ManpowerGroup Employment Outlook Survey - second quarter 2018: Every quarter,
Manpower survey a representative sample of 2,102 UK employers, asking them how they
anticipate employment changes in their location over the next three months. The infographic
highlights the key takeaways from the Q2 2018 report, including a regional heat map of jobs
outlook.
UK employers report fair hiring prospects for the second quarter of 2018. With 8% of employers
forecasting an increase in staffing levels, 2% expecting a decrease and 89% anticipating no
change, the Net Employment Outlook is +6%.

Joblift analyses data protection vacancies in the UK in light of the upcoming GDPR: On
the 25th May 2018, the General Data Protection Regulation (GDPR) will be enforced in the
United Kingdom, along with all other countries in the European Union. The new legislation will
mean that the presence of a Data Protection Officer will be mandatory in all companies that
meet select criteria, including public authorities, or those that carry out large scale systemic
monitoring of individuals. With this in mind, job search engine Joblift has analysed whether the
uptake of a Data Protection Officer has been a gradual process since the GDPR announcement in
April 2016, and what requirements employees are demanding in the role. The study shows that a
huge proportion of companies hiring an external Data Protection Officer appear to have left the
recruiting process until the last few months.

Hotels, restaurants and pubs plan hiring spree amid Brexit fears: Hotels, restaurants,
pubs and bars are preparing to hire at the fastest pace in a year, with many being forced to act
due to growing fears of an exodus of migrant workers as Britain leaves the European Union.
Despite a downturn in consumer spending forcing restaurant chains to close outlets en masse,
the hospitality sector is expecting a busier period for hiring staff than any other part of the
economy over the coming three months.

Birkbeck and Sutton Trust report shows part-time learning in England under threat:
Major funding reforms in higher education have led to a huge decline in part-time learners in
England, with the number of entrants falling by more than half in five years, according to a new
report by Birkbeck, University of London and educational charity Sutton Trust.
Claire Callender, Professor of Higher Education at Birkbeck and UCL, Institute of Education co-
authored The Lost Part-timers with independent policy analyst John Thompson, which shows
increases in tuition fees for part-time study and the introduction of loans contributed to a fall in
student numbers from 216,000 in 2010 to just 106,000 in 2015.

Government announces major programme to tackle inequalities in youth
unemployment: PM announces £90 million programme to help tackle inequalities in youth
unemployment highlighted by the Race Disparity Audit’s website. Figures from the Ethnicity
Facts and Figures website show that young people from ethnic minorities between the ages of 16
and 24 are almost twice as likely to be unemployed (23%) as their white peers (12%) – despite
having similar qualifications.

Labour Insight
Attached to this edition of the bulletin is a document on sector trends, updated using data from
Labour Insight. There is one document for each area we cover (Central East and East Mids) and they
can be found on the LMI section of the extranet under Sector Trends / Information. Firstly I used
Labour Insight to look at the distribution of vacancies within different sectors, sorting the vacancies
using SIC codes (Standard industrial classification of economic activities). I then created some charts
which show how the vacancies captured by Labour Insight are distributed within these sectors, with
their UK wide proportions displayed alongside for some context.
I also had a look at vacancies using Labour Insights ability to categorise the vacancies it captures into
occupational families. The data in the table relates to the whole of 2017 and shows a breakdown for
each area, as well as showing the UK wide data on the right-hand side for further context. The
percentages show what proportion of vacancies, belong to which occupation group in a particular
area. The figures for each county were compared to each other using the colour coding below, green
having a higher proportion of vacancies in relation to other counties and red showing those
occupation families whose proportions are lower. The darker the shade of green the greater the
relative proportion of vacancies and the darker the red the lower.

For instance looking at the table above tells us that a high proportion of advertised vacancies in
Derbyshire & Leicestershire belong to the engineering occupational family, while Nottinghamshire &
Lincolnshire proportions that are closer to the national level. The numbers are of course relative to
the amount of vacancies captured by Labour Insight in a particular region and don’t necessarily
equate to a low volume of available positions, but they do help to show how each area compares to
others.

Work the room: a psychologist's tips for the reluctant networker: Do you want to advance
your career or business and make more money? Silly question probably. Widening your network
might be the answer. A study led by North Carolina State University’s Jeffrey Pollack found a link
between entrepreneurs’ networking activities and how much money they brought in.
Many people understand that they should network, but at the same time hate the idea of it. It’s easy
to think of networking as a process of having to talk to complete strangers, schmoozing and
pretending to be something you’re not. But many individuals go from not feeling like they can
manage it to doing it very well indeed.

Follow: Openreach to hire 3,500 trainee FTTH engineers over the next year: Openreach UK, the
infrastructure division of BT, has announced plans to hire 3,500 trainee fibre-to-the-home (FTTH)
engineers over the next 12 months.
The new engineers will help the company to make 1Gbps-ready FTTH broadband available to
three million premises by 2020. The first phase of the project will be to hook up homes and
businesses in eight major UK cities to gigabit speeds.

Follow: Selco to create 400 new jobs in 2018: An ever-growing national builders merchant is creating
400 jobs across the UK this year. Selco Builders Warehouse is embarking on a major branch
expansion programme to enhance its presence over the country, with the ribbon set to be cut on
eight new outlets this year.
The builders merchant has already opened branches in Solihull, York and Milton Keynes in 2018,
with St Albans, Leicester, Chelmsford and second branches in Leeds and Bristol set to follow.
Each new branch opening creates 50 jobs.

programme in 2018: During National Apprenticeship Week 2018, and as part of an ongoing

Follow: Amazon set to be £700m hub’s first tenant: Amazon will be the first tenant of a £700m
distribution hub near East Midlands Airport, Insider understands. The online retail giant has
agreed a deal to occupy a 500,000 sq ft unit at Segro Logistics Park East Midlands Gateway, next
to junction 24 of the M1, creating 3,500 jobs. Insider also understands that third party logistics
group XPO is close to signing a lease for a 700,000 sq ft building at the 700-acre site. It will
operate the facility on behalf of food group Nestlé, a move which will create thousands more
jobs. The Amazon site is expected to be completed by April 2019, while the XPO unit will be built
by mid-2019.

Follow: Announcement brings 17,000 East Midlands homes a step closer: Plans to unlock land for
17,000 homes in Derby, Nottingham, Nottinghamshire, and Derbyshire have moved a step
closer. Housing Secretary Sajid Javid has announced that 44 new areas across England have been
shortlisted for a slice of £4.1bn in Housing Infrastructure funding to provide infrastructure like
roads, bridges and new schools needed by new communities, linked to new HS2 growth zones.
Areas of development include Infinity Garden Village, Celanese Urban Village, Toton Innovation
Campus, the former Stanton Ironworks, Chetwynd Barracks, Chesterfield and Staveley Corridor.

Follow: East Mids tech sector growing at ‘remarkable rate’: The number of new tech companies
being set up in the East Midlands rose by 50 per cent in 2017 according to new figures from RSM.
In total, there were 337 software development and programming businesses incorporated in the
East Midlands region in 2017, a 50 per cent increase on the 225 companies set up in 2016.
Nationally, there were 10,016 technology businesses set up in 2017, with year-on-year rises
recorded in every region in the UK.

Manufacturer moves into 43,000 sq ft Markham Vale unit: Manufacturer Grangers is set
to move into a 43,000 sq ft unit on Markham Vale. Henry Boot Developments and Derbyshire
County Council says the moves will allow Grangers to consolidate existing operations, while also
creating a “significant” number of jobs.
Established in 1937, Grangers develops, manufactures and distributes protection and cleaning
products for clothing and footwear.

Follow: 20 jobs created as charity expands into Leicester: A charity which helps disabled and
disadvantaged people into employment and independent living is expanding into Leicester,
creating 20 jobs. The Shaw Trust aims to support more than 50,000 people a year to live
independent and inclusive lives across its 200 centres in the UK.
The charity will be moving into the recently redeveloped 5 Horsefair House, in Leicester city
centre, taking 3,785 sq ft of space, which will be used for the company’s work and health
programme, in a deal brokered by Innes England.

communications agency says it is on the cusp of significant growth after securing a number of
new client wins in the past twelve months.
Creative62, based in Enderby, saw a 30% growth in the last financial year with similar figures
forecast for the current year. With recent client wins in Glass production, Housing Development,
Car Interior Design and Installation, Garden Design, Home Interiors and the Beauty Sector, the
company’s sustained growth has given directors Mark Robinson and Andy Rudkin the confidence
to expand. The pair say they have plans to roll-out in-house digital marketing, social media and
public relations services in the coming months.

firm Fraser Brown has announced plans to expand the business beyond its HQ in Nottingham.
The solicitors, which offers a full spectrum of commercial and private client services, has
confirmed that it will be opening an office in Lincoln in April which creates several new
employment opportunities in the area.
The firm is currently recruiting in Lincoln to expand the offering for its corporate, commercial
and residential property departments. The Lincoln team is currently made up of five full-time
legal experts with supporting teams, though the practice is hoping to continue to recruit new
staff over the next year and a half.

Boutique cinema and roof-top restaurant tipped for Lincoln: The next stage of a £70m
regeneration project in Lincoln, which includes a new boutique cinema and rooftop restaurant, is
expected to be given the go-ahead today. (Thursday 22 March). City of Lincoln Council’s planning
committee has been recommended to approve the scheme by Lincolnshire Co-op for its Cornhill
Quarter regeneration project.
The latest stage features an Everyman cinema as part of the redevelopment of Sincil Street
which would be located opposite the newly refurbished Corn Exchange building, and will face
onto Exchange Square. More shops, restaurants and other leisure and financial services are also
slated to relocate to the building if approval is given. The development could be open by autumn
2019 if the councillors give the go-ahead today.

£585k lottery grant to fund Lincolnshire heritage skills placements: The Historic
Environment Skills project has been awarded a grant of £585,600 from the Heritage Lottery
Fund. The project will offer training to those who wish to gain traditional and specialist skills, but
may not currently have relevant experience or qualifications.
Delivered through a partnership between Lincolnshire County Council’s Heritage Skills Centre,
Heritage Trust Lincolnshire and Lincoln Cathedral, it will provide 21 bursaries over four years
across the East Midlands with a focus in Lincolnshire. The bursaries will enable 21 trainees to
learn a range of skills that relate to the historic environment and the heritage sector.

Follow: Notts County Council unveils plans for ‘significant economic growth’: Nottinghamshire
County Council says it is bringing forward a number of major infrastructure projects aimed at
kick-starting “significant economic growth” across the county.
The Council says the proposals – affecting Mansfield, Bassetlaw, Newark and Sherwood, Arnold
and West Bridgford – are at different stages of development, but all have the potential to create
new jobs, attract inward investment and opportunities for businesses to grow.
They include improvements to the county’s digital infrastructure, hundreds of new homes, the
redevelopment of a former Council office site and bringing an iconic Nottinghamshire building
back into commercial use.
