The tower has a different façade on each side, summarizing the different functions on the building. Balance of form and function

The incorporation of a landscape creates a sense of equilibrium with its context

The use of multiple gardens, the courtyard, the fountains, and the groups of trees distributed all around the project establish a peaceful relationship with the context

The use of the tower emphasizes the tradition of the medieval city halls and in the same time breaks with the Wright-inspired horizontality
