Convergence with Other Programmes
MDDS for Panchayati Raj domainApplications under PES of generic nature accommodating the
state-specificities in terms of languages, governance rules and regulations, etc
Need for standardization and seamless interoperability among all e-Governance applications related to Panchyati Raj domain
Fully compliant with all national e-Governance Standards published by GOI, like Data and Metadata Standards for Person Identification and Land Region Codification, UID, etc
Committee Constituted by DIT – chaired by MoPR, to define MDDS for Panchayati Raj domain.
Circulated to all States and Line Ministries/Departments for feedback.
Regional Video Conference sessions held with States PR and DIT
States requested to expedite feedback on these MDDS standards.
Integration with Other Programmes
Integration of PRIASoft with CPSMS. Meetings held at MoPR with CGA Integration being studied by NIC team
Integration with NREGASoft Letters sent to Maharshtra, Orissa and
Jharkhand to pilot the integration
In particular, all the external applications must adopt the Panchayat Codes provided by LGD to enable interoperability and data exchange.
Integration with Other Programmes
PIII in Goa NoFN to provide all Panchayats with OFC connectivity by
2014. Panchayats in Goa connected with OFC. Sam Pitroda (Advisor to PM on PIII) has desired a full-scale
rollout of e-Panchayat in Goa to serve as a pilot for the rest of the country when it is connected with OFC
e-Panchayat and CSCs Both need to operate together and provide the necessary
competition which would lead to greater efficiency in delivery of services to local people. (Ref: Meeting with Planning Commission).
NREGASoft, PlanPlus & PRIASoft - The Integration Roadmap
NREGASoft
A comprehensive MIS designed to capture the end-to-end process workflow of NREGA Programme of Ministry of Rural Development
All details of NREGS relating to Plan preparation, Programme Execution to physical and financial progress monitoring are captured
NREGASoft uses the Panchayat List and Codes of BPL Census 2001 data.
PRIASoft & PlanPlus use the Panchayat List and Code given by National Panchayat Directory
End User Scenario
NREGASoft & NPD maintain separate list of Panchayats and have separate codes. Thus end user has to enter the Panchayat list twice.
If Panchayats wish to prepare Plans in an integrated manner with convergence of funds from different schemes, they will have to enter NREGA work details in both PlanPlus and NREGASoft.
Panchayats have to mandatorily maintain the accounts where NREGA receipts and expenditure will also be recorded. However, now they are required to enter the financial details in both NREGASoft and PRIASoft
Besides forcing the end user to do repetitive data entry, it also leaves scope for inconsistency in the data from two sources.
Solution
Integrate the software applications so that end user enters data only once and data flows seamlessly from one system to another thereby removing any inconsistency in reporting in different systems.
Benefits of Integration:Better utilization of Programme funds due to financial
convergence, plan unit collaboration Transparency in Plan preparation and approval
processMore authentic source of financial progress as the
data emanates from the accounting system and not from any MIS
