1. INTRODUCTION

JRE Environment (JRE) was retained by Limerick City and County Council to complete a dust deposition

sampling programme at the Gortadroma Landfill site in Gortadroma, Ballyhahill, Co. Limerick. The site is

a closed landfill site with an operational bring centre. Monitoring and sampling was completed at on-

site sample locations to assess dust deposition concentrations from the site operations. Monitoring

locations are provided on Drawing Fig.2-A03, attached.

The site is licenced by the Environmental Protection Agency (EPA) under Waste Licence Ref. W0017-04

(Waste Licence). The dust deposition was completed in compliance with Schedule C.3 of the site Waste

Licence. This report deals with the findings of the dust deposition sampling event for Quarter 2, 2019

completed at six (6) pre-determined sampling locations (i.e., D1, D3, D4, D5, D6 and D7) outlined in

Schedule C.3 of the site Waste Licence. Sampling was completed between March and April 2019.

1.1. Dust Deposition

Dust includes particulate matter (PM) with a particulate diameter typically between 1 and 75 microns

(i.e., µm). Dust deposition typically occurs in close proximity to the source and the main impacts from

suspend particulates may be experienced within 500 m of the source as the airborne dust falls out of

suspension. Larger PM deposits closer to the source and the rates of deposition and the size of PM

decreases with distance from the source. Typically, the dust collected by dust deposition sampling is for

larger PM (i.e., between 35 – 75 µm).

1.1.1. Sampling Issues

There were no sampling issues recorded during Quarter 2, 2019.

1.2. Dust Deposition Regulatory Criteria

There are no National or European Union (EU) guidelines or limits for dust deposition concentrations. In

the absence of regulatory criteria, the recognised guidelines used for comparing dust deposition

concentrations is provided by the TA Luft Technical Instructions on Air Quality Control, July 2001 (i.e.,

350 mg/m2/day). These limits are included in Schedule B.1 of the site Waste Licence.

1.3. Dust Deposition Methodology

Dust monitoring was completed at pre-determined locations to assess dust deposition concentrations

arising from day to day operations at the site. Monitoring locations are provided in Table A and

Drawing Fig.2-A03.

Dust was measured using Bergerhoff dust gauges, which were exposed over a 28-day period to collect

bulk dust deposition. The method employed is based on the German Standard Method VDI 2119 and

collects total particulate matter. The gauge consists of a gauge bottle supported on a stand of

approximately 1.5 metres high. The apparatus consisted of a collection vessel with an open mouth

diameter of 93 mm with a collection sample bottle of 2.0 litres volume. When the sample period had

elapsed the sample vessels were checked for the presence of any unusual deposits such as leaves or

insects and these were removed before analysis of the samples took place. The samples collected were

then transferred to an accredited laboratory along with appropriate chain-of-custody documentation

for gravimetric (weight) analysis to determine the concentration of deposited material in each

collection vessel.

2. DUST DEPOSITION SCOPE OF WORK

The scope of work was to determine dust deposition concentrations at pre-determined sampling

locations included in the Site Licence. The scope of work included the following:

Complete dust deposition monitoring at six (6) locations within the Gortadroma site including those

outlined in Table C.3.1 of the site Waste Licence. Sample frequency was completed with reference to

Table C.3.1. of the site Waste Licence (i.e., Quarterly Monitoring events).

Complete dust deposition sampling with reference to the German Standard Method VDI 2119 (i.e.,

using Bergerhoff dust deposition sampler) consisting of gauge dust collection vessels of with a

diameter of 93 mm supported on a stand of approximately 1.5 metres high.

Collect dust deposition samples over a 28-day period and submit samples to an accredited laboratory

for gravimetric analysis.

Report dust deposition results to Limerick City and County Council.

3. DUST DEPOSITION RESULTS

The results of the dust deposition sampling programme completed in Quarter 2, 2019 are presented in

Table B and the analytical reports for the collected samples are provided in Appendix I.

The dust deposition concentrations were calculated from the dust content of the collection vessel (in

milligrams), the area of the mouth of the collection vessel and the number of days the collection vessel

is exposed for sampling. The final concentration is calculated to the general reference (mg/m2/day)

using the following formula:

4. DUST DEPOSITION CONCLUSIONS

The results of the dust deposition monitoring programme completed at the Gortadroma site indicated

that the dust deposition concentrations were less than the 350 mg/m2/day limit at all monitoring

locations during the second quarter sampling event in 2019.

No significant site work activities were taking place on site during the monitoring period and no major

sources of potential airborne dust were observed. The site was vegetated with limited exposed surface

areas with the exception of site roads. The potential for airborne dust impacts on off-site receptors is

considered to be minimal.
