    To help actions on climate change in the world, the

    National Enironment Agenc (NEA) is committed

    to improe energ ecienc in Singapore. We are

    leading a whole-o-goernment approach and haeormed the Energ Ecienc Programme Oce

    (E2PO) to coordinate the drie towards an energ

    ecient Singapore.

    Wh is energ ecienc important? The world needs

    to mitigate global CO2

    emissions to slow and then

    stop climate change. According to the International

    Energ Agencs World Energ Otlook Report or

    2006, energ ecienc can redce projected CO2

    emissions b more than 60% b 2030.

    What stands in the wa? While inestments mst

    be made or this change, this can be done with

    relatiel short paback periods. Howeer, energ

    ecienc measres ma not be implemented deto market barriers sch as the lack o inormation

    and capabilit. Or E2PO will std these and other

    obstacles and how the can be eectiel oercome.

    An energ ecienc reoltion is alread happening -

    atomobiles, lighting and green bildings are the more eident

    examples. Man contries are seeking to leaprog ahead in

    energ ecienc. The know that excessie energ demand canadersel aect both the global enironment and economic

    growth.

    As an open econom with no natral resorces, Singapore is

    lnerable to rising energ costs, which can aect or economic

    competitieness. It is thereore crcial that we take steps to

    improe or energ ecienc to be more resilient.

    Singapore has excelled in other areas o ecienc, deliering

    greater tilit and enhanced serices b combining more

    adanced technologies and better bsiness models. We mst

    adopt a similar approach and boost or eorts or energ

    ecienc. We can then delier more tilit, reliabilit, conenience

    There is a general consenss amongst scientists and goernments that or climate is changing at an nprecedentedrate, and that it is largel cased b greenhose gas emissions rom hman actiities. Man stdies indicate that

    a higher concentration o greenhose gases (GHGs) in the atmosphere, particlarl carbon dioxide, is the primar

    case o global warming that is driing climate change.

    Climate change is a global phenomenon and as an island state, Singapore is not spared rom

    the eects o climate change sch as warming temperatres and rising sea leels. NEA has

    commissioned a lnerabilit std in consltation with other goernment agencies to std the

    possible eects and impacts o climate change on Singapore.

    In Singapore, the primar greenhose gas rom hman actiities is carbon dioxide that is released

    when ossil els sch as oil and gas are brnt to meet or energ needs. Or energ demand is

    expected to grow in the tre de to an expanding econom and a growing poplation. Mch

    o this growing energ demand cold be aoided i we se energ more ecientl instead o

    increasing energ prodction. Energ ecienc is thereore an important strateg to redce or

    GHG emissions.

    Ecienc in power generation in Singapore has improed oer the last decade.

    With the implementation o a competitie electricit market that incentiises

    ecient power generation, we hae seen a switch rom less ecient and carbonintensie oil-red plants to more ecient, clean and less carbon intensie gas-

    red sstems. In 2006, 78% o Singapores electricit was generated b natral

    gas-red combined ccle generation technolog, the most energ ecient

    technolog crrentl aailable. Between 2000 and 2006, oerall power generation

    ecienc improed rom 38% to 44%.

    Other technologies that can improe el tilisation and redce GHG emissions

    are cogeneration and trigeneration. Cogeneration reers to the integratedprodction o heat and electricit, while trigeneration reers to the integrated

    prodction o electricit, heat and chilled water. These technologies optimise the

    heat tilisation rom el combstion and improe oerall sstem ecienc. In

    iew o the energ ecienc potential oered b these technologies, E2PO will

    contine to promote cogeneration and trigeneration in Singapore.

    For cogeneration and trigeneration to be iable, a combined demand or

    electricit and heating (as well as cooling in the case o trigeneration) mst be

    present. Hence, cogeneration and trigeneration acilities wold hae to be sited

    in close proximit to indstries in need o the tilities. E2PO will integrate the

    deploment o cogeneration and trigeneration acilities into ongoing and tre

    indstrial planning.

    PweSeaya epwes t atal asPowerSeraa Ltd will commission an 800MW natral gas-red Co-Generation

    Plant b 2010 to replace its three oil-red steam nits. This highl ecientcogeneration combined ccle plant (Co-Gen CCP) will help the compan

    redce its oerall carbon dioxide emissions b

    a rther 10% in addition to the 30% redction

    it has achieed oer the past 10 ears.

    In another rst or the power indstr, this

    large-scale project will, in the near tre,

    proider that deelops, installs and helps to pt together nancing

    or projects designed to improe the energ ecienc and redcemaintenance costs or acilities.

    HNS and will reslt in 5 kilotonnes less carbon dioxide emissions

    annall. The inestment cost or the project will be recoered b

    Hitachi Asia nder a perormance contract.

    Design or Ecienc Scheme to help companies incorporate ecienc

    considerations earl in the conceptal design phase o a new acilit.

    Iestmet Allwae (IA) ShemeTo encorage companies to inest in energ eicient eqipment,

    EDB administers an Inestment Allowance (IA) Scheme that is

    a capital allowance on qaliing eqipment cost that allows a

    dedction against all chargeable income. The IA can be awardedi the capital expenditre reslts in, among others, more eicient

    energ tilisation.

    Efiet DesiSingapore Olens Plant (o Exxon Mobil Chemical Ltd) commissioned

    its 9th rnace in 2007, with energ ecienc bilt into the rnace

    design philosoph. A niqel designed transer line exchanger

    recoers heat rom the cracking rnace. This heat is then sed

    to generate sper high pressre steam which is sed to drie

    compressors. The sbstantial amont o heat recoered rom the

    cracking process remoes the need or additional el or boilers toprodce steam and has led to a step improement in rnace energ

    ecienc and lower carbon dioxide emissions.

    higher margins. GlaxoSmithKline (GSK) has

    done mch in the area o energ ecienc to

    enhance its bsiness competitieness as wellas redce its carbon ootprint.

    Since 2002, the compan has completed a

    total o 167 energ conseration projects

    which helped the compan keep its energ

    consmption constant een as prodction

    increased b 40%. Since 2002, the sstainable

    energ conseration programme has saedthe compan 51,789 MWh o electricit and

    redced its carbon dioxide emissions b 22

    kilotonnes.

    GSK is also committed to the se o renewable

    energ. In 2006, GSK installed a total o 132

    photooltaic panels on the rootop o an oce

    bilding sppling electricit into the electricalgrid o a warehose.

    vehicles on the roads are signicant emitters o greenhose

    gases and air polltants in man contries and Singapore isno exception. As a reslt o policies oer the ears that hae

    promoted pblic transportation, Singapore has a relatiel

    low priate ehicle ownership compared to other deeloped

    contries and there is widespread se o pblic transport.

    Pblic transportation is highl energ ecient on a per

    passenger-trip basis. In land scarce Singapore, it is the ke

    to sstainabilit o the land transport sstem. To encoragemore people to se pblic transport, LTA is expanding the

    rail transit sstem coerage to 215km b 2018, abot 56%

    more than it is toda. From 2010, the Circle Line (CCL) will

    commence operation and help to enhance the connectiito the island-wide MRT network. The Downtown Line will also

    add to the connectiit to sere the Marina Ba area when it

    opens in stages rom 2013 to its ll completion in 2018.

    LTA will contine to promote pblic transport in Singapore b

    enhancing pblic transport inrastrctre, improing pblic

    transport serices and raising pblic awareness. The target is

    to raise the pblic transport modal split or the morning peakhors rom the crrent 63% to oer 70% in the next 10 to 15

    ears.

    The EeySmat labelIn 2005, NEA and the Energ Sstainabilit unit (ESu)

    o the National uniersit o Singapore lanched

    the EnergSmart Labelling Scheme or

    oces to recognise energ ecient oce

    bildings in Singapore. Bildings thatperorm in the top 25% in terms o energ

    ecienc and meet good indoor air qalit

    standards are eligible or the EnergSmart Bilding

    Label. This scheme was extended to inclde hotels in

    2007.

    Pbli Set Taki the LeadThe pblic sector is taking the lead in moing towards enironmental

    sstainabilit or its bildings. It aims to demonstrate the associated

    enironmental and economic benets and to set an example or the

    priate sector. As a testament to this drie, bildings sch as the National

    Librar Board and the Enironment Bilding hae won the top ASEAN

    awards or energ ecient bildings in 2007.

    Bildi tl elatisIn Singapores tropical climate, it is not srprising that air-conditioning

    orms a major part o or electricit demand. Rising temperatres de

    to possible climate change and the rban heat island eect will lead to

    increased demand or air conditioning. BCA established the Enelope

    Thermal Transer vale (ETTv) standard to redce heat transer rom the

    external enironment into air-conditioned spaces so as to redce the air

    conditioning load o bildings. Other bilding control reglations incldeminimm ecienc reqirements or commercial air-conditioners and a

    maximm lighting power bdget.

    Energ ecienc is one o the main considerations

    in the assessment o a bildings enironmental

    credentials. Recentl, there has been a signicant

    drie b agencies sch as BCA and NEA to

    encorage the deelopment and constrction o

    energ ecient bildings. Energ ecient bildingsenjo sbstantial energ cost saings compared

    to the aerage bilding becase the energ cost is

    oten the largest component o a bildings total

    operating cost.

    urban heat islandeffeCturban Heat Island (uHI) eect is a

    phenomenon whereb the rban area is

    ond to exhibit higher temperatre than

    the sbrban or rral area. A research

    std condcted b NuS in 2004 showed

    that Singapore has exhibited an uHI

    energy saving lamps in

    national parksBeore 2005, mercr apor lamps were

    widel sed in or national parks, natre

    reseres and park connectors to proide

    lighting or ootpaths and ccling tracks.

    In 2005, the National Parks Board (NParks)

    embarked on a pilot project to see i

    energ saing compact forescent lamps

    cold meet the lighting reqirements.

    The reslts o the project were er

    encoraging and the se o the energ

    saing lamps was extended to the rest

    o the parks in batches. As at September

    2007, 75% or abot 10,000 lamps hae

    been replaced. This translates into energ

    saings o 3,285,000 kWh and a 46%redction in cost amonting to $702,000

    per ear. An additional enironmental

    contribtion o sch lamps is the hae

    mch lower mercr content. NParks

    plans to replace all lamps in or parks

    with energ saing ones b March 2008.

    Certied Energ Manager (SCEM)

    Programme is the rst o its kind to

    be introdced in the region and is

    recognised and endorsed b the uS Association o Energ Engineers.

    Lanched in 2006, the programme eqips acilit and bilding

    managers, engineers, technicians and others who intend to bild

    their career as energ proessionals, with the technical skills and

    competencies needed to manage energ serices within their

    organisations.

    Going orward, the E2PO will promote greater participation in the

    SCEM programme to create a pool o energ managers within

    companies. These energ managers will plan and implement energ

    ecienc measres or their companies.

    Oer and aboe the ormal training proided nder the SCEM

    programme, E2PO will organise seminars, workshops and conerences

    to bring together stakeholders and experts in the eld o energ

    ecienc, inclding energ managers, to share knowledge and

    expertise in eectie energ management.
