PHILOSOPHY OF THE BGC CLUBHOUSE Early Childhood Education: At the BGC Clubhouse, our philosophy is inspired by several theories of child development. Our program will help children to understand the perspective of others when faced with moral dilemmas. Children inspire lesson plans as they share their interests with the teachers; teachers will provide content by having a sound understanding of child development. In addition, teachers will provide activities and materials that enable children to participate in activities matched to their various learning styles as well as provide a wide variety of developmentally appropriate materials for children to openly explore at their own pace. BGC Clubhouse will view environments with the same importance as curriculum in the learning process. Last, children will be encouraged to engage in cooperative learning experiences to enhance all learning domains. MISSION STATEMENT: “To inspire and enable all young people, especially those who need us most, to realize their full potential as productive, responsible and caring citizens.” NON-DISCRIMINATION POLICY: BGC Clubhouse does not discriminate on the basis of gender, race, color, religion, or national or ethnic origin in admittance, education, or other administrative policies and extends to all the rights, privileges, programs, and activities generally made available to students at the ECE Program. OPEN DOOR POLICY: We strongly believe in an open-door policy. Open communication is an important benefit to us. If a guardian has a question or concern about something with the ECE Program or their child, we believe this policy will allow that guardian(s) to come forward and discuss those concerns. The guardian(s) will be encouraged to talk with their child’s classroom teacher, ECE Program Director, Unit Director, Director of Program Operations, and/or the Executive Director. ENROLLMENT: Half Day Preschool: Children must be three years of age on or before September 1, 2016 to be enrolled in the BGC Clubhouse half day preschool program. Children also need to be fully potty-trained upon enrollment. Full Day Preschool: Children must be four years of age on or before September 1, 2016 to be enrolled in the BGC Clubhouse Preschool. Children also need to be fully potty-trained upon enrollment.

Junior Kindergarten: Children must be five years of age on or before September 1, 2016 to be enrolled in the BGC Clubhouse Junior Kindergarten program. Children also need to be fully potty-trained upon enrollment. Continued Education: Children who are enrolled in our 2016-2017 BGC Clubhouse Early Childhood Education program or attended the 2015-2016 ECE program will be given first choice to utilize the Continued Education program. If there are openings after these two groups, then we will open to Club families. Exceptions to enrollments are made only with the approval of the Unit Director. Children also need to be fully potty-trained upon enrollment. Upon acceptance of enrollment, BGC requires that a membership application be completed (membership application and a non-refundable deposit). Members can start to attend the program in which they have registered for 24 hours after turning in their completed membership application. Summer Continued Education: Children must be three years of age on or before September 1, 2016 to be enrolled in the BGC Clubhouse Summer Continued Education program. Children also need to be fully potty-trained upon enrollment. These forms must be on file before your child/children can attend the BGC Clubhouse. PROGRAMS: Full Day Preschool & Junior Kindergarten School Year Programs: Preschool & Junior Kindergarten classrooms are a safe, positive place, that provide a learning environment with low classroom ratios to foster all areas of development. Unique features to our full day Preschool & Junior Kindergarten curriculums include art class three times per week, gym class three times per week and weekly visits from Miss Katherine from the Brookings Public Library. The goal of this full day program is to ensure that youth are socially, emotionally and academically prepared for Kindergarten.

Morning Half Day Preschool School Year Program: Our morning preschool program provides youth the opportunity to thrive in an educational setting that focuses on social, emotional and academic development. Unique features to our morning half day preschool program include early drop off available to guardians at 7:45 am as well as a transportation option from the morning preschool program to their daycare facility or home after preschool ends each day.

The Boys & Girls Club afternoon half day preschool program has also developed a relationship with Head Start. Youth who are enrolled in the morning Head Start Preschool program will be fed lunch and transported to the Boys & Girls Club to attend the afternoon half day preschool program.

Continued Education School Year Program: The Continued Education program is open to all youth who are enrolled in our full day Preschool & Junior Kindergarten classrooms, afternoon half day Preschool program as well as all Kindergarteners. The program begins as soon as the school day ends and continues through 6 pm, Monday - Friday. On non-school days that are observed by the Brookings School District, Continued Education is open from 7:30 am – 6 pm. These

Summer ECE Program: This program will focus on impactful hourly programs for our youth that are enrolled. Along with fun activities, youth will get the opportunity to go on field trips and participate in outdoor programming.

Child must be potty-trained All BGC Clubhouse Preschoolers and Junior Kindergarteners must be accompanied by someone 14 years or older to assist with the check-in procedure. The person authorized to drop off/pick up your child must remain with the child until he/she is welcomed into the classroom. Drop off begins at 7:45 am. Important Billing Information:

A $100.00 non-refundable deposit is required upon registration to reserve a spot for your child. The deposit will be applied to the first month of tuition. This is nonrefundable if you choose to withdraw from the program.

As a licensed facility, the Early Childhood Education program accepts Childcare Assistance as a form of payment.

The Boys & Girls Club of Brookings bills monthly, the month prior to services. For example, the first summer payment will be withdrawn on May 16th for May 17th – June 16th. For the school year, the first payment will be withdrawn on August 16th for August 17th – September 16th. The month begins on the 17th and ends on the 16th. If the 16th falls on a weekend or a holiday, funds will be withdrawn on the following business day.

Funds will be withdrawn from all accounts that are signed up for automatic withdrawn on the 16th each month. Families who choose to pay by check or cash, payments are due on the 16th to the Business Department (1126 Southland Lane).

A late charge of $25 will be charged to your account if payment is not made by the 16th. If an EFT charge does not go through, you will be responsible for paying the bank fee as well as the $25 dollars to the Boys & Girls Club for a late payment. If the Boys & Girls Club has not received your payment by the last day of the month and it is the second time having a late payment, your family will be required to set up with EFT (Electronic Funds Transfer).

A late pick-up fee ($10.00 per 15 minute increments beginning at 3:30 pm for Preschool/JK and 6:00 pm for Continued Education) will be charged beginning at 3:31 pm and 6:01 pm and continuing until your child is picked up from the program.

There is no credit given for absences due to vacations, illnesses or holidays. The Boys & Girls Club does not pro-rate or give refunds.

Two week notice prior to the 16th billing date for upcoming month must be given for withdrawing a child from Boys & Girls Club ECE Program. When a child is withdrawn with less than two weeks’ notice, you will be charged the rate that you were signed up for.

On days that the Brookings School District is closed (holidays and snow days), Continued Education will be open from 7:30 am until 6 pm for youth who are enrolled in the Continued Education program. On these open days, the fee will be a $25 charge added onto your monthly fee that is due on the 16th of the following month. Unlike monthly payments, due the month prior, holiday and no school day fees will be withdrawn from your account, after your child has attended. For these full days, parents must sign their child up for the no school day one week in advance to ensure we have the appropriate amount of staff for the day. Once signed up, 48 hours must be given to the Boys & Girls Club if the child is no longer going to attend the full day. If 48 hour notice is not given, the $25 charge will still be applied to the next billing cycle. No exceptions will be made.

EMERGENCY SCHOOL CLOSURES: In the event of severe weather and/or snow, BGC Clubhouse may close. If the Brookings School District announces a closure for the following day, the BGC Preschool & Junior Kindergarten programs will not be open. However, our Continued Education program will be open from 7:30 am until 6 pm, if guardians choose to pay the additional fees for the child to attend. If the Brookings School District announces a one or two hour late start, all programs will follow the late start time. Ex. If the Brookings School District is running 2 hours late, our BGC Clubhouse program will also run 2 hours late. In the event that the BGC Clubhouse students are at Preschool/JK and the Brookings School District has an early out, guardians whose children do not attend Continued Education are requested to pick

up their child as soon as possible. Youth that are enrolled in Continued Education may stay until 6 pm. In case of serious emergencies such as earthquakes, fire, storms, loss of power/water, guardians will be notified, if possible, and children will be cared for until guardians or emergency contacts arrive. HOURS: Half Day Morning Preschool: Monday - Friday from 8:15 am to 11:30 am (drop off begins at 7:45 am) Half Day Afternoon Preschool: M-T-TH: 12:30 pm – 3:22 pm W: 12:30 pm – 2:22 pm Full Day Preschool & Junior Kindergarten Mon, Tues, Thurs, Fri. 8:15am to 3:22 pm / Wednesdays 8:15am-2:22 pm (drop off begins at 7:45am) Continued Education M-T-TH-F: 3:22 pm to 6:00 pm W: 2:22pm to 6:00 pm Summer Continued Education Monday – Friday: 7:30 am – 6 pm HOLIDAYS/ SCHOOL CALENDAR: BGC Clubhouse ECE programs will be closed on the below holidays. Other holidays that the Brookings School District closes for, Continued Education will be open from 7:30 am until 6 pm. However, Preschool & Junior Kindergarten classes will not take place. Labor Day Thanksgiving Day Christmas Eve & Christmas Day New Year’s Day Memorial Day 4th of July ACCIDENTS/ILLNESSES: The BGC Clubhouse strives to maintain a safe and secure environment. Please feel safe in knowing that our trained staff is attentive to providing the safest environment possible. The completed membership application authorizes the Club staff to seek medical treatment for a child, if necessary, and that any associated costs for such care

are the responsibility of the guardian/guardian. The BGC Clubhouse does not provide medical insurance for children. In the event of a serious injury, the staff will call 911 immediately and then call the guardian/guardian or alternative emergency contacts. Medical release forms are located on the back of the membership form. This must be signed, dated, and kept in the child’s file in case of such an emergency. Guardians must make other arrangements for the care of their children when they show symptoms of any deviation from normal health. If a child becomes ill at the Clubhouse, the Preschool/JK Teacher or the assistant teacher will immediately notify the guardians. The child will be kept separated from the group until taken home. Children will not be permitted to attend BGC Clubhouse with any of the following conditions:

1. Fever of 100 degrees under arm (axillary) or higher, and if they also have one or more of the following: diarrhea, earache, shows signs of irritability or confusion, sore throat, rash.

2. Vomiting on two or more occasions within the past 24 hours. 3. Diarrhea – three or more watery stools in a 24-hour period. 4. Draining rash or undiagnosed rash lasting over a 24-hour period. 5. Eye discharge or pink eye. Children can be readmitted after medical diagnosis to

rule out bacterial or viral infection, or 24 hours on antibiotic treatment. 6. Fatigue that prevents participation in regular activities. 7. Open oozing sores and scabs, unless properly covered and 24 hours on

antibiotic treatment. 8. Head lice – until treatment is effective and a follow-up check has been made by

BGC staff. If guardians prefer their child to not participate in outside activities due to illness, their child is not ready to return. INFESTATION OR CONTAGIOUS CONDITIONS: Any and all suspected transferable infestations or transmittable contagious conditions will be addressed fully in the following manner and without exception. Guardians will be contacted for immediate removal of the child from the Club facility. Proof of treatment from a health care facility AND written approval from the Preschool/JK Teacher is required before the child will be allowed back into the BGC Clubhouse. MEDICAL INFORMATION: Guardians must fill out a medication form that advices the Club on times, dosage and time of use prior to the Club being allowed to administer.

In order to be a member of the B&G Club of Brookings, a current immunization record must be on file at all times. Your child’s immunization record must meet the Department of Health's requirements for immunizations (below).

If your child expresses not feeling well, guardians will be notified and asked to pick the

child up. If your child does not attend school due to illness, they are not allowed to

attend the Club’s afterschool program.

EMERGENCY EVACUATION PLAN: Clubhouse staff will follow the Emergency Evacuation Plan (below) in the event of a bomb threat, gas leak, fire, or whenever a situation calls for the building to be evacuated:

1. Classroom 1, 2, & the library: All children and staff will exit out of the front entrance doors (East door)

2. Classroom 4, 5 & the kitchen: All children and staff will exit out of the back door of the facility (West door)

3. Gym: All children and staff will exit out of the Gym doors heading West. Clubhouse staff will follow the Emergency Plan (below) in the event of a tornado:

1. Classroom 1, 2, & the library: All children and staff will go into the storage closet by the front entrance.

2. Classroom 4, 5 & the kitchen: All children and staff will go into the observation room.

The Boys & Girls Club of Brookings conducts 4 fire drills and 4 tornado drills throughout

the year. Guardians will be notified the day of the drills to ensure proper communication

occurs.

FIELD TRIPS: The BGC Clubhouse Preschool & Junior Kindergarten will have field trips occasionally during the school year. Transportation for field trips may be by walking, personal vehicles, public transportation or Club owned vehicles. Guardians will be notified in writing of any field trips requiring transportation by van or car. Guardians may be asked to supply a car seat for their child. Guardians may also be asked if they would volunteer their time to help with transportation and/or supervision on fieldtrips. TRANSPORTATION POLICY: State law requires:

Vehicles transporting children shall be in safe operating condition and drivers shall have a current South Dakota State Driver’s License.

There shall be at least one (1) adult supervisor, other than the driver, when there are more than five (5) preschool aged children in the van/bus.

Each child must use a car seat/booster seat (provided by the guardian).

Children shall be loaded and unloaded at the curbside of the vehicle, or in a protected parking area.

Children shall be protected by family liability and medical insurance.

A child shall not be taken on field trips that required transportation unless a guardian or guardian has signed permission forms. CLOTHING: Caps, mittens, and warm clothing must be worn during the cooler seasons for the daily outdoor playtime. Young children need to be dressed for the weather. Please NO flip flops or sandals. On a daily basis we use the Club gymnasium and closed-toe shoes make it easier for your child to fully participate in our large motor activities. Please bring an extra change of clothes and socks for your child. Accidents can happen and we want to be prepared if they do. Each child’s extra clothes will be kept separated in large Ziploc bags with the child’s name on the bag. These will be stored in the closet in our locker room. BEHAVIOR MANAGEMENT POLICY: Guidance/discipline will be used at the BGC Clubhouse. Guidance, when used appropriately, helps children to understand limits in the classroom. Children need opportunities to learn how to respect themselves and others and how to set their own inner self-controls. They also benefit from opportunities to interact with their peers and to be taught the skills they need to interact appropriately with those peers. The following guidance techniques will be used:

Warnings: “You have five more minutes to play before it’s time to clean up.”

Give choices: “You may paint with the other children or you may read a book in a quiet corner.”

Provide a regular routine: “We always wash our hands before snack. After snack is story time.”

Consistency: We do things the same way each day so the children know what to expect and learn to trust and feel safe in their environment.

Expectations will be clearly stated.

Positive verbal reinforcement will be used. “Great job using your walking feet.”

Tell the child what to do instead of what not to do. “Keep your feet on the floor” instead of “Stop climbing”.

We will gain the child’s attention by crouching down to his/her level, making eye contact, speaking quietly, and asking the child to repeat the directions.

We avoid arguments by following through with solutions that address the problem, but also offer the child a way to exit gracefully from the problem: “You can choose a quiet place to calm down or I can choose one for you.”

If a child is unable to demonstrate self-controlling behavior, a brief time-away from the situation results for the child to regain control. Time-away occurs only when other measures fail, and is used as an opportunity for the child to re-group, not as a punishment. Punishment is an inappropriate form of discipline and has no place at the BGC Clubhouse. The following forms of discipline are forbidden and will not be used in the Clubhouse: hitting, spanking, shaking, scolding, shaming, isolating, labeling (words such as: bad, naughty, etc.), or any other negative reaction to the child’s behavior. All forms of corporal (physical) punishment are strictly forbidden. Some negative behavior is best ignored since its goal is often to get attention. This technique is effective for some of the disruptive things children do and it minimizes mimicking activity by other children. If a child is unable to gain control and requires more individual attention than can be given within child-to-staff ratios, we may need to contact a guardian. A child that consistently requires one-to-one attention may have to leave the center temporarily for safety’s sake. The Boys & Girls Club will call a guardian/teacher meeting immediately if the above occurs as it is the long term goal of the Club to create a successful environment for your child/children and to do this in collaboration with families/guardians/counselors and Club teachers. CLUB MEMBERSHIP – SPECIAL & MEDICAL NEEDS: The Boys & Girls Club of Brookings, SD, Inc. is compliant with the Americans with Disabilities Act and has policies and procedures in place to assess and determine that the Boys & Girls Club of Brookings, SD, Inc. is able to meet accommodations.

CHILD ABUSE REPORTING LAW REQUIREMENTS: South Dakota law mandates that all licensed or registered child care providers (which includes BGC staff) having reasonable cause to suspect that any child under the age of 18 years, has been abused or neglected, must report that information immediately to the Department of Social Services, law enforcement, or the state’s attorney of the county in which the child resides or is present. Any person who intentionally fails to make the required report is guilty of a Class 1 misdemeanor. Any person or party participating in good faith in making of a report is immune from any liability and has the same immunity for participation in any judicial proceeding resulting from the report. In addition to reporting as required by South Dakota law, all BGC staff must immediately report that information to the Unit Director of the BGC.

BATHROOM POLICY:

Most incidents of youth-to-youth abuse occur in the bathrooms not just in Clubs but in all youth facilities. Therefore, the following supervision guidelines are required policies of the Boys & Girls Club of Brookings:

The Club bathroom policy and procedures will be included in all staff, guardian and youth orientations.

Option 1: Group Bathroom Breaks

Club staff should take groups of three or more youth to the bathrooms for “group bathroom breaks.” One adult should not escort one youth; always use the “rule of three” or more. Junior staff or staff in orientation should not escort youth to the bathrooms.

If the bathroom has only one stall, only one youth should enter the restroom at a time while the other youth wait outside with staff. If there are multiple stalls, staff should only send in as many youth as there are stalls.

Staff should then stand outside of the bathroom right outside in order to hear what is going on inside the bathroom.

Option 2: Monitoring Club Bathrooms

In some Club settings, group bathroom breaks are not always feasible. In these circumstances, youth should ask permission before using the bathrooms or a staff member should be assigned to monitor bathrooms, so that staff and volunteers know who is going to the restroom and when.

Choices:

One Club Staff will be designated each day as the bathroom monitor in each separate age programming space. All Clubs in the organization will create a visible sign/documentation of the staff responsible that day- hung up with their name and photo for youth to see each day. Bathroom passes will be created for each Unit that are unique, large to see from a distance and given out one at a time. This choice can only be used if the Unit can ensure it is able to constantly maintain one child at a time ratio in the bathrooms.

A staff member is designated solely as a bathroom monitor with the sole responsibility of bathroom monitoring and they are located constantly outside the restrooms.

Club staff should randomly and periodically monitor bathrooms to ensure that youth are not lingering there. It is important that staff and volunteers periodically check restrooms so that youth know that an adult could walk in at any time.

All staff will utilize a staff designated restroom, separate from the youth at all times.

If a Unit doesn’t have separate staff bathrooms, the expectation will be that staff will not use the restroom while youth are using the restroom.

Offsite programs/field trips restrooms: The same policy will be used off site as on site. Either group bathroom breaks or one youth at a time, with a designated person in charge of monitoring. Each Unit must select and document the option they choice to follow. In addition, if they choose to change the bathroom options choice, it must be approved by Director of Program Operations.. All youth must be potty-trained to attend our Clubhouse programs.

FOOD: The BGC Clubhouse understands and appreciates the need for a healthy diet. It is our goal to encourage healthy eating habits that promote the well-being of our youth. A nutritious snack will be provided to children daily. Lunch Policy: 2016 Summer Continued Education The Boys & Girls Club does not provide or have lunch prepared at the Club during the 2016 summer. Every child needs to have a sack lunch at the Boys & Girls Club by 10:30am every day. If your child does not have a sack lunch, guardians will be charged a $5.00 fee. This fee is charged due to the last minute food needed, as well as the preparation time that it takes for our staff. It is necessary that your child has a lunch each day. As a licensed facility, each child must have the following in their sack lunch each day to ensure that they are receiving 1/3 of their daily nutrient needs:

A meat or protein

Vegetables

Fruit

Bread or grain

Milk or dairy

The Boys & Girls Club building is a nut free facility. Due to having numerous youth that attend the BGC program and that are allergic to different kinds of nuts, the Club must be a nut free facility for their safety. The BGC Clubhouse Preschool/JK will follow those guidelines and also be nut free. Please remember to provide a snack/treat that is nut free. (No peanut butter sandwiches, granola bars with peanuts, etc.) If members want to celebrate their special day, birthday or half birthday, guardians may send a treat for their child to share with the class. Due to state licensing requirements, all treats must be store bought, not handmade. Please make arrangements with the BGC Clubhouse Preschool/JK Teacher several days in advance. Full Day Preschool & Junior Kindergarten The Boys & Girls Club will provide lunch at the Club during the 2016-2017 school year. special dietary need, please contact the Unit Director to arrange where the food must be kept. The Boys & Girls Club of Brookings snack and meal times are as follows:

Full day Preschool & Junior Kindergarten program

o The youth eat lunch at 11:00 am

o Snack will be provided to youth at approximately 3:00 pm

Half Day Morning Preschool program

o Snack will be provided to youth at approximately 9:45 am

Half Day Afternoon Preschool program

o Snack will be provided to youth at approximately 3:00 pm

Continued Education

o Snack will be provided to youth at approximately 3:45 pm

GUARDIAN RESPONSIBILITIES: Picking up your child: Individuals who are listed on the emergency contact sheet are the only adults who are permitted to pick up your child(ren). If someone different is going to pick up your child, you must either call or stop in to let the BGC Clubhouse teacher know this in advance. No personal items from home. One exception is during Show-n-Tell where the children will be able to bring something special from home to show to their peers. These will be played with for a short time during preschool/JK hours. BGC Clubhouse cannot be responsible for lost or broken personal toys. The first couple of weeks of Preschool/JK can be intimidating for your child, so if your child needs something from home to make the transition easier at the beginning of the year, they can bring something and leave it in their locker and use it when needed. Preschool, Junior Kindergarten and Continued Education is a time to learn through the use of all five senses. Your child should dress comfortably and wear clothes that allow them to participate in typical BGC Clubhouse activities. We will be exploring daily with the use of paints, glue, etc. and do not want to miss out on those learning experiences due to fear of wrecking good clothes. Outdoor play is a regular part of the daily routine. Children should be prepared to play outside some part of every day. Please do not request that your child stay indoors. Children too sick to go outside should not be at school. Guardian involvement is an important part of our ECE program. We encourage guardian involvement, especially on field trips, donating recycled items, helping with classroom parties, or just volunteering! What’s happening at the BGC Clubhouse?
