SAINT CHARLES COMMUNITY COLLEGE DUAL ENROLLMENT 2019-2020

Francis Howell Early College Program --- How to earn a high school diploma and earn 42+ or more college credits at the same time - - -
The Francis Howell School District is proud to partner with Saint Charles Community College (SCC) to offer the Early College Program to
students at all FHSD high schools. The Early College Program offers high school students an opportunity to earn transferable college credits
while still enrolled in high school. The program allows students to take classes at SCC. Participating students will travel to take classes on
the SCC campus. Beginning in a student’s junior year, students may enroll in Lanes 1 and 2 of the Early College Program and replace part or
all of their traditional high school course schedule. Students in grades 9-12 may enroll in Lane 3. All three lanes are described below. While
enrolled in the Early College Program, students will take college coursework with textbooks and curriculum taught by SCC professors.
Students can earn enough credits to complete part or all of an Associate’s Degree while concurrently earning a high school diploma. The
Early College Program will consist of 3 “Lanes” of course offerings at SCC:
Early College Description Lane
Students in Lane 1 will complete 42+ credit hours that will be fully transferable to any Missouri public college or university. Most private institutions in Missouri and neighboring states also accept these credit hours, but students and families will need to confirm this with their destination school.
LANE 1 Students who complete the “Core 42” will be considered as having completed all lower-division

general education requirements at any Missouri public college or university. Students shall receive full credit, including any pre-requisites or requirements in the major, for all Missouri Transfer (MOTR) courses that transfer. The receiving Missouri public institution cannot require the student to take any additional lower-division general education courses. A student may, however, have to take additional lower-division courses to fulfill major, minor, program, or institutional requirements. Students and families will pay for tuition, books, and fees. It is strongly recommended that students enter Lane 1 at the start of their junior year. Students may enter Lane 1 at the start of their senior year, but do so with the understanding that they will not complete the full 42+ credit hours.
Students in Lane 2 will have an opportunity to earn an Associate’s Degree from Saint Charles Community College and will be able to transfer to any Missouri public university having completed all lower-division general education requirements. Most private institutions in Missouri and neighboring

states also accept these credit hours, but students and families will need to confirm this with their destination school. Students shall receive full credit, including any prerequisites or requirements in their major, for all Missouri Transfer (MOTR) courses transferred. The receiving institution cannot require the student to take additional lower-division general education courses. A student may, however, have to take additional lower-division courses to fulfill major, minor, program, or other requirements at the receiving institution. Students and families will pay for tuition, books, and fees. Only students entering their junior year may enter Lane 2.
LANE 3 Students in Lane 3 will take individual classes at Saint Charles Community College. For each MOTR course completed, the receiving Missouri public institution shall award full transfer credit, including
A LA CARTE any prerequisites or requirements for a major or minor. Most private institutions in Missouri and

Information About Core 42
The Missouri Department of Higher Education (MDHE) has identified a common set of general education courses that they call the
“Core 42.” Core 42 courses are guaranteed to transfer to any Missouri public college or university to satisfy general education
requirements.
The Core 42 offers several courses across five knowledge areas: Communications (Oral & Written), Humanities and Fine Arts,
Mathematical Sciences, Natural Sciences, and Social & Behavioral Sciences. These courses are designated with a Missouri Transfer
(MOTR) course number that guarantees the one-to-one transfer of these courses to all Missouri public institutions of higher
education.
Students and families participating in the Early College Program will pay for all tuition, fees, and books associated with enrollment in
the Early College Program.
4
Core 42 Courses – Saint Charles Community College Only courses that have an assigned MOTR number are guaranteed to transfer as part of the Core 42 program. For this reason, FHSD will only award dual
enrollment credit for MOTR-numbered Core 42 courses offered at SCC. The chart below shows the only courses offered at SCC that are both guaranteed to
transfer and recognized for dual enrollment credit by FHSD. Taking any course outside of this grid puts the student at risk of not earning sufficient credits
toward graduation. Students may petition the district to accept SCC courses for credit that are not listed in this document. The petition form is included
in this packet. FHSD cannot guarantee that such courses will be accepted for FHSD credit or that they will meet graduation requirements.
All Core 42 Courses Offered by SCC These courses have MOTR numbers and are guaranteed to transfer to any state school in Missouri. Courses with MOTR numbers will satisfy FHSD graduation requirements. Other courses may be taken for elective credit, but will not satisfy core area graduation requirements. Bold courses will carry an honors point.

Graduation Requirements In order to graduate, students must earn a minimum of 24 units of credit and 8 semesters of attendance, unless approval for early graduation has been granted through Board Policy 2540. The 24 credits must be earned in the areas of study listed below.
Graduation Requirements Units
English Language Arts 4 Units
Social Studies 3 Units
Mathematics 3 Units
Science 3 Units
Fine Arts 1 Unit
Practical Arts* (Personal Finance .5**) 1 Unit
Physical Education 1 Unit
Health Education 0.5 Unit
Electives 7.5 Units
Total: 24 Units
*Indicates that the Personal Finance course may count one half unit of credit toward meeting this requirement. **Personal Finance is typically taken in a student’s 11th grade year in FHSD high schools. Students in Lane 1 will need to take Personal Finance at their FHSD home site. Students in Lane 2 will have to take the online Personal Finance course offered for credit advancement during the summer before starting the Early College Program unless they have alternate plans to earn the credit.
Students participating in Lanes 1, 2, and 3 of the Early College Program will receive high school credit for MOTR-numbered dual enrollment courses offered at SCC. Only non-remedial courses will be eligible for dual enrollment credit. All MOTR-numbered Lane 1 (42+ Transferable Credit Hours), Lane 2 (Associate’s Degree), and Lane 3 (A La Carte) courses completed at SCC will be included on participating students’ high school transcripts, satisfy cum laude credit requirements, and will be calculated into the participating student’s GPA. Students may petition the district to accept SCC courses for credit that are not listed in this document. The petition form is included in this packet. FHSD cannot guarantee that such courses will be accepted for FHSD credit or that they will meet graduation requirements. Special note on Cum Laude honors recognition: In order to receive cum laude honors upon graduation, students must complete eight (8) semesters in each of the core areas: math, communication arts, science, and social studies. Only non-remedial dual enrollment courses will satisfy cum laude honors requirements. Course grades from classes taken as part of Lanes 1, 2, and 3 of the Early College Program will be calculated into a student’s GPA. Courses at a 200-level or higher (or equivalent depending on unique SCC departmental course numeration) will carry an honors point. For more information pertaining to cum laude requirements (ACT or SAT score, GPA thresholds, transfer credits, etc.), please solicit FHSD Policy 2525 (Graduation Requirements). The District will participate in the College Preparatory Studies Certificate program sponsored by the Missouri State Department of Elementary and Secondary Education. The requirements set forth by the Missouri State Department of Elementary and Secondary Education in awarding the College Preparatory Studies Certificate will be followed. In addition to the program of study for graduation outlined above, a student must pass proficiency exams concerning American history and its institutions and the Missouri and United States Constitutions in order to qualify for graduation from the District. Students must also pass a course of instruction of at least one (1) semester in length on the institutions, branches and functions of the government of the state of Missouri, including local governments, and the United States government and the electoral process to qualify for graduation from the District. A student must also participate in 30 minutes of hands-on CPR instruction and training in the proper performance of the Heimlich maneuver or other first aid for choking prior to graduation. Credit Value Equivalencies
A 3.0 credit-hour college course will count as 0.5 units of high school credit. A 5.0 credit-hour college course will count as 1.0 units of
credit.

Suggested Schedule – Lane 1 (42+ Transferable Credit Hours – 11th & 12th Grade) Students must work with their counselors to ensure that courses satisfy FHSD graduation requirements. In order to ensure that such requirements are satisfied, FHSD recommends the following schedule for students participating in Lane 1. This suggested schedule is intended as a guideline, not a requirement. Students may petition the district to accept SCC courses for credit that are not listed in this document. The petition form is included in this packet. FHSD cannot guarantee that such courses will be accepted for FHSD credit or that they will meet graduation requirements.
Notes on Personal Finance: Personal Finance is typically taken in a student’s 11th grade year in FHSD high schools. Students in Lane 1 will need to take Personal Finance at their FHSD home site. Students in Lane 2 will have to take a Personal Finance online during the High School Summer Academy prior to their junior or senior year unless they have alternate
plans to take the class.

Lane 2 Information (Completion of the Associate’s Degree) Students must work with their high school counselors to ensure that they satisfy Francis Howell graduation requirements while
participating in Early College courses. Students who are interested in graduating with honors through the cum laude honors recognition
program must also schedule courses that fulfill those requirements. In order to ensure that such requirements are satisfied, students will
need to build a schedule that fulfills both FHSD graduation requirements as well as SCC Associate’s Degree requirements. In order to
complete the full Associate’s Degree before high school graduation, it may be necessary for participating students to take SCC courses during
the summer before and/or after their junior year. Initiating Lane 2 of the Early College Program is a significant commitment. Students who
begin the program and decide to drop from the program before completion run the risk of falling short of FHSD graduation requirements.
Associate of Arts (A.A.) The A.A. is awarded to students completing the requirements of the academic transfer program with
a minimum of 64 semester hours including 42+ hours of general education core requirements. It generally parallels the first two years of a Bachelor of Arts degree at a four-year institution. Each of
the A.A. degrees listed here include the MOTR-numbered Core 42 as their base. This is the safest route to take in order to pursue a transferable Associate’s Degree while ensuring that FHSD graduation
requirements are met. Students pursuing one of these transfer pathways must work closely with their SCC and FHSD counselors to ensure that they are taking courses that satisfy FHSD graduation
requirements.

Fees & Books As part of the Early College Program, students and families will pay all costs for tuition ($67 per credit hour for 2019-2020), fees, and
books associated with participation in the program. Students in all three Lanes are responsible for their own transportation. In an
effort to mitigate financial barriers to participation in the Early College Program, SCC tuition is offered at a 35% discount for FHSD
participants.
Special Notes About A+Plus Funds & Financial Aid The A+Plus program was created by the Outstanding Schools Act of 1993. If students meet the requirements of the A+Plus program
upon graduation, then they qualify for state-paid financial assistance to attend any public community college of vocational/technical
school in Missouri. Currently these funds may only be accessed after a student graduates from high school. Once a student has
completed an Associate’s Degree, their eligibility utilize A+Plus funds terminates. By participating in the Early College Program,
students who complete their Associate’s Degree will lose the ability to use A+Plus funds. Furthermore, students who complete the
Lane 1 (Core 42) option will only be able to use A+Plus funds to financially assist the remainder of the credit hours necessary or them
to earn an Associate’s Degree.
In addition, while most 4-year colleges and universities award financial aid packages that cover 4 years of a student’s attendance at
that institution, some schools may limit financial aid packages if incoming students have earned a significant number of credit hours.
Students and families are strongly encouraged to check with prospective colleges and universities to see if their participation in the
Early College Program will impact their ability to earn financial aid.
Students and families will need to consider these impacts as they balance the benefits of the Early College Program with their
educational and financial post-high school plans.

End Of Course (EOC) Exams & College & Career Readiness Assessments Before graduating high school, the Missouri Department of Elementary and Secondary Education (DESE) requires that the Francis
Howell School District administer End-Of-Course (EOC) assessments. Students participating in the Early College Program will also be
required to take these assessments as a condition of their participation in the program if they have not taken them already.
English II
Algebra I or Algebra II
Biology
Government
Students taking POL 101 at SCC instead of American Government or AP United States Government and Politics in FHSD will be
required to take the Government EOC when it is administered by their FHSD home site. In addition, students who have not taken the
Algebra I EOC in high school will be required to take the Algebra II EOC. FHSD also requires that every graduating senior take an
appropriate college & career assessment before graduation. Options include the ACT, Armed Services Vocational Aptitude Battery
(ASVAB), and ACT WorkKeys assessments.
Fridays Most courses offered on the campus of SCC are Monday/Wednesday or Tuesday/Thursday courses. Very few courses meet on
Fridays. During the first semester of a student’s participation in the Early College Program, all participating students must take a 16-
week 1.0 credit college orientation course called College 101 (COL 101). The course meets on Fridays and concludes at the end of the
student’s first semester at SCC. During subsequent semesters, students in Lane 2 who are attempting to earn the full Associate’s
Degree should take one online SCC course in addition to their base schedule. Students are strongly encouraged to dedicate their “off”
Fridays to completing the online course, but are cautioned that the online course will require more time and effort outside of only
working on Fridays. Students may also opt to take online courses offered by FHSD. Participating students may also be required to
attend their FHSD home site on Fridays in order to complete necessary school activities like EOC exams, graduation-related events,
constitution exams, college and career assessments, scheduling conferences, CPR training, and any other purpose as required by
FHSD administrators and staff.
Summer Courses Students who are entering Lane 2 in the fall of their junior year will need to enroll in the online Personal Finance course offered
through the FHSD summer credit advancement program unless the student has alternate plans to earn Personal Finance credit. This
requirement can be waived if the student has already completed Personal Finance or has plans to earn the credit through alternate
means. Furthermore, in order to earn an Associate’s Degree in Lane 2, students may need to successfully complete 67 credit hours or
more. This may require students to take courses during summer sessions.
Attendance Students and parents are reminded that a student’s regular attendance at school is required by law (167.031, RSMo). Students
participating in the Early College Program are expected to maintain a minimum of a 90% attendance rate. Students who fall below
90% attendance may be considered for removal from the program. Students are expected to abide by all FHSD attendance
procedures and practices. By participating in the Early College Program, students and families agree to follow the academic
calendars established by both FHSD and SCC. This means that if SCC holds classes during an FHSD break, then the student must still
attend their SCC classes. Similarly, if FHSD has school during an SCC break, then the student must still attend their FHSD classes. The
same conditions apply to the beginning and end of the school year, when one institution may be in session and the other institution
may not be in session.

Credits A 3.0 credit-hour college course will count as 0.5 units of high school credit. A 5.0 credit-hour college course will count as 1.0 units of
credit.
Lane 1 – Students will be expected to take 2 classes at their FHSD home site, which will equate to 1.0 high school credits.
Students will be expected to take at least 12.0 credit hours at SCC.
Lane 2 – Students will be expected to take at least 15.0 credit hours at SCC and are encouraged to supplement that with an
online course either through SCC or FHSD.
College Course Hours Three Hour Course Five Hour Course
High School Units of Credit 0.5 Units of Credit 1.0 Units of Credit
Activities and Athletics For all Early College Program participants, non-remedial courses attempted and completed through the Early College Program will
appear on a student’s transcript and must be completed before the end of the FHSD semester in order to count toward eligibility.
Any student who wishes to participate in a MSHSAA-sanctioned activity must have passed 3.0 units of credit in the previous semester
or have earned 80% of the credits in the maximum allowable classes, whichever was greater. In addition, in order to participate
during the current semester, students must be enrolled in 3.0 units of credit or 80% of the maximum allowable classes, whichever is
greater. Students participating in the Early College Program must account for this if they wish to participate in MSHAA-sanctioned
activities. Students in Lane 1 must take 3.0 credits of combined credit in order to participate during the current semester. Students
in Lane 1 will be considered full-time if they take 2 classes at their FHSD home site and 12.0 credit hours of classes at SCC. Students
in Lane 2 will be attending SCC as a full-time student. Students in Lane 2 will be considered full-time if they take 15.0 credit hours of
classes. To maintain eligibility, students in both lanes need to earn 80% of their possible credits.
This will typically require that the student be enrolled in 5-6 SCC courses, depending on the number of college course credits that are
assigned to a specific class. In order for a student to protect their eligibility, it may be necessary for students to take summer courses
through SCC or FHSD or to take additional online courses outside of the regular school schedule.
The following diagram outlines the college course equivalencies that apply to MSHSAA eligibility requirements:
College Course Hours Three Hour Course Five Hour Course
High School Units of Credit 0.5 Units of Credit 1.0 Units of Credit
Students participating in the Early College Program may maintain eligibility as to participate in MSHSAA-sanctioned activities as
bonafide students under FHSD Policy 2921 (Participation by Non-Traditional Students). Non-traditional students may be considered
bonafide under MSHSAA regulations under any of the following options:
Option 1 – Transcripted Credits
1. The student must be enrolled in a District high school although some courses/credits are taken off-campus, e.g. virtual, post-
secondary, work study, etc.; and
2. All credits attempted must appear on the student’s high school transcript; and
3. All classes must be completed by the high school’s close of semester in order to be considered countered toward activity
eligibility.
Option 2 – Seat Time plus Non-Transcripted Credits
1. The student must be enrolled in a District high school and take a minimum of two (2) credit bearing seat time classes for a
minimum of 1.0 units of credit at the high school; and
2. High school administration must confirm after a full academic review that the student is further enrolled in courses outside
of the high school, which bring the student up to full MSHSAA mandated credit requirements of 80%. The high school
administration will develop and submit to the superintendent/designee a written procedure to determine approval of
outside courses/credits, as well as the procedures to determine success/credit confirmation for academic eligibility for the
current and following semester. It is not necessary that such confirmed credits be placed on the student’s transcript.
3. All classes must be completed by the high school’s end of semester in order to be considered toward activity eligibility.
11
Change of Enrollment Status
Any student whose enrollment status changes from being a non-bonafide activity eligible student to a bonafide activity eligible
student will be considered a transfer student. As a transfer student, the student would be activity ineligible until a transfer of
eligibility form is filed and an eligibility ruling rendered.
Transportation Students participating in the Early College Program and their families assume full responsibility for transportation to and from SCC
and their FHSD home site. FHSD will not provide transportation.
Remedial Courses Students participating in Lanes 1, 2, and 3 of the Early College Program will receive high school credit for MOTR-numbered dual enrollment courses as part of the Core 42 program offered at SCC. Only non-remedial courses will be considered for dual enrollment credit. All MOTR-numbered Lane 1 (Core 42), Lane 2 (Associate’s Degree), and Lane 3 (A La Carte) courses completed at SCC will be included on participating students’ high school transcripts, satisfy cum laude requirements, and will be calculated into the participating student’s GPA. Students may petition the district to accept SCC courses for credit that are not listed in this document. The petition form is included in this packet. FHSD cannot guarantee that such courses will be accepted for FHSD credit or that they will meet graduation requirements.
Removal from the Early College Program FHSD and SCC will monitor student progress in the Early College Program. Students and parents must also maintain oversight of
their own progress. FHSD and SCC may, at their sole discretion, remove a student from participation. Students and parents may also
terminate their participation with the understanding that this must be completed before the SCC final drop date or at the end of the
current SCC semester. Students who drop courses outside of the drop dates established by FHSD and SCC may lose the ability to
receive a tuition refund and may have grades for each course entered as an “F” on their transcripts. Developments that could results
in a student being removed from the Early College Program include, but are not limited to:
Failure to maintain a 90% attendance rate
Earning grades below a “C” in Early College Program classes
Academic dishonesty/plagiarism
Repetitive or major violations of both the SCC Student Handbook or FHSD Code of Student Contact
Failure to pay for tuition, books, and fees in the timelines established by SCC
Failure to make adequate progress toward graduation
Failure to report to the student’s FHSD home site when directed to do so
Failure to produce requested documents or information to FHSD officials
Abuse of the privileges associated with participation in the Early College Program
In the event that a student falls short of the expectations for students to continue in the Early College Program, the district may
choose to dismiss the student from the program or apply a period of probation for the subsequent semester. This decision is at the
sole discretion of FHSD and SCCC officials.

DIRECTIONS: Complete the box at the top of the page. Read all of the Guidelines listed below. Complete Parts 1 and 2 at the bottom of the page. Part 2 requires signatures from the high school Department Chair, Activities Director (if applicable), School Counselor, and Principal. Submit the final form, including any authorization/approval forms from the college or university, to the Guidance Counselor.
GUIDELINES: 1. According to FHSD Policy 2525 (Graduation Requirements), students may petition to receive high school credit for dual enrollment courses they are
taking at colleges/universities. Only non-remedial college courses will be considered for dual enrollment credit. Students petition the district to accept other courses for credit. FHSD cannot guarantee that such courses will be accepted for FHSD credit or that they will meet graduation requirements.
2. Courses approved for dual enrollment will be transcribed with the grade awarded by the crediting institution. Grades for non-remedial courses will be calculated into the student’s GPA. SCC dual enrollment courses will be awarded an honors point if the course is 200 level or higher. Courses at other institutions will be awarded an honors point if they are at a level that corresponds to a second-year college student.
3. The student must attach to this application a written statement or paid receipt (both from the college, university, or junior college) verifying his/her enrollment at the institution and in the dual credit course.
4. Upon completion of the course, a copy of the college transcript with the course grade must be submitted to the high school counselor for final approval. 5. A three credit-hour college course will equal 0.5 unit of high school credit. A five credit-hour college course will equal 1.0 units of high school credit. 6. During the school year, students must be enroll in at least four credit-bearing courses at the high school to be eligible for off-campus dual enrollment in
two a la carte college courses. Students must enroll is at least five credit bearing courses at the high school to be eligible for off-campus dual enrollment in one a la carte college course.
7. Students who meet the Missouri State High School Activities Association (MSHSAA) athletic eligibility requirements may participate in athletics, providing they meet the MSHSAA requirements. MSHSAA will allow 3 hours of college credit to be substituted for one hour of high school attendance. 6 hours of college credit can be substituted for 2 hours of high school attendance. One 5 credit hour college class can also be substituted for 2 hours of high school attendance. Students in Lane 3 must be enrolled in 6 credit-bearing classes to be eligible for participation in extra-curricular activities. For students in Lane 3, college hours earned during a semester count up to a maximum of 1.0 unit of high school credit toward MSHSAA eligibility. Students must also pass 6 classes from the semester and carry a 1.50 GPA in order to participate. This includes college courses. It is the responsibility of the student to verify his/her eligibility and to determine if taking dual enrollment courses threatens their MSHSAA eligibility.
8. Students are responsible for all applications, tuition, books, and fees at the participating college or university. Students are responsible for transportation and meals.
9. Students must provide verification of enrollment from the college prior to the first day of each semester. A copy of the registration statement or schedule is sufficient.
10. Students must remain enrolled in the dual enrollment course for the entire semester. If a student drops, is dismissed from, withdraws from, or fails to attend a dual enrollment course, then they will return to a traditional 7-hour schedule at their high school. If this occurs, it may not be possible to earn credits in the classes that replace the dual enrollment course(s).
11. Students at FHSD high schools must complete 24 credits in order to graduate. If dual enrollment courses are intended to be part of those 24 credits and the student drops, is dismissed from, withdraws from, or fails to attend a dual enrollment class, then the student could potentially be at risk of having their diploma withheld until such time as they have completed 24 credits.
12. Students will provide verification of course completion including the grade earned for the dual enrollment course. 13. It is the student’s responsibility to confirm that their dual enrollment courses will transfer to other colleges or universities. 14. A separate form must be submitted for approval for each course being taken.
