1. Description of the qualification
1.1. Purpose
This Qualification has been developed to assist with the advancement of people
across Mining; Quarrying; Construction; Electricity, Gas and Water supply; and
Sanitation in which industrial safety operations are carried out. The intention of
this qualification is to assist:
• Those who have been in the workplace for a long time, by using the
recognition of prior learning process to assess and recognise
workplace skills acquired without the benefit of formal education and
training;
• New entrants, by describing the learning outcomes required to
participate effectively, e.g. in a structured workplace programme;
• Education and training providers, by providing guidance for the
development of appropriate learning programmes and assessment
documentation;
• Employers, by enabling skills gaps to be identified and addressed
ensuring that productivity levels are increased and business objectives
achieved.
As a result, this qualification provides opportunities for self- or paid employment
acting as a reward for contributions to society by facilitating social and economic
transformation, empowerment and general upliftment of occupational health and
safety industry and country in general.
1.2. Outcome for whole qualification
Holders of this qualification are able to apply control measures for hygiene
stressors in the workplace, apply firefighting techniques, apply health and safety

principles within a workplace, conduct workplace safety preliminary
investigations, demonstrate knowledge of basic illumination in a workplace,
provide basic First Aid, identify basic computer equipment and accessories,
Use basic Internet and email applications and demonstrate knowledge of HIV and
AIDS.
2. Regulations for the qualification

This qualification will be awarded to people credited with a minimum of 46
credits, and who have met the requirements of the compulsory sections.

Range: • Inspection protocols may include but are not limited to personal protective
equipment, methodology, time frames, administration, logistics and

learner's specific work environment and area of responsibility.
Performance Criteria
1.1 Relevant legislation applicable to the workplace is analysed in order to ensure compliance to legal requirements.
1.2 Information and training required is described in terms of meeting legal requirements for occupational health and safety inspections.
1.3 The impact of the organization’s non-compliance is explained in terms of possible consequences to both employer and employees.
Element 2: Prepare for a health and safety inspection
Performance Criteria
2.1 Briefing of inspection team is conducted in line with workplace procedures.
2.2 Workplace environment check lists is prepared in terms of specific inspection requirements.
2.3 The preparation of relevant documentation with regards to legislative and organizational requirements is demonstrated.

2.2 The process to be followed in dealing with addiction or dependency is explained with reference to the team member's or manager's role in intervening in the situation.
2.3 Situations where it would be necessary to refer an employee for assistance are identified and an indication is given of available professional support structures.

1. Description of the qualification
1.1. Purpose
This Qualification has been developed to assist with the advancement of people
across Mining; Quarrying; Construction; Electricity, Gas and Water supply; and
Sanitation in which industrial safety operations are carried out. The intention of
this qualification is to assist:
• Those who have been in the workplace for a long time, by using the
recognition of prior learning process to assess and recognise
workplace skills acquired without the benefit of formal education and
training;
• New entrants, by describing the learning outcomes required to
participate effectively, e.g. in a structured workplace programme;
• Education and training providers, by providing guidance for the
development of appropriate learning programmes and assessment
documentation;
• Employers, by enabling skills gaps to be identified and addressed
ensuring that productivity levels are increased and business objectives
achieved.
As a result, this qualification provides opportunities for self- or paid employment
acting as a reward for contributions to society by facilitating social and economic
transformation, empowerment and general upliftment of occupational health and
safety industry and country in general.

Elements and Performance Criteria Element 1: Plan and prepare for work Range Planning and preparation is to include but is not limited to worksite inspection, equipment defect identification, assessment of conditions and hazards and determination of work requirements. Performance Criteria 1.1 Work instructions, including plans, specifications, quality requirements and
operational details are obtained, confirmed and applied. 1.2 Safety requirements are followed in accordance with safety plans and policies. 1.3 Sign and barricade requirements are identified and adhered to. 1.4 Plant tools and equipment selected to carry out tasks are consistent
requirements of the job, checked for serviceability and any faults are rectified or reported prior to commencement.
1.5 Environmental protection requirements are identified and applied in line with
environmental plans and regulatory obligations. Element 2: Work safely on scaffolding and work platforms Range Hazards associated with working on scaffolds and work platforms may include but are not limited to falls, overloading, electrocution, faulty components. Tools and equipment include but are not limited to limited height timber scaffolding, putlog scaffolding, metal scaffolding, independent scaffolding and mobile scaffolding and simple work platforms. Evidence of the use of two types of scaffolding and one simple work platform is required for assessment purposes. Performance Criteria 2.1 Hazards associated with working on scaffolds and work platforms are identified
in line with workplace procedures. 2.2 Personal protective equipment is selected and used whilst working on scaffolds
and work platforms in line with workplace procedures. 2.3 Work is safely performed from work platform or work scaffold in line with
workplace procedures.

Element 3: Work safely on ladders and hoists Range Tools and equipment include but are not limited to single and extension ladders, step ladders, trestle ladders. Evidence of the use of two types of ladders is required for assessment purposes. Performance Criteria 3.1 Hazards associated with using ladders in electrical lines installation are
identified in line with workplace procedures. 3.2 Three points of contact are maintained whilst climbing up and down ladders in
line with workplace procedures. 3.3 Work is safely performed from ladder and hoist in line with workplace
procedures.

1. Description of the qualification
1.1. Purpose
This Qualification has been developed to assist with the advancement of people
across Mining; Quarrying; Construction; Electricity, Gas and Water supply; and
Sanitation in which industrial safety operations are carried out. The intention of
this qualification is to assist:
• Those who have been in the workplace for a long time, by using the
recognition of prior learning process to assess and recognise
workplace skills acquired without the benefit of formal education and
training;
• New entrants, by describing the learning outcomes required to
participate effectively, e.g. in a structured workplace programme;
• Education and training providers, by providing guidance for the
development of appropriate learning programmes and assessment
documentation;
• Employers, by enabling skills gaps to be identified and addressed
ensuring that productivity levels are increased and business objectives
achieved.
As a result, this qualification provides opportunities for self- or paid employment
acting as a reward for contributions to society by facilitating social and economic
transformation, empowerment and general upliftment of occupational health and
safety industry and country in general.

1.2. Outcome for whole qualification
Holders of this qualification are able to demonstrate knowledge of HAZOP, carry
out incident management procedures, monitor occupational hygiene aspects, and
prepare budgets in a health and safety environment.

This qualification will be awarded to people credited with a minimum of 19
credits, and who have met the requirements of the compulsory sections.

Element 1: Demonstrate knowledge of the technical requirements for leading a HAZOP study in the workplace Range
Common process equipment and control systems include but are not limited to – heat
exchangers (plate, shell, tube), pumps, motors, valves, switches, transmitters, non-
return valves, pressure relief devices.
Performance Criteria
1.1 Failure modes, common process equipment, and control systems are explained in accordance with organisational requirements.
1.2 Acts and regulations which impact upon decisions made during a HAZOP study are outlined in terms of their scope.
1.3 Process safeguarding and protection analysis are explained in accordance with organisational requirements.
1.4 The role of the HAZOP leader and the project manager or engineer is outlined in terms of putting into action items arising from the HAZOP study.
1.5 Methods of quantitative risk assessment are explained in terms of their application and putting into action items arising from the HAZOP study.
Element 2: Conduct a HAZOP study in a workplace
Performance Criteria
2.1 Agenda for a HAZOP review is prepared in accordance with organisational requirements.
2.2 Meeting documentation requirements are defined in accordance with organisational requirements.
2.3 Nodes of an appropriate size are identified and marked up in accordance with organisational requirements.
2.4 Guide-words are applied to nodes, the outcome documented and any consequences determined in accordance with organisational requirements.
2.5 Any non-ideal situations arising during a HAZOP meeting are dealt with in
accordance with organisational requirements. 2.6 Hazard analysis procedures to be used to analyse results of the HAZOP study
are outlined in terms of the type of information that will be produced.
2.7 Tools used in hazard analysis procedures are selected in accordance with organisational requirements.

2.6 Variances are determined by comparing the actual expenditures and revenues
to the safety plan and its budget.
