Shining BrightlyLeading Women Educators of Nebraska, Impacting Educationby De Smith

Grand Island, Nebraska—April 24-26, 2020, Boarders Inn and Suites—is the place to be!! This is the site and dates for the 84th Annual Convention of the Nebraska Delta Kappa Gamma Society. You will want to attend and connect with other members and make decisions which will impact DKG in Nebraska. SO, mark your calendars for this event, fill out your registration form, and mail it to Jenna Adamson. (A registration form was included in the Nebraska Winter Quarterly and is again included in this Nebraska Spring Quarterly.)

Elaine Warwick, Southeast Regional Director from Franklin, Tennessee, will lead a round-table discussion sectional and give the main address at the Saturday evening Founders’/Presidents’ Banquet. Friday night will once again have a pre-convention Nebraska Night complete with special entertainment and a time to socialize. On Saturday there will be a business meeting, the Celebration of Life Ceremony, the Birthday/Scholarship Luncheon, and sectionals on society business as well as personal enrichment, and will conclude with the Founders’/Presidents’ Banquet. New chapter presidents will especially want to attend the sectionals for chapter president training so that they are well prepared as they begin their chapter leadership on July 1, 2020.

Once again, I am challenging each chapter in Nebraska to increase their membership by 10%. I am always excited to hear about chapters increasing their membership! Remember that chapters who have added five or more members in the past year will receive the Order of the Rose at the banquet at state convention.

I certainly hope to see you in Grand Island at the 84th Annual Nebraska State Convention. Let’s keep DKG moving forward in Nebraska.✧

Royal Family Kids’ CampsNebraska State Projectby Mary Eiler, First Vice President

Hopefully, your chapter is gathering items for the Royal Family Kids’ Camps which will be held throughout the state this summer. Supporting Royal Family Kids’ Camps is the Nebraska DKG State Project.

The following is a list of items to contribute: Craft supplies such as stickers, glue sticks, markers, blank white paper, colored paper, pipe cleaners, cookie cutters, stencils, and rulers. Quart Ziploc bags are always needed. Other items which can be contributed are: card games, small hand-held games, AA or AAA batteries, school supplies, sunscreen, lotion, body wash, flip-flops, beach towels, underwear, and socks for children whose ages range from 6–12 years.

If you wish, monetary donations can be made directly to one of the camps in Nebraska.

Check the website https://rfk.org/locations/Nebraska/ for a camp near your chapter. You may also bring supplies to the Nebraska State DKG convention in Grand Island, April 24-26.✧

Each of you has become a member of Delta Kappa Gamma because you possess qualities that make you an outstanding educator. Even if you are no longer actively teaching, you obviously still carry within you a strong commitment to education as evinced by your continued membership in our society. Sharing your talents and expertise with another educator can have a lasting impact not only on the recipient, but also to those under her tutelage.

We can all be of service to education by mentoring fledgling teachers as well as veteran teachers. The ladies you invite into DKG already will be very capable educators, but that doesn’t mean they are done learning or growing

in their practice. I would expect most prospective members are those who have such a passion for learning that they view themselves as life-long learners. Nebraska DKG member, June M. Bowers, is a nominee for International DKG Second Vice President.

June, a member of Iota Chapter, is a 42-year DKG member. June has served Nebraska state in many key offices including Nebraska State President from 1999-2001.

June has also served as Northwest Regional Director and is currently completing her second term as International Member-at-Large on the Administrative Board. She was instrumental in the formation of the Arts and Humanities Jury, serving as its chair, and has also served as chair of the Strategic Plan Committee for the Administrative Board.

Join us for Legislative Day 2020by Mona Weatherwax

The DKG Nebraska State Legislative Day is set for Tuesday, March 10, 2020. Mark this date on your calendars, so you can join us in Lincoln. We encourage you to contact your senators. If you are unable to set up an appointment to personally visit on that date, hand delivering a letter to his or her office is another good option. These two methods are still the most effective ways to have our voices heard. The senators appreciate hearing the views of their constituents before making important legislative decisions.

We will begin the day at 9:00 a.m. with coffee and rolls and a briefing by Jason Hayes, lobbyist for NSEA, at the NSEA building at 605 S. 14th Street across the street from the State Capitol. He will update us on educational and retirement issues of interest to us. At 10:00 a.m., we will go to the Capitol to meet with our individual senators. At 11:00 a.m., we will assemble in the balcony of the Legislature to

listen to debate and be recognized. From 12:00 to 1:00 p.m., we will meet at Billy’s Restaurant, 13th and H Street, for good food and great conversation. After lunch, you are free to return to the Capitol to attend hearings of interest to you or to depart for home. Parking will be at Trinity Lutheran Church at 12th and H Street, just down the block from Billy’s. It is approximately a 2 ½ block walk to NSEA, 2 blocks from the south entrance of the Capitol to Billy’s, and a block back to parking after lunch. (See map below.) If you

need a ride to limit the amount of walking, let us know this on your registration form, and we will help provide transportation.

Lunch and mileage will be paid. Turn in lunch receipts and mileage vouchers to Mona Weatherwax, who will be hosting the day along with Jan Wulf. She will forward them to our state treasurer.

Proposed Amendments to Nebraska State Standing RulesFor your reading and understanding: 1) Immediately following Proposal # will be a brief description of what this proposal means. 2) Deletions will be crossed out; changes in wording will be in red; proposing committee, rationale, and fiscal impact will be in blue type within the (brackets) at the conclusion of each change.

Proposal #1: Amending 4.42b by inserting “/conferences”

4.42 Types of expenses allowed shall include: a. Meals—cost of breakfast, lunch, and dinner

incurred in carrying out Nebraska State business.

b. Travel—twenty-five (25) cents per mile round trip. For international conventions/ conferences and state conferences, travel cost is not to exceed round-trip coach airfare.

(Proposed by Rules Committee. Rationale: to clarify that Nebraska State pays mileage for both international conventions and international conferences, but that neither cost can exceed round-trip coach airfare. Fiscal Impact: None)

Proposal #2: Amending 12.93b by striking “cards and” and inserting “form along with”

12.93 Guidelines for the recipients shall be: a. A chapter shall acquire five (5) new

members through induction, transfer, and/or reinstatement during a one-year period.

b. Chapter shall submit induction or reinstatement cards and form along with Form 18 for any new members to the Nebraska State treasurer by March 1 of each year.

(Proposed by Rules Committee. Rationale: to clarify the online forms that should be submitted to the Nebraska State treasurer for members who are inducted or reinstated. Cards are no longer used. Fiscal Impact: None.)

Proposal #3: Amending 13.41 by inserting “of $500”

13.4 Esther Pilster DISCRETIONARY INCOME/PRINCIPAL GIFTS Award

13.41 The Esther Pilster Discretionary Income/Principal Gifts Award is granted to the Nebraska Delta Kappa Gamma state president to provide additional funding for state-level

activities. Depending upon need, Principal Gifts may be transferred to other Nebraska DKG accounts or funds. In addition, the Nebraska State Treasurer receives an annual gratuity of $500 for the management of the Endowment Fund.

(Proposed by the Rules Committee. Rationale: At the Nebraska State Convention 2018 a motion was made (by Dr. Sharra Smith, Finance Chair)—”On behalf of the Finance Committee and EP Ad Hoc Committee, I move that a gratuity of $500.00 for the management of the EP Endowment Fund be presented to the Rho State Treasurer annually.” Then an electronic vote was taken 30 days after convention and the motion was adopted 41 to 0.This proposal adds the specific amount to the Standing Rules. Fiscal Impact: None beyond current practice.)

Proposal #4: Amending 12.16, 12.25, 12.34 and 12.47 to add “Applications are due to the Scholarship Committee by February 15 of each year” for the Nebraska State Scholarships, the Nebraska State Mini-Scholarships, the Bonnie Gelling Road Scholar Award, and the Annadora Gregory Scholarship.

Nebraska State Scholarship12.16 Verification shall consist of registration

documents and/or approval letters as required by the Scholarship Committee. Applications are due to the Scholarship Committee by February 15 of each year.

Nebraska State Mini-Scholarships12.25 Members shall apply, with chapter

recommendation, before attending or within three (3) months after successful completion. Applications are due to the Scholarship Committee by February 15 of each year.

Bonnie Gelling Road Scholar Award12.34 Members may apply before attendance

at a Road Scholar event, if confirmation is received from the Road Scholar Program, or within three (3) months after attendance. Applications are due to the Scholarship Committee by February 15 of each year.

Annadora Gregory Scholarship12.47 Members may apply when accepted for a

First Timer Award by Mary Eiler, Educational Excellence Chair

Would you like to attend the International Convention in Philadelphia, PA July 7-11, 2020, but need a little financial assistance? Then the First Timer Award for $250 is just for you.

This award is available to a Nebraska State member who has never attended an International Convention. The application must be submitted by March 15, 2020, and can be found on the Nebraska DKG website: www.nebraskadkg.weebly.com

The selection shall be made by the Educational Excellence Committee. Send your completed application to: Mary Eiler, 101 W. The winner will be announced at the Presidents’/Founders’ Banquet at the Nebraska State Convention in Grand Island on April 25, 2020.✧

Nebraska Survey Results By Mary Eiler, Ad Hoc Committee Chair

In the fall of 2019, a survey was sent out to chapter presidents asking each Nebraska member to complete an online survey about convention and leadership training.

Of the 691 Nebraska DKG members (as of 10-8-2019), 152 members or 22% of the membership completed the survey. Thank you to the members who took the time to complete the survey.

Nebraska DKG members are invited to attend a Parliamentary Workshop on Standing Rules and Policies sponsored by Nebraska State Association of Parliamentarians. The workshop will be held May 30, 2020, from 9:00 a.m. to 3:00 p.m. at Fellowship Community Church, 8451 Eagle Crest Road, Lincoln, NE 68505.

The presenter for this workshop is Ann Guiberson, a Professional Registered Parliamentarian, and a past

president of the National Association of Parliamentarians.

Included in this workshop will be the details of standing rules and policies. You will learn the basic rules for standing rules and their place in the hierarchy of rules. There will be a review of what Roberts Rules of Order Newly Revised (RONR) states about standing rules.

You will be able to differentiate between standing rules and special rules of order. There will be an overview of in what governing

document you should find certain items. This includes interactive discussion and exercises.

After lunch, we will be discussing and determining administrative rules and policies needed for an organization. What is a policy and creating a policy that might be needed.

Last but not least is convention standing rules. This will be group work writing and presenting standing rules at a convention.

Included in the registration are handouts, lunch, snacks, beverages, and a resource book.

A Drawing will be held! One lucky participant will receive a refund of their 2020 registration fee!

More about Ann GuibersonAnn serves clients in need of parliamentary services all over the United States. She is a parliamentarian who believes parliamentary procedure is a wonderful tool that should be used in a practical manner to fit the needs of any particular organization.

Ann is a past president of the National Association of

Congratulations to Kathy FonerCongratulations to Kathy Foner, president of Alpha Lambda Chapter, for having her article “DKG Emergency Fund to the Rescue” published in the Volume 86-2 issue of The Delta Kappa Bulletin.

In her article Kathy relates about the March 2019 flooding in Nebraska and the devastation which several DKG members in Nebraska experienced. Photos courtesy of Mary Snowdon, a member of Alpha Lambda, accompany the article. Kathy explained how the DKG Emergency Fund responded with checks of $500.00 for those who had completed Form 84 and followed the necessary steps for submission to International after this natural disaster.

During 2019, the DKG Emergency Fund provided $500.00 to each of the 10 DKG members in Nebraska, who experienced losses from a natural disaster. ✧

At the Nebraska State DKG Convention at Boarders Inn and Suites in Grand Island, April 24-26, 2020, each chapter is asked to bring at least one basket valued at approximately $50.00. Proceeds from the raffle of the baskets are used to help cover convention expenses. Each chapter should select a theme for their basket, fill the basket with items related to the theme, and then bring the basket to convention either Friday evening or before the opening session on Saturday morning. ✧
