Case Study

Client Profile:

Immediate Operational benefits to UCC filings, public record search & retrieval.

E-Filing:

E-Filing (Electronic UCC Filing)The Client’s business technology platform represents the most robust national resource uniquely dedicated to the needs of the lending and leasing industries and is constantly developing ways to improve efficiency in UCC(Uniform Commercial Code) handling as it relates to UCC filings, public record search and retrieval and portfolio management. The Client supports UCC submission using XML, WEB based technologies.

Business ChallengesThe client had grown inorganically in eFiling submission space. Multiple platforms and multiple applications were used to support Web and XML submission. Moreover technologies used (XML with VB 6.0 and WebFiling with text file based approach) were unable to support increasing volumes and required turnaround time. System did not have built-in fail safe mechanism to avoid duplication of filings, methods to discover failure reason and current status of any particular filing with-in its eFiling system. Huge increase in eFiling support by many US/Canadian states [19-Web, 7 -XML] is forcing Client to add support for them to remain competitive in the market. Though existing solutions were time-consuming, error prone and was costing business impact, due to client switching to other provider.

TDG presented architectural solutions to E-Filing system; impressed with the possibilities, TDG was invited to redesign E-Filing system for its proven strengths in executing end-to-end projects and strong project management expertise.

A nationwide provider of government compliance filing & search services with offices in more than 50 US cities. They are one of the largest and oldest regulatory compliance UCC filer in the industry. Their services include Public record searches, UCC filings, Flood zone searches & filing, Mortgage filings and Document retrieval services. These services are delivered through a combination of web based applications and local field offices.

Its client base is primarily financial institutions including banks, leasing companies, commercial finance organiza-tions, corporate credit management companies and title companies. T/DG SolutionsTDG solved the problem in two parts – by re-engineering a uniform business process to be used by all the Web/Xml/e-Recordation [real estate filings] submission and then building an application that would support the new process. A dedicated team of business, domain consultants and technical architects worked with the client to capture the as-is process and pain points. They also gathered scalability and performance requirements for the proposed design.

Design provided two distinct components for:

1. Common State Engine» For the ease of additions of new state support» Common platform to support XML, WEB and e-Recordation support» Scalability - support submission of 10,000+ filings each day for each state, 7 days a week.» Reliability - No manual intervention, reboot to servers.

2. State specific configurable Workflows» Parallel, multiple orders submission support to individual states» Accurate status tracking of each individual orders in the E-Filing system» No duplication of filings

The graphic here shows simplified design of the system.

BenefitsIt is estimated that the Return on Investment for the application will be realized in less than 1.5 years. This will be achieved by:

» Increased submission volume directly generated more revenue.» Ease of addition of e-Recordation created new revenue stream.» Development for new state support time is reduced from 6 months to 3 months.» Reducing license and technology replacement costs by retiring a multitude of legacy [BizTalk Server 2000, VB

6.0 code]» Improved turn-around time through improved reliability and quality of service.» Reduced support costs required by the architecture supported on .NET 3.5

Immediate Operational benefits to Customer» Faster and accurate submissions.» Submission volume increased to 10,000 filings in 5hrs and system uptime 24x7.» Increased customer satisfaction for Client.» Manual Operations team’s time was reduced by half due to detailed order level status availability and volume

supported.» Windows workflow based architecture, highly scalable and reliable.

Technologies Used» Net 3.5, Windows Workflow, ASP.NET, C#» Web services, Windows Services, AJAX, JavaScript, XSLT.» Oracle 10G» IIS 6.0

“Awesome job, everyone! Expectations have been exceeded by this group once again! I hope you are as proud of yourselves as I am of your accomplish-ment.”
