It is with great pleasure I accept the role ofEastern Counties President for the next twoyears and will do my best to follow in thesteps of previous exemplary Presidents.

The objectives of Eastern Counties RugbyUnion (ECRU) as per the constitution are“To promote, encourage and extend theGame throughout the County including (butnot limited to) the coaching thereof, itsdevelopment in schools and at all youthlevels and the recruitment, administrationand training of referees.” I will support the

relevant committees, to achieve these objectives.

It is my aim, with my driver/wife, Sherry to attend all clubs during mytwo-year tenure, and I will contact clubs well in advance, but, if your clubhas any functions that you would like me to attend, then please contactme as early as possible, as I’m sure my diary will soon fill up

Being a founder member of Lakenham RFC, now Lakenham Hewett, andhaving served time in every committee post, I do know the problems ofthe day to day running of a rugby club.

As a player, I represented Norfolk at School Colts and 1st XV level, TeamSecretary 1982-88 and finally President 1996-97.

I joined the ECRU committee in 2002, as the Norfolk CountyRepresentative, served on the Blackman Committee, now CommunityRugby (2000-03), I have chaired Club ECRU (2003-11), CBRDP (2005-11)and School of Rugby (2008-11). I have also served on the Competitionsand Finance committees and have represented ECRU on the London &South-East Management committee.

I have been the Administrator, for all the leagues in London & SE divisionsince 2012.

I wish you all a competitive and enjoyable season in our great sport.

GUIDANCE ON CLUB PROCEDURES FOLLOWING THE SENDING-OFF OF APLAYER

The attention of Club Secretaries is drawn to Regulation 19.6.3 in of theRFU Handbook, which relates to the procedures and Conduct ofDisciplinary Committees.

This requires that the Constituent Body i.e. its Disciplinary Secretary, benotified of the name and address of any player ordered from the playingenclosure within 48 hours of the end of the match. This includes playerunder the age of 17. There are no exceptions to this and it applies equallyto Society, non-society referees and to those who ‘just take up thewhistle’.

The RFU and its Constituent Bodies have to comply with this direction,therefore All Clubs Secretaries, Society Referees and Referees MUSTnotify the ECRU Disciplinary Secretary within 48 hours of the end of thematch, as per RFU Regulations 19.6.1 and 19.6.3.

Any failure to comply with this will incur a penalty fine of £25.Club secretaries should also note the actions to be taken when dealingwith those who are Under 17 at the time of their dismissal. These are tobe found in Regulation 19 Appendix 6 in the RFU Handbook.

Reminder: Every club is required to have a properly constitutedDisciplinary Committee, which is charged with maintaining the standardsof discipline within their own club.

It is strongly recommended that this committee be pro-active rather thanre-active especially when action may be required in enforcing Rule 5.12 ofthe Rules of the RFU.

Disciplinary Hearing MeetingsTo be arranged as necessary.

All Hearings will take place at Bury St Edmunds RFC, starting at 19:30hrs.

As per last season the Discipline admin charge for attending a full hearingis £100, the administrative costs for the ECRU Discipline Panel accepting aguilty plea and not having to attend a Full Panel Hearing will remain at£40.

Please Note: With New RFU Guidelines this season for “Age-Grade RugbyDisciplinary Guidelines (Appendix 6).

For Youth / Junior & Schools levels, there will be no charge made forDisciplinary Hearings Administration by the RFU or Constituent Bodies.

As a further reminder and as per last season with new IRB directives,any player sent from the field of play is suspended until the outcome ofa Disciplinary Hearing, even Club sanctions will need to be verified bythe ECRU Disciplinary Panel before any player can resume playing.

Furthermore, in-line with IRB directive to the RFU, any player sent fromthe field of play is suspended until the outcome of a Disciplinary Hearing.The RFU and its Constituent Bodies must comply with this direction,therefore All Clubs, Society Referees and Referees MUST Notify the ECRUDisciplinary Secretary within 48 hours of the end of the match, as per RFURegulation 19.6.1 and 19.6.3.

Failure to comply with this will incur a penalty fine of £25.Past history suggests this will not be an issue for referees, as at least thelast 2 seasons all have complied, I’m afraid the same can’t be said forclubs.

Request please, that ALL CLUBS send me a copy of their Club DisciplinaryPanel and current contact details, I’ve found that these are not always up-to-date with the Handbooks and / or club web pages. Again, this is a RFUrequirement under the regulation 19.1.4

DISCIPLINARY REPORTS – ADVICE TO REFEREES

Will you please note the MANDATORY procedure requiredfollowing ANY PERSON (Player and/or Replacement, and/or ClubOfficial/Spectator) being dismissed from the Playing Enclosure.

1. Note the time into the Match of the Dismissal (eg 22nd.Minute Second Half), the score at that time; a briefnote to remind yourself what precisely had occurred,and ensure that the Captain(s) of the side(s) are fullyaware that the Player(s) have been ordered from thePlaying Enclosure, and why, and confirm the name ofthe Player dismissed.

2. At the end of the Match re-confirm with the Captain(s)the name of the Player(s) dismissed and their playingposition.

3. DO NOT ENTER INTO A DISCUSSION WITH ANYONE ASTO THE CIRCUMSTANCES OF THE DISMISSAL. You canconfirm to the Club that they will receive a copy ofyour Report in due course.

4. DISCIPLINARY REPORTSFOR ALL DISMISSALS involvingClubs within Eastern Counties should be transmitted,preferably by e-mail on the current Season’s form, to:David Broughton details as above.

You are reminded that Referees Report Forms must be receivedwithin 48 hours of the Dismissal

In the event of having to use the post, Referees Report Formsshould be received within 72 hours of the Dismissal.

For Referees Report Forms for Clubs outside the EasternCounties, please refer to the above, or your Society Secretary, forcorrect procedure. The completion timeframe for Reports isidentical.

A copy of your Report will be sent to your sub-County RefereesSociety Secretary by EC Disciplinary Secretary.

5. Immediate and correct procedure is essential toensure proper action can be taken against offenders,with due regard to due process.

6. DO NOT opt out of your responsibility by quoting ‘I willnot be sending a report because….’ A Dismissalrequires a Report to be completed immediately, andirrespective of the level of the Match, or the fact thatthe Player(s) could be Schoolboys or Youths.

7. Ensure that your Report is clear, concise and fullyfactual.

8. Please make yourself available to attend a DisciplinaryHearing, when requested to, ESPECIALLY IN CASES OFALLEGED ‘REFEREE ABUSE’.

ECRU DEVELOPING PLAYER PROGRAMME 2017/18

The Developing Player Programme aims to identify and develop youngplayers and athletes who have the potential to play at the elite levels ofthe game in England.

Initially identifying emerging talent at the ages of 13-16 within theCounties of Cambridgeshire, Norfolk and Suffolk, the focus is to developcore technical skills together with tactical appreciation of the game.Players will also be educated on the key lifestyle, fitness and mentalcomponents which will help them reach the highest levels ofperformance.

The Programme operates in partnership with in Norfolk Leicester Tigersand Northampton Saints in Cambridgeshire and Suffolk.

There is equally the opportunity within the Developing Player Programmeto play for a team representing the County be it respectivelyCambridgeshire, Norfolk or Suffolk as well as at U16 Eastern Counties theConstituent body.

Similarly, opportunities exist to identify and develop talented coacheswithin Eastern Counties.
