– Phase-In, Key Personnel and Staffing• Phase-In: Comprehensive, realistic, minimum disruption.• Key personnel: Manager and any other personnel.• Staffing: All proposed positions and quantity of
personnel proposed for each position.
– Continuing Education Plan• Addresses all required areas of training in PWS.• Ensure highly trained and knowledgeable workforce.

• Evaluation– Best Overall Value to the Government
• Best Value Selection (BVS) in accordance with NFS 1871.6.
– The successful offeror will be determined based on the best combination of price and qualitative merit (including past performance) of the offers submitted.

• Evaluation Cont.– If all offers are of approximately equal qualitative merit,
award will be made to the offeror with the lowest evaluated price.
• However, the Government will consider awarding to an offeror with higher qualitative merit if the difference in price is commensurate with added value.
• Conversely, the Government may award to an offeror whose offer has lower qualitative merit if the price differential between it and other offers warrants doing so.
– The proposed prices will be reviewed for completeness and accuracy. The Firm Fixed Price (FFP) line items will be based on the proposed total amounts .
