SUMMARY
The aim of this report is to summarize the pilot activities and results achieved by e-HUB partners coordinated
by Province of Brescia during the pilot implementation period (form 2017.05-2018.09).
Starting from e-MOTICON Strategy, the general aim of e-HUB pilot was to test the interoperability through
local, regional, national and transnational exchange mechanism for Public Administrations involved E-CS
planning. For governance and technological issues, it facilitated cooperation of local authorities with superior
regional, national and European governance and co-funded projects. It supported the top-down diffusion of
macro-regional strategies as well as bottom-up communication. Investors and suppliers were invited to meet
Public administration on the HUB.
The structure of this report is in line with the pilot’s action road map co-designed with the contribution of all
e-MOTICON partners and structured by WPT 3 leader. It is similar and comparable with other pilot reports,
e-TRAIL and P&L.
Pilot results described in the present document (i.e. main findings, recommendations, …) will be inserted into
e-MOTICON Guidelines.

1. INTRODUCTION
e-MOTICON project aimed to support Public Administrations (PA) in ensuring homogeneous development
of e-mobility, deploying an innovative transnational strategy of integration among spatial planning, innovative
business models and technologies, sustainable mobility patterns, energy efficiency instruments and policies
enabling large diffusion of E-CS and wider interoperability. In order to foster transnational interoperability
and integrated planning of charging infrastructure, the project tested, through three pilot actions (e-HUB, e-
TRAIL and P&L), three different levels of applicability of an interoperable charging infrastructure.
e-HUB, one of the three pilots, was a national and transnational exchange model for PAs involved in
transectoral E-CS planning on multiple governance levels. It aimed to facilitate cooperation of local authorities
with superior regional, national and European governance and co-funded projects. It supported the top-down
diffusion of macro-regional strategies as well as bottom-up communication.
The report highlights each e-HUB partner activity, problems incurred and results.
e-HUB pilot activity aimed at taking a step in the top-down chain of knowledge diffusion from the
transnational experts and public authorities and regional authorities to local public authorities and the
enterprises of different sectors that are actually going to implement the strategies, investing and installing the
E-CS and the bottom up approach in sharing the local, regional experience with the transnational network. It
planned to involve, identifying, contacting and talking to enterprises, distributing knowledge on the regional
strategy, business models/use cases, potential funding and suppliers relevant for them.
e-HUB activities and reports were implemented between 05-2017 and 09-2018, in continuous coordination
with other pilots and project activities.
e-HUB main results were: 8 e-HUB help-desk set-up and implemented, one for each partner; local and regional
workshop and bilateral meetings with stakeholders; increased awareness and capacity of Public
Administrations on e-mobility and E-CS issues; Increased exchange of experiences, needs and expectations
and cooperation among Public administrations, investors and e-mobility end-users.
e-HUB results, in particular lesson learned, and recommendations will contribute to the preparation of the e-
MOTICON Guidelines.

2. OBJECTIVES AND CONTEXT
The aim of this report is to explain the process, the activities implementations and results of e-HUB pilot
action. Thanks to its structure, each pilot partner contributed to this final report filling information from the
pilot action staring date (05-2017) till the end (09-2018).
Together with annexes, this report could also be used by Local and Regional Authorities to design, set-up and
implement a virtual and/or physical e-HUB helpdesk for e-mobility and E-CS issues.
According to pilot actions road map, the activities carried out in the pilot action e-HUB aimed to understand
measures to promote interoperability in e-mobility sector.
The pilot aimed to coordinate from the transnational to the local government level the knowledge and planning
of E-CS (Electric Charging Stations) and e-mobility models trough an Help desk on three levels:
1. Transfer the macro-regional policies and information, and exchange the best practices and cases at
transnational level to the local territories (the municipalities);
2. Transfer the local needs, (function of territorial aggregator of Municipalities/Provinces) and facilitate the
participation of local authorities to Regional, National and European co-funded projects in order to implement
and promote actions on e-mobility;
3. Capacity building and experimentation of policies, instruments and solution on-field in cooperation with
the territorial stakeholders.
The main general objectives were:
• Communication and debate (vertical and horizontal): needs, activities, coordination.
• Policy transfer & application (vertical and horizontal).

• Knowledge diffusion: exchange of best practice, technology update on E-CS and e-Mobility, pilot
actions results.
The instruments used for the activities in the pilot regions were:
• WEB based platform (local website and internal working space)
• Questionnaires and interviews
• Workshops, bilateral meetings, roundtables, physical and virtual help desk
• Reports.

3. ACTIVITY DESCRIPTION
In this chapter all e-HUB partners activities and results are jointly presented in relation to the four main
activities of the pilot project:
Activity 1 – Set up instruments for the help-desk model
Activity 2 – Transfer and collect information to local authorities and users
Activity 3 – Guidelines (policy recommendations) on e-mobility for local public authorities and coordination
Activity 4 – Diffusion of strategies to the Business as potential investors
Each partner participated to more than one activity and all partners co-designed and set-up, with the pilot
leader Province of Brescia, the instruments for the help-desk (activity 1). This activity was the core activity of
the pilot, since it put the basis of the e-HUB help-desk model to be continued and replicated after the pilot
end.
To better explain activity 1, in following paragraphs are described the e-HUB help-desk approach, target and
tools.
Activity 1 – Set up instruments for the help-desk model
3.1.1 Involved pilot region
All partners regions were involved in the pilot activities, in particular:

PP11 Economic Service Agency Berchtesgadener Land (DE) In Berchtesgadener Land the e-HUB help-desk was implemented as offline service point at the
Berchtesgadener Land Wirtschaftsservice GmbH plus an additional online entrance point to a virtual e-HUB
at the institutions website https://www.berchtesgadener-land.de/klimaschutz/emobilitaet, which only gives
basic information as the main support is meant to be given personally by the staff.

PP14 Alpine Pearls (AT);
The pilot region included the Alpine Pearls network, in particular communities in Austria (Mallnitz,
Neukirchen am Großvenediger, Werfenweng), Switzerland (Arosa, Interlaken, Les Diablerets) and South
Tyrol (Mals im Vinschgau, Moos in Passeier, Ratschings, Villnöss).
The other municipalities of the Alpine Pearls network (which actually comprises a total of 25
municipalities, including those in other countries / regions) were not excluded from the project, but rather
were mostly included in the RAP of other project partners or on the part of the municipalities, currently
no interest / need for action / need for support regarding e-mobility/e-charging infrastructure has been
expressed.
The other municipalities that are not in the area of responsibility of other project partners have also been
contacted (see chapter 4, KPI fulfilment), but no need for support or current action has been expressed,
which is why the focus has since been placed on those communities that are actively force measures
regarding the expansion of e-charging infrastructure in the tourism sector.
PP15 Bayern Innovativ Ltd. (DE).
e-HUB help desk was not limited to a certain region in
Bavaria and generally was accessible to anyone.
For the pilot activities to map electromobility, eMAP,
three municipalities were approached:
• DE215 Berchtesgadener Land
• DE21G Mühldorf am Inn
• DE21M Traunstein
3.1.2 Target groups and key stakeholders
Each partner defined their regional or local stakeholders in the field of e-mobility.
e-HUB had three main target groups:
• End-users: Municipalities, Agency in the field of e-mobility, investors, SME, and citizens:
• Other E-HUB partners
• European Authorities, Ministries and Regional Authorities:
In relation to the target, the communication flow of e-HUB followed a vertical approach from/to Public
Administrations or horizontal approach from Public Administration to Private sector.
Here below the specific target group of e-HUB partners:

addition, also Province Administrations and Torino Metropolitan Area, E-CS companies, local power
producers and Associations of citizens were involved into the pilot activities.
Lombardy Region
Public Administrations, Public Companies interested in e-mobility, Public transport companies, SME
operating in the automotive field and the Lombardy mobility cluster.
Soča Valley Development Centre - Goriška Region
13 Municipalities; 7 Sectoral agencies (3 Regional development agencies, 1 Energy Agency, 2 Local
tourist organisations, Triglav National park); 4 Industry/SME; Citizens
BSC, Business Support Center, Ltd, Kranj, Regional Development Agency of Gorenjska
18 municipalities of Gorenjska region, Instituts for Tourism in Gorenjska region, regional electricity
provider of Gorenjska region and operator of e-CS in Gorenjska region, residents of Gorenjska region,
service providers and manufactures of E-CSs. From the transnational point of view the target group were
tourists and any user who was interested in e-mobility, project partners and enterprises that wanted to
share the relevant content to the website or got the needed information.
Economic Service Agency Berchtesgadener Land
In Berchtesgadener Land due to the role of the economic development agency and the creation of an e-
mobility concept in parallel to the pilot activities of the e-Moticon project the situation concerning target
groups and key stakeholders presented itself as followed:
The target groups addressed were:
- Regional companies (retail, craftsmen, industry, tourism etc.) within the Landkreis Berchtesgadener
Land
- Municipalities in Landkreis Berchtesgadener Land
Key stakeholders cooperated with were:
- Regional authority of Berchtesgadener Land (esp. the regional climate manager)
- Chambers in Upper Bavaria (craftsmen, commerce)
- E-Mobility experts and researchers (supra-regional)
- Infrastructure providers
Alpine Pearls
As target groups and key stakeholders especially, all contact persons in the field of tourism were selected.
For this purpose, the aim was to include, in particular, the contact persons of the local tourist boards (such
as tourism directors) and especially tourist businesses (such as hoteliers). Hoteliers act as very important
stakeholders in the implementation process of charging infrastructure in the tourism sector, as the focus
in the future will be on the charging at night directly at the accommodation. This provides the guests with
a high level of comfort and safety, and the charging processes can be coordinated with each other through

intelligent load management. In addition, also mayors or stakeholders in the field of construction
management or mobility were contacted.
Bayern Innovativ Ltd.
We encountered a demand for the e-HUB information platform by public authorities, companies
considering the change in fleet management as well as citizens interested in e-mobility. Therefore, we
defined the core targets groups as municipalities, companies and citizens. The aim was to provide a point
of entry for each of this group, however with tailored information on technology, charging infrastructure,
funding, legal issues, motivation, etc. We have chosen this approach as we believe that a successful
implementation and realisation of electromobility will depend on more than solely a charging
infrastructure or the features of electric vehicles or tax advantages for changing a fleet. The topic of
electromobility involved a plethora of different stakeholders and the discussions were characterised by
scepticism, uncertainty and lack of easy understandable information. Therefore, we considered motivation
to deal with the topic as well as very basic support on how it works on a day to day level as crucial as
charging infrastructure or the technology behind.
For the eMAP we approached the climate protection managers from the tree different regions listed above.
The three regions are very dedicated to bringing electromobility to their region. Together we identified a
demand on a novel approach to make the topic visible as well as to provide an easy way to give a first-
hand approach for clients and citizens. Raising visibility and awareness on electromobility is crucial for
its success. Providing information points and contacts at public authorities for companies and citizens is
as important as providing access to service providers, engineers and e-mobility consultants in the local
environment.
3.1.3 Activities of project partner (incl. methodology and tools)
Since the Province of Brescia was pilot leader, it set-up all instruments models and tools in strong
cooperation with the partnership.
Here below are explained the methodology (approaches), tools and models provided by Province of
Brescia.
3.1.4 Top-Down Approach:
The Top-Down approach was used by EU/National and Regional Authorities to transfer policies and
receive feedbacks and policies revisions from local Authorities.
3.1.5 Bottom-Up Approach:
The Bottom-Up approach was used by local Authorities or end-users of e-Mobility to collect and transfer
the needs, expectations and project to EU/National/Regional Authorities.
3.1.6 Tools
The e-HUB model was composed by virtual tools (i.e. virtual help-desk and working platform) and in
person meetings (i.e. workshop, seminar and bilateral meeting).

3.1.7 Vitual Tools
The two main virtual tools that each e-HUB partner has to use were: the institutional website and virtual
working space (http://crm.e-moticon.eu/).
Province of Brescia, as pilot leader, has implemented a sample of the website page (http://e-
mobility.provincia.brescia.it/it_IT/) in local language and English with a function of a virtual help-desk
on e-mobility issues.

Province of Brescia has also elaborated the analysis of requirements of this tool in order to facilitate e-
HUB partners web-site implementation. (Please see the related document – e-HUB analysis of
requirements)
Each partner implemented on their institutional website a section with this page following Province of
Brescia sample.
The internal work space had multiple functions: a repository for documents, events organization and
management, exchange of message and contacts and forum.
Each partner and observer of the e-HUB project had access to this platform thanks to a personal account.
3.1.8 In person Meetings
The meetings represented the physical interlocution between e-HUB partners and their target, the e-
mobility stakeholders. Province of Brescia in cooperation with their partners elaborated two formats of
event: workshops and bilateral meetings.

Province of Brescia also prepared a scheme of these two kinds of events to facilitate the partners
organization.
3.1.8.1 e-HUB Workshops

description of tools, timing, materials and human resources needed to organize this kind of workshop.

Province of Brescia also provided an evaluation and seminar report. (see Annexes)
3.1.9 Results, problems and challenges of e-HUB implementation for each pilot partner.
Here below are listed the e-HUB partners experiences:
e-HUB – Helpdesk – Province of Brescia (PP2) in cooperation with Lombardy Region (PP5)
Role
The main role and activity of Province of Brescia was to set up all e-
HUB instruments and procedures to be implemented by single
partners. However, the Province set up the virtual e-HUB and
organized some workshops with local stakeholders in strong
cooperation with Lombardy Region. Province of Brescia also
supported Lombardy Region in the organizations of 12 meetings in
the region.
Province of Brescia aimed to:
− Transfer the macro-regional policies and information, and
exchange best practices from the transnational level to the local
(municipalities);
− Transfer the local needs with the aim of aggregating
Municipalities/Provinces and facilitate the participation of local
authorities to Regional, National and European co-funded projects in
order to implement and promote actions on e-mobility;

− Improve capacity of Public Authorities to experiment new policies, instruments and solutions in the
e-mobility field, in cooperation with the territorial stakeholders and between different e-HUBs of the
e-MOTICON network.

Problems/challenges
The e-HUB virtual help-desk was a user-friendly instrument and reference for projects, activities and call
for proposal for E-CS and e-mobility on provincial level. However local meetings were fundamnetal to
explain to stakeholders its functionalities. The good synergies between Province of Brescia and Lombardy
Region activities were crucial for the help-desk success.
Lessons learned
The e-HUB help-desk worked well thanks to the combination of different instruments, the web-based
platform and the local meetings. On local level was still not sufficient to have a virtual help-desk without
a direct contact and exchange of experiences with local stakeholders. The cooperation between Lombardy
Region and Province of Brescia in the framework of this pilot showned the importance of strong
cooperation among different levels of Public authorities.
Outcome and outlook for the future (regional / transnational)
e-HUB help desk will continue also after the project end, since all stakeholders and users of e-mobility
and charging infrastructure needs a continuous support in this field.

Role

1)Opening, on its own institutional web portal, a
web page dedicated to e-mobility. The page was
managed from Transport and Environment
Departments. The goal was to concentrate in a
unique regional contact point, all news, regulations
and initiatives in the field of e-mobility and
charging infrastructure. The web page contained a
section on documentation and actions regarding the
development of e-CS network in Piedmont Region,
a section about the latest purchase of urban and sub-urban electric buses, a section describing a pilot
project of connection of E-CS to a smart-grid, and a section on European Projects on e-mobility where
Piedmont Region was partner, such as e-MOTICON. The page also has
d a section dedicated to useful links.
2) Organizing a workshop, dedicated to all Municipalities of Piemonte over 10.000 inhabitants, better
described in activity 2.
Why is useful
It was a unique "entry-point" to find basic information on e-mobility policies of Piedmont Region.

on e-mobility.
− Only local (Italian), for local stakeholders.
− Linked to international portal on e-mobility, such as e-MOTICON Networking Platform.

Problems/challenges
The entire web site of the Region was in an ongoing process of revamping in order to shrink the contents
and make it more responsive and useful for smartphone users. So, the e-mobility page contents were newly
accessible for upgrading only in the end of 2018. The new Content Management System adopted will
reduce the effort of editing contents.

Lessons learned
Collapse in a unique public contact point a lot of information normally produced by several Department
of a huge Public Body, dealing with many topics, like Piedmont Region can be a very hard task. Piedmont
Region set up a Multi Department Board on sustainable mobility and electric vehicles that had the goal to
foster information exchange between officers and to coordinate actions of the Departments involved
(Transport & Mobility, Environment, Energy, Industry….). This Board also coordinated and supervised
the contents of e-HUB website.
Outcome and outlook for the future (regional / transnational)
The update e-HUB web site will continue even after the end of the project because has an institutional
profile and e-mobility will be one of the most important tools to reach the targets of Mobility & Transport
Regionale Plan and Air Quality Plan

Role
− Virtual help-desk was the place where
stakeholders would find information on e-mobility and
charging infrastructure. Through communication and
debate they could express needs, but also could find
solutions and information. In web page they could find
relevant documents, links to open calls, best practices,
technology updates on E-CS. Main objectives were:

upload relevant documents, publish links to open calls and provide information about up-coming events
and e-mobility. The subpage contents were (picture 1): - basic information about e-MOTICON project
with links to project webpage, social media and networking platform, - information on local events, -
information on national events, - open calls and tenders, - contacts for more information. At the beginning

of RP3 we recognized the need for more sophisticated tool that is why we developed a new website for e-
HUB portal (https://projektemoticon.wixsite.com/e-moticon) where all relevant information regarding e-
mobility can be found. In comparison to the previous page the new one offers friendlier user experience
since it allows working with interactive contents. User can find several animated movies, video clips from
e-MOTICON and other e-mobility related events, audio material, interactive maps etc. and of course
relevant documents in the field of e-mobility for downloading. The e-HUB offers:
- information on charging infrastructure,
- on interoperability and e-roaming,
- on the role of PAs,
- information about open calls and tenders,
- download section (documents),
- links section,
- news and events section,
- interaction with user (contact section).
Methodology: transferring information about e-MOTICON project and international activities,
publishing best practice cases, retrieving relevant information about e-mobility, charging infrastructure
and interoperability at national and international level and constant information updating. Webpage is
promoted through social media (FB page https://www.facebook.com/SO%C4%8CAsnik-
426819657421606/), institutional website and direct mailings.

Problems/challenges:
The major problem that occurred was that institutional web page didn’t allow us enough space and options
for publishing contents in the way that we wanted to. The problem was resolved with creation of a separate
webpage (https://projektemoticon.wixsite.com/e-moticon).
Outcome and outlook for the future (regional / transnational)
Constant updating of the page with news and events and relevant information about e-mobility in Slovenia
(and wider). We planned to keep new webpage alive also after project’s end (although it runs on free website
builder) as a sustainable mobility hub for the region.

Activities
Methodology for the development of the online e-HUB was provided
by the lead of the pilot e-HUB. At first, we were planning to have e-
HUB as a subpage of our Agency’s webpage. When the preparation of the subpage started, it was
immediately recognized that we are limited by the structure of the existing page and we need to develop
independent one to reach our aim.
In End of November 2017 BSC, Ltd, Kranj RDA of Gorenjska made a public tender to contract the
external expert for development of the online tool – structure of the website. In December 2017 we signed
the contract with the most competitive company. For the basis we used the Methodology prepared by
Province of Brescia, Italy and upgraded the idea for what we thought is a more dynamic webpage. The
page is in two languages, Slovenian and English.
The topics covered on the website are:
- E-HUB tool for interaction with users, functioning also as a virtual helpdesk.
- Document: Local – municipal with extraction of e-mobility infrastructure policies and other strategic
documents; Regional that we are developing in the e-MOTICON project – RAP; National documents
supporting diffusion of e-mobility; Guidelines – output from e-MOTICON and other projects on the
thematic and Other documents like European directive (AFID), Alpine Space Strategy for e-charging
infrastructure, prepared in e-MOTICON, White Book and other transnational documents that will
address policies and actions for diffusion of e-mobility.
- Events with dates and links to the original webpages providing more information.
- E-mobility divided in e-infrastructure and e-vehicles with 2 links: through time, introducing e-
mobility through time and e-cycling, which it is planned to contain news on e-cycling.
- E-TRAIL is an introduction of the activity in the pilot action transnationally implemented in e-
MOTICON
- P&L is an introduction of the activity in the pilot action transnationally implemented in e-MOTICON

- Maps, embed 1 national map locating and giving basic information on E-CS and other 12 links to the
Slovenian and foreign and global E-CS maps enabling user to locate E-CS also abroad.
The parallel step has been having meetings with the regional stakeholders (municipalities), asking them
to give us their feedback about the webpage and what would be interested in them to see on the regional
e-mobility webpage. We integrated their ideas, although all feedbacks were very positive the comments
were in line with what we were planning to do anyway.
Since we haven’t been able to visit all 18 municipalities this process is still going on and the aim is to get
them actively involved in contributing to the webpage, sending us updates on the policy measures
developed, actions done in regard to e-mobility, expression of their needs and similar.

Problems/challenges:
Implementation of the regional e-HUB webpage has been challenged by time since this is an ongoing
process and is planned to last for an unlimited period of time. We gained financial resources with e-
MOTICON project, so this has not been an issue. Even less, since the company we hired is a startup
company and the price we are going to pay is 3 times less than basic services for development of such a
webpage. A slight challenge has been learning how to use the tool of managing the webpage – internal
space for posting, editing, uploading … Cooperation with private stakeholders went smoothly. Companies
gave us professional photos to use freely, they provided us with content for interesting news and they
allowed us to embed the map. Some of the municipalities give us a suggestion to post the link to their
websites and to tourism information webpages.
The biggest challenge that we will face is to keep motivating all the stakeholders to keep contributing and
adopt this webpage as their own.

Lessons learned
Idea, a vision of a motivated person and financial resources make dreams come true. However, this kind
of project combines many people striving to make an idea come true. It is an ongoing project, acquiring
a village of people believing in one thing.
Outcome and outlook for the future (regional / transnational)
The outcome was having an e-HUB webpage bilingual with an opportunity to be used by Slovenians
and foreigners. Outlook for the future is for e-HUB to be recognizable locally, regionally, nationally and
abroad and that stakeholders would contribute to its attractiveness by sending interesting information,
news, including technical data on new E-CS set ups and location.

In Berchtesgadener Land the e-HUB help-desk was established by gathering information on the topic of
e-mobility and charging stations which was supported by the state-of-the-art analysis (in WP T1)
A short summary of e-mobility and charging within the region and the project was set up, then the offline
service point started its work by actively (personally, phone, email, website, social media) spreading
information on e-mobility/charging and inviting potentially interested parties to improve their knowledge
in this topic and find out how they could get involved and working together with other stakeholders.
The help-desk team provided information (technical, legal, financial, standards) on e-mobility/charging
stations via events/workshops/one-on-one meetings/social media/newsletter.
Special focus lies on:
- support on finding funding/financing for charging stations;
- support on planning suitable/sustainable charging stations for different purposes
- mediation/fostering collaboration between public authorities and companies
- coordination between local, regional and supra-regional stakeholders;

Problems/challenges:
The initial objective within the application form foresaw a focus on the establishment of a virtual help-
desk in all the regions but for the region Berchtesgadener Land this approach did not prove itself the most
valuable solution because there already exist several information hubs on e-mobility in Bavaria and
Germany which provide real good information, which are established very well. The challenge was to
avoid building up yet another information hub on a rather local level. Thus, it was decided early on that
the virtual e-hub on local level should only inform on a very basic level and that the main focus of work
with bigger impact should be put on providing information on the personal and more active level as an
offline service point.
The challenge with reaching people getting them actively involved remained during the whole
implementation, but with a very active approach, contacting people personally, reaching out several times,
using different ways of communication, in the end knowledge on e-mobility and charging could be spread
effectively to many stakeholders.
Exchange between e-HUBs to make them a transnational exchange platform was a big challenge from the
start due to language barriers but also due to the need to actively communicate and discuss online. The
idea was not accepted by the stakeholders in Berchtesgadener Land throughout the whole pilot
implementation. e.g. even advertising the networking platform (set up in WP T4) during events and
putting the presentation documents of events for download on the platform, which is a big want of people
coming to events, did not lead to the desired result of them engaging in an international exchange.
Lessons learned
The personal approach and continuously communicating on the topic can help establish the service point
as a place to go / people to contact on the topic. Just another online information hub is not the go-to
strategy in an already existing information overflow. A real benefit comes from a more tailored guidance
and help with specific questions.
The public authorities are already involved in the topic but need support in engaging other groups in the
building/establishment of charging stations, as they do not see themselves in a role to build-up all the
infrastructure themselves.
Outcome and outlook for the future (regional / transnational)
As the knowledge and network to additional experts has been built up, the regional work of the offline
service point can go on. Proving support concerning funding, providing information in one-on-one
situations as well as bigger events on topics relevant for companies and the coordination between
companies and authorities are basic tasks of the organization where the e-HUB service point is established.
Thus, the work on proving information on charging infrastructure and supporting the realization of
charging infrastructure as well as the cooperation with the regional authorities within the region of
Berchtesgadener Land can continue as long as it is needed.

The opportunity for direct transnational exchange of knowledge and cooperation was not very well
accepted by the stakeholders themselves thus will mainly be kept alive through the service point itself
which will communicate relevant international information, strategies, examples etc. as part of its service.
e-HUB – Helpdesk – Alpine Pearls (PP14)
Role, Target, Activities
For the Austrian Partner Alpine Pearls, an external expert (im-plan-tat Raumplanungs-GmbH & Co KG)
has been commissioned. „im-plan-tat Raumplanungs-GmbH & Co KG“ is a technical office for spatial
planning with 2 locations in Lower Austria and is working mainly on projects that are concentrating on
mobility planning (especially electromobility, e-car sharing, charging infrastructure planning and touristic
aspects).
im-plan-tat was commissioned by the project partner "Alpine Pearls" within the project e-MOTICON
exclusively for the content elaboration within WPT2 and WPT3 and therefore does not implement a local
e-HUB website. im-plan-developed a transnational strategy for e-charging infrastructure ("action plan")
in the field of tourism as well as a touristic e-mobility concept for the Alpine Pearls destinations with the
focus on the e-mobile journey within / through the Alps taking the needs of the Alpine Pearls destinations
into account.
As no virtual help desk is being implemented, the focus is on the physical tools of the help desk (such as meetings, interviews, and workshops).
In detail, the following tools were implemented:
• e-hub workshop with members of the Alpine Pearls destinations during the general meeting of
the Alpine Pearls from 11.-13. November 2017 in Bled, Slovenia and additional personal
meetings with representatives of the Alpine Pearls destinations during the general meeting of
the Alpine Pearls from 11.-13. November 2017 in Bled, Slovenia
The aim of the event was to show the participants (representatives of the Alpine Pearls destinations)
the status quo, trends and best practice examples in the field of (tourist) e-mobility as well as to
exchange among each other (e.g. best practice exchange). In the course of the workshop, the
participants were asked to give an insight into the current situation of e-mobility in the respective
community or to share their personal experiences with the workshop leaders as well as with the rest
of the audience.
The following municipalities participated the event (among others):
Mallnitz, Moos in Passeier, Neukirchen am Großvenediger, Villnöss, Werfenweng
• e-hub events / meetings with local representatives in tourism during e-car-challenge in
June/July 2018 (e-car-challenge itself was not part of the project)
During an e-car-challenge through South Tyrol and Austria, organised by im-plan-tat, four Alpine
Pearls municipalities have been visited by e-cars (eight different models) in order to meet up with
touristic representatives of the destinations. Especially tourist companies such as hotels were invited
through the local tourist associations, but also representatives of the tourist associations themselves

and of the municipalities participated the events. The municipalities, in which the meetings/events
took place are: Mals, Moos in Passeier, Villnöß and Werfenweng. The main results of the meeting
were: dissemination of information regarding the implementation of E-CS at tourist
hotspots/companies, exchange of experiences, clarification of open questions, establish contacts,
experience e-mobility live (e-cars of e-car-challenge were present at the events).

The aim of the workshop was to communicate the preliminary findings of the E-MOTICON project
to the stakeholders of Alpine Pearls communities and to motivate those to disseminate this
information to other local stakeholders in order to accelerate the development of tourism charging
infrastructure. Various providers of charging stations, which are suitable for use in the tourism sector
(best bidders of the framework call for tender), were invited to present their solutions during the
event.
In addition, the representatives of the Alpine Pearls destinations were invited to exchange ideas with each
other via the project-internal networking platform WP T4, where a separate area on "e-mobility in
tourism" was set up, questions were asked, and documents were provided on the platform.

Problems/challenges:
In the course of the project, there was a very different level of motivation of stakeholders in the
communities to take (further) direct action in the field of e-mobility. Although the interest in the topic is
consistently there, some of the municipalities of the Alpine Pearls network are currently not actively

taking measures to expand the charging network because they have not yet seen the need in taking actions
or, in some cases, other priorities for the municipalities or tourism associations are present so that
electromobility is currently not forced. Therefore, the attempts to get in contact with the municipalities
were slightly difficult sometimes. Often, the first charging points have already been implemented in the
municipalities and now the stakeholders want to wait for the user frequency before further measures are
implemented.
As already mentioned, the contact persons of the Alpine Pearls communities were also invited to
participate in the Networking Online Platform. In relation to this, however, it was found that the contact
persons prefer direct contact and show little interest in an online exchange, or perhaps even the previously
necessary registration on the platform is a hurdle.
Lessons learned
During the workshop in November 2017, good exchange between the various Alpine Pearls destinations
could be achieved. The different experiences, needs and wishes could be collected, and the participants
were very motivated and interested. A very constructive exchange among the ~50 participants was
possible, the communities could learn from each other and take something from the workshop with them.
The opinions of each individual could be taken up and so be included in the further course of work (even
if not all the participants asked leave to speak).
The personal exchanges on site at the events during the e-car challenge worked very well. The interest in
an exchange regarding the implementation of charging stations in the tourism sector was mostly very
strong in the municipalities. In particular, the presence of electric cars at the meetings was received very
positively and showed participants how technologically advanced electromobility already is right now,
how well it is accepted and the urgency of expanding the charging station network in tourism was
perceived.
The municipalities were also invited to take advantage of additional Skype / telephone meetings in order
to work on the specific opportunities for the destination to promote electromobility, in particular the
further development of on-site charging stations. However, this possibility was only occasionally
embraced. There have been a few telephone meetings with those communities in which there is currently
a concrete need for action. In some of the contacted communities, there is currently no urgent need for
action from the local representatives’ point of view, or the issue is not (yet) being addressed due to other
urgencies.
The invitation to exchange via the networking platform, which was made several times by mail but also
in person, was not accepted, but the stakeholders rather contacted the e-hub partner directly with their
concerns or exchanged their personal information with each other. The reason for this is presumed to be
that the stakeholders prefer direct personal contact and show little interest in an online exchange, or that
the prior required registration for the platform is a hurdle for most.
Outcome and outlook for the future (regional / transnational)
The exchange with local stakeholders could be accelerated by the various activities of the project partner.
In some municipalities, there is a concrete need for action and measures should be taken promptly
regarding the expansion and optimization of the charging station network.

In the further course of the project, recommendations for the individual municipalities were elaborated on
the basis of the respective local situation of the municipalities and the current fields of action (see Activity
3).
e-HUB – Helpdesk – Bayern Innovativ Ltd. (PP15)
Role
Within the e-HUB platform for each target groups tailored
information was provided regarding Motivation (e.g. Why to
deal with e-Mobility?), funding and financial support (e.g. What
financial support to receive for setting up eCS?), information of
electric vehicles (e.g. Which e-vehicle is most suitable?),
electric charging stations (e.g. Which charging solution is most
suitable?), and the suitability for daily use (e.g. How does
charging work?).
Finally, the visibility of electromobility shall be increased and
thereby, awareness, interest and decision-making in favour of e-
mobility risen as option for low carbon mobility and transport.
In order to convince PA’s, municipalities but also other
stakeholders, companies and members of the public, a map-
based platform will be generated.
Target
Public authorities as main target group of the e-MOTICON project, companies considering the change of
their fleet to electric vehicles and finally, the interested (potential) e-Mobility user.
Activities
A. Identification of demand of public authorities on information platform
To identify the demand of public authorities and municipalities, respectively, as well as to fulfil the
transnational approach of this project, the two project partners Bayern Innovativ and WFG organised a
workshop with representatives of public authorities as well as stakeholders from Bavaria and Austria.
The idea of the workshop was based on a previous initiative between Austria and Bavaria called
„energylab - Shaping the future of energy regionally “. The energy lab was a temporary idea hub for the
development of novel approaches in the energy sector on a regionally level. The objective was to identify
regionally but transnationally between Austria and Bavaria new concepts in the wide range of the energy
sector. One part of this initiative was also dealing with electromobility and especially the increase the
visibility of electromobility. The initiative involved stakeholders on different levels of decision making:
participants from industry, retail, municipalities, public authorities, regional and federal politics, energy
providers and service providers as well as institutes and start-up companies.
With regards to emobility the key question was „How to push electromobility in the region?“. One
approach of the energy-lab was the initiative „Increasing visibility of electromobility“ (German:
Sichtbarer Aufbruch Elektromobilität). This initiative was meant to support the initiation and operation
of a service platform for electromobility. The platform should provide a first-hand approach and online-
based platform for practical guidance on topics related to electromobility, such as motivation and
advantages of electromobility, technology of electric charging and the economic feasibility of today’s

electric vehicles. The idea behind was to provide easy and fast access where in the region the required
help can be found. The offer should include experts that may inform companies on the advantages electric
vehicles in the fleet and run the fleet economically (also see P&L activities of Hochschule Kempten and
WFG on this issue), how to build up appropriate charging infrastructure as well as on how to develop
electromobility concepts for a region. Experts and regional contact points shall offer citizens and
companies the necessary knowledge to change to electric vehicles (see also best practices of Bayern
Innovativ provided in WP 4).
Organisation and participants:
The call for action was initiated by Bayern Innovativ with the support of WFG. A round table and
workshop was organised in the venue of WFG in Freilassing with the participation of stakeholders from
Bavaria and Austria. Participants were: one consultant expert on electromobility moderating the
workshop, three climate protection managers from Bavaria representing DE215 Berchtesgadener Land,
DE21G Mühldorf am Inn and DE21M Traunstein, one energy provider/ provider of charging solutions
from Bavaria, one Start Up company offering new mobility solutions from Vienna, one representative of
electromobility club Austria, one expert on electromobility from the chamber of crafts in Munich.
Furthermore, the project partners from WFG and Bayern Innovativ.
Methodology:
A round table was organised introducing each partner and his relation to electromobility. The e-
MOTICON project was presented by WFG. The pilot activities and particularly the e-HUB activities were
presented by Bayern Innovativ. Afterwards, mutual interests, expectations and demands were formalised.
After a lunch break a workshop was carried addressing the following questions:
1.) Contents: „What shall the platform offer and achieve, e.g. Technology infos, events, service providers,
consultants, driving events, eCar tests, collective orders, support for funding?“
2.) Realisation: „How can the platform be realised, for instance, website, content management and
maintenance, service, hotline, communication platform…? “
3.) Financing: „How high are the estimated
costs and how can it be financed? “
The questions were discussed in a moderated
session using a white board. The discussions
were ranging around the following issues:

activities / contact persons / service providers

electromobility on a supra-supra-regional and transnational level
• setting up and testing shall be started in a defined region; at later stages other regions shall be included
• first template of the information platform and mapping tool may be financed by eMOTICON; however;
long-term the municipalities and local stakeholders must find a business model for financing

The objective pursued with the Bavarian

This concept is according to the eMOTICON requirements on front-end and back-end space by

In the first version, the eHUB information platform was planned in a schematic structure with the five
main categories Technology - Business Model - Regulations - Funding - Working space. Each category
was designed to have subcategories as follows:
• Technology: eCars - Operation - charging - Roaming/Interoperability
• Business Models: EV Market - EV Market Germany - Energy Supply - Business Models
• Regulations: EU Policies - Policies Germany - Policies Bavaria
• Funding: EU funding - Funding Germany - Funding Bavaria
Additionally, an area for downloading information.
However, feedback from PA’s and experts let us to the decision to revise this first concept to be tailored
more to the three target groups of Public authorities/municipalities - Companies - Citizens.This change
was going along with the decision of the hosting organisation for a entire relaunch of the website with
implications for the eHUB platform. The relaunch was first to be terminated in July 2018 but for other
reasons had to be postponed to September 2018.

Therefore, we decided to change the entry into the platform
depending on the target group. Behind each post of entry,
the same structure was used addressing the following
issues:
1. Motivation with overriding question „Why should a PA
/ company / citizen deal with electromobility “?
„Who gives me first hand support?“ - For a PA the contact
shall be different than from the citizen
2. Charging infrastructure: Technology, Costs, operators,
roaming, locations etc.
„Wich are the charging systems relevant to me? “ - e.g. a
PA will be interested in systems public accessible up to
Ultracharging, a company more in the costs of a AC, the
citizens in roll boxes
3. Funding programmes for public accessible charging is for a PA different than for companies on a
closed premise, while it might not be available for the citizen at all. „Which is the most appropriate funding
programme for my purpose? “
4. eVehicles: „Which is the most suitable eCar for me as PA/Company (Fleet) / private person?“; „What
are the costs and is a EV suitable for me?“ and this is different for a PA with one EV compared to a
company with a fleet, where some of the combustive vehicles may be replaced by EV, up to the citizen
who needs a vehicle for short as well as long range distances.
5. „Daily usage“: hands on approaches and solutions for each target group to successfully realise the
implementation as well to overcome challenges.
Based on this tailored approach we would like to continue the eHUB in future to increase the market
increase and usage of electromobility.
C. Conceptualising criteria of a mapping tool (eMAP)
Objective:Increased visibility of activities, stakeholders
and service providers dealing with electromobility
through extension of the already existing lade atlas
Bayern. The localised information should additionally
be illustrated in a different way from the existing
charging points.

• Furthermore, the tool should have a filter function for the user to quickly select the category of interest.
• The eMap should be generated as an iframe to implement it within the e-HUB information platform as
well as linking it to other pilot activities of e-MOTICON.
• Long-term it was foreseen to maintain and update the data by the pilot regions themselves.
Tendering of mapping tool:
Three providers of mapping tools were invited for tender. Two of them made an offer. The most economic
was chosen.
Production of mapping tool:
The mapping tool was programmed by a StartUp Company based in Munich. In this trial version we
provided public accessible data for stakeholders dealing electromobility.

Problems/challenges:
Main challenge was underestimating the required capacities for realising the pilot activities. The
perception of the objectives by the PA’s very absolutely positive and encouraging. However, due to the
complexity of the topic of electromobility, it is difficult to find the right focus. Compared to regular
combustive automotive with a simple and established system of petrol stations, the topic of electromobility
demands far more stakeholders. The unclarity of business models, the actual role of PA’s and
municipalities, the lack of information, controversial discussion in public and media, up to a range of
more or less trustable providers of consultancy services as well as electric and charging providers made
it difficult to set up an information system that provides neutral answers to these issues.
For setting up the systems and providing it with content the designated period for this pilot was too short
from our point of view. The establishment of novel platforms require more time. This may only hold true
for the host of Bayern Innovativ and maybe improved with outsourcing such activities. Of course, it all
depends on the degree of detail of the provided information as well. However, the range of demand from
PA’s / companies / citizens for information is out there. The challenge is to cover all levels from the
beginner to the most advanced PA. e-MOTICON may contribute to it with guidelines and best practices
as well as a comprehensive strategy compiled. For us it was difficult to realise all the ideas completely
under strict and not always understandable instructions. The ample numbers of documents to be provided
for the project management was not helpful to achieve our goals as well.
Another issue coming up was the issue of data protection. With the new European law on data protection
some uncertainty came up how to proceed with information required for the mapping tool. At the end, we
had to hold the mapping of service providers with the need for clarification first.
Certification of service providers offering or selling their products/consultancy does not exist for the topic
of electromobility yet as far as we know. More and very strict regulations by the EU are required to restrict
dishonest providers as this may risk the entire endeavours of successfully implementing electromobility.
No linkage to the other pilot activities of e-TRAIL and P&L was carried out also there were some
outcomes available at the end of the polis activities that could have been integrated.
Lessons learned
The above-mentioned challenges brought us to the conclusion that there is a need for objective/neutral
providers of information as well as standardised service providers.

Electromobility is still in a childhood stage and growing to maturity. This raises the question on what kind
of support should be given. We believe it is not about to convince a PA with all force to invest and decide
on charging infrastructure right now. Our experience is that the prerequisites and the demand for
information from the PA’s and municipalities is covering a wide range. Beginning from PA’s who are
completely overstrained of the topic as they never had to cope with it before and raise very basic questions.
Up to PA’s that are very encouraged and engaged already in electromobility as they foresee an additional
value for their region - either from a perspective of climate and nature preservation or for a reason to make
the region more attractive to tourism.
Outcome and outlook for the future (regional / transnational)
Due to the fact that electromobility is a rather novel topic nowadays, it raises a strong demand for
information, discussion and exchange of information. A web-based information platform is currently the
most common and accessible platform for the the different target groups mentioned above. However, the
questions raised by the groups are different and therefore, a customer-specific platform is advisable. This
goes along with the development of webpages as well as other web-based tools: due to the huge amount
of data available to find a method to select the relevant data accordingly to the customers interest. At
Bayern Innovativ we are going new ways with a complete relaunch of our web-page that will address
exactly these issues. The implementation and continuation of the eHUB platform is planned.
As described above we believe that increasing visibility of electromobility will be important for its
success. To increase the visibility and to promote it we are planning to continue the eMAP activities first
of all with the three regions.
Transnationally the energy lab activities will be important at a cross-border collaboration of the activities
and it is planned to continue the initiative.

The Gorenjska statistical region is one of the twelve statistical regions of Slovenia. It covers the area of
2.137 km²; it has about 204.000 people living on this area. The biggest city in the region is Kranj with the
population of about 37.400 people. 7 out of 18 municipalities have a strong tourist destination character.
Just one single destination of TNP in one of the municipalities is counting 2 M tourists in a year.
3.2.2 Target groups and key stakeholders
Piedmont Region
The main stakeholders of Piedmont Region for this activity were its 1198 Municipalities, that manage the
development of E-CS network on their own territory. In addition to them, other involved stakeholder were
Province Adminstrations and Torino Metropolitan Area (e-MOTICON Observer), E-CS related
companies, local power producers and Associations of citizens.
Lombardy Region
Public Administrations, Public Companies interested in e-mobility, Public transport companies, SME
operating in the automotive field and the Lombard mobility cluster.

In Gorenjska region they are 18 municipalities and Tourism institutes, E-CS operators and energy
distributer that are the relevant key stakeholders to be addressed and regional target groups in terms of
policy implementation. In terms of users of e-infrastructure the target groups are residents, as long as the
charging at the public E-CS is free of charge, and the tourists or one day domestic visitors.
3.2.3 Activities of project partner (incl. methodology and tools)
Piedmont Region
On 10 October 2017, as part of the Smart Mobility World event in Torino Lingotto, a workshop,
dedicated to the Municipalities of Piemonte with over 10,000 inhabitants was organized. The aim was to
inform local administrators, in a simple manner, on the technological innovations in the field of
recharging infrastructures and on the various open topics (standard plugs, powers, interoperability, etc.).

The workshop also served to collect from the local PA, suggestions, best practices, and ideas to be used
for the development of the e-MOTICON Strategy and the RAP of Piemonte.
In order to gather the suggestions of the Municipalities attending the workshop, in the second part of the
meeting a word-cafe was organized, dividing the participants into small homogeneous groups according
to the size and vocation of the Municipalities. At the end, all the results of the discussions were
summarized in a single document, reporting ideas and suggestions about the topic.
Lombardy Region
The Lombardy Region organized 12 local meetings, one for each Province of the regional territory. The
aim of the local meetings was to disseminate the current regulatory provisions in the field of electric
mobility at European, National and Regional level and to show the e-MOTICON project to the Public
Administrations and private stakeholders. These meetings started in February 2018 and they ended in July
2018. During these six months, Lombardy Region collected needs, expectations and proposals from all
stakeholders of the Region and collect useful info and input to elaborate the Regional Action Plan of the
project.
On May 2018, Lombardy Region organized a specific local meeting in cooperation with Province of
Brescia and R.S.E. S.p.a. During this meeting e-HUB pilot project, in particular the help desk, was
presented to the key stakeholders.

The methodological approach was to find on line or through direct communication the relevant local
policy documents facilitating measures of e-mobility. Each one of the available and acquired documents
has been examined to find policies addressing e-mobility. Findings and extractions of documents
addressing e-mobility policies were put on the e-HUB website under Documents.
Presentation was made for the meetings with local authorities presenting:
- e-MOTICON project and its activities.
- E-TRAIL actions
- E-HUB actions
- Strategy and methodology and content of Regional action plan
- Knowledge capacity building actions
- General on national policies, EU AFID directive, national financial incentives, already done municipal
activities on the area of e-mobility, general or specific actions planed in the near or far future,
challenges, obstacles, needs, problems, solutions …
Each meeting acquired preparation upon the available territorial or sectoral policies on e-mobility for a
specific location. Meetings have been scheduled by phone call or doodle and e-mail. In average the
duration of the meeting has been 1 and a half hours. After the meeting the quality assessment questionnaire
was sent to the meeting members and a caption of the main findings was made for each of the meetings.
Feedbacks from municipalities were translated and sent to the e-HUB lead.

3.2.4 Problems / challenges of implementation Objectives versus results
Piedmont Region
The main problem was to reach in some way administrators and/or public officers of Municipalities in
order to invite them the to the workshop. There are 1206 Municipalities in Piemonte, the most of all
very little, so it was very difficult to find a person involved in the e-mobility topic.
Lombardy Region
Most participants in workshops and meetings believed that e-mobility is discouraged by absence of E-CS
and interoperability is unknown concept. It is essential to create the culture of electric mobility within the
Public Administration and among the main stakeholders through continuous and updated training
(innovations).
There is little propensity to complete the evaluation questionnaire, face-to-face interaction is preferred.

A problem was that not all contacted municipalities had dedicated time for a meeting. Also, we haven’t
been able to meet with all of them for other reasons; however, we are going to, even if it means after the
official end of the activity – with lead confirmation of extension. Another problem identified has been
that not all municipalities have dedicated policies for e-mobility and are not planning to prepare them.
They are also more in favour of ad-Hoch actions then the carefully, strategically and in detail planned
ones. Most of them are cooperating quite well with regional and national service and equipment providers.
The length of waiting for a feedback is in average very long, counted in weeks, months although the initial
response was very positive. The promises by municipalities of sending agreed documents or inputs have
not been done by now. The reminders, calls were made.
The one less expected result has been that since the web page e-HUB is also in English people all over
the world are visiting the page. Most searches are organic searches. In 90 days there were 107 visitors
from Slovenia, 8 from USA, 7 from Germany. From Bulgaria, Greece, Italy, Spain there were 3 visits
from each of the countries, from Australia, Austria, Canada, Croatia, Czech Republic, Hungary, Romania
and Switzerland 2 visits each country and then visits were noted from Costa Rica, Colombia, Belgium,
France, Ireland, Malaysia, Singapore, Peru, Netherlands, Poland, Ukraine, Sweden and others.
3.2.5 Lessons learned
Piedmont Region
The meetings with the Municipalities, which are the “last-mile” in the development process of the
charging network, are fundamental for understanding the real problems that a local administrator has to
face on- field. This allows higher-level organizations, such as the Region, to develop planning tools that
meet the real needs and try to solve the real problems of the Municipalities.
Lombardy Region
There is a huge lack of knowledge in the field of electric mobility, especially by smaller Public
Administrations. There is also a deficit with regard to the knowledge of the regulatory provisions in force
and the obligations for public administrations. The concept of interoperability is almost unknown even
among private stakeholders. Training and dissemination activities towards local authorities and

stakeholders are essential for the dissemination of knowledge and skills in the field of electric mobility in
general, and of interoperability in particular.

The analysis of the existing strategic documents facilitating measures of e-mobility in the region shows
that not every municipality has the documents to address e-mobility. In fact, 6 municipalities do not
mention e-mobility at all in their documents; others have a sentence or a chapter. In the minority they are
ones who are progressive and address this on paper and in actions. The good point is that almost every
municipality is implementing E-CSs and more and more also buying e-vehicles, even if they do not have
plans, policies on paper. The majority of the municipalities are very keen on acting upon the opportunity
(financial incentive – national calls for subvention for purchasing E-CS, financial national subventions
for purchasing e-vehicles) without basis of strategic planning. The municipalities are addressed directly
by the investors in and operators of e-charging infrastructure spreading their network and increasing their
market in the region. Some municipalities are giving almost free hands to the investors, even paying the
costs of electricity, other are more held back. The final result is that the biggest private company in
Slovenia, which manages most of the gas stations in Slovenia, provides fossil fuels, is a distributor of
electric energy …, and has now a wide spread net of E-CS across Gorenjska region and Slovenia, is
strengthening their position on the market. It is also a part of a Dutch eRoaming platform. The smaller
regional distributer and operator of E-CS had no other choice but to get in alliance with this company.
The upside of this is that each E-CS managed by this company – Petrol – is interoperable and included in
the eRoaming platform, having the opportunity of being promoted to the users. Petrol is the only one who
is already charging for the services, even if now only on highways. The downside is obviously a threat of
the market monopolization, lack of competitors which means higher prices. Regarding the obstacles:
- Many of the municipalities visited wish to purchase mini e-buses or e-vehicles with national or any
other kind of co-financing.
- The problem is that e-mini buses able to drive on the hilly terrain are not identified, the fear is that
they would also be too expensive as hydrogen ones are.
- Second problem is that national level sets the rules in their calls giving subventions for the purchase
of e-buses enabling only city municipalities, like Kranj, and the ones who have air quality
measurement done, to participate in a tender, excluding small or touristic municipalities from having
the opportunity to apply. The measurements of air quality is done and location decided by the national
Agency for Environment, which is with the Ministry of transport also preparing tenders for national
subventions regarding e-mobility.
- Most of the municipalities visited are of the opinion that their e-infrastructure satisfies the current and
the future 10-year demand, what is lacking is the demand side.
3.2.6 Outcome and outlook for the future (regional / transnational)

Constantly improve the network of Municipalities interested in electric mobility and in recharging
network. Maintain the transnational network created by e-MOTICON. Organize new seminars, workshops
and webinars after the project ending.

A virtual help desk at the regional level is needed, which can also spread economic opportunities (calls
for tenders) linked to EU, national or regional funds. It is also essential to show good practices, especially
for the smaller territorial realities, so that they can be replicated and contextualized more effectively.

The outcome is positive in terms of experience, first steps of initiating and strengthening the cooperation
on this field, setting the basic conditions and motivating them for the future steps. The outlook for the
future is to keep up those activities and put even more effort in getting them involved. On the transnational
level – the activity is addressing local authorities and users - title. However, the knowledge capacity
building activity with curricula prepared on the transnational level in e-MOTICON has been announced
on the meetings. The curricula is planned to be uploaded on the e-HUB website and promoted throughout
the region via our communicational channels (monthly e-news, mails …). The outlook for the future
transnational activities is in hope of sustainable cooperation with e-MOTICON partners in sharing good
practices and policy actions and anything contributing to e-HUB usability.

Alpine Pearls
The pilot region includes the Alpine Pearls network, in particular communities in Austria (Mallnitz,
Neukirchen am Großvenediger, Werfenweng), Switzerland (Arosa, Interlaken, Les Diablerets) and South
Tyrol (Mals im Vinschgau, Moos in Passeier, Ratschings, Villnöss).
The other municipalities of the Alpine Pearls network (which actually comprises a total of 25
municipalities, including those in other countries / regions) were not excluded from the project, but rather
are mostly included in the RAP of other project partners or on the part of the municipalities, currently no
interest / need for action / need for support regarding e-mobility/e-charging infrastructure has been
expressed.

Alpine Pearls
As target groups and key stakeholders especially all contact persons in the field of tourism were selected.
For this purpose, the aim was to include, in particular, the contact persons of the local tourist boards (such
as tourism directors) and especially tourist businesses (such as hoteliers).
Hoteliers act as very important stakeholders in the implementation process of charging infrastructure in
the tourism sector, as the focus in the future will be on the charging at night directly at the accommodation.
This provides the guests with a high level of comfort and safety, and the charging processes can be
coordinated with each other through intelligent load management.
In addition, also mayors or stakeholders in the field of construction management or mobility were
contacted.
3.3.3 Activities of project partner (incl. methodology and tools)
Piedmont Region:
Regione Piemonte intends to issue a Resolution of the Regional Council to approve a document of
guidelines for municipalities that intend to install public charging points in their territory. This was one
of the most important requests made by the Municipalities during the October 2018 workshop. The
regional guidelines reflect the concepts of interoperability of the e-MOTICON Strategy and foster the
integration with the electronic ticketing regional system for public transport. Regionale guidelines have
been developed in agreement with the Municipality of Turin, which will use them in its own tender for
the development of the urban public charging network.
Soča Valley Development Centre - Goriška Region
Implementing bilateral meetings with municipalities and other relevant stakeholders in the region in order
to share and transfer information from transnational level to the local one and mostly to identify status-
quo and corresponding needs in the field of e-mobility in each municipality. The results of this activity
will than feed the preparation of RAP.
In RP2 two bilateral meetings took place. PRC met with Triglav National Park, 2 local tourist
organizations that operate within TNP borders and BSC (PP8). Topics of discussion: e-HUB activities,
relations to T2, possible and most appropriate definition of pilot region and area of focus. Discussion
about the roles of PPs (PRC and BSC) within the targeted area and in regard to different stakeholders
common to both PPs, distribution of tasks, discussion about the most appropriate way of tackling the TNP
region. More details in “e-HUB bilateral meeting report RP2”.
In RP 3 15 bilateral meetings took place – with 13 municipalities in the region and 2 stakeholders (1
service provider Petrol d.d. and 1 energy operator Elektro Primorska d.d.). We also presented e-
MOTICON project and the activities regarding RAP preparation at the Regional Council of Goriška
region (31/5/3018) attended by mayors and regional development agencies. The Council reached the
conclusion to support regional approach to charging infrastructure planning.

Methodological approach of policy recommendation given in e-MOTICON Guidelines is as we agreed
within e-MOTICON project. The pilots implemented to test certain concepts, tools will result in test
results generating the inputs for the Guidelines. In e-HUB the aim was to develop and test online help
desk that will inform and educate stakeholders about e-mobility and give them opportunity to ask
questions, contribute to the promotion of e-mobility. Furthermore, it is a tool aiming to connect local
public and private stakeholders in order to create regional overview on e-mobility and establish regional
network, as well as national and transnational network. The transnational aspect is demonstrated by
English version of the webpage, providing European overview on e-mobility, providing EU policy and
Alpine Space strategic documents developed in e-MOTICON, enabling foreigners to use and be actively
involved in knowledge capacity building. News and information are provided also from abroad thus
transferring information into the region.
Establishing the network requires numerous interactions with public and private stakeholders, domestic
and foreign. This activity goes beyond the time scope of the pilot and project.
Activities of the project partner regarding the Guidelines for policy recommendation have been:
- Studying the existing local policies for each of the municipalities.
- Preparation on each meeting with public local authorities.
- Identification of state of play in the municipality and the needs, plans, problems, challenges,
opportunities, weaknesses.
- Introducing the meeting evaluation template, gathering and translating the evaluation reports to get
the feedback from the local public authorities on the policy recommendations.

Alpine Pearls
The following actions were taken by the project partner in order to elaborate guidelines on e-mobility in
the tourism sector for the selected Alpine Pearls communities:
• analysis of the status quo in Alpine Pearls member villages concerning all matters of e-mobility
as well as the potential for development as baseline for the transnational e-mobility concept
o sending questionnaires on "Tourist E-Mobility" to all Alpine Pearls destinations in October / November 2017 (high response rate!!)
o bilateral exchange (meetings, e-mail, skype-meetings, phone calls) with Alpine Pearls member villages
• Creating a framework tender for e-charging infrastructure in Alpine Pearls accommodations
and obtaining offers from international charging station providers o the offers of the three best bidders were included in the checklist (see below) and the products
especially suitable for use in tourism are recommended in the checklist • development of a checklist for the implementation of charging infrastructure for electric
vehicles at touristic sites within the Alpine region o contents: Why is the implementation of charging infrastructure for touristic purposes worthwile?
What has to be considered when implementing a charging infrastructure for cars within the field of tourism? (technical equipment, placement of charging stations, use of electricity from renewable energies, etc.), e-bike charging stations, best practice
• development of an overall e-mobility concept for Alpine Pearls and its member villages with best practice examples from Alpine Pearls villages and also other regions o contents: Accessibility of the Alpine Pearls destinations with electric cars, arrival with your own
e-car, e-mobile routes & meaning charging at the hotels
Based on the exchange with the representatives of the Alpine Pearls, recommendations were elaborated within the scope of the e-mobility concept as to how e-mobility as a complete package and in particular the implementation of touristic charging stations in Alpine communities can happen. In the course of the contact with the municipalities, the tourism managers and also with tourist companies (hoteliers) at the events during the e-car-challenge, it could be found out that many stakeholders, especially the hoteliers still have uncertainties and unanswered questions regarding the concrete implementation of charging stations. These were issues related to the location, the technical equipment of the charging stations, etc. Therefore, there has been developed a checklist to help local stakeholders as hoteliers to embrace the implementation of charging stations and clear up obscurities.
3.3.4 Problems / challenges of implementation Objectives versus results
Piedmont Region
The rules and minimum requirements of regional guidelines are not mandatory, but are only
recommendations, so the municipalities can decide whether to follow them or not. Piedmont Region
reserves, however, not to provide public funding for project of recharging infrastructures that do not
follow the approved guidelines.

Delay in implementation of meetings with municipalities and other stakeholders due to coordination
with RAP timeline. We decided to “use” e-HUB bilateral meetings also for RAP status quo analysis and
gathering of needs and expectations. All planed bilateral meetings were implemented within RP3 as
planned.

It is a problem dealing and motivating public authorities on e-mobility actions if they have no interest in
it, think they are self-sufficient, have lack of funding or internal organizational problems. It is a challenge
to implement any kind of actions within the public authorities which are uncooperative. Cooperation with
private local stakeholders is based on the added value of the cooperation for private stakeholders. In
general, they are more willing to cooperate.
3.3.5 Lessons learned
Piedmont Region
The collaboration with the Municipality of Turin to share the goals of interoperability was a concrete
example of collaboration between Public Bodies on the topic.

Bottom down pressure on public authorities is effective tool for motivation of the uncooperative local
public authorities. Vast promotion of e-mobility helps as well as raising knowledge capacity and financial
incentives. Use all tools available and small steps result in a huge change.
Alpine Pearls
With regard to the collection of information on the current situation in the area of e-mobility in the
municipalities by questionnaire, a large number of the Alpine Pearls villages could be reached, which is
very positive.
The elaborated documents (eg checklist) were presented to the stakeholders in the course of the workshop
with representatives of the Alpine Pearls communities on 1st of October 2018 in Werfenweng and made
available for further use. As part of the e-Hub meeting in Werfenweng, a large number of the participating
stakeholders already announced that they are very interested in disseminating the checklist for the
implementation of e-charging infrastructure in tourism locally to further tourist representatives.
3.3.6 Outcome and outlook for the future (regional / transnational)
Piedmont Region
Regional guidelines are conceived as a document open to subsequent changes, in order to adapt them to
the evolution of technology and business models, through a continuous dialogue with local stakeholders,
both private and public, even after the end of the project.

Outcome of the guidelines and policy recommendations are needed to be discussed and revised by local
public authorities and private stakeholders. In the future continuation of the initiated activities and
gaining additional regional and transnational project for diffusion of e-mobility is needed.

Alpine Pearls
The municipalities and tourist boards are encouraged to use the e-mobility concept in the implementation
of e-mobility measures. The checklist as well as the tourist e-mobility concept should help the local
authorities in the (further) implementation of charging stations in the tourism sector. In particular, this
document should also be passed on to tourist businesses (such as hotels, restaurants, etc.) for example
through the tourist board, so that tourist businesses can benefit from the information as well.

3.4.1 Involved pilot region
The involved pilot regions are:

The Gorenjska statistical region is one of the twelve statistical regions of Slovenia. It covers the area of
2.137 km²; it has about 204.000 people living on this area. The biggest city in the region is Kranj with the
population of about 37.400 people. 7 out of 18 municipalities have a strong tourist destination character.
Just one single destination of TNP in one of the municipalities is counting 2 M tourists in a year.

The main focus was on the Landkreis Berchtesgadener Land but also neighbouring regions in Germany
(region Südostoberbayern) and Austria (Land Salzburg) were involved in the bigger events to stimulate
exchange.
3.4.2 Target groups and key stakeholders

Target groups were businesses, potential investors, like private companies manufacturing parts for e-
infrastructure, Electricity distributers which often were also E-CS network operators. However, also
public authorities may be counted in the group of investors and operators of e-CS infrastructure.
Preparators of national, regional and local strategic documents are public authorities or private non-profit
entities with public authority to perform such tasks (like in our case). Both are key stakeholders and
potential business investors if business investing is also setting up E-CS infrastructure and being involved
in business models of mobility public infrastructure (getting money form leasing public land to private
investors getting money from leasing public parking lots). Thinking about foreign investors there is only
one option, and these are private companies.
Economic Service Agency Berchtesgadener Land
The target groups and key stakeholders addressed by this activity were essentially the same as with the e-
HUB in Berchtesgadener Land. Even though the most important and main target group are companies, an
isolated approach which does not include public authorities and experts would lack in effectively diffusing
knowledge and strategies to those companies whose main business are not mobility, energy or e-mobility.
Still they can contribute a lot to establish e-mobility and provide an additional pillar for public but also
semi-public and private charging infrastructure which can help reduce the public burden of providing all
the infrastructure and additionally helps to establish charging points where they are needed most. Similar
to the public authority’s companies can set an example and act as a role-model for e-mobility and reduce
mental and actual barriers of using e-mobility for their employees, customers and partners.

3.4.4 Problems / challenges of implementation Objectives versus results

The problems and challenges may arise with clashing interests of private and public sector. Policies should
protect citizens, customers, national and regional markets. Private sector or interest groups may
manipulate public sector due to the lack of expertise and knowledge of public sector and lack of interest
in adopting new knowledge on the e-mobility infrastructure. The lobbying and manipulation can directly
influence policies on e-mobility. On the other hand, public authorities need to listen to the private sector
to identify the need and policy incoherence hindering diffusion of e-mobility and infrastructure. This is
also enabled by law – that public authorities must consider recommendation of anybody with the
citizenship while preparing policies.

Although the interest of companies in the topic is there, the challenge to take the step from thinking about
it to actually doing is a big one and needs time. Additionally, lots of companies are hesitant to make
charging infrastructure really publicly available as this increases costs, efforts for maintenance and
investments a lot, with a return on investment that is not always clear.
Thus, the number of companies that actually invest during the pilot activities and the new publicly
available interoperable charging spots that could be initiated is limited and lower than hoped for.
Also encouraging the companies to get involved in international exchange of experiences directly turned
out to be difficult.
3.4.5 Lessons learned

Knowledge and information are a strong part of possessing power of influence. However, they are not
enough for diffusion of strategies to the Business as potential investors.

The local companies can play an important role in setting up a sufficient charging infrastructure in a
region. Still their role only contributes partially to building up a publicly available interoperable charging
network, especially companies in the retail and tourist sector may have a higher benefit from setting up
public charging spots which are part of a transnational interoperable network. Thus, their main role is to
reduce the necessity of fully publicly available charging spots by enhancing the network with semi-public
and private charging spots for employees, partners and customers.
3.4.6 Outcome and outlook for the future (regional / transnational)

The plan is to use interactions, the EU projects and e-HUB website and networks as tools to diffuse
strategies to the Business as potential investors.

The pilot activities were a good start to build up information and networks and integrate the topic e-
mobility and charging as part of the service for companies in Berchtesgadener Land. The collected
information is also used and further prepared within the other tasks of the project especially WP T2

regional action plan, WP T4 training and workshops and WP C Digital activities, public events and
publications.
The support of companies concerning e-mobility and charging infrastructure continues especially
concerning one-on-one offers, providing information of funding, mediating between public and private
stakeholders and distributing information as part of the realization of the regional action plan and
communication tasks (printed and via web) continues not only until the end of the project but also beyond
as long as needed. This personal support of companies and also the cooperation with the regional
authorities regarding e-mobility and charging is integrated in the services of the Berchtesgadener Land
Wirtschaftsservice GmbH. Further bigger information events targeted specifically at companies are not
planned at the moment but will be supported, initiated and co-organized with other regional and supra-
regional stakeholders in case the need arises.

Within T3 e-HUB our activities focused mainly on the e-HUB helpdesk content, therefore we at first realised
a separate web page for e-HUB that was operating within institutional website (www.prc.si). After few months
of operating we found out that we need more complex site that offers more functionality, so we designed a
new page that can be accessed through the institutional one.
We drafted the topics of focus for interviews with the municipalities, with the emphasis on TNP region. For
this purpose, we met with relevant stakeholders on two meetings in September and November and had also
web meeting with SI PP (BSC Kranj) in order to clarify the tasks of each PP and to update on work progress.
In RP2 we’ve changed our area of focus (in consensus with BSC Kranj). Although this is a matter of T2 it
affects also our activities in T3 e-HUB. Previously we focused only on Triglav national park (TNP) region,
but have latter expanded our focus to the whole Goriška region (NUTS SI043). Therefore, the meetings and
interviews with municipalities planned as e-HUB activity will have a broader scope and will include more
municipalities than originally planned. We postponed the implementation of meetings form RP2 to RP3
because we correlated this activity with RAP preparation.
In RP3 we carried out the majority of interviews with the municipalities and stakeholders. They support the
regional approach towards planning of charging infrastructure and are in favour of preparation of regional
action plan for Goriška region. We presented the Regional action plan activities at the Regional Council in
May and received support of the Council to proceed with RAP reparation.

E-HUB pilot started on the 1st of May 2017 and it ends 31st of July 2018, however the extension of some
activities is possible.

When having the e-HUB model and the example of the website RDA of Gorenjska, BSC, Ltd, Kranj (BSC
Kranj) started with the public procurement and signed a contract with the chosen external expert for
development of e-HUB website. In parallel we started preparing the meetings with PRC, Tourism Bohinj
Institute and TNP and 18 municipalities. We met with TNP and Tourism Bohinj Institute, and PRC for RAP,
but we discussed also e-HUB activities with the first 2, presenting the pilot. With Tourism Bohinj we discussed
the e-HUB help desk also when presenting e-MOTICON project and activity on RAP and AS strategy on the
Council of mayors of Gorenjska. This conversation with Tourism Bohinj was not noted as a meeting, however
the director of the Institute was nevertheless informed. We’ve also presented the pilot to the regional electricity
distributer GEK (Gorenjske Elektrarne) for possible cooperation. While preparing content for the website other
stakeholders were informed and invited to cooperate (Etrel, Electro Ljubljana which gave us the permission
to use their E-CS map and Studio Oreh) The meetings with municipalities did not take off as planned timewise,
however they will be done. BSC Kranj combined / used the bilateral meetings in order to execute, present also
other activities in the e-MOTICON project, like RAP – policies, actions, policy measures, e-TRAIL – setting
up, upgrading existing E-CS and setting up interoperability and testing, monitoring specific parameters. The
optimization has been done because it is difficult for the municipalities to take time for meetings due to their
standard workload. On the other hand, the thematic goes hand in hand so we see no logical reason not to
present all together and optimize, since also the stakeholders agreed. On the meetings the evaluation report
has been introduced and municipalities were asked to give feedback within a week. The evaluation reports
were translated into English and are a part of the annex. Developing the website and posting on the website
are ongoing activities needing long term dedication and work. The feedbacks on the on-line tool – e-HUB
website was positive by all asked parties, contribution was scarce. The most contribution we’ve gotten from
Slovenian company manufacturing, operating and selling E-CS and from Electricity distributor allowing us to
embed their map of E-CS into the e-HUB website and Studio Oreh preparing articles to be posted to educate
and promote an aspect of e-mobility. In any case policy documents are publicly available and there were posted
on the website with extractions focusing on e-mobility implementation. Some municipalities promised to send
some more not publicly available documents. Regarding E-CS map, to inform all people regarding location
and some technical and availability aspects the problem arises when we want to post the E-CS owned and
operated by the other operator or owner and not one owning the map. It is not in their interest to promote their
competition. The best feedback from municipality was that municipality offered to post the link to the website
on their municipal webpage and TIC website. This will present a better chance for diffusion and promotion of
e-mobility. At the end the report was done for the entire pilot action. Period exchanges and progress monitoring
was done by the lead of the pilot.
Alpine Pearls
The pilot region includes the Alpine Pearls network, in particular communities in Austria (Mallnitz,
Neukirchen am Großvenediger, Werfenweng), Switzerland (Arosa, Interlaken, Les Diablerets) and South
Tyrol (Mals im Vinschgau, Moos in Passeier, Ratschings, Villnöss).
The other municipalities of the Alpine Pearls network (which actually comprises a total of 25 municipalities,
including those in other countries / regions) were not excluded from the project, but rather are mostly
included in the RAP of other project partners or on the part of the municipalities, currently no interest /
need for action / need for support regarding e-mobility/e-charging infrastructure has been expressed.
The rest of the municipalities within the Alpine Pearls network that are not in the area of responsibility of
other project partners (Weissensee, Hinterstoder, Disentis, Chamois, Cogne, Moena) have also been

contacted (see KPI fulfilment below), but no need for support or current action has been expressed, which
is why the focus has since been placed on those communities that are actively force measures regarding
the expansion of e-charging infrastructure in the tourism sector.
4.1 Findings
Province of Brescia and Lombardy Region
Website together with local meetings are good instruments to diffuse e-mobility and charging
infrastructures information to all stakeholders. The pilot will continue also after the project end and
this is the most relevant demonstration of the success of the pilot activities.
Soča Valley Development Centre - Goriška Region
1) good and operational website is a prerequisite and a necessity for building e-HUB cluster and
promotional activities.
2) e-HUB networking with stakeholders in the region must go hand in hand with RAP preparation
correlation between T2 and T3 is necessary.

1) It is necessary to have national open informational map of E-CS and a national office gathering and
refreshing data on E-CS network in Slovenia.

(RAP).
- Municipalities not having dedicated sections of specific documents to e-mobility policies should take
the opportunity of (RAP) to include at least the minimum policy actions on facilitating e-mobility in
their local territory.
- Municipalities should plan the infrastructure in cooperation with neighboring municipalities in order
to homogeneously diffuse e-charging infrastructure.
- Municipalities should discuss the interoperability and management of e-charging infrastructure to
protect their interest and the interest of the user.
- Municipalities should join their forces when it comes to applying for grants for upgrading and
changing their vehicle fleets to electric ones
- E-HUB is a very useful tool connecting stakeholders if all success parameters are at work
- Our role in connecting local stakeholder to gain the cohesive regional approach in addressing e-
infrastructure and e-mobility is crucial since otherwise the municipalities are working mostly
individually, not cooperating with each other
- There is a significant disparity among local PAs regarding knowledge, interest, ability and capability
of policy making and implementing e-mobility.
- Many of the majors are more inclined to ad-Hoch actions, investments when it comes to e-mobility
than strategic planning and policy making.

- The biggest municipality feels self-sufficient and although it is disorganized somehow everything
seems to work.
Economic Service Agency Berchtesgadener Land
An individualized personal approach which takes into consideration the specific needs and circumstances
of an addressed stakeholder is favourable to a mere anonymous virtual information platform. The latter
can only be an add-on where the addressed person is forwarded to after an in-depth conversation about
his/her specific needs to gather additional knowledge. As an alternative it can be a first entry point which
directs them to an expert to contact who then addresses their personal needs and helps them to find the
suitable information easier. Which also shows a possible chain of the activities 1 and 4. In case of little
information available on the virtual platform such as for example in Berchtesgadener Land, it is a point
of entry, which has the purpose to bring interested people in contact and trigger a one-on-one personal
exchange. After that they are forwarded to one or more of the existing virtual information hubs in Bavaria
but with specific links or instructions depending on their needs for further information.
Alpine Pearls
1) Document 1: check-list for the implementation of charging infrastructure for electric vehicles at
touristic sites within the Alpine region
The check-list has been developed based on the information provided by the municipalities being part of
Alpine Pearls. Their experiences as well as questions that still remained open so far as regards to the
proper implementation of charging infrastructure were taken into account. Based on this information this
document shall provide guidelines and tips as regards to the successful implementation of charging
stations.
Overall, more than 80 touristic hosts (hotels, guesthouses, apartments, farms, camping sites etc.) are
located within all of the Alpine Pearls municipalities that can be referred to as „Alpine Pearls“members
within Germany, France, Italy, Austria, Slovenia and Switzerland.
The future charging processes of the guests of these Alpine Pearls members are supposed to take place
directly at their accommodations. Due to this reason, the preparation of information needed by the hosts
to install such a charging possibility successfully was of major importance. Additionally, establishing
charging opportunities at so-called „touristic hotspots“ within the municipality and / or region is relevant
is therefore dealt with in this document.
Based on a frame tender it was possible to receive various offers from numerous charging station
providers. The best three offers (based on a thorough assessment of the criteria stated in the frame tender)
are subsequently outlined in more detailed. As a consequence, every touristic institution can decide on the
product that is best fitting its needs and requirements.
At the end of the document, a short note to summarize the main points of this checklist is provided. By
using the most important keywords, this document summarizes the most important aspects and further
acts as a guideline for the successful implementation of the charging station.
2)Document 2: TOURIST E-MOBILITY CONCEPT for the electromobile journey in / through the
Alps
E-mobility plays an important role especially in tourism. The member communities of the umbrella
organization Alpine Pearls have been focusing for years on sustainable mobility in tourism. The tourist
destinations of the Alpine Pearls already offer a large number of mobility services in order to guarantee
guests the most environmentally friendly and convenient on-site mobility. E-mobility now offers an

additional opportunity for holiday destinations. Integrating electromobile services into the already existing
range of tourist mobility services creates added value for the guests, but also for the municipalities
themselves, considering the possibility of emission-free transportation (both in terms of pollutants and
noise). It is not only important to take the mobility on-site during the stay into account, but the tourist
mobility begins with the planning of the arrival in the holiday destination. Only a consistently
environmentally friendly (electric) journey into and through the Alps can submit a significant contribution
to the protection of the environment.
In particular, the tourist e-mobility concept is intended to present the current e-mobility situation in the
Alpine Pearls communities and, based on the current needs and assessable trends in e-mobility in tourism,
to propose possible measures aimed at expanding tourist e-mobility offerings in the Alpine region. On the
basis of practical and successful examples of measures already implemented, it shows how the
implementation can be approached in each case.
Bayern Innovativ Ltd.
1)In terms of methodology the pilot activities were clearly structured in different phases: (1) Assessing
demand of PA’s and stakeholders for pilot regions and transnational cooperation in a Workshop; (2)
Definition of tools for the delivery of information and fulfilment of objective as well as KPIs; (3) Setting
Up a structure for the tools in-house or with the support of subcontractors; (4) Implementation; (5)
Maintenance and testing; (6) Handing-over the maintenance to the PA’s.
During the short time of this e-HUB pilot activities we achieved up to step (4) implementation. However,
the set time frame was too short to come to final conclusions on perception of the tools and helpdesk for
other regions rather than the pilot regions we were in contact with.
2)Data collection is more time consuming than anticipated. A huge amount of data, reports, studies, help
desks etc. is already available on the web. The peer-peer-reviewing of the data on quality and up-to-date
status is very time consuming and requires neutral expert opinions. The same holds true for commercial
providers of support that are increasing in number with the aim of making revenues. Due to the lack of
certification and standardisation the quality of the service provided is not managed. Some kind of
standards or certificates may overcome this issue. Due to the fact that the realisation of electromobility
currently is accompanied by controversial discussions and scepticism in the public opinion, low quality
of the services may be counterproductive to the aim of increasing electromobility.

5. RECOMMENDATIONS AND BEST PRACTICES
5.1 Recommendations
Province of Brescia and Lombardy Region
− The public sector needs the public and private research sector contributions to promote and diffuse
e-mobility.
− An interactive map on the location of the E-CS, with information in real time according to the
provisions of European and National regulations, it is strongly necessary for the diffusion of e-
mobility among territories and citizens.
− It is necessary to overcome the lack of information, in aggregate and single form, related to the E-CS
networks and services. For example, existing web-based platforms do not collect all information on
installed E-CS on the territory and often it is not possible to query data in aggregate form.
− The continuous coordination among different level of public authorities is strongly recommended
− To guarantee the diffusion of e-mobility initiatives and increase awareness of citizens and end-users
it is useful to organize information campaigns on social media and the preparation of brochures to be
distributed in the regional and local (Provinces and Municipalities) offices, as already happened for
air pollution, separate waste collection etc.
− It is fundamental to constantly updated regional and local regulations and legislations in the field of
e-mobility and E-CS to follow technologies improvement and market evolutions.

Even with a focus on building a network of public charging stations, local companies who are not
interested in building a public charging station should be included in the regional plans and information
campaigns as they can provide valuable extensions to the network because they reduce the number of
necessary public charging spots and are an important point of contact to reach commuters who are one
main target group for first adoption of electric vehicles. They can also serve as examples and stimulate
others to invest and start into an era of e-mobility. Although some of the aspects of interoperability do not
apply/are not as important in that case, these companies also benefit from knowledge and consideration
of interoperability especially concerning technical aspects but also in educating themselves for mobility
beyond their own premises when they have to rely on additional public infrastructure.
Alpine Pearls
The Alpine Pearls communities and regions all share one central element - their access to "soft"
sustainable mobility. In the future, guests should be able to discover the beauty of each individual
destination with the help of such "gentle" mobility solutions and travel with e-cars from destination to
destination. Guests can either travel with their own electric vehicle or rent an electric vehicle on site, each
using the charging station network in the Alpine Pearls.
Of course, not only charging stations for e-cars are very important in tourism, but a well-developed
charging infrastructure network for e-bikes is also extremely important. E-bikes open up new potential,
especially in leisure traffic, and are already in high demand in many tourist communities. Especially for
the Alpine region, they are an ideal and environmentally friendly means of transport to explore even routes
with more ambitious altitude profiles without much effort. To further promote gentle cycling tourism, the
presence of e-bike charging infrastructure is essential.
Charging infrastructure for tourist use is essential, especially in the accomodations, and also a prerequisite
for motivating electro-mobile guests to spend their holidays in the destination by being able to charge
their vehicle safely here. Uncomplicated, cost-effective and guaranteed possible charging: this is a major
motivation for guests to travel the Alpine Pearls with an e-car.
Especially for guests arriving by their own e-car, the compilation of e-mobile tours and corresponding
tourist packages (such as packages including accommodation, parking space and charging) is of great
importance for exploring the regions and destinations of the Alpine Pearls on their own. Corresponding
charging infrastructure in the Alpine Pearls destinations is taken into account in the e-mobile tours through
the Alpine Pearls and is recommended to the guests.
Most of the future charging processes of the guests of the Alpine Pearls members are therefore supposed
to take place directly at the accomodations. Due to this reason, the preparation of information needed by
the hosts to install such a charging possibility successfully was of major importance. Additionally,
establishing charging opportunities at so-called „touristic hotspots“within the municipality and / or region
is also relevant.
When implementing a charging infrastructure for e-cars within the field of tourism, there are some points
that need to be considered:

• necessary electrotechnical groundwork
• appropriate technical equipment of charging stations for the use in the field of tourism
• placement of charging stations, so that they are easily accessible to guests
• billing of charging processes (it is especially important to find a useful and easy system in hotels)
• load management (especially important when e-cars need to be charged e.g. in hotels, which also
have other main electricity consumers)
• costs and funding opportunities (at the moment there are some interesting funding opportunities for
(touristic) companies as well as municipalities in the different regions)
• visualization and communication of charging stations (especially important for guests which stay in
a destination for the first time and are therefore not familiar with the local conditions)
In addition to being able to acquire new customers (as electric car drivers can be attracted if a proper
charging infrastructure is available), the implementation of charging stations for touristic needs offers
numerous further advantages.
People that are driving electric cars are usually wealthier. As a consequence, they are not only responsible
for sales increases due to the services they consume (i.e. payment of charging processes), but also for the
added value they create during their stay due to their awareness for higher quality (i.e. as regards to the
accommodation, food and trips).
For purchasing a proper charging station, attractive regional and / or national subsidies are usually
available, as already mentioned. Partially, financial grants can be also used for preparational activities
(i.e. electrotechnical preparations).
A company / a municipality is able to create an USP (=unique selling proposition) by implementing a
proper charging infrastructure. Thereby, an increase in their competitiveness can be expected.
Furthermore, a positive and sustainable image can be created by enforcing actions related to electric
mobility. Companies can therefore position themselves as especially innovative.
Bayern Innovativ Ltd.
A continuation of the eHUB helpdesk in an altered version would be feasible. The idea of eMoticon WP4
Transnational community may be better reinforced and implemented. So far, the eHUB helpdesk provided
information from the region, however, the exchange of experience with PA’s from other regions may be
helpful. Unfortunately, the networking platform has not been used and accepted by PA’s and stakeholders
as anticipated yet and the reasons for that need to be identified. Furthermore, the guidelines and best
practices from the other region may be very helpful for PA’s and should be considered to be integrated in
the eHUB helpdesk as well as the training courses. Since these parts are still under construction, it may
be considered mid- and longterm. The change of such information on a trans-national level may also be
important for achieving interoperability.

Example 1
PROJECT “CReIAMO PA”
What: Within the “CReIAMO PA Project” - Skills and networks for environmental integration and for
the improvement of public administration organizations – funded by National Operational Program
Governance and Institutional Capacity 2014-2020, the Province of Brescia actively participates in the
Technical Working Table on " Mobility Management ", promoted by the Ministry of the Environment
(MATTM),
Objective: involvement of representatives of Local Authorities, Regions, Central Administrations,
Research Institutions and Associations to define a planning and practical document on Mobility
Management issues in Public Administrations (PA). The document was presented during the National
Conference in November 2018.
Results: increased knowledge and capacity building of Regional and Local authorities thanks to the
cooperation with quadruple-helix representatives (PA, investors, research centre, end-user) in the field of
Mobility Management.

Metropolitan Chart of Electric Mobility & e_MOB event
METROPOLITAN CHART OF ELECTRIC MOBILITY: starting from the local administration needs
and the best practices implemented by the Municipality of Milan and other Italian cities, a document of
intent was defined and conveyed to the municipal administrations with the aim of providing the necessary
technical and administrative information to municipalities to implement policies to promote electric
mobility.
EMOB event (2017-2018): it’s the Italian national conference on electric mobility organized by local
authorities with the support of Lombardy Region with the with the aim of promoting the metropolitan
chart of electric mobility.

Other than the pilot we don’t have any good practice to present. They are practices that should be
mentioned:
- Law that requires public disclosure of policy making before they are adopted and necessary
consideration of anybody’s (with citizenship) policy proposals. The explanation of the reason why the
recommendations were not approved or adoption of them is a must. Meaning that everybody with
Slovenian citizenship has in theory the power to influence policies.

Example 2
Other than the pilot we don’t have any good practice to present. They are practices that should be
mentioned:
- Municipalities have followed the directive of SUMP preparation and organized opened workshop
enabling all interested parties (citizens) to participate. The participation cannot be noted as a good
practice. Surveys were performed, however the representative statistical unite is questionable as well
as the results and outcomes of the surveys, since there was no (independent) external monitoring of
execution quality.
Example 3
Ministry of Infrastructure is very cooperative with us (RDAs) and engaged in e-mobility implementation.
Their work is a good practice. (The only downside, bad practice is support to a new highway tolling
system for private cars, which is planned to be set only to increase profit for the company with a 100%
ownership of the state and increasing life costs for the citizens. But that has nothing to do with e-mobility.)
Example 4
In terms of policy making national policy for subsidies for diffusion of E-CS infrastructure and e-mobility
is a good practice. Ministry for infrastructure and national Agency for the environment (ARSO) are
preparing calls for subsidies for municipalities financing 100% the cost of E-CS and 7500 EUR for
purchasing e-vehicle. The call for subsidy is executed by Eco Fund. This practice will be also included in
e-TRAIL report.

Example 1
As a best practice example from the pilot activities in Berchtesgadener Land can serve a chain of activities
which lead to the successful installation of a public charging point by a company in the district.
The owner of a service station who was invited to the first information event in Piding on 9th October
2017 and attended the event, came for a one-on-one meeting and got individualized help for his questions
concerning the installation of a charging station and the funding possibilities. He was accompanied
through the process of applying for a funding and corresponding procedures. The funding was granted,
the charging station was set up and is now part of the public charging infrastructure in the district. The
new charging point was also mentioned as a successful example within the region during the second big
information event in Anger on 28th June 2018, which could also visited during a test drive with an e-car
at the day of the event, promoting it as a mini site visit to get hands-on experience with charging
procedures.
Example 2
The second information event in Anger on 28th June 2018 attracted a big number of participants due to
its diverse program with very concrete practical inputs as well as interactive and fun elements. Success
factors which led to a very positive response, which can serve as a blueprint for other events, were:
− Very attractive venue (Hans-Peter Porsche Traumwerk is a museum for toys and cars, a big event
room and lots of parking space)
− Interactive moderation with a trained moderator

− Short practical inputs, which focus on the needs of the target group that was invited (business models,
analysis of current mobility solutions, funding and how to manage the change, combination of e-
mobility and renewable energies)

a glimpse on the regional political strategy and plans
− Attractive keynote with a glimpse into the future and a well-known player in the field of mobility
− A discussion round which focused on the questions and critical comments of the audience directly
answered by the invited experts
− A fun closure with improvisation theatre on the topic and a museum tour
− Hands-on testing of electric cars and option to visit and get an introduction to a charging station
Alpine Pearls
Example 1
Title: E-Grand Tour of Switzerland
The E-Grand Tour of Switzerland is the world's first official touring route, which can be travelled
completely by an electric vehicle. To ensure this, a correspondingly well-developed charging
infrastructure along the route is necessary. The total of about 300 charging stations along E-Grand Tour
of Switzerland are positioned at a distance of max. 100 kilometres to each other and in max. five minutes
distance away from the route (20 minutes for hotels). Thus, the 1.600-kilometer route, which leads over
five alpine passes, through 51 cities and past 22 lakes and twelve UNESCO World Heritage Sites, can be
comfortably passed by guests with their electric cars.
Motorways are usually avoided on the Grand Tour and are only used if reasonable in terms of traffic. This
not only benefits the guests, who can enjoy the Swiss landscape and sights extensively, but also the range
of the electric vehicles, which can be significantly extended by slower and energy-saving driving. It takes
about seven days to complete the entire route (with at least 5 hours of travel per day).
Depending on the local conditions, fast charging stations (at least 22kW) or normal charging stations (at
least 11kW) were used along the route. In locations with short residence times (e.g., restaurants,
attractions) and enough connected load, fast charging stations have been implemented. In places with a
longer stay, such as hotels (overnight charging is possible here and lower power is sufficient), normal
charging stations were implemented.
The charging stations usually have a smart access and billing system, making usage analysis possible. To
be able to load at official E-Grand Tour charging stations, either payment by credit card or – if there is an
existing membership with one of the partners - payment via RFID card or app is possible. Both the route
itself, as well as the individual available charging options (or in particular the hotels with charging stations
along the route) are marked accordingly locally or - for better advance planning - online on the website
of Switzerland tourism.

The Grand Tour of Switzerland was launched in 2015 to help individual tourists plan and carry out their
journey through Switzerland. Only in summer of 2016, 50.000 guests travelled along the route. The
generated value of Grand Tour guests in the summer season 2016 was around CHF 25 to 31 million. Since
April 2017, the implementation of a dense charging station network has made it possible to drive in an
environmentally friendly way along the route. From 2021 on, the Grand Tour Switzerland is expected to
attract around 200.000 guests a year and to generate a value added of around CHF 225 million. Due to
this fact, the Grand Tour of Switzerland is one of the top 5 road trips in the world.
The E-Grand Tour charging infrastructure underwent a first test during the WAVE Trophy in June 2017
(the world's largest electric car rally), which brought the participating 140 electric vehicles along the route
of the E-Grand Tour.

Title: Comprehensive e-mobility offer of the Hotel Kaiserhof in Anif-Salzburg
The Hotel Kaiserhof is located in Anif just outside the city of Salzburg in Austria. The owner of the hotel,
Richard Absenger, has committed himself to environmentally friendly mobility and is a "klima aktiv mobil"
project partner, a flagship company in the field of mobility, awarded by the Austrian Federal Ministry of
Sustainability and Tourism. The Hotel Kaiserhof makes a significant contribution to the reduction of CO2
emissions through various measures in the area of mobility and at the same time offers its guests a
comprehensive range of e-mobility services.

The Kaiserhof offers an unbelievable number of 26 charging options, located just two minutes by car from the
motorway on the main road to Salzburg. The hotel has its own photovoltaic system with 67 KWp power and
a connected battery storage, which can cover a significant part of the electricity needs of the hotel and which
also helps to stabilize the power grid.
A part of the charging stations was installed under a carport and is therefore roofed, which makes the charging
experience very comfortable. While staying at the hotel, guests can charge their electric vehicle at one of the
standard charging stations (type 2, high voltage or household power socket) under the carport free of charge.
Furthermore, there are some fast charging stations in the hotel parking lot. A Tesla Supercharger offers Tesla
electric vehicles at six charging stations the opportunity to recharge their batteries with up to 120kW of power.
In addition, a so-called „triple-charger“(one Type 2, one ChaDeMo and one CCS connection) of the provider
SMATRICS is part of the charging infrastructure on site. Charging at the SMATRICS charging station with
up to 100kW connection power is possible with existing SMATRICS membership.
The city of Salzburg is located about six kilometres away with numerous sights and cultural destinations. The
guests of the hotel have the opportunity to leave their e-car at the hotel car park, load it here and at the same
time go by bus to the city. A bus stop is conveniently located only 150 meters from the hotel, during the week
the buses run about every half hour.
For guests who do not have their own electric car or want to try other models, the hotel offers its own e-cars
for hire. The hotel's fleet includes, among others, a Tesla Model S and a Tesla Model X. In order to be able to
experience e-mobility while on vacation, the hotel has created its own packages. These include, for example
(package "Tesla E-Motion") two nights with half board at the Hotel Kaiserhof and a half-day trip with the
Tesla Model S to a nearby automobile museum including training and accompaniment by the hotel-owner
Richard Absenger. Another package ("Triple E") offers guests three nights at the hotel, board and every day
another e-vehicle for testing. A good selection of different models (E-Smart, Renault Zoe and Tesla) offers
electric driving pleasure during the entire stay, the own car can be left at the hotel or even a public arrival to
the hotel is facilitated by the e-mobility offer on site. The packages guarantee a very special holiday of a
different kind and offer the opportunity to familiarize yourself with electric mobility in a relaxed atmosphere.
The Kaiserhof has repeatedly represented Austria as part of eTour Europe. Most recently, the award ceremony
for the large electric vehicle tour took place in June 2017 at the Hotel Kaiserhof. The Hotel Kiaserhof also
took part in the tour with one of its electric cars, thereby acting as e-mobility ambassador in nine European
capitals.

Title: E-bike concept in the Wachau region
The landscape in and around the valley of the Danube in central Lower Austria is called the „Wachau“ region.
The Wachau as UENSCO World Heritage site offers a variety of tourist attractions and beautiful tours.

In order to be able to reach these places comfortably and environmentally friendly without owning a car, a
tourist e-mobility offer was created in 2010. In the course of this, the project focused on the provision of e-
charging stations for e-bikes and the development of an e-bike rental system. The Wachau World Heritage
Site should thus be associated with the topic of electromobility and an additional mobility offer should be
created for existing as well as for new target groups.
When implementing the e-charging stations, is was essential that the power supply could be ensured from
100% renewable energy. The charging possibilities were positioned, for example, in hotels, restaurants,
sightseeing spots, parking lots or at tourist information offices. Therefore, a dense network of both public and
operational e-charging stations could be provided for the guests.
At some selected points in the region - also at touristic companies and information offices - there was also
implemented a rental service of e-bikes or Segways. The rented as well as own vehicles can be charged at the
e-charging stations in the region for free. This can be done by means of an RFID card, which can be borrowed
from the regional information offices as well as from tourist partners.
The tourism businesses of the Wachau region were intensively involved in the project as potential mobility
partners. For example, an information evening and vehicle tests were offered to the companies, information
was sent to the companies and communities in the region as well as personal acquisition on site was carried
out. Afterwards, contracts were concluded with the mobility partners. Then the electric vehicles and charging
stations were delivered to the partners and installed. There was a uniform pricing within the region for the e-
mobility services. In addition to that, tourist packages were put together by the project participants involving
the e-mobility offers.
Not only in the Wachau region itself, the project was able to generate great added value, but by using Austrian
products (charging stations of the regional energy supplier, vehicles produced in Austria), national added value
was achieved.

Support services for PA‘s on electromobility
Since 2015 Bayern Innovativ provides comprehensive support services on electromobility. Target group of
these services are public authorities and
municipalities. Subject of the services is mainly
electric charging infrastructure.
Background:
PA’s and municipalities have no clearly defined role
when it comes to building up a charging
infrastructure for electric vehicles. Apart from a lack
of motivation, they are often overstrained with
questions on technology, location of eCS, providers,
roaming etc.
However, public authorities and municipalities play
a key role for the success of electromobility and
setting up an interoperable charging infrastructure.
Objective:
Providing a comprehensive hand on support services
based on three pillars: Tools, activities and
additional services.
In Bavaria this service is funded by the Bavarian Ministry of Economic Affairs.
Concept event sequence „Electromobility for municipalities “
This is a series of regular taking place events with particularly PA’s and municipalities as participants. The
events have the following characteristics:
Frequency: minimum once every three months
Concept: sharp definition of a topic
Content: Selection of topics depends on update demand of the PA’s; so far: operation of charging stations,
electromobility concepts, practical capability, utility vehicles, electric public transportation, e-Car Sharing,
intelligent charging solutions, e-Tourismus, communal fleet management, technological fleet management,
electromobility in rural areas
Structure: expert presentations, best practice examples, exhibition (products and service providers.

Mapping regional eMobility activities
The aim of this online tool is to promote and increase
the visibility of eMobility in municipals by mapping
all stakeholders, activities, information centres of
public authorities and service provider dealing with
electromobility. The tool is based on a google map
locating all charging points in the region.
Target group are users of electric vehicles as well as
fleet managers as well as public authorities. For the
PA it has the advantage to show their commitment
to eMobility and to promote the region.
Furthermore, the system allows the PA to analyse
the usage of the charging points in the region in order
to make decisions for further extension of the
charging infrastructure.
The system is planned to be maintained by the public
authorities.
