engineering services. Elisabeth works in areas relating

to regulatory compliance, assisting clients with Spill

Prevention, Control and Countermeasure (SPCC)

plans, hazardous waste tank assessments to certify

the tanks’ integrity, stormwater pollution prevention,

and implementation of Best Management

Practices. She is lucky to do lots of field work, such as the water sampling to support aquatic pesticide

application permitting for reclamation and irrigation

districts, who supply irrigation water to farmers. A

project that she particularly enjoyed was assessing

sediment loads in stormwater detention ponds for a

municipal client. Using a small fishing boat and sonar

device, Elisabeth and other staff made transects

across the ponds to collect water depth

measurements. These measurements were used

along with as‐built drawings to map the pond’s bottom surface and the areas of sediment

buildup. Elisabeth was a SWE member during college

and was the 2011‐12 Chapter President. She wisely

signed up for SWE’s Collegiate to Career membership

and got her first professional year free. She’s already attended her first Sac Valley event, the Quarterly

Lunch in downtown Sacramento. In her spare time,

Elisabeth loves outdoor activities, including hiking,

swimming, canoeing, and gardening. She also wants

to get back into sewing, which she’s done a lot in the past. Welcome to SWE Sac Valley, Elisabeth!

SWE Sac Valley Seeks Leaders for Fiscal Year 2015/2016

You’ve seen them every year. If not yet, you will if you

stick around. One is coming soon. It’s the ballot for 2015‐16 Sacramento Valley Section officers, including

President, Vice‐President, Section Representative, and

Treasurer. Would you like to run for one of these or

coordinate a program or event? We want to inspire

you to join the SWE SVS leadership and see YOUR

name on the ballot!

To be recognized by the SWE mother ship, our Section

needs to hold an election each year for the four

offices in blue above. This means mailing you the

ballot, you returning it, and concluding the election

before June 30. These four primary officer positions

are described on the list below.

Besides those elected positions, there are many other

positions (also on the list below) where volunteers

lead the Section’s programs and events. These

activities all have the goal of furthering SWE’s mission,

in particular to inform young women, their parents,

counselors and the public in general about the



qualifications and achievements of women engineers

and the opportunities open to them, and to support

women engineers in their careers.

Many hands make it all happen, and we need your

hands in the mix. We have quite a few committed

volunteers already on board, as you’ll see below. This is a really safe crowd with which to try out new things

and enhance your leadership skills. There are a lot of

experienced SWEsters who can help you with

direction and guidance. Go on, pick a position and run

with it! Notify Wendy Cohen of any interest in the

elected positions by 30 April at [email protected].

Here’s who keeps our Section headed towards its goals:

President. Lead us around, hold a meeting early in the

year to start planning the annual calendar of events,

hold quarterly business meetings, interact with other

SWE leaders to manage SWE business, keep us on our

toes and connected with the SWE mother ship, and

write a President’s Column every other month for the

newsletter. Thank you, Lyndsey Croghan, for being

President for the past two years.

Vice President. Close teammate with the President. A

President without a VP is in a difficult place. The VP

works in partnership with the President, and together

they run the “business end” of the Section.

Treasurer. Handle the finances, prepare financial

reports, and ensure Section funds are spent in a

fiscally sound manner. Thank you, Vyomini Upadhyay,

for being Treasurer the last two years.

Section Representative. Interface with SWE folks at

the Regional level, share word of our Section with

other Sections, and bring ideas and policies of our

Region back to us. Paula McDonald has served as

Section Rep for many years and is willing to continue

but offers it up to anyone else who is interested in the

bigger picture of SWE, if one of you would like to give

it a whirl.

Scholarship Selection Coordinator. Work starts

around January. Notify schools that the application

window is open, invite our members to be application

reviewers, receive and distribute the applications to

the reviewers, select the winners, make their day, and

introduce them at our annual awards dinner and

fundraising event. Job is over May or June. Thank you,

Sarah Christian, for being our Scholarship Selection

Coordinator this year.

Scholarship Fundraiser Co‐Coordinators. This is a

partner position for two people. Start around

October, select a date, place and theme for the event,

prepare a flyer, and solicit membership to write

letters asking for donations for scholarships, silent

auction items and raffle prizes. Thank you, Amy

Terrell and Wendy Cohen, for organizing the 2014 and

2015 fundraisers. They have kept good records for

these events and would be happy to pass the task on

to new folks for 2016.

Website Administrator. Keep our Section website

updated. Our website was recently standardized with

a format provided by the SWE mother ship. It’s now very easy for any amateur to follow the directions and

get things posted and updated. Learn a new trick and

help out the Section at the same time. Many thanks to

Lyndsey Croghan and Amy Terrell for completely

revamping the website, making it functional and up‐

to‐date as well as visually appealing.

Newsletter Editor. Compile and copy edit the

bimonthly newsletter using member submittals and

other sources, lay out the newsletter to be visually

appealing and informative, and prepare cover email

to transmit the newsletter to the membership. Thank

you, Christine Rice, for taking on the task the last

couple of years of handling our newsletter! Christine

is rewarded when you send her an article and any

other item of interest to our members. Write

something, thrill her to pieces. Contact her at

Raising High Speed Rail Awareness

The June 2010 U.S. High Speed Rail Association

(USHSR) (www.ushsr.com) Los Angeles Conference

included a session on “Women in High Speed Rail”

featuring Becky Johnson (Siemens), Jo Linda

Thompson (Association for California High Speed

Trains), and Ashley Hand (Rail LA), underscoring the

importance of women in delivering High Speed Rail

(HSR) projects nationwide. Such projects offer

opportunities for engineers across multiple

disciplines. It is important for engineers to

understand: (1) why America is not on board, (2) what

efforts California is taking to get America on board,

and (3) what the local engineering community can do

to raise awareness.

In the 1950s, Southern Pacific Railroad (SPRR) deemed

connecting Los Angeles and San Francisco via HSR “an

excellent idea”. In 1964, Japan launched the world’s

first HSR system, the Shinkansen. Many nations

followed suit. Yet 51 years later, America is still not on

board due to: (1) “The Parties Versus The People”

(Mickey Edwards), (2) “The Koch Brothers Exposed”

(Robert Greenwald), and (3) spending priorities. At

$600.4 billion annually, America leads the world in

defense spending, the same as the next ranked 14

nations combined. The USHSR (www.ushsr.com)

advocates for a $20 billion annual investment in HSR,

which is only 12 days worth of defense spending.

California is one of several states charting a more HSR

friendly course for America. In November 2008, voters

approved Proposition 1A, The High Speed Passenger

Train Bond Act. In July 2012, the Assembly (51‐27) and

Senate (21‐19) approved $2.7 billion to match the

$3.3 billion Federal contribution. In June 2014, the

Legislature approved allocating 25 percent of the Cap
