The San Diego Submarine Spouses’ Fundraising Commit-
tee held their first annual Reindeer Dash 5k to support the
Dolphin Scholarship Foundation!! Forty-five Sailors and
their families came out full of festive cheer to run on
December 13, 2019. Participants had quite a surprise when
they were faced with a steep hill to climb in order to com-
plete the 3.1 miles course set by MWR’s Fitness Director!
The food and refreshments provided by “Breakfast in a
Dash” were greatly appreciated by the runners!
This event was made possible through the support of the MWR staff, Dolphin Scholarship Foundation, the San Diego submarine spouses and our Sailors. All funds raised from this event will support the Dolphin Scholarship Pro-gram.

Dolphin Scholarship Foundation took part in Fleet Fest 2019 held on Naval Station Norfolk this past October. The DSF team had a great time interacting with the huge crowd and spreading the word about our mission. DSF cartoon calendars, pins, and artwork were a big hit and helped raise money to fund the many scholarships we offer through the Dolphin Scholarship Program.

As we go roaring into the 2020’s, I would like to thank
all of our individual and corporate supporters for part-
nering with DSF for another great year of providing
post-secondary educational assistance to the children
and spouses of the submarine community. Also, thank
you to all the Submarine Officers’ and Chief Petty Officer Spouses’ Associations, Family Readiness Groups and subma-
rine commissioning committees for your outstanding support throughout the past year.
Just to put into context how vital our supporters are to the DSF mission, I would like to share some data points from the
Tax Policy Center, published by the Charity Navigator, the nation’s largest independent charity evaluator:
• The number of itemizers dropped from 37 million in 2017 to 16 million in 2018;
• The number of middle-income households claiming a charitable deduction declined from 17% in 2017 to
less than 6% in 2018;
• The 39% of households earning $86K to $150K that itemized in 2017 likely decreased to approximately
15%.
• Giving USA 2019 reported that there was an overall decrease in giving by 1.7% (adjusted for inflation)
from 2017 to 2018.
While these statistics clearly indicate a downward trend in philanthropic giving by individual donors, we are very grate-
ful to our loyal supporters for their unwavering support of the DSF mission and the Dolphin Scholarship Program as we
approach our 60th year of providing educational grants to the children and spouses of the submarine community.
As always, I would like to thank my wonderful team here at DSF for their hard work, positive energy and dedication in
2019, and for their eagerness and determination to make 2020 our best year ever!! Well Done!!

The Dolphin Scholarship Foundation bids a fond farewell to our former Chairperson, Lisa Richard. Lisa served as Chairperson for the last year. She and her family recently relocated to Offutt AFB, NE to accompany her husband, ADM Charles (Chaz) Richard who was recently assigned as Commander, United States Strategic Command.
During her tenure, Lisa’s positive attitude and vision were a valuable asset to both the foundation and the Hampton Roads Submarine Officers’ Spouses’ Association. We wish her all the best in her future endeavors.

On October 3, 2019 DSF held its 14th Annual Golf Tournament at the Virginia Beach National Golf Club. The participants enjoyed a fun-filled day of golf, capped off with a hearty lunch, awards and prizes. Congratulations to Commander, Submarine Forces for winning the Commander’s Cup! We would like to thank all of our generous sponsors and all of the golfers who came out to support DSF. We envision Dolphin Scholarship Foundation to continue to be the premier military scholarship program of the United States, as evi-denced by our professional management, successful fundraising ef-forts and continued increasing numbers and amounts of Dolphin Scholarships awarded to dependents of the Submarine Force.

Combined Federal Campaign
DSF will not be participating in the 2020 Combined Federal Campaign
(CFC). This decision is based on declining donor participation as well as
increasing fees (over 31% for DSF in 2019). We feel that participation in the
