At the examination in January, 1896, the followingnamed officers were found deficient, and were recommendedto be relieved from further +teudance at the school:

At the examination in June, 1896, 2nd Lieut. C. C.Smith, 2nd Cavalry, was again found deficient in MilitaryArt and in Engineering,’ and recommended to be relievedfrom further attendance at the school.

REPORTS OF CHIEFS-OF-DEP.ARTMENT.,

The course pursued in theoretical and practical workduring the term is fully described in reports of chiefs-of-de-pa.rtment, to which attention is invited. In the printing ofthese reports I have caused certain parts to be omitted inorder to lessen their length. The omitted parts enumerate

assistrant instructors, ’ give names of officers delivering thelectures, give criticisms on practical exercises in the field andsolution of problems, all of which, while necessary for therecords of the staff, are not essential to the annual report ofthe commandant.

Special attention is invited to, the report of the Instructorin the Department of Military Art, and to that of the In-structor in the Department of Engineering: both of whichshow how practical work in the field has been increased. I tis hopedin the future to still further increase this plracticalwork, and to determine by experience what more of thetheory can be profitably omitted.

In the Department of Law the interest of the student has’been stimulated by the introduction of its practical feature inciting for solution supposable cases in international questionswhich might require immediate action by an officer. Attention is therefore invited to the report of the Instructor.

CHANGES IN SCHOOL REGULATIONS.From the experience of the school year just closed it

may be safely asserted that the abolition of the system ofmarking for daily recitations has proved to be a wise measure.The following remarks of the Instructor in the Department ofEngineering cover the subject so thoroughlv that they aregiven here rather than embodied in the printed copy of hisreport :

“The experience in this department has been almost entirelybeneficial, for while we realize the fact that some studentshave made occasional careless recitations which the spur of thedaily mark might have obviated, still, on the other hand, theimmense advantage to the student of having the instructor’s

mind free to impart instruction, answer questions and makesuggestions, more than outweighs the disadvantage referredto. L

“From an instructor’s, as well as a student’s standpoint, Ican say confidently that absolute fairness in marking oralrecitations is impossible. One instructor will place a. highervalue on certain points of a demonstration than another; thenagain, one student will talk more fluently than another anddeceive an instructor by avoiding points on which he is weak;while the further fact that one man may draw an easy subjectto recite upon and another a difficult one cannot be avoided.

“Under the marking system my experience was that the’student, especially if &riving for honors, felt himself to be onthe defensive while the instructor acted as inquisitor; now thereis more freedom for both, the student does not fear losinghis place in the class by a possible accident, and the instructordoes not have to divert his own mind from the matter underdiscussion to think of “tenths”. In this connection it is perti-nent to state that in the examination just concluded, and whichcovered the subjects of map construction, map reading andMilitary Topography in general more thoroughly than anyprevious one since the organization of this school, there wasbut one man who got less than 83 per cent.; while in thecorresponding examination two years ago there were fourteenwith a lower percentage than 83, or, to put the statement inanother way, the examination just closed showed a generalaverage of 92 per cent., while the class before, in the corre-sponding examination, attained an average of 86 per cent., andthe class before that 88 per cent. The reason for this remark-able advance in the general average of the examination is notobvious--the average ability of the present and the two previousclasses being about the same; so that the reason must bedue to different methods of instruction. The new text bookbeing fuller and more comprehensive probably accounts formost of the advance, but it is believed that part of the gain

may justly be attributed to the freedom on the part of’ theinstructor to give his entire attention to instructing, insteadof having his mind diverted from that object in his en-deavor to give the student a just mark on his recitation. ’

“Whether this conclusion is fully justified or not, I am sat-isfied that the doing away with the daily marking system has,on the whole, been a distinctive advance to this school.”

The Instructor in the Department of Military Art remarksupon this point as follows:-

“In the recitations during the past year the new regulationabolishing the recitation marks wa.s carried int’o effect, withexcellent results. It was formerly practicable for an officerto pass an indifferent examination and still take a respectablestanding in class rank by virtue of a high aggregate of recita-tion marks. This is now impossible, as the result dependsentirely upon the knowledge of the subject retained by theofficer at the end of the term of instruction. It was fearedthat the abolition of recitation marks might materially affectthe quality of the recitations, but such does not seem-to bethe case. The recitations during the past year were, on anaverage, fully equal to those of the preceding classes, and theexaminations were, on the whole, the most satisfactory everheld at the school.”

CONSOLIDATION OF’ DEPARTMENTS.It is verv desirable that the Department of Cavalry and

-the. Department of Infantry shall be developed pari ptyuwith the Department of Military Art and the Department ofEngineering. To do this requires the services of officers whoare studious, progressive and energetic. It is not intended asa reflection upon instructors when it is stated that this objecthas not yet been accomplished. The work was necessarily tobe developed gradually. When the school was started, ilearideas as to its scope had not been evolved. Consequently, inthe primiti.ve efforts to do somthat which was obvious, and in

Cavalry and Infantry seemed to have decided advantage, in-asmuch as they had something tangible. So barrack-so uaredrills, ceremonies, duty as officer-of-the-day and officer-of-the-,guard, and recorder of boards of survey, etc., absorbed muchof the time of officers of the student class, and all of the at-kention of the instructors in these two departments. It isevident that such a course was not consistent with the objectsought in establishing the +chool. While it is desirable tomaintain proficiency in these things, it s11o~h.l be, and pre-sumablv is, required of all young officers while serving withtheir regiments before coming to the school, In other words,they come here with the expectation of learning somethingmore than this in the departments of Cavalry and Infantry.If this expectation is not to be realized, the name of theschool ought to be changed. It is hoped, however, that satis-fact’ory progress can be a,ttained through the efforts of zealous*chiefs-of-department.

The task is a difficult one; so difficult that the questionsnaturally arise : Why maintain the two departments of In-fantry and Cavalry as separate and distinct Departments? Whv.Ilot consolidate them with the Department of Military Art?

The present course in the Department of Infantrv em-Ybraces : lst, Infbntry Drill Regulations-which, under para-graph 185 of said Regulations, should be taught to the sub-altern by -his captain prior to arrival at this school as astudent officer; _ Znd, lectures upon foreign infantr’y drillregulations ; 3rd, “infantry fire, and its use in battle.” Theseare not, in themselves, suggestive of the necessity for themaintenance of a separate department. The same remark isapplicable to the course in the Department of Cavalry. TheDepartment of Artillery has had no representative since thelight battery wals removed.

As a matter of fact, the practical course in the handling ofcompanies and battalions of infantry, and the squadron ofcavalry, in every phase of minor tactics in the field, goes onnow in the Department of Military Art; and anything which

might be attempted in that line by either the Department ofCavalry or the Department of Infantry must necessarily be amere repetition.

The consolidated department, embracing the Departmentof Military Art, the Department of Infantry, the Departmentof Cavalry, and the Department, of Artillery, could havesome dist,inctive title, such as, “The Tactical Department,”with one chief as senior instructor, and such assistant in-structors as experience would determine to be necessary.

ufficient number of members to avoid tiequestions, and to impose dignity in its

sessions. However, in spite of such consolidation, these ob-jects could be attained by making the senior assistant instruc-tor in each branch of t)he tactical department a member ofthe school star, ex-ofieio.

It is not essential that the chief of the ta.ctical departmentor that, either assistant should be a field officer, although!th i s wou ld be de s i r ab l e whe re r ank i s combined w i threquisite qualifications, which em brace more than familiaritywith drill.

INCREASE IN NUMBER OF STUDENTS.It has been recommended several times that one class of

officers be graduated every year by having two classes simul-taneously under instruction. The main obstacle reported hasbeen the lack of quarters. This will continue to be strictlytrue, no matter what may be the expenditure of the govern-ment in erecting additional quarters, so long as marriedofficers are to *be sent to the school for instruction.

DIPLOMA.The incentive for effort by the student should be pride in

his profession impelling him to acquire all that he can. Un-fortunately other stimulus is needed. This may be found by

causing the diploma to exempt a graduate from examination,upon any subject covered in the school course, when he isbrought before a board prior to promotion. Greater proficiencyin attaining the diploma being required there would be greateieffort on the part of the student.

INSTRUCTION IN THE THREE ARMS.To properly conduct operations in minor tactics a light

battery is greatly needed at the school. The battery whichwas formerly available was removed on account of lack ofquarters. This deficiency could be supplied by using thepresent hospital as a barrack. It is not suited to its presentuse. It is a perfect labyrinth and being insufficient, themedical department is contemplating more additions whichcan never make it what a modern hospital should be. B yerecting a new hospital the old building will answer for thelight battery.

ANNUAL APPROPRIATI-ON.Attention is invited to the report of the Secretary showing

the necessity for an increase in the amount appropriated forthe use of the school.

The appropriation above referred tomeet the absolute needs of the s&001.

iS entirely inadequate toIts scope is widening

every year, more facilities are required by the various depart-ments, and the school library should be largely increased.Many urgent requests from chiefs of departments have to berefused for lack of funds, and, were it not for the fact thatmany indispensable a$rticles are procured from allother source,without expense to the government, the course would begreatly hampered.

Many of the instruments used by the department of engin-eering are old aud require constant repair and should bereplaced by new ones. The library should have an annualallotment of at least $500.00.

The printing office, an indispensable adjunct to the schoolcontributing to the efficiency of every department, has beenconducted with a maximum of industry and a minimum ofexpense. The entire cost, including paper, ink, binding,labor, etc., for the fiscal year ending June 30, 1896, has been$415.55. It is not practicable to give here a list of the’natureand amount of the work performed, but it is safe to say thatif the work had b&en done by contract, at a rate of from 18to 20 cents per IOOO ems, thl cost would have exceeded $2000.Much of the type and some of the machi:lery are old andshould be replaced as soon as funds become aviilable.

An appropria t ion of $5000, wliich has repeatedly heenrecommended by the War Department would enable all of thedepartments of the school to be properly equipped for the workexpected from them.

The library has been properly cared for during the yearand now contains 7200 bound volumes, besides.480 pamphlets.142 voltimes were added during the year at a cost of $271.89,and $90.25 was expended for iebinding and repairing books.‘The present catalogue is by authors only. It 1s the intentionhowever to re-arrange it under the subject system; this is a,tedious work and its accomplishment will require considerable

time. During the year 3500 volumes were t,aken from thelibrary and more than that number were used in the libraryfor reference. Two additional book stacks were provided ;also. a map rack, and all maps (over 1000 in number) are nowindexed and so arranged that no t,ime is lost in finding anyof the maps when called for.

The school property, comprising all instruments, books,maps, models, printing office, library, office and section roomfurniture, is in good condition, with the exception of the in-struments pertaining to the department of engineering,mentioned before. These instruments have now been repeat-edly repaired, and the cost of this constant repair will, in afew years, exceed the cost of new ones.

Under the provisions of G. 0. No. 80, A. G. Q., 1891,prescribing regulations for the examination of officers for pro-motion, I have furnished to officers of the army and nationalouard 1647 volumes (text-books, books of reference,h andprofessional works) amounting to $35.i6.48. F r o m t h enumber of requests for boolqs and information received, it isevident that much interest is now taken by our NationalGua*rcl in military education.

As stated in my last report, many requests for the “CavalrySketching Case” were again received but co~dd not be filled.In a few cases those in use here were loaned out on memo-randum receipt while not in use. It! is to be regretted that

SIR:I have the honor to submit the following report of the

course and methods of instruction in the Department of Mil-itary Art during the School term just ended.

The instruction consisted of recitations, lectures, and ex-ercises in application. There were in all 96 recitations, 6lectures and 80 exercises+ in applictition. The recitationswere from Wagner’s “Service of Security and Information”and Wagner’s “Organization and Tactics.” The examina-tion in the first of these books was held on January 6, 7, and8; the examination in the latter on June 8, 9 and 10 of thepresent yea,r. The recitations before January covered theentire subject of Security and Information, and took 329pages of “Organization and Tactics.” The recitations afterthe January examination completed the latter book, and in-

eluded a review and a general review of the same.. In theJanuary examination eight members of the Class failed topass a satisfactory examination, and were re-examined inaccordance with paragraph 48 of the Regulations of theIn fantry and Cavalrv School. On re-examination one officerwas found deficient, “but, in accordance with instructions fromHeadquarters of the Army, he has been continued onprobation, and will bere-examined in the subject at the end ofAugust. amined in accordance with the regulation already referred to.One of these officers passed the re-examination successfully;theother has been declared deficient, and reported to the Head-quarters of the Army. as required by existing regulations.Q

The lectures in the Department of Military Art are alwaysprinted, and copies are given to the members of the class.They are also sent out on application to any officer in theRegular Army or National Guard.

EXERCISES IN APPLICATION.

The exercises in application consisted of:Exercises with Troops, ’Field Practice Exercises, or Exercises without Troops,Tactical ,Problems, IManeuvers on the Map.

Exercises with -Troops. -The course in Exercises with Troopswas the most extended and satisfactory yet held at the School.

The tactical exercises in which infantry alone was employedw e r e u n d e r c h a r g e o f t h e Hnstrldctor. T h o s e i n w&hcavalry alone was employed were under charge of the seniorAssistant Instructor. This arrangement enabled infantry andcavalry exercises to be conducted independently on the sameday. In exercises embracing the use of both arms the IH-structor was in charge. In all the exercises the infantry andcavalry commands were officered exclusively by details fromthe Class of student officers. The regulations governingthese exercises! and the nature of the exercises, are givenbelow.

GENERAL REGULATIONS FOR TACTICAL EXERCISES.In the details for tactical exercises, as announced fiorn

time to time on the bulletin board, the officers whose namesappear first in the detail for each company will perform theduties of company commanders. In making the details fortactical exercises, the matter of relative rank is necessarilyignored, in order that all members of the class may performthe same duties and receive the same instructions.

Within twenty-four hours after the con 4Gon of each tac-tical exercise, except advance guard drill, each battalion andcompany commander will submit a report of the part per-formed by his command in the same. The reports will beaddressed to the Instructor in Military Art. The commentsof the instructor on the exercise will not be made until allreports have been rec,eived and carefully considered.

Unless otherwise specially ordered, the exercises in theforenoon will begin at 8 o’clock, and those in the afternoon,at 1 o’clock.

When an announced exercise is prevented by inclementweather, the class will be for duty in the Department ofEngineering.

Qficers on tactical exercises will wear c-ampaign hats andleggings. When mounted they may wear boots or leggings,as they may prefer.

defeated by the enemy, and is retreating upon Fort Leaven-worth for the purpose of crossing the Missouri River, Therear guard consists of one regiment ol’ infantry. The enemyis following closely, and it is necessary to check his *advanceby destroying the railroad bridge over Salt Creek, and thebridge at the Frenchman’s, and obstructing the roads at therailroad cuts.

The exercise began just beyond the railroad west of theFrenchman’s, where the enemy’s pursuit was supposed to befirst seriously felt. A defensive position was occupied at therailroad, and the pursuit was supposed to be checked by thefire of the rear guard long enough to a’dmit of the blowingup of the railroad bridge over Salt Creek, and preparing thewagon bridge at the Frenchman’s for destruction as soon as therear guard should cross. The rear guard withdrew, and took upa defensive position on Sheridan’s Drive, near the railroa,dcut, which was held until the engineers had time to blow upthe road at the cuts, and obstruct the road leading from thedirection of the target range. The exercise then terminated.

Cavalry : The Posting qf Cossaclc Posts in a Wooded Country.This was practically a repetition of the last two exercises,

it being thought best to repeat it, in order to give emphasisto many important points developed by the attempt to postan efficent line of outposts in a closely wooded country. Thesquadron was consolidated into two troops, of two platoonseach.

All troops considered, except one regiment of infantry, andone squadron of cavalry, are imaginary.

The railroad bridge at Leavenworth is supposed to havebeen destroved.

The cavalry screens and reconnoiters the front, and the in-fantrv establishes an outpost.

The force was supposed to march on two parallel roads,namely, the Millwood road and the Atchison pike, a battalionof infantry actually taking the two roads-or, rather, theircontinuation -from the Rock Is land bridge. The bridge at Leavenworth cityhas been destroyed, and the one at the Fort furnishes theonly means of crossing. The country north of an east andwest line passing through Merritt Lake, and west of GrantAvenue, is supposed to be impassable. The rear guard con-sists of a battalion of infantry and two troops of cavalry.It is closely followed by a Brown advance guard of equalstrength: and on emerging from Lea,venworth city it finds itnecessary to make a stand to cover the crossing of the mainbody and the train across the bridge.

River, near Lawrence, is operating against a Brown army innortheastern Kansas.

Special idea and problem for Blue force. The Blue army ex-pects to occupy the line, Leavenworth-Winchester, on the

27th of April. The first corps is encamped near Lansing onthe 26th of April.

Orders for the 27th direct the march of the divisions asfollows: I. Division to North Leavenworth ; right resting onMissouri River a II. Division to Northwest Leavenworth, onemile south of Beddow’s farm. III. Division to the head ofSalt Creek Vallev.

Problem. The* head of the main body of the II. Divisionwill arrive at Kiowa Street at 9 A. M. A detachment con-sisting of two battalions of the 20th Infantry and three troopsof the 6th Cavalry will take position as advance guard atthat time; march northwest on tlhe Beddow farm road, andwhen the support arrives at the Beddow house, will take up aposition as outpost for the Division, towards the north, Thewestern limit is the boundary of the reservation; the easternabout 600 yards from Grant Avenue.

Reports will find the commander of the outpost at Beddow’shouse.

Problem for Brown. As soon as the outpost is establishedtlhe Brown force (one troop of cavalry) will use harrassingpatrols for the purpose of annoying the outpost and compel-.ling it to disclose its position. The commander of the Brownwill also use a flag of truce for the purpose of reaching theoutpost and endeavoring to gain information. Certain sol-diers of the Brown force will also present themselves as de-serters at the outpost, and will endeavor, if not disarmed, toeffect the capture of a picket.

IDEA. A battalion of infantry is directed to march in at-tack formation from the Beddow house to the West EndParade, distant about 3,000 yards, utilizing the cover forconcealing its movements as far as possible. The remainder

of the troops are placed in observation on the West EndParade to note the degree to which cover for the atta.ck may.be obtained from the terrain.

The benefit derived from such exercises can hardly beoverestimated, and those at the Infantry and Cavalry Schoolhave a peculiar value, which is perhaps not generally recog-nized. At the time set apart for these exercises, t,he troopsof the garrison, in numbers suitable to the nature of theexercise, are turned over to the Instructor in Military Art,and are officered entirely from the class of students. As aresult, a subaltern who, in the course of his regimental dutymay never have had command of any body of troops largerthan a platoon; finds himself in command of a regiment ofinfantry, a squadron of cavalry, or both, not merely to putthem through a regulation close-order drill, but to marchthem, encamp them, prepare them for attack, make disposi-tions for defense, etc., and in every case to act promptly inaccordance with varying conditions and the nature of theterrain. These exercises are well calculated to develop ayoung officer’s self-reliance and confidence, more than anyamount of ordinary garrison service. A battery of light artillery is needed here ill the tacticalinstruction of the students. If it be impracticable to stationa battery here permanently, 1 would respectfully suggest thata battevg be sent here for at least a month each year, andthat during that time it be available for the instruction ofthe students in art’illery drill, and for use in tactical exercises.

bY the tactical capacities of the terrain, were then asked, andthe officers told to go to the ground, and, after a careful ex-amination of the terra in , to . write out answers to thequestions, which were to be handed in on the fol lowingmorning with a map of the ground considered. The instruc-tor read and studied the work of each officer andverified it onthe ground itself. After each officer had served on this detailthe Instructor rode with the entire body to the ground underconsideration, criticised the main points brought out by thepapers, and read a number of accepted solutions.

The questions were of the following general nature:-Questions No. I. What do you find from\ a reconnaissance

of the ground?Question No. 2. What are your plans for making the attack?Question No. 3, What verbs1 orders do you give? ,Question No. 4. What message do you send to the com-

mander of the force?This, the most elementary form of an exercise of this kind,

was intended simply as a preliminary ,to more advanced worknext season.

MAP MANEUVERS.Maneuvers on the Nap: -The course in Map Maneuvers was

begun by a lecture on the principles of Kriegsspiel. Thiswas followed by a “quiz” on the first lecture, and by a secondlecture on the conduct of an exercise.

In the Map Maneuvers, or Kriegsspiel exercises, the Classwas divided into four sections. Each section had six sessionsat the exercise, making in all twenty-four sessions each twoto three hours long.

The entire time at this portion of the exercise was given tomaking out one of the studies of Von Verdy du Vernois,which was adapted to suit our purposes. In this way an ex-cellent preliminary practice was given, and it is believed theofficers were for the most part well grounded in the principles.At this time all complications induced by reference to thec

numerous tables and complex calculations of Kriegsspiel wererigidly excluded. As the idea was to follow a pre-arrangedplau, which was not known t*o the oticers, they were closelyquestioned on all points involving t,heir duties in numerouscases, the answers being frequently given iu writing, and fulltime being given for studying the situation.

After each phase of the exercise was gone through i11 thisway, a decision Jvas made, and usually the reasons for thesame were explained.

It is proposed to follow this by other exercises, first on thesame maps, and thell on other maps, iu which full freedomwill be allojyed the officers in forming their plans and makingdecisions according to their ow 11 judgment.

Some chauges in the text-books and methods of instructionin the course iu Strategy and Logistics are contemplated,The adoption of Von der Goltz’s “Conduct of War” is ret-om mended. This is a work of great merit 11~ the greatest ofliving military writers, alld it has beerr ably” t.‘rans lated into.Euglish by Lieutenant J. ‘I‘. Dickman, 3rd Cavalry, Assist-atlt Instructor in Military Art. It is intetlded to supplementthis work with a course of lectures on the most irnportaut!campaigns of modern times.

Attention is respectfully invited to the evils arising f’romthe retention here of’ officers who have heel] found deficienton examination and re-exaniiuatioi~, and who have beeu soreported to the Headquarters of the Army. The conditionsof the examinations are liberal in the extreme. elusion that when an officer is found deficient in an examina-tion, his failure is due either to neglect of duty or to hopelessincapacity. In the former case he does not deserve a re-ex-amination, and in the latter it does him no good. Yet afterthe re-examination has emphasized their deficiency, studentsare kept here, presumably under the idea that in the lattercase they may ‘ ‘learn something,” and that in the former casethey are “subjects for discipline.” Disciplinary measures, itmay be remarked, cannot reach the case at all ; for the entireSchool Staff might be morally sure of the indolence andneglect of a student without being able to establish a legalcertainty of the same ; nor can it be regarded as either wiseor charitable to compel a deficient officer to prove his mentalincapacity as a means of establishing a reputation for zealand industry. To keep an officer here after he has beenreported deficient by the School Staffis calculated to impresshim with the idea that his military superiors view his de-ficiency al. 4Q ‘1 matter of small moment. It should be under-stood throughout the army that the Infantry and CavalrySchool is neither a pleasant resort for a lazy officer nor a con-veuieu t asvlum for a stupid one; and the best means of convey-”ing a realization of this fwt is by returning immediately tohis regiment any officer who has been duly reported deficient.by the School Staff.

The School is still hampered somewhat by the inequality,in the attainments of’ the members of the cla’ss. This is notso marked as it was formerly, and the number of poorly-pre-pared officers in the present class is very small; but a fewcolonels still seem t!) insist on recommending poorly educatedlieutenants for detail as students, appareutly under the im-pression that the object of the School is not to instructintelligent and Ale men in the higher duties of the militaryprofession, b u t tlo r e m e d y the educational deficienciesof a few men who are not prepared to profit by ane x t e n d e d c o u r s e o f rnili tary study. would imply a failure to appreciate the true nature of ourarmy and the part it will be called upon to play in tilneof war. The armies of volunteers who will from the great- the almost exclusive-bulk of our f ight ing forces mustdraw upon the commissioned personnel of the line of t,heregular army for officers to perform the duties which in thegreat armies of Europe devolve upon the select body of’officers known as the “General Staff”-a body unknown inour army, and one which, even if created, could not bemaintained in time of peace in sufficient size for the re-quiremen ts of war. The line of the army should contain,therefore, many officers competent and qualified to performduties requiring a knowledge of strategy, tactics, logistics,military administration, mili tary topography and fLrtifica-tion, whether as commanders themselves, or as valuablestaff officers, The curriculum of the Infatitry and CavalrySchool is not widelv different from that of the War Acad-emy at Berlin, to which subal terns of the Gerglan a.rmyselected for their marked ability are senb. To send thedeficient subalterns of a regiment to su ch a school wouldbe manifestly absurd; an d it i s be1ieved that such men caneasily find at their posts instruction commensurate with theirability, their ambition, or the requirements of any positionthey are likely to hold in future. When the colonels of thedifferent regiments of cavalry and infantry all select for detailat the School subalterns who are able, studious and”ambitious,the institution will rise to the full measure of its importanceas a factor in the education of the army.

It is very respectfully, but most earnestly, recommendedthat the details for duty as professor of military science andta’ctics at colleges, and for duty with State troops, be limited,as far ai practicable, to officers who have graduated either atthe Infantry and Cavalry School or at the Artillery School.It is believed that such officers are much better, qualified forthese duties t#han officers of similar age and length of service

Text Books . - T h e t e x t b o o k u s e d d u r i n g t h e p a s t y e a r(“‘Military Topography and Sketching” by Lieutenant Root)replaced Johnson’s “Theory and Practice of Surveying” andRichards’ “Military Topography” which have heretofore beenin use.

The subject matter of this new book was partly compiled byLieutenant Root from the best sources, native and foreign,and was partly derived from his experience of seven years’work at this school: with some changes (mainly typographi-cal) to be made in the new edition, it will fully meet myexpectations and wishes and will cover the subject of MilitaryTopographv in a moat thorough and comprehensive manner.w

Pratt ical Exercises. -The time devoted to practical exerci-ses during the past year bas been about four-tenths of thetotal allott*ed to the department; while next year’s work willprobably be three-fourth’s practctical, owing to the fact thatall of the theoretical work pertaining to Surveying and Topo-graphy has been completed.

These problems in Military Topography and Survevingare, of course, all done with extreme care by the Instructorsindependently of the students, so that the liability to error ingrading this work is very slight.

An accurate record of all practical work done during thelast four and one-half years has had the result of systemizingthis course, so that no time is now lost in experimenting as tothe proper sequence of the work or in requiring more thancan reasonably be expected.

The New School Regulations.-The effect upon the welfare ofthe school caused by the radical departure in the new schoolregulations from the former system of marking the daily re-citations, is worthy of note.

Addition to f%hooZ Building. -The addition to Sherman Hallhas added very materially to the usefulness of this department.The draughting room and individual desks have long beenneeded and are fully appreciated. A ser ious defect in thedraughting room, however, became apparent as soon as the

entire class attempted to use it at one time. T h e l a c k o f askylight (which was disallowed) renders the room too darkonthe west side to be used in winter without lighting the lamps;otherwise the addition fulfils its purpose very satisfactorily.

Instruments. -In order to carry out’ the course in Surveyingfor the class to enter next year there is ne,eded another; sur-veyor’s compass, a level, and a S~gmuller attachment for thetransit, besides a complete outfit of steel rulers and triangles.Manv of the smaller instruments in the hands of the studentson memorandum recipts are about worn out and should bereplaced. Lt is estimated that $480.00 could be judiciouslyexpended on new instruments, besides the ordinary repairs tothose on hand after a season’s use in the field.

After the close of the course of theoretical instruction, two-problems of International Law were given to the class, ofwhich solutions were required together with lists of authoritiesand citations of precedents. These problems were given forthe purpose of testing the students’ knowledge of certainInternational Law Principles and to cause the class to inves-tigate the Library and familiarize themselves with the workscontaining treaties, precedents, etc. The problems are en:closed. (Exhibit 1.)

I would suggest that with the next class, an additionaltext book be used in Constitutional Law, viz: “Hart’s Con-stitution of the United States.” Tt is rather elementary; butby using it first and requiring the Constitution studied inconnection therewith to be practically committed to memory,the student will be better prepared to consider the subject astreated in “Cooley.” I would respectfully recommend thatrepresentations be strongly made to the War Department asto the inadvisability of retaining student officers at the Schoolafter the Staff has recommended their return to their regi-men ts. The Staff can certainly be trusted not to make thisrecommendation unnecessarily. Et is of no benefit to theman and certainly none to the school $0 have a man dragalong after he has demonstrated his inability to complete thecourse. If we have commissioned officers in the army whoseearly education has been so sadly neglected that they cannotpursue the curriculum of this school, (unfortunately we havesuch) and they must be educat!ed, I would suggest some otherway than that of lowering the standard of this school to fitthese exceptional cases. The way to prevent such a situationof affairs with respect to prospective officers, is obvious.

1 do not recommend any further extension of the law courseas I consider it amply sufficient at present.

I deem it only necessary for an officer of the line to have asufficient knowledge of ialv to understand the duties a,ndprivileges of a citizen at home and abroad; to appreciate therelations existing between himself and the civil authorities ofhis own country in peace and war; to know the extent andapplication of military authority over the people of an in-vaded country and the laws governing war generally; togetherwith a sufficient knowledge of Military Law proper, to enablehim to assist in the administration of justice that the endsof discipline may be subserved.

A more intimate knowledge of the modus operandi of suitsat law to which a military man may be a party, particularlywhere in the performance of military duty he may becomeinvolved in a conflict with state or municipal authority; withan outline of the methods he should pursue, under variouscircumstances and conditions, seems to me to be desirable.

To this end it is my intention, in connection with the Mili-tary Law course, during the coming year, to deliver a lecturecovering as many as possible of the points enumerated.

In my opinion, the experience of the last school year has.demonstrated the fact that the system of not marking thedaily recitations possesses advantages far outweighing anypossible disadvantages.

The necessity of a very thorough and comprehensive writtenexamination in connection therewith is apparent; as otherwiseit would be practically impossible to differentiate those studentofficers who are making a close race for either end of theclass. I recommend a further continuance of the non-markingsystem.

Mexico and Nicaragua are at war. The Nicaragua canallis in course of construction under a concession granted to anAmerican company. I t having become evident that theNicaraguan authorities are unable, during the disturbedof affairs, to afford proper protection, either to the canal

pany’s employes or to other citizens of the United States,there engaged in mercantile pursuit,s connected more or lessintimately with the operation and construction of’ the canal;the United States intervenes, under the provisions of thetreaty with Nicaragua made in 1868, and sencls to Nicaraguaa force adequate to afford the needed protection.

You are in command of a camp of United States troopsnear the Toro Rapids of the San Juan River, on the line oft h e canall. A force of Nicaraguan troops nearly equal toyour force is in camp about one mile from you.

One morning a young man about twenty years old, and,. judging from his complexion, accent, and general appearance,

a Nicaraguan, appears at your quarters, and, having present-ed a card bearing the name, Ramon Gonzalez, requests yourprotection from arrest by the Nicaraguan authorities, basinghis application upon the following statements, viz :

1. That he is the son of Carlos Gonzglez, a native of Nic-aragua, who was a naturalized citizen of the United States,having removed to the U. S. from Nicaragua when the sonwas about five years old, and having resided in Californiafrom that time until about three months before the application.

2. Tha.t the son, Ramon, accompanied his father to Nicara-gua for the purpose of settling some business connected with.the estate of a deceased relative, neither of them having anyintention of remaining after the completion of that business.

In support of his statements he hands to you the followingpapers, viz : (a) Naturalization papers of Carlos Gonzalez,in due form, attested by the Clerk of the U. S. Circuit Court,and dated at San Francisco, Cal., about nine years ago. wCertificate of marriage of Carlos Gonzalez and CandeleriaSanchez, dated at Managua, Nicaragua, about twenty-oneyears ago. (c) Certificate of birth of Ramon Gonzalez, sonof the above named parties, apparently in due legal form)and dated at Managua, Nicaragua, about nineteen years ago.(d) Passports for Carlos Gonzalez and Ramon, his son, issuedin due form by State Department at Washington, D. partment of Infantry for the past year.The student officers of the class having been notified before

their arrival at this school to be prepared for examination inthe entire text of the Drill Regulations, those of the infantrybranch of service were duly examined on the 12th of Sep-tember, 1895, and all passed a satisfactory examination.

From the 1st to the 15th of October, 1895, the infantryofficers of the class had practical drill, three times a day, inthe schools of the company and bat tal ion, each off iceract ing at least1 once as platoon, company and bat tal ioncommander, and as battalion adjutant. All were foundproficient in their drill.

At the present t ime I am in communicat ion with thecommanding \ officer of Springfield Armory regarding theexperiments now being made with the new Service Rifle Cal..30. I have received some data from there but ,expect toreceive a full report soon after the experiments are completed,and shall thereafter correct the text of “Batchelor’s InfantryFire” to conform to the results of these experiments.

I have the honor to submit the following report of workdone in the Department of Cavalry during the past year.

The course during the year consisted of practical drills bythe cavalry officers of the student class, each officer beingrequired to act in turn in the different capacities of platoon,troop and squadron commander, and squadron adjutant.These exercises were conducted precisely the same as are theparade examinatlions of officers for promotion, and a greatdeal of proficiency was shown. The drills covered the schoolsof the troop and squadron, both in normal and extendedorder.

Pn view .of the fact that a large amount of the instructiongiven in the d.ifferent Departments requires officers to bemounted, I would recommend that as’ much< time as could bespared should be devoted to lessons in equitation in theriding hall, such officers as show proficiency in riding to beexcused from the drills.

I have the honor to report that instruction in the“Departmentof L&Iili tary Hygiene” consisted entirely of lectures, recitationshaving been dispensed with in the revised School Regulations.Seven lectures on “Early Aid to the Injured” were deliveredand included all the subjects enumerated in the “detailed pro-gramme of studies.” They were illustrated by cha*r:ts, 8~. , andalso by practical demonstrat,ions of the application of band-ages, of the method of controlling hemorrhage, of artificialrespiration &c. The examination papers submitted weregenerally excellent and gave evidence that the class, withsome exceptions, had given the subject careful study. .
