Research to Inform Program Planning

• One of the differences between research done in academia and research done in context in service delivery systems is that the latter is meant to be used to inform service delivery and change programming to be more effective;

• For us, the research questions revolved around…o How do we apply our intelligence on the role of industry clusters in

local economies to what we do day-in and day-out with people in the one-stop center?

o Do we need a more rational way to talk to people about how folks move up, down, and across in their Career Pathways?

o Could we be more productive and effective in our placement and retention performance expectations by being better communicators of what we discovered about Career Pathways?

Industry Cluster Analysis

• Designed to find industries in the local economy that have a competitive advantage;

• Possible to pick industries on which to concentrate by looking at size, growth, competitiveness, and average wage;

• Analyst allows one to look at jobs within industries by using Staffing Pattern report;

• Over time, we began using Inverse Staffing Pattern which confirmed our anecdotal information…occupations and the skills that accompany them also move laterally
