Preface

Th e East Asia Research Programme (EARP) is hosted by the Indian Council for Research on Inter-national Economic Relations (ICRIER), New Delhi. For the purposes of this programme, East Asia is defi ned as a region which consists of countries that are part of the East Asian Summit Forum, namely, ASEAN 10 plus India, the US, China, Japan, South Korea, Australia, New Zealand, and Russia. Th e East Asia Research Programme acts as a forum for scholars to refl ect on political and security issues in the East Asian region, such as the regional balance of power, regional security architecture, multiple frameworks of engagement (bilateral/trilateral/quadrilateral), territorial/maritime disputes and non-traditional security issues.

In the past one year or so, the research programme organised numerous events to facilitate interac-tion among young scholars. Th e programme also adopted a multi-generational approach by promoting interactions between young researchers and established scholars. Th e majority of the commentaries in this report are of young scholars who have participated in the activities of the East Asia Research Programme. Th ey refl ect diff erent strands of thinking among the young scholars on the political and security issues of the larger East Asian region.

In the coming years, the research programme will seek to celebrate the diversity of viewpoints on the evolving security dynamic in the region. Further, the EARP seeks to evolve into a robust training and a collaborative platform for scholars not only in India but also of those in the larger East Asian region.
