H.P. Power Corporation Limited conferred with GREENTECH Environment
Award
Himachal Pradesh Power Corporation Ltd. has been conferred with the prestigious
Greentech Environment Award -2015 for efficient and effective environmental
management of its Sainj Hydroelectric Project (100 MW). The award was presented
by Mr. A. M. Chakrabarti, Former Chief Secretary, Govt. of West Bengal at a
function organized at Novatel Hotel, Kolkata. This award was received by Mr.
Rakesh Sood, Chief Environment Specialist, HPPCL and Mr. Ajay Kumar Bisht, Dy.
General Manager (Quality Control), HPPCL. This award has been bestowed upon
HPPCL for implementing Environmental Management Plan (EMP) meticulously for
its Sainj Hydroelectric Project.
Sainj Hydroelectric Project has been contemplated as a ‘run-of-the river’ hydro
power generation project on the stream Sainj, a tributary of river Beas in Kullu
district. The project comprises of a diversion barrage on the stream Sainj near
village Niharni and underground power house on the right bank of the stream Sainj
near village Suind. The project will generate 322 million units (MU) per annum. The
project will be commissioned by April, 2016.
Himachal Pradesh Power Corporation Ltd. complies with conditions and stipulations
of the Ministry of Environment and Forests (MoEF), Government of India (GoI)
contained in the clearance letter of the Projects. HPPCL also ensures compliance
with the Asian Development Bank’s environmental safeguards. All the approved
Environmental Management Plans (EMP’s) are being implemented diligently with a
view to ensure environmental safety. Project designs are aligned to cause minimum
environmental disturbance. All contractors of HPPCL are bound to ensure
environmental protection through appropriate provisions to this effect in contract
documents.
Er. D. K. Sharma, Managing Director, HPPCL stated that this award is a recognition
of the best environmental practices being adopted by HPPCL at its project sites. He
congratulated staff of HPPCL on this occasion and exhorted them to implement
safeguards more strictly in future.
HPPCL submits DPRs of two Hydroelectric
Projects and one Solar Power Project
HPPCL has prepared the Detailed Project Reports
of Chanju-III HEP (48 MW) and Deothal Chanju HEP
(33 MW) located in district Chamba. Detailed
Project Report of 5 MW Solar Photovoltaic Plant at
Berra Dol in district Bilaspur has also been
prepared. These reports have been submitted to
the Directorate of Energy, GoHP for examination
and to accord Techno Economic Clearance (TEC).
Chanju-III HEP (48 MW) has been contemplated as
a ‘run-of-the river’ project on Chanju nallah
(stream), a tributary of the Baira nallah. It
envisages utilization of waters of Chanju nallah
and Mahed nallah through a gross head of 473.41
m for generation of 48 MW of power in an
underground power house on the left bank of
Chanju nallah. The project is expected to generate
annual energy of 160.24 GWh in a 90%
dependable year. Deothal-Chanju HEP (33MW) has
been contemplated as a ‘run-of-the river’ project
on Deothal nallah, a sub tributary of the Baira
nallah. It envisages utilization of water of Deothal
nallah through a gross head of 667m for
generation of 33 MW of power in an underground
power house on the left bank of Chanju nallah just
downstream of confluence of Deothal and Tanger
nallah. The Project is expected to generate annual
energy of 110.87 GWh in a 75% dependable year.
A site have been identified at village Berra-Dol,
Near Shri Naina Devi Ji Shrine, District Bilaspur,
(H.P) for setting up of a 5 MW Solar Photovoltaic
Plant. Berra Dol project will generate 8.2 MU of
energy in a year.
Er. D.K Sharma, Managing Director, informed that
these reports have been prepared by HPPCL
engineers after carrying out field investigations.
These project reports have also been submitted to
AFD (AGENCE FRANCAISE DE DEVELOPPEMENT),
French Development Agency for funding. Er. D.K
Sharma further stated that AFD has undertaken
visits to all these proposed project sites and have
agreed ‘in-principle’ to fund these projects.

ADB FIDIC Contract Management Programme held
through Video Conferencing
A workshop on FIDIC Contract Management was organized at
Corporate Office through Video Conferencing on 20th
June,
2015. Fifteen officers of HPPCL attended the training
programme. The programme was conducted by the
representative of Asian Development Bank. Er. R.M. Gupta,
Sh. B.S. Negi, Er. R.S. Chauhan, Er. Navneet Gupta, Er. Y.D.
Sharma etc. were prominent to be present.
Visit of the ADB Team
A two member team of ADB visited HPPCL Corporate Office and also
inspected one under construction project w.e.f. 21.04.2015 to
01.05.2015. The team of Sh. Vallabh Rao Karbar and Sh. Zeeshan Ali
held talks with HPPCL management on the progress of under
construction projects. The team also visited Sawra Kuddu HEP (111
MW) and reviewed physical progress , contractors’ performance and
disbursement progress.
HPPCL invites applications for ‘Merit Scholarship
Scheme’
With a view to improve literacy and educational standards in Project
Affected Areas of Integrated Kashang HEP, Sawra Kuddu HEP, Sainj
HEP, Shongtong Karchham HEP and Renukaji Dam Project, HPPCL has
invited applications from the members/wards of these project
affected areas for the Merit Scholarship Scheme under its R&R Plan.
The last date for the receipt of applications at the respective project
offices was 27.07.2015. The scholarship would be available for the

Cancellation of Bidding Process of Renukaji Dam Project
Invitation of Financial Bids (IFB) for the construction of 3 numbers of
circular (10.50m finished dia.) concrete lined diversion tunnels of
1355.46 m, 1448.90m & 1549.76m lengths including excavation, rock
supporting and concreting etc. and construction of stilling basins of
Renukaji Dam Project located in district Sirmaur, which was
published in various Indian Newspapers on dated 03.09.2010 and
05.09.2010 and hoisted on HPPCL website, has been cancelled due to
technical reasons.

Rehabilitation & Resettlement camps organized at Renukaji Dam Project
Two camps aimed at R&R awareness were organized on 11th
March, 2015 and 25th
March, 2015 at village Lana Marag and Mandoli,
respectively in Renukaji Dam Project. In these camps, medicines were distributed to 117 Project Affected Families (PAFs) and
agricultural tools (‘Gainti’) were also distributed to 220 PAF’s. In these camps, the detailed information about various welfare schemes
of the Government of Himachal Pradesh in the agriculture sector was disseminated. Six camps camps were also organized w.e.f 10th
to
12th
February, 2015 in various villages of Project Affected Areas (PAAs) of RDP by identified CBO named ‘Saraswati Navyuvak Mandal-
Rivalra’.
Renukaji Dam Project also organized school competitions at Government Senior Secondary School Ser Tandula on Slogan Writing,
Declamation and Folk Dance. In the competitions, 32 students participated in Slogan writing, 19 students participated in Declamation
Contest and 4 groups of students participated in Folk Dance event. In the competition, 12 students were awarded prizes in Slogan
Writing & Declamation Contest. Two groups were awarded prizes in Folk Dance event. Three fans were also provided to school as a
goodwill gesture by the Renukaji Dam Project.
Another school competition was held at Government High School Bogli Khech (PAA) on Painting, Quiz and Folk Dance. In this
competition, 13 students participated in Painting contest, 3 groups of students participated in Quiz competition and 2 groups of
students participated in Folk Dance event. In this competition 6 students were awarded prizes in Painting, 3 students were awarded
prizes in Quiz contest in junior category and 2 groups were awarded prizes in Folk Dance. Ten numbers of chairs were also provided to
school as a goodwill gesture by Renukaji Dam Project.

Workshop organized on Tunnel Boring Machine Technology
A workshop on use of Tunnel Boring Machine (TBM) for construction of
tunnels in hydroelectric projects was organized by Himachal Pradesh
Power Corporation Ltd. at its Corporate Office on 12.06.2015 in which
about forty engineers from Department of Energy, HPPCL & Forum of
Hydro Power Producers participated.
Mr. James D Broomfield, Director, South East Asia, Herrenknecht
Tunnelling System, Singapore was the key speaker in the workshop. He
said that Tunnel Boring Machine System is being used in the construction
of horizontal & inclined tunnels and vertical shafts worldwide in the
hydro power plants. Whatever and wherever the project is; for large as
well as for small plants, use of TBM is quick, effective and safe. Tunnel
Boring Machines and shaft construction systems are customized and
adapted to specific projects for all diameters and all ground conditions.
He said that use of Tunnel Boring Machine technology saves time and is
economical as compared to the drill & blast method used conventionally
in the construction of hydropower plants.
He further elaborated the success of TBM system by citing the examples
of Palomino hydropower station, Dominican Republic; Hydropower plant
in the Zillar Valley, Austria; Linthal Hydropower Project in Switzerland;
Coca Coda Sinclair Hydropower Plant in Ecuador etc. He said that TBM
technology has been used successfully in Kishanganga Hydropower Plant
under construction in India. He also discussed about problems being
faced in tunnel construction using TBM in Parbati-II Hydro Electric Project
being constructed in Himachal Pradesh and Tapoval Vishnugad Hydro
Electric Project in Chamoli district of Uttarakhand.
Er. D. K. Sharma, Managing Director, H.P. Power Corporation Ltd. said
that HPPCL will use the TBM technology in its upcoming 460 MW Nakthan
Hydroelectric Project envisaged on river Parvati in Kullu district of
Himachal Pradesh. He outlined that HPPCL will evaluate and analyse
project specific conditions for TBM in Nakthan Hydroelectric project such
that it is constructed within the stipulated time period.

Training Programme on Roller Compacted Concrete (RCC)

Central Board of Irrigation & Power (CBIP) organized
Programme on Roller Compacted Concrete (RCC) Dams for HPPCL
engineers at Sarabai, Bhuntar, District Kullu on 18th
Forty engineers of HPPCL participated in this training programme.
Roller Compacted Concrete Dams are being constructed all over the
world. In India only three such dams have been constructed so far. RCC
dams are not only environment friendly but their cost of construction is
also less as compared to other types of dams and these dams can be
constructed very fast. In RCC dams a good amount of fly
product of thermal power plants, is used in combination with cement.
Er. D.K. Sharma, Managing Director, HPPCL stated that enhancement of
professional, engineering and technical capabilities of staff in HPPCL is
one of the priority areas of the organization. Competence of HPPCL
professionals has to be at par with professional
country. In order to bring in the latest knowledge and techniques about
construction of Roller Compacted Concrete Dams, HPPCL
Central Board of Irrigation and Power to conduct this two days
programme for HPPCL engineers at Bhuntar. The training programme
will be useful for the engineers of HPPCL to take
high concrete dams using Roller Compacted Concrete method in near
future.

Workshops on ‘Effective use of ICT for Office Automation’ held
HPPCL Management has entrusted the IT&C, Cell with the responsibility
to enhance the IT skills of HPPCL employees. In this direction, a training
programme was organized at the Corporate Office, HPPCL on 19th
-20th
February, 2015 for the employees of Corporate Office. Subsequently,
two days’ training programme was organized at all the project locations
including the Design Office, Sundernagar for the HPPCL employees. Sh.
Ved Prakash Sharma, Sr. Manager (IT) said that in these workshops
emphasis was given on hands on and practical aspect. In future, we will
impart more such trainings to enhance the skills of HPPCL employees.
