Some key facts

300 million people suffer from asthma worldwide

Asthma is one of the major non-communicable diseases

Prevalence within the EU : 8.2% (adults) and 9.4% (children)

Asthma sometimes under-diagnosed and under-treated

Appropriate management of asthma can improve the quality of life of patients (e.g. education, inhalation instruction, compliance to treatment, lifestyle)

o Aim at improving Patient Safety and Quality of Care through sharing of information, experience and the implementation of good practices

o Gathers representatives of the European medical community and the institutional partners involved in Patient Safety and Quality of Care in the Member States of the European Union

o Catalogue of best practices in Patient Empowerment;o Analysis of barriers and facilitators of Patient Empowerment;o Proposal of a method to validate transferability of good practices

on Patient Empowerment;

Studies e.g.

Study on "Costs of unsafe care and cost-effectiveness of patient safety programmes" (on-going)

Objectives:

o To provide a comprehensive picture of the financial impact of poor patient safety on European Union’s health systems;

o To identify cost-effective patient safety programmes implemented in the Member States and develop an analysis identifying their success factors;

o To assess cost-effectiveness and efficiency of investment in patient safety programmes.

Pilot projects e.g.

Pilot project on the promotion of self-care systems for chronic diseases in the European Union (not yet started), which might cover the following areas:

− Chronic metabolic diseases;− Chronic gastro-intestinal diseases;− Chronic dermatologic diseases;− Chronic respiratory diseases;− Chronic cardiovascular diseases;− Chronic circulatory diseases.

Council Conclusions on Patient Safety and Quality of Care of 1 December 2014 : “invite the Member States and the Commission to finalise by December 2016 a framework for a sustainable EU collaboration on patient safety and quality of care, also taking into account the results of the "Joint Action on patient safety and quality of care" (PaSQ)”

European Parliament report on “safer healthcare in Europe: improving patient safety and fighting antimicrobial resistance”, adopted on 19 May 2015, “calls on the Commission and the Member States to further engage in a dialogue with all stakeholders and develop a coordinated, comprehensive and sustainable EU strategy for patient safety, as well as to put forward concrete solutions to be implemented at EU, national, regional, local and/or primary care levels”
