Draft Minutes of the Ingoldisthorpe Parish Council meeting held in the Village Hall, Ingoldisthorpe on Wednesday 6 th February 2019 at 7pm. Present: Cllrs James Wilson, Nick Bithray, Carole Casey, Darren Heffer, Caroline Marten, Nick Redwood, Kathy Wallace, the Clerk. 1. APOLOGIES FOR ABSENCE Cllr Pratt, Borough Cllr Ian Devereux and County Cllr Dark. 2. APPROVE MINUTES OF THE LAST COUNCIL MEETING – Minutes of the meeting held on 2 nd January 2019 were approved & duly signed by Chairman Wilson as a correct record. 3. RECORD DECLARATIONS OF INTEREST IN ANY ITEMS TO BE DISCUSSED – None. 4. TRIBUTE TO COUNCILLOR SPINKS – Cllr Wilson spoke about the sad loss of Councillor Tony Spinks, how he had always given so much to the Community both outside of and as a Member of the Parish Council which he had served on for over 30 years. 5. ALLOW PUBLIC PARTICIPATION – None present. 6. MATTERS ARISING FROM PREVIOUS MINUTES – None. 7. AGENDA (a) Update from the Borough Council & County Council. Not present, update March. (b) Allotments i. The vote on the Gate lock is 11 votes for installing a lock, 2 against and 3 no preference. Clerk to purchase send letter to allotment holders and purchase lock. ii. The two issue allotments have both had fires to tidy them a bit although one rent is still outstanding and the Council is unsure of their intentions. iii. There are 4 people on the waiting list, 2 already hold tidy allotments and the other 2 are new to allotments and want a smaller plot. Plot 11 will be split into two 1/16 th plots to accommodate those new to allotments. iv. A discussion on deposits was raised by Cllr Wilson. Council resolved to ask for £100 for full 1/8 th acre allotments and £50 for half (1/16 th acre) allotments going forward. (c) Memorial Orchard Garden i. Council discussed and resolved to purchase a seat to commemorate Tony Spink's services to the community & Parish Council. Clerk to bring costs to March meeting. ii. Opening Event planned for weekend of 27 th / 28 th April iii. Working party being set-up for those interested in the Village who want to help (d) Mobile Post Office – Clerk received call from PO, service to start mid-late March 2019 i. Suggested site for the long wheel base Van is the Village Hall car park / road outside ii. Ingoldisthorpe's time-slot is THURSDAY's between 1:15 and 2:15pm iii. Posters and publicity will occur nearer the time iv. For the information of residents it will be at Snettisham Memorial Hall 10:45 – 12:45 (e) Community Speedwatch – Cllr Wallace met with Terry Austin of Stanhoe who has been running their group for 10 years. 6 volunteers minimum are required to commit to 1 hr per week. If more volunteers the time would be less but at least 3 need to be on the spot at one time. Signs warning vehicles that it is happening must be put-up. The group only monitor speeds and report details back to the police. Speeders get sent a letter and after three the police visit them. Council thanked Cllr Wallace for her detailed research, discussed the matters and decided against setting up a group due to lack of volunteers. Page 1 of 3

(f) Agnes Bigge – Cllr Casey and the WI have arranged to host a Soup & Sandwich lunch next Saturday. They have leaflet dropped the people they know are older, at least 38 people are going. They think they will be able to put on more than one event and their intention is to bill the Agnes Bigges charity once they (the WI) has hosted the event.

(g) ISSC Lease – The lease has been completed for another 7 years. Cllr Bithray and Cllr Wilson have signed the lease on behalf of the Parish Council. The lease remain the same apart for a slightly higher rent of £6k in the event of any future issues.

8. Planning – Council discussed the planning applications 19/00096/F and 19/00097/LB below. No other planning applications were received between the Agenda & the meeting:

(a) Consultation re: name of development opp. 147 Lynn Road 'Hill View Close'. Noted.(b) Discuss new application below and any received post Agenda publication.

(c) Castle Rising appeal to PC against housing development. Noted. The Councillors had missed the meeting and were not sure how to offer any support.

(a) Cllr Casey had an incident with a van parked 4ft from the junction of Hill Road. Could double yellow lines be painted on the road? If funding is successful for building out the kerb in a couple of months this may help the situation.

(b) Cllr Bithray raised an issue that the Village Hall Committee (VHC) are struggling with therelatively new heating system and if the PC could help out financially it would be greatlyappreciated. Cllr Wilson commented that the VHC need to lay down what they would like from the PC.
