The Dubai School of Government (DSG) is a research and teaching institution focusing on
public policy in the Arab world. Established in 2005 under the patronage of HH Sheikh
Mohammed Bin Rashid Al Maktoum, Vice President and Prime Minister of the United
Arab Emirates and Ruler of Dubai, in cooperation with the Harvard Kennedy School, DSG
aims to promote good governance through enhancing the regions capacity for effectivepublic policy.
Toward this goal, the Dubai School of Government also collaborates with regional and
global institutions in delivering its research and training programs. In addition, the School
organizes policy forums and international conferences to facilitate the exchange of ideas
and promote critical debate on public policy in the Arab world.
The School is committed to the creation of knowledge, the dissemination of best practiceand the training of policy makers in the Arab world. To achieve this mission, the School
is developing strong capabilities to support research and teaching programs, including
applied research in public policy and management;
masters degrees in public policy and public administration;
executive education for senior ofcials and executives; and,
knowledge forums for scholars and policy makers.
The Dubai School of Government is ofcially licensed by the Ministry of Higher Education and Scientic Research of the
United Arab Emirates to award degrees in higher education. The MPA program has been granted Initial Accreditation since
October 1, 2008.

The Dubai School of Government MPA program empowers aspiring
leaders from across the Arab world to successfully address the challenges
and maximize the opportunities they face as public sector professionals.
The program provides rigorous academic training with an emphasis on
the real-world practical application of theory. In addition to functional
and regional specializations, participants will gain a deep understanding
of the development of public administration internationally and within
the region. Close coordination with the Harvard Kennedy Schools Faculty
Advisory Committee ensures that the DSG MPA program meets the highest
international standards of quality.
Successful candidates for the MPA program will be selected from among
promising mid-career, in-service professionals with six or more years
of progressively responsible experience. Applicants should have held
positions of responsibility for supervision of staff, budget preparation, and
organizational control of public agencies, or executive responsibility for
policy analysis and planning. In line with the Dubai School of Governments
mission, the program aims to attract a diverse group of students from the
Arab region and other parts of the world.

The program begins with an intensive six-week session, followed by two
semesters of study, and concludes with a Public Administration Capstone
Exercise (PACE) that involves working with an organization on a specic
issue and providing recommendations for improvements. The program
requires 31 credits for the degree, and students are expected to complete
it in a full academic year if they enroll on a full-time basis. Alternatively,
they can opt for part-time studies that should be completed within a
three-year period.
The curriculum focuses on the training required for modern management
of the public sector. The core curriculum emphasizes leadership and
teamwork, the theory and practice of public policy, analytical and
communication skills, strategic planning, and an interdisciplinary approach
to problem solving.

SIX-WEEK INTENSIVE WORKSHOP PROGRAM

The six-week intensive workshop program is designed to focus on the analytical
and conceptual study skills that will serve as a foundation for the coming
academic year. A strong focus is placed on building the skills, both quantitative
and qualitative, that are needed for the array of courses in the MPA program.
The six-week intensive workshop program is required of all students pursuing the
MPA, and serves as a review of skills for mid-career professionals. In addition, this
intensive program gives students an opportunity to develop working relationshipswith classmates and program instructors, and to become acquainted with various
academic resources found at the Dubai School of Government and throughout
Dubai.

The Capstone Exercise
The Public Administration Capstone Exercise (PACE) is designed as an exercise that
uses and integrates skills that students have acquired through their course work.
Students are expected to work on a public management or public policy issue and toprovide recommendations for improvements based on analytical approaches.
Student PortfolioAn important goal of the MPA program is to link the academic knowledge acquired
at DSG with practical applications. Toward this objective, students are expected
to maintain a portfolio of their participation in guest lectures, policy debates and
colloquia which will be organized by the School throughout the program year. The
portfolio will include one 2-3 page reflection paper for each event.

The Dubai School of Government seeks candidates for the MPA program who
are committed to the ideals of public service. They should be highly motivated,
outward looking, open to new ideas, and able to share insights from their own work
experience. Applicants are evaluated on the basis of their academic preparation andthe depth and quality of experience, as demonstrated by work history, references,
and the applicants written analysis of past employment experience. Applicants
should satisfy the following admission criteria:
Four-year bachelors degree or equivalent from an accredited university or
college, earned with a minimum GPA of 3.0 (on a 4.0 scale)
Minimum TOEFL score of 550 or equivalent (computer-based TOEFL score
of 213, Internet-based TOEFL score of 79 - 80, or IELTS score of 6.0) Minimum of six years of relevant work experience
Candidates wishing to apply for the MPA program should submit the following

Students should check with the Ofce of Admissions for scholarship eligibility.
Those who are not eligible for scholarships may settle the tuition fee in a single
advance payment (AED 80,000), or with multiple payments for the total cost of
tuition (AED 90,000). Please contact the Ofce of Admissions for details.
Self-nanced students are expected to have their own laptop computer for the
duration of the program, as well as to set aside a budget of approximately AED
10,000 for textbooks and supplementary materials.
GRADUATION
A minimum CGPA of 3.0 is required for all students to graduate and receive the
MPA degree.
