Officers carried out 59 arrests and 136 warnings for violations between the Wyoming and Minnesota borders, placing several commercial vehicles and drivers out of service.

Their efforts resulted in a total of 385 arrested, 1,004 warnings all on Thursday, June 12 2014.

Totals for the operation included: · Speeding: 185 arrests, 466 warnings · Stop sign violations: 1 arrest, 5 warnings · Move-over law: 5 arrests, 26 warnings · Seatbelt violations: 46 arrests, 26 warnings · Driver license, insurance or registration: 46 arrests, 122 warnings · Drugs: 17 arrests · Other moving violations: 17 arrests, 76 warnings · Other non-moving violations: 4 arrests and 71 warnings

60 DPS officers, 11 Arizona Department of Transportation (ADOT) officers, 3 FMCSA inspectors and 3 Pinal County Sheriff’s deputies and one Apache Junction police officer, got down to business during this year’s Roadcheck 2014

Nationwide 3-day, around-the-clock commercial vehicle investigation from June 3 – 5

78 commercial motor vehicle (CMV) enforcement officers stopped and inspected 1,249 commercial vehicles in and around the Flagstaff area along Interstate 40

164 drivers and a total of 160 vehicles were placed out of service. Many vehicles were taken off the road for equipment violations

A number of logbook and licensing violations were found and many other drivers had well-exceeded federal standards for hours behind the wheel

DPS provided Driver Awareness Regulation Training (DART) to 293 drivers, spoke to upwards of 400 citizens on the importance of sharing the road with CMV’s and presented the “Teens and Trucks” program to 25 students at the Coconino High School in Flagstaff

Shows that, carriers with fewer than 20 vehicles are more than 3 times as likely to be identified as above the “intervention threshold” than

carriers with 20 or more vehicles.

Shows for five out of six BASICs, the Crash Indicator, and the high-risk designation, the GAO alternative scoring method identified a higher percentage

of individual carriers above the intervention threshold that actually crashed compared with FMCSA’s existing method.

Truck fleets will have to redouble their efforts to stay ahead of the curve on CSA in order to protect their BASIC scores – which are coming under increasing scrutiny by law enforcement agencies and regulatory agencies like FMCSA as well as shippers and insurance companies.

We’ve come through Phase 1 of the CSA which was the actual launch of the program and understanding how it would work. Now we’re entering Phase 2, which is the actual intervention phase which CSA was all about in the first place.

New CSA requirements are looming and the program itself is being used (and abused) in ways never intended.

A primary internal purpose of the CSA program was to force motor carriers into using electronic logs.

New CSA realities now require fleets to use doctors with a Medical Providers Certification to gauge the health of their drivers.

Effective as of May 21st, 2014, Your drivers must get a full, complete physical to drive.

A brand-new requirement calls for the government-certified doctor to, in turn, be re-certified by the fleet as well.

“You have to place a note in the driver’s file that the doctor who passed him or her as fit for duty is government certified, you have to go to the FMCSA website and verify they are certified.

Hair testing for CSA’s driver drug and alcohol clearing house may soon be required.

Best advise is to be proactive on this front now. It is recommended to check your database on every driver to ascertain whether they’ve had a prior drug or alcohol violation and follow up to make certain they are in compliance now.

Fleets can expect a sleep apnea test to round out the medical certification process for drivers.

The bottom line is that fleets are simply going to have to be more hands-on in helping their drivers get and keep their medical cards. It will take more time, more resources and more people to do so.
