We are delighted to inform you about the launch of the updated

design, more information, and additional technical abilities.

Among them the better visibility in mobile phones and the

creation of sub-websites for our commissions, events and

projects.

Moreover, we present you the new ECU web-based project

ChessWhere.com. The project is under development and by

European School ChessChampions 2019 announced

After 10 days of harsh struggles at the European SchoolChess Championship 2019, the event was declaredclosed on the Closing ceremony, and the EuropeanSchool Chess Champions were announced.

The Closing Ceremony of the event was attended by thePresident of European Chess Union, Mr. ZurabAzmaiparashvili, and ECU Treasurer, Mr. IonDobronauteanu.

In Open section for the youngestplayers, Open U7, the Winner becameTatvidze Davit (GEO) who scoredperfect 9 points out of 9 games!

Karimli Yusif (AZE, 1401) took the firstplace in Open U9 section, withconvincing maximum score 9/9.

In Open section U11, top seeder,Samunenkov Ihor (UKR, 1972), tookgold with score of 7.5 points.

Silich Yahor (BLR, 2170) became theWinner of Open U13 section with scoreof 7.5 points.

Karaivnova Petya (ECU, 1655) came onthe first place in Girls U13 section,scoring 7.5 points.

Obada Ema (ROU, 1889) became theWinner of Girls U15 section with score of7.5 points, a point and a half ahead ofthe followers.

Girls section U17 was merged with opensection due to the lack of participants.After 9 played rounds, Celik Eylul (TUR,1840), Verbin Valentina (MDA, 1961)and Sahin Hayrun Nisa (TUR, 1771) tiedfor the first place, each with 4.5 points.Tiebreaks decided that gold goes toCelik Eylul, silver to Verbin Valentinaand bronze medal to Sahin Hayrun Nisa.

Besides the main event, the blitzChampionship took place on the 4th ofJune. The European School ChessChampionship 2019 took place from30th May- 9th June in Mamaia,Romania. The event took place inConstanta Exhibition Center and theorganizers provided the livetransmission of the top boards.

President of European Chess Union, Mr.Zurab Azmaiparashvili, paid a workingvisit to Slovenia.

On the 20th of June, ECU President metwith Slovenian Minister of Education,Science and Sports, Prof Dr. Jernej Pikaland the President of the National ChessFederation of Slovenia, Dr. Brglez Milan.The meeting took place in Ljubljana,Slovenia.

After the meeting, ECU Presidentinspected the playing venue ofEuropean Individual ChessChampionship 2020, which shall takeplace from 17th-30th May 2020 inMaribor, Slovenia.

Mr. Azmaiparashvili also participatedand won the 22nd edition of PircMemorial, which took place on Saturday,the 23rd of June, in Maribor, Slovenia.He scored 9.5 points, full point ahead ofthe runner ups.

The event was played in 11 rounds,Swiss system with a total prize fund of2.200 EUR, with participation of 127players coming from 17 Europeanfederations.

The development of the projectstarted in December 2018 and thefirst presentation was made duringthe ECU General Assembly inMarch 2019, in Skopje, NorthMacedonia. The project is still in thedevelopment phase and morelocations, features are scheduled tobe added as also technicalimprovements to be made.

The users have the opportunitythrough the search menu either tofilter the locations by theme on themap or to go to search results andreceive more infomation.

Through Chesswhere.com the userhas the opportunity to find alocation, use a GPS system to visit itand receive important information.

The same time the applicationpresents the European ChessHeritage, connecting chess places inEurope, Chess legends & ChessOlympiad venues. Additionally, allthe chess entities located in the mapwill have the possibility, afterregistering, to create with its owncontrol panel a mini-website givingmore information to the public.

The European Chess Union, withthe cooperation of the ItalianArbiters’ Commission on behalf ofItalian Chess Federation and theFIDE Development Commission,organises a multiple-field trainingevent specially dedicated to femaleparticipants, from 1st-7th Septemberin the city of Trieste, Italy.

The objective of the event is todevelop women’s activity in Chessas per the priorities set by theEuropean Chess Union for theavailable FIDE Development Fundfor Europe.

Hence, the European Chess Unionhosts two Seminars: FA Seminarand IO Seminar to be heldconcurrently with the TriesteInternational Chess Festival thatruns on September 01-08, 2019, inthe City of Trieste, with specialprovisions for 40 places for femaleparticipants funded through theprogram.

For those 40 places, will be coveredfull board accommodation and FIDEexam fee. Both Seminars will beheld in the English language.

The seminars will be hosted inIppodromo di Montebello, Piazza deGasperi 4, Trieste TS – Italy c/o theRestaurant Hall. Official Hotel of theseminars will be Hotel Milano,located in Trieste, Italy. For eachSeminar 30 places are available forparticipants from EuropeanFederations. Among them 20 placesper seminar, 40 in total are fundedby the project: female participantswill be granted full boardaccommodation, free participation,and coverage of Fide Exam fee.

1st Workshop "Equal opportunities

The 1st Workshop named “Equal opportunities” will takeplace from 19th-22nd September in Thessaloniki, Greece.

he purpose of this workshop is tointroduce and explore importantinformation about chess players withdisabilities. The participants willanalyse the situation in chess andreach basic skills for interacting withand accommodating people withdisabilities acting as Organiser,Trainer and Arbiter.

The Workshop will take place inAMO Galaxias Sports Club inThessaloniki, and is organized byEuropean Chess Union, FIDE DISCommission and Hellenic SportsFederation for Persons withDisabilities.

he subsidy will amount 2500 eurosfor each federation applicationapproved by the ECU and concernsthe total expenses for a trainer/captain (travel, hotel expenses, and1000 euros stipend).

For the support eligible to apply arethe European Federations which areplaced in the FIDE developmentlevels 2 to 5. ECU invites thosefederations, to express their interestto the European Chess Union by aletter till Friday 19th of July 2019,16.00 CET.

In the letter shall be included thename of the Trainer/Captain whoshall be a licenced FIDE Trainer andif the federation will compete in openor women section or both. If thenumber of requests exceeds the ten(10 x 2500 euros), ECU will selectthe applications with the followingcriteria in order:1. Lowest development level from 5to 2 2. The applicant federationcompetes also with a women team.3. The level and experience of theproposed Captain/Trainer

Travel Subsidy for Teams’ Captains/Trainers

By the request of the European Chess Union and approval by theFIDE Development Commission, support of 25,000 euro will bedistributed to 10 European Federations which will take part in theEuropean Team Chess Championship 2019, in Batumi, Georgia (23rdOctober – 3rd November 2019).

#Development CIS seminars

European Chess Union organized Development SchoolChess Teacher Seminar from 22nd-23rd June in Pristina,Kosovo*, and the second seminar will take place from7th-8th August in Bratislava, Slovakia.

he Seminars are providing acertificate recognizing thatparticipants have met the requiredlevel of chess knowledge andunderstanding of didactical methodsfor teaching chess in schools. Theseminars are supported by the FIDEdevelopment fund.The seminar in Bratislava is openand free for all female participantsas also Small Nations Participants(FIDE Zone 1.10).

The courses deploy chess as avehicle to teach thinking skills suchas problem-solving and logicalanalysis. The methods presentedare suitable for pupils from age 8and older.

Contect of the courses is asfollowed: Didactic methods:SMART® method, questioningtechniques, playing method, thinkingskills, code of conduct, arrangingclass tournaments, mini-games,social formats, problem-solving,planning terms and lessons.Attendees may be Teachers,teaching assistants, school chesstutors, with basic knowledge ofchess.Courses draw upon decades ofexperience by European chessteaching experts who have trainedthousands of teachers acrossEurope. The pedagogical approachhas been validated by ECUAcademic Advisory Boardcomprising leading internationalprofessors. Trainers of the course inPristina, Kosovo* was John Foley –Secretary of ECU EDU Commissionand Jesper Hall will be the Teacherof the course in Slovakia –Chairman of ECU EDU Commission.

The Kosovo Chess Federation is the newestmember of the European Chess Union. Theyare keen to develop chess which has longbeen part of their culture. When ZurabAzmaiparishvili visited Pristina in May, hesigned an agreement with the FederationPresident Nyret Avdiu to support and promotechess in Kosovo.

The first fruit of this support was to arrangean ECU School Chess Teacher TrainingCourse in conjunction with FIDE whichfunded the course from their DevelopmentFund. The course took place in the capitalPristina on 22/23 June. It was presented byJohn Foley from ChessPlus supported byMajlinda Pilnici from the Albanian ChessFederation.

We were also assisted by two professionalinterpreters: Inan Mahmuti and Hysni Recica.An ECU record large number of 36 peopleattended the course from all over the countryof whom 13 were school teachers and 4 werewomen.

The event took place in the Grand Hotel inthe centre of town during a hot spell ofweather made bearable by the airconditioning and distribution of bottles of coldwater. Burhan Misini, the Federation generalsecretary, organised the event efficiently withthe tables arranged in cabaret style withname place cards.Pairing cards and Berger tables were alsoprepared in Albanian. There was also a largespace in the foyer where the group couldexpand for the practical exercises.

An ECU record largenumber of 36 peopleattended the coursefrom all over thecountry of whom 13were school teachersand 4 were women.

John Foley brought lanyards and namebadges as well as the magnetic name platesused in the chess ladder exercise on themagnetic white board. There was a high spiritduring the course with one participantremarking that Kosovo really needed courseslike this. Most of the participants had nottaught chess in schools but were lookingforward to spreading the game to the nextgeneration. Another participant described theconcept of the course was to make childrenlove chess and then later they can improvetheir strength if they want. It was clear thatthe participants enjoyed experiencing thewide range of minigames, chess variants andsocial chess formats.Two videos were watched with considerableinterest. One was from the ECU: “Chessmakes children smarter!” and the other wasfrom the Albanian Chess Federationdescribing their Chess in Schools project. It ishoped that this will be available in Englishsoon. At the end of the course, theparticipants took a written test, translated intoAlbanian. No concessions were made in themarking.

Fortunately, it was a strong group andeverybody passed albeit closely in somecases. The Federation, in the spirit oftransparency, posted the scores onFacebook. Photographs of people with theirECU Certificates were posted on socialmedia.The course was well received andthere is already a request for more courses inKosovo and Albania in the next year. Specialthanks to Agon Berisha for being the kindhost to the visitor from London.

The event will take place on 12thOctober 2019 in Hungarian NationalGallery, in Budapest, Hungary.

Talented chess players born 1st January2007 or later with a FIDE rating of 1800or higher (on the 1st July FIDE ratinglist) are eligible to participate. Due to thecapacity of a venue, a limited number ofparticipants may enter the competitionand pre-registration is required.

Registration deadline is 15th September2019, and registrations may be doneonline through the official website of thefestival: www.globalchessfestival.com.The applicants will receive confirmationfrom the organizers and the participantswill be listed at the official website on30th September 2019. Entry fee is freeof charge for all participants and theorganization will offer a free 2-night stayfor foreign players with a FIDE rating ofat least 1950.

Young talents registered for the eventwill play the tournament in 9 rounds,Swiss system, with time control: 10minutes for each player plus 2 secondsof an increment per each move, startingfrom the move one.

FUTURE CHAMPIONS OF EUROPEEuropean Chess Union and JuditPolgar Chess Foundation partnerto organise the tournament“Future Champions of Europe” asa part of the annual GlobalChess Festival.

he European Chess Union (ECU),International School Chess Union(ISCU) and Montenegro ChessFederation (MCF), have the honour ofinviting all National Chess Federationsof the European Chess Union andeligible players in the EUROPEANSCHOOL CHESS INDIVIDUAL CUP2019 on combined system (classic,rapid, blitz) organised in Ulcinj,Montenegro from 11 October (arrivals) to20 October 2019 (departures).

The event will be played in 5 agecategories: U7, U9, U11, U13 and U15,open and girls separately. Each NationalFederation or School Association orschools may enter an unlimited numberof players in each of the 10 age groups.In case that one girl group is less than10 participants then it will be mergedwith the same open age group category.Entry forms must be sent from theNational Federations or the players andreturned to the Organizing Committeenot later than 10 September 2019. If theregistration form is not forwarded by theFederation a copy must be sent to theNational Federation.

The tournament will be held according tothe Combined System: ■ Six days forClassic tournament (nine rounds) (90minutes for all game with an incrementof 30 seconds per move starting frommove 1); ■ One day for Rapidtournament (15 min. for game with 10sec. for each move); ■ One day for Blitztournament in each age group (3 min. +2 sec. for each move).

After 9 rounds in tournament withClassic time-control in each age groupplayers will be divided on group A andgroup B.■ Group A will be consist from playerswho have place from 1 to 8 in thestanding after 5 rounds.■ Group B will be consist from otherplayers. Eight players from groups A willcontinue to play in rapid in OlympicSystem (3 double rounds withArmageddon in each round if needed)and blitz in Robin System (7 doublerounds). Players from groups B willcontinue to play in rapid (7 rounds) andblitz (14 rounds) in Swiss System.

Competitions are provided as testtournament during 2018-2020 years andin case of success will be included inECU Regulations.

Candidates Tournement

Twenty years old Russian Grandmaster, GoryachkinaAlexandra (RUS, 2522), convincingly won the FIDEWomen’s Candidates tournament 2019 and qualified forthe FIDE World Chess Champion match, where she willmeet reigning World Champion, Ju Wenjun (CHN, 2592).

Goryachkina scored impressive 9.5points out of 14 played games and wonthe event with 2 rounds to spare. Eventhough she lost in the last round againstMariya Muzychuk (UKR, 2563),Alexandra Goryachkina triumphed with apoint and half ahead of the first runner-up.

Anna Muzychuk (UKR, 2539) securedsilver medal with draw in the last roundand took the second place with 8 points.

Lagno Kateryna (RUS, 2554) and TanZhongyi (CHN, 2531) tied for bronze,each with score of 7 points. According tothe tiebreaks, Lagno Kateryna tookbronze.

The Candidates Tournament took placein Kazan, Russia, from 29th May- 19thJune, 2019. Everybody knows that the game immediately ends with checkmate orstalemate, provided that the move producing it was legal (see 5.1.1, 5.2.1).The so called dead position doesn’t get nearly as much attention, but itshould be quite familiar to all arbiters, because its identification can change aresult of a game.

rticle 5.2.2 states The game is drawnwhen a position has arisen in whichneither player can checkmate theopponent’s king with any series of legalmoves. The game is said to end in a‘dead position’.It makes sense for this to alsoimmediately end the game, since theultimate goal of the game is no longer inreach for either player - the game isover.

The first position that comes to mind istwo bare kings. Or that of king andknight vs. king, or king and bishop vs.king, etc. The game must end there; thatis very clear to everybody. There is aslightly more complicated position seenin figure 1 (below). White is about to playc5, which leads to a dead position.

Even though there are many pieces onthe board, it is not possible to win – tocheckmate the opponent’s king -because both kings are trapped on theirrespective sides and the pawns cannotmove, so the game ends immediatelyafter White makes the move c5. In suchcases, the players usually don’t protestand simply agree to a draw.A problem may occur in cases such asthe one in figure 2 (below). In thisposition, White went 48. Nc2+ whichends the game. It is no longer possiblefor either player to win, because the onlyseries of legal moves is 48. … Qxc2+49. Kxc2 stalemate. So if, for example,White’s flag falls after the move Nc2+, itis a draw, because the game hasalready effectively ended. And if thearbiter observes such position it is hisduty to declare a draw.
