFTA/EEA countries to combat social exclusion. 64 projects were selected to participate in an initial preparatory Phase, Phase I. This has now been completed and following a further selection process 31 projects have now been chosen to receive support for a further 2 year period, beginning in December 2003. This programme, which came into operation in January 2002 is intended as a key tool to support and advance the implementation of the Open Method of Coordination through supporting cooperation which will enable the Community and the Member States to enhance the effectiveness and efficiency of policies to combat social exclusion.

    In 2002 a Transnational Exchange Programme was put in place under Strand 2 of the Community action programme. In April 2002 the Commission launched a call for proposals inviting applications from partnerships wishing to develop transnational exchange and cooperation projects.

    2. OBJECTIVES OF THE CALL

    The exchange programme is intended to encourage the exchange of learning and good practice on policies and programmes that can contribute to preventing and eradicating poverty and social exclusion. A related aim is to mobilise and involve a wide range of different actors. Thus applications had to come from partnerships involving partners based in at least 3 Member States. Partners could include national, local and regional authorities, bodies responsible for combating social exclusion, social partners, social service providers, non governmental organisations, universities and research institutes, national statistical offices and the media. Proposals were particularly encouraged from partnerships which involve actors from several different sectors and which combine partners who are both involved in policy making at national, regional or local level with those who have direct experience of combating poverty and social exclusion on the ground.

    3. A PHASED APPROACH

    The Transnational Exchange Programme is being implemented in two phases: an initial preparatory phase of 9 months followed by the main phase of up to 2 years. Following an open Call for Proposals (VP/2002/010) last year 64 transnational exchange projects were selected to take part in Phase I. Actions under this phase are for 9 months and most started in December 2003. During Phase I the selected projects are expected to concentrate on: taking stock of existing knowledge and policy developments in relation to the issue projects have chosen to investigate; fostering the development of a transnational and multisectoral partnership which will provide the basis for longer term co-operation and exchange; and defining objectives and developing proposals for a clear programme of further work for up to two years.

    However, subsidy agreements will be signed for one year and will be subject to an annual and conditional renewal.

    The projects selected all address important issues that have emerged from the National Action Plans on poverty and social exclusion prepared by Member States. Some projects are concerned with the exchange of learning on particular policy areas, while others are examining the development of institutional approaches which can underpin social inclusion policies.

    This compendium gives provides information about the 31 selected projects under Phase II with a view to facilitating exchange of learning between the selected projects and also with other interested actors.

    4. ANALYSIS OF THE SELECTION OF PROPOSALS

    63 applications were received millions by the closing date for applications of 20th June 2003. Following a rigorous evaluation procedure 31 proposals were selected for funding originating from the 15 Member States and Norway.

    Based on the nationality of the promoters of selected projects the United Kingdom (5) Ihave the most projects selected, followed by Italy and Spain (4). With the exception of Finland, Luxembourg and Portugal all Member States and Norway have at least one project selected. Perhaps even more significant is the extent of the involvement of Member States as partners in applications. 60% of Member States are involved in 10 or more applications (see Table 1).

    The majority of acceding and candidate countries are involved in the projects as partner organisations. Romania is participating in the most projects (7). With the exception of Turkey, all acceding and candidate countries are participating in at least one exchange project. (see Table 2)

    The applications selected represent a good spread of proposals covering the key issues reflected in the objectives agreed by Member States and in the Joint Report on Social Inclusion.

    The areas of immigration and ethnic minorities, local anti-poverty initiatives and local services feature most frequently (see Table 3).

    The partnership is intended to contribute to combating exclusion by allowing microfinance to develop in Europe. Following on from Phase I, during which 22 organisations agreed upon a joint venture, this project aims to develop the European Microfinance Network with the following main objectives: promoting self-employment, microenterprises and microfinance in Europe; helping to develop microfinance programmes for the dissemination of good practice; improving the regulatory framework for microfinance and self-employment at European Union and Member State levels. If successful, this project will have the following practical results: providing specific training for microfinance; implementing programmes for the exchange and dissemination of good practice via the Internet (dedicated Intranet site), a library, technical assistance, etc.; improving the regulatory framework for microfinance and self-employment at European Union and Member State level.     The project’s aims are to design a model for European cooperation to combat poverty and social exclusion based on cooperation between municipal authorities, associations and other social and economic operators which will define new strategies, effective instruments, discussion forums and procedures for working together, and to promote a culture of cooperation between various social players by conducting a series of dissemination activities with the aim of raising awareness of and promoting social commitment in enterprises. The results will be: 1) A report identifying the most successful strategies, effective instruments, discussion forums and procedures for cooperation. 2) Definition of a new model for collaboration with a practical methodology for coordinating and extending collaboration between enterprises and gearing it to social projects conducted by social entities supported by the administration. 3) Development of a nexus of implementation and validation activities for dissemination and raising awareness

    within the framework of the model and dissemination to promote the culture of collaboration. 4) Transnational seminar. Diseñar un modelo europeo de cooperación para combatir la pobreza y la exclusión social, a partir de la cooperación entre autoridades municipales, el tejido asociativo y otros agentes sociales y económicos que defina nuevas estrategias, instrumentos eficaces, espacios de interlocución y procedimientos de trabajo común. - Fomentar una cultura de colaboración entre los distintos actores sociales a través de la realización de una serie de acciones y actos de divulgación, con el objetivo de sensibilizar y fomentar el compromiso social de las empresas.     The point of departure for cooperation in Phase II is the United Nations Convention on Children's Rights, the key requirements of which — where they remain unmet — define the main risks of and typical circumstances for exclusion. The project’s approach is to pool the efforts of all the players engaged in the social integration of children – 1. pre-school child care centres, 2. professional social services for children and their families, 3. voluntary social workers – to form an intensive and effective partnership. A transnational comparison is to be conducted to analyse the effectiveness of various local and regional networks’ social work and lobbying against social exclusion, develop transferability and

The project will seek to produce the following: 1. documentation of networking, 2. information on how excluded children see their situation, 3. a curriculum for social exclusion, 4. a description of lobbying strategies, 5. recommendations on social and educational policy, 6. an Internet page, 7. a brochure and 8. a symposium. Ausgangspunkt der gemeinsamen Arbeit in Phase II soll die Kinderrechtskonvention der Vereinten Nationen sein, deren zentrale Forderungen zugleich - in ihrer Negation - die wichtigsten Ausgrenzungsrisiken und Tatbestände definieren.Der Ansatz dieses Projektes ist es, alle relevanten Akteure, die sich mit der sozialen Eingliederung von Kindern befassen, zu einer intensiven und effektiven Kooperation zusammen zu führen: 1. Tageseinrichtungen für Kinder im Vorschulalter, 2. professionelle soziale Dienste für Kinder und ihre Familien und 3. freiwilliges soziales/bürgerschaftliches Engagement. Im transnationalen Vergleich sollen unterschiedliche lokale und regionale Netzwerke in ihrer sozialarbeiterischen Wirksamkeit und ihrer Lobbyarbeit gegen soziale Ausgrenzung von Kindern analysiert, Transfermöglichkeiten entwickelt und Handlungsempfehlungen erarbeitet werden.     The main aim of the project on gender indicators to combat social exclusion is to create Europe-wide gender indicators of social exclusion. The specific aims of the project are: to revise the existing official indicators; to develop and apply participatory methodologies for constructing social indicators; to record specific instances of exclusion of women, compare the project’s theoretical basis with women’s practical experience, and construct qualitative indicators which explain how women experience the mechanisms of social exclusion; to transform qualitative indicators into quantitative ones; to analyse the viability of these new indicators and to propose recommendations to enable these indicators to be applied in a political context. The project aims to achieve these objectives by coordinating networking activities at two levels: at European level (where Italian, French, Spanish, Swedish, Belgian and Hungarian entities will be involved) and at local/regional/national level (each European entity participating has created or will create a multisectoral and interdisciplinary expert support group).

    El proyecto Indicadores de Género contra la Exclusión Social tiene como principal objetivo la creación de indicadores de género de la exclusión social de ámbito europeo. Los objetivos específicos del proyecto son: - Revisar los indicadores oficiales existentes. - Desarrollar y aplicar metodologías participativas para la construcción de indicadores sociales. - Recoger experiencias concretas de exclusión de las mujeres, contrastar las propuestas teóricas del proyecto con las experiencias concretas de las mujeres y construir indicadores cualitativos que expliquen cómo las mujeres viven sus procesos de exclusión social. - Transformar indicadores cualitativos en cuantitativos. - Analizar la viabilidad de estos nuevos indicadores. - Proponer recomendaciones para posibilitarla aplicación de estos indicadores en el ámbito político.     Our general objective is to further explore the different creative approaches to combat homelessness in terms of focussing on: re-integration in the labour market-transition actions (responsible: City of Barcelona) - mental health strategies of working with mentally disabled persons (responsible: City of Bologna) - services for women (responsible: City of Vienna). Project will analyse how these methods/good practices can be related to the improvement of the NAPs. We want to find good practices at the local level to be applicable in all cities taking part in the project and to be recommended to get in the NAPs. In addition, the project will prepare information tools based on the innovative method, I.e. CD-rom including reports based on the three themes to be addressed. The multi-dimensional nature of poverty and social exclusion implies that a multi-dimensional response is required which involves policy being developed and implemented by a number of different actors working together and across work boundaries. Main objectives / Summary of the project Our focal point is a knowledge improvement about the concept of social citizenship at local, national and European level, as effective tool to prevent insecurity and social exclusion. From this starting point, we will: - deepen the analysis about the practises of citizenship developed by women associations across Europe through a research and preparatory activity - enhance a better understanding of the impact of these practises on the local policies in different territories of the Countries involved, through the identification of patterns of citizenship indicators - create a strong link with some selected European territories through the experimentation of participatory forums which will be held in two sessions - promote an active and mutual exchange of the best and innovative policies/practises at transnational level, on the following cross-cut themes: health access, work access (with a special focus on migrant domestic workers) and local policies/citizenship indicators and social citizenship through

Main objectives / Summary of the project Main objective is to improve knowledge on the social situation of immigrants in rurals areas in the EU with a view to favour means and policies promoting inclusion of this target group, to analyse the positive impact of an adequate integration of migrants population in the socio-economic development of disadvantaged rural communities. Main objectives / Summary of the project The ENSI project is intended to encourage persons who are socially excluded or threatened by exclusion to take part in political processes. In Phase I, the project partners analysed the national action plans of the Member States involved and concluded that the importance attached to participation varied greatly. In some cases, action to promote participation is mentioned only in passing, and in others it is presented in considerable detail. In order for disadvantaged persons and groups to take part in political decision-making processes, awareness must be raised further and practical proposals for action must be devised and discussed with them. The aim of Phase II is therefore to carry out two-day transnational training courses on participation in the partner countries. Between 50 and 55

    socio-political players and excluded persons will take part in each. The foundations and curricula for the courses were prepared during Phase I by the members of the steering group (D, NL, A, GR, F) in the form of a handbook. Das Projekt ENSI will die Partizipation von Menschen an politischen Prozessen verbessern, die sozial ausgegrenzt oder von Ausgrenzung bedroht sind. In Phase I haben die Projektpartner die NAPincl der beteiligten Mitgliedstaaten analysiert und im Ergebnis festgestellt, dass das Thema Partizipation einen sehr unterschiedlichen Stellenwert hat. Zum Teil sind partizipative Ansätze nur am Rande erkennbar, zum Teil sind sie sehr umfangreich dargestellt. Für die Beteiligung benachteiligter Personen und Gruppen an politischen Entscheidungsprozessen muss verstärkt sensibilisiert werden und konkrete Handlungsvorschläge für die Praxis müssen gemeinsam mit Betroffenen entwickelt und diskutiert werden. Ziel des Projektes ENSI in der Phase II ist daher die Durchführung von zweitägigen transnationalen Fortbildungen zum Thema Partizipation in den Partnerländern. Jeweils 50-55 sozialpolitische Akteure und von Ausgrenzung betroffenen Personen werden teilnehmen.     The project will address the fast growing problem of unaccompanied young asylum seekers and immigrants who arrive daily in the Member States and become the responsibility of local social services. The objectives of this proposal will be to carry out a detailed research of the legal and welfare policy and practices regarding unaccompanied young asylum seekers across Europe including the accession countries, to exchange experience and expertise between local government social welfare departments responsible for receiving, protecting and caring for these young people and also the ministries responsible for justice, immigration and welfare policies, to construct a statement of good practice which

Main objectives / Summary of the project Despite the economic growth in the EU, many unskilled workers above the age of 50 are facing difficulties in keeping their job or returning to the labour market. Technologinal developments and increased efficiency at workplaces have made it difficult for seniors to keep up with developments.The fact of uemployed seniors becoming a marginalized and excluded group are becoming a growing social and labourmarket policy problem in the EU. The purpose of the project is to establish networks contributing to the creation of a social dialogue between local and transnational players.Surveys of opportunities and barriers to the development of senior policies at enterprises as well as opportunities and barriers to unskilled seniors` return to the labour market will be conducted. Transnational experience and recommendations will be exchanged on the background of national experience. The survey and discussions will be described and disseminated, a website will be developed and a national and transnational seminar organized for

The main outputs of the project are a sensitizing and building-policies manual, with its following public presentation, and its previous research contained within draft national reports.
