Duties & Responsibilities of Officers of JMPW
CWM/JMP
The Chief works Manager acts as overall in charge for ensuring the rated cum targeted
outturn by co-ordinating with officers under his control through effective working of all the
departments. As such in all matters relating to policy formation which concerns the
workshop, the Chief Works Manager Issues instruction as head of the department.
The Chief Works Manager is directly responsible to the Chief Mechanical
Engineer and the Chief Works Engineer for the efficient conduct of his workshop.
PS to CWM
1. Discharging of Secretarial work of by virtue of entrustment.
2. Co- ordination with Railways, Civil, and Local as well as PSU Authorities as per
time need.
3. Generation of regular MIS data along with framing of different booklets etc. during
VIP visit.
Dy.CME (W)
1) Monitoring of Wagon POH.
2) Monitoring of RSP work concerned to wagon POH.
3) Monitoring of Wheel Shop including Divisional requirement.
4) To act as Dy. Chief Rajbhasha.Officer.
5) To act Security officer of the Workshop.
6) Monitoring of Scout & Guide Activity as District Chief Commissioner.
7) Performing the duty & responsibility of CWM in absences of CWM.
DY.CME (PROD)
1. Organizing and monitoring procurement, repair maintenance, effective utilization
and timely condemnation of the Machinery and plant in the workshop.
2. Organize and monitor repair and salvage of repairable components of the
divisions and that of the workshop POH belts.
3. Audit cases pertaining to the shops.
4. Planning for modification of shops including annual M&P programme.
5. To constantly scrutinize & innovate the repair & manufacturing workshop
practices for simplification, improvement and cost effectiveness on life cycle
basis.
6. To constantly endeavour to improve the layout, workflow, material flow,
cleanliness, scrap management and staff welfare measures.
7. Any other job assigned by the CWM & CWE.
Dy.CME (Diesel)
1. Overall In-charge of Diesel POH shop, TMS, DCS, SMS and Diesel
Organization.
2. Organizing repair and maintenance of POH/IOH/SR of Diesel locos.
3. Strategic planning for Diesel POH activities including feed requiring co-ordination
with CMPE(ER & ECR) and NF Rly. Sheds.
4. Improving quality, reliability and safety of Diesel Locos.
5. Establishment matters & MPP related to the departments under administrative
control of Dy.CME (Dsl).
6. Industrial relations in the Diesel group of shops.
7. Material management related to Diesel POH and collection depot for DMW/PTA
items.
8. Utilization of the spare space available in DPS for diversification of shop viz.
BOXN manufacture, development of utility vehicle and POH of public sector and
private locomotives.
9. To constantly scrutinize & innovate the repair & manufacturing workshop
practices for simplification, improvement and cost effectiveness on life cycle
basis. To constantly endeavour to improve the layout, workflow, material flow,
cleanliness, scrap management and staff welfare measures.
10. Any other job as assigned by CWM&CWE.
Dy.CME(Mfg)
1. Monitoring for manufacturing of the BLC wagon, BOX ’N’, and fabrication of side
walls, end walls, doors etc for Wagon POH.
2. Production of various shop manufacturing items to cater the needs within the
workshop and other Division/Railway, PSU.
3. Monitoring for movement of road vehicle through TPT (Road).
4. Co-ordinate and monitor spare parts requirements.
5. All taxes related to Workshop activities.
6. Ensure super check of BLC wagon, & BOX’NHL’ wagon.
7. Attending management review Committee meeting.
8. Monitoring of modernization work for the workshop.
Dy.CME (PROJECT)
1. In charge of E.D.P. Centre of Jamalpur Workshop.
2. Technical certification in procurement, maintenance and condemnation of all
electronic data processing units of all departments in the work shop.
3. To act as Safety Manager for the entire workshop.
4. To act as Public Information Officer of Jamalpur workshop.
5. Implementation of ISO 9001: 2008 version of Quality Standard.
6. Processing for ISO 14001.
7. To act as Nodal officer regarding improving business administration through
leveraging technology.
8. To act as Nodal officer regarding CUG phone.
9. To arrange all types of training through both Railway and Non Railway
organization.
10. Conducting Management Review Committee meeting.
Dy.CME(Crane)
1. Overall quality control and technical guidance to related shops.
2. Policy correspondence with various divisions, Training planning of supervisors
and staff of divisions as well as Jamalpur workshop.
3. Procurement coordination with JMP stores and H/Q.
4. Failure investigation with remedial suggestions.
5. Quality control of welding as well as certification of welders.
6. Disposal of audit para & accounts report.
7. Monitor quality audit of assets.
8. TOT of new design 140 Ton crane, Drawing & Design office and CWM purchase
cell including T.R of all cases related with 140 Ton crane Mfg./POH/MLR.
9. Works contract cases of all projects.
Dy.CEE/JMP
1. In charge of electrical department at Jamalpur Workshop. Power supply to JMP
Railway establishments. Co-ordination with BSEB regarding power supply
matters.
2. In absence of senior scale officer in electrical department survey committee
member for condemnation/scrap disposal, Sr. Scale /JAG level TC. Similar TC
of sister department.
3. Electrical works in connection with water supply at Jamalpur, Munger pontoon &
barge repair etc. Energy conservation.
4. Electrical up keep & Electrical Maintenance of assets. RTI related works
concerning electrical dept. Any other work assigned by CWM, CEE/ER,
CME/ER.
Dy.CCMT
1. Overall In-charge of Metallurgical & Chemical activities of Eastern Railway, East
Central Railway (GMO, PTRU & MGS Sheds).
2. Cadre Control of M&C Wing such as selection, transfer, posting and training of
supervisory staff including Lab. Asstt.
3. Inspection and testing of Raw materials such as ferrous & non-ferrous items,
paint, oil & grease, rubber, coke & coal, chemicals etc. as well as other railway
products.
4. Failure investigation of Rolling stocks & other components with remedial
measures.
5. Calibration of all lab & shop measuring instruments.
6. Ultrasonic testing of Loco & Wagon Axles as well as Armature Shaft.
7. Quality control of welding and certification of welders.
8. Quality control & inspection in shops / sheds.
9. Disposal of draft para, audit para, stock sheet etc.
10. Coordination in the Stores items on procurement, TR for stock & non-stock.
11. Maintenance of Lab equipment / machinery / apparatus.
12. Any other job assigned.
DY.CMM/JMP
1. To ensure availability of all stock items and sending demands in time, chasing of
HQ POs and doing local purchase of urgent items.
2. Local purchase of urgent stock and non stock items
3. Inventory control.
4. Mobilisation of scrap generation, accountal and auction sale for workshop and
MLDT division scrap.
5. Establishment control including pay bill of stores staff of JMP depot.
6. Maintenance of assets like Electronic Weighbridges, Cranes, Truck, Fork lifter,
Tractor, Photo copier m/c, Computer etc. of JMP depot.
7. Work related to use and promotion of Rajbhasa.
8. Chasing of uncovered dues at HQ and chasing of covered dues with firms.
9. Budget preparation and review.
10. To deal with the court cases of JMP depot.
11. To deal with the stock sheets and audit cases of JMP depot.
12. Any other work assigned by CWM/JMP and COS/KKK.
DY.CAO(W)/JMP
Dy.CAO (W)/JMP will look after all the works related to Workshop Accounts
Office/ER/JMP and IRIMEE including Monthly PCDO to FA. & CAO, incorporating the
position of Stores Accounts Office, if any, to be received from Dy.CAO/W/Crane/JMP.
He will be associated as finance member of all tender cases at Sr scale & JA level both
for workshop & IRIMEE including spot purchase under CWM/JMP other than the
purchases made by CWM/JMP as per item 3(f) of USOP Pt.’C’. He will be the overall in
charge of Accounts Department of JMP workshop & report to CWM/JMP & FA & CAO
(WT).
DY.CAO(W)/JMP
Dy.CAO (W)/Crane/JMP will look after the entire work of Stores Accounts Office/JMP
including stock verification & auction. He will also look after the Workshop Time Office
and Audit & Inspection Section including verification of Leave Account. He will be
associated as Finance Member for all the tender cases under the purchase power of
CWM/JMP as per item 3(f) of USOP Pt.C. He will submit the monthly position related to
Stores Accounts Office, if any, to Dy.CAO/W/JMP for incorporation in monthly PCDO to
FA & CAO by 5th of the following month. He will work with the assistance of staff and
supervisors posted in the SAO’s office and SV section of JMP. However, for Audit &
Inspection he may take assistance of staff under control of Dy.CAO/W/JMP as and when
required.
WM(Crane)
1. Crane establishment, material management cell, computer cell, M&P/WP/RSP/Budget
/ Incentive, long term planning in crane shop to create various faculties for POH
activities.
2. All activities in crane shop with all financial & other cases.
3. Dealing with all financial & other cases of senior scale competency as per SOP.
P/PTS
1. Management & administration of Pilot Training School & Simulator Centre/JMP.
2. To insure that the training is provided both in PTS & Simulator as per the syllabus
prescribed in RB training module.
3. Keeping liaison with HQ for sending trainees adequately in every batches so that the
optimum capacity utilization is achieved.
4. Ensuring that the written examination, viva-voce test evaluation of written answer
sheets are held timely with strict compliance to the latest all instructions.
5. To interact with the trainees in class room and with the trained Loco Pilots in Engine
during footplate inspection for their further upliftment through training.
6. Planning for development of infrastructures and facilities required for PTS and Hostel.
WM (Dsl)
1. Achieving targeted outturn.
2. Ensuring availability of materials and spares to maintain targeted schedule.
3. Ensuring targeted output from concerned Assistant Works Manager.
4. Ensuring proper cleanliness and housekeeping.
PE:
1. To function as overall in charge as Branch officer for the following shops:

2. To provide working guidelines to APE and the shop SSE’s.

1. General – Divisional Town Engineer is over all responsible for the works done on
his behalf by Assistant Town Engineer, SE/W/Col/JMP, SE/W/WS/JMP & JE/P.
Way/WS/JMP.
2. Co-ordination with officials of other department e.g. Dy.CME/Prod/JMP.
Dy.CME/Mfg/JMP. Dy.CAO/W/JMP, Dy.CMM/JMP, WPO/JMP, Dy.CME/Dsl/JMP
and other branch officers of JMP/Workshop.
3. Knowledge of rule and regulation.
4. To accompany inspection of higher officials.
5. Inspection of building and structures specially referred by Assistant Town
Engineer.
6. Execution and monitoring of all the works being executed in his jurisdiction and to
keep track on progress of work.
7. Co-ordination with HQ regarding progress of work and weekly/monthly
expenditure.
8. Monitoring of budget allotment provided in the sanction estimate and revenue
expenditure.

SMM-D

dt.21.12.01 or any further revision).He will also be the overall Incharge of Receipt
Branch for all the activities.
3. Transportation Contract, AMC, Hindi Library.
4. LP/CP/LT/BT/RC- Following items up to their purchase power:

TPT (Rd) shop.
3. Responsible of material of BLC, BOXNHL and BVZI Wagon and also in charge of
Sub-store in GIF/BLC at TPT (Rd).
4. Procurement of tackles and Consumable items of a wagon through NSR/Imprest
Cash Purchase also.
5. Responsible of essential protective equipment.
6. Responsible of Marking, cutting and sub assembly of component of BLC,
BOXNHL and BVZI wagons.
7. Responsible of testing, Shot blasting, painting, NTXR and dispatch of BLC,

1. To assist the Dy.CME (Mfg) regarding the work of tender, quotation and estimate
preparation for ICF Bogie.
2. Establishment and administrative control of supervisor, ministerial staff and
artisan of BST, FS and DSS and Material Cell of Dy. CME (Mfg) Office.
3. Procurement and monitoring of consumables items welding and cutting machines
through NSR etc.
4. Manufacturing of ICF Bogie 13T/16T capacity.
5. Fabrication of Side Wall, End Wall for BOXN POH, BOXN-HL, BOXNR wagons.
6. Manufacturing of Doors for BOXN, BOBRN, and BOXNR wagons.
7. Manufacturing of BLC wagon components at BST shop.
VP/PTS
Monitoring the work of:-

ATE/JMP
1. General – The Assistant Engineer is responsible for the maintenance, execution
and safety of all works in his charge, for the accuracy, quality and progress of
new works and control over all expenditure in relation to budget allotments.
2. Essential Duties of Assistant Engineer –The essential duties in respect of works
are as under:-
(i) Inspection of all structures and their maintenance in a satisfactory and safe
condition;
(ii) Preparation of plans and estimates;
(iii) Verification of stores held by stock holders;
(iv) Submission of proposals for inclusion in the works programme and revenue
budget.
3. Knowledge of rules and regulation.
4. To accompany the inspection of higher officials.
5. (i) Inspection of Buildings and structures.

5. To ensure smooth running of Hospital.
6. To provide all articles and Linens required for Hospital use.
7. Responsible for maintaining discipline amongst them and initiate DAR proceeding
