DRAFT FY 2018-2021 S T I P Virginia provides many opportunities for the public to provide input on transportation projects and priorities as part of the continuing transportation planning process for the development of the SYIP and STIP. These opportunities include: federally required public involvement for each MPO’s TIP, participation in Fall Transportation Meetings, and participation in public meetings on the SYIP held each spring. What is the STIP? The Statewide Transportation Improvement Program, or STIP, is Virginia’s federally required, four- year transportation improvement program that identifies those transit and highway construction and maintenance projects that will utilize federal funding, or for which federal approval will be required. The STIP includes: all federally funded and all “regionally significant” transportation projects multimodal projects (highway, passenger rail, freight, public transit, bicycle and pedestrian), and projects on roadways in Virginia’s National Parks, and National Forests. The STIP must include all projects in a MPO TIP (Metropolitan Planning Organization Transportation Improvement Program). The STIP must also include all projects in non-MPO areas. Federal regulations require each state to produce a STIP at least once every four years and must: demonstrate financial constraint – to show that a state is not scheduling more transportation projects for construction than it has funding to support; and certify that a state’s transportation program conforms to federal air quality regulations. Virginia’s STIP is updated at least every four years and is based upon the state-required Six-Year Improvement Program, or SYIP, which is updated annually and must be approved by the Commonwealth Transportation Board. All projects in the SYIP that are eligible for federal funding are included in the STIP. What is Underway? MPOs are currently developing their Draft TIPs and moving through their public participation processes. MPO Draft TIPs are expected to be finalized during April and May and will be incorporated without change into Virginia’s Draft STIP along with non-MPO projects. The non-MPO area project lists are provided here for review; the Draft STIP will be made available on VDOT’s website for a minimum of 30 days. DRAFTFY 2018-2021 S T I P

Virginia provides many opportunities for the public to provide input on transportation projects and priorities as part of the continuing transportation planning process for the development of the SYIP and STIP. These opportunities include: federally required public involvement for each MPO’s TIP, participation in Fall Transportation Meetings, and participation in public meetings on the SYIP held each spring.

What is the STIP?The Statewide Transportation Improvement Program, or STIP, is Virginia’s federally required, four-

year transportation improvement program that identifies those transit and highway construction and maintenance projects that will utilize federal funding, or for which federal approval will be required.

The STIP includes:

all federally funded and all “regionally significant” transportation projects

multimodal projects (highway, passenger rail, freight, public transit, bicycle and pedestrian), and

projects on roadways in Virginia’s National Parks, and National Forests.

The STIP must include all projects in a MPO TIP (Metropolitan Planning Organization Transportation Improvement Program).

The STIP must also include all projects in non-MPO areas.

Federal regulations require each state to produce a STIP at least once every four years and must:

demonstrate financial constraint – to show that a state is not scheduling more transportation projects for construction than it has funding to support; and

certify that a state’s transportation program conforms to federal air quality regulations.

Virginia’s STIP is updated at least every four years and is based upon the state-required Six-Year Improvement Program, or SYIP, which is updated annually and must be approved by the Commonwealth Transportation Board. All projects in the SYIP that are eligible for federal funding are included in the STIP.

What is Underway?MPOs are currently developing their Draft TIPs and moving through their public participation

processes.

STATEWIDE TRANSPORTATION IMPROVEMENT PROGRAM

DEVELOPMENT

The Project Grouping section of the STIP report lists NonMPO groupings by district followed by MPO groupings for the

MPOs that fall under a district. For each grouping, the report provides the total cost and the amount and source of planned

obligation by phase.

The Project section of the STIP report provides the project description and the amount and source of planned obligations by

phase for each project that cannot be grouped for environmental reasons or by request of an MPO.

MATCH is the required state and other

matching funds that correspond to

planned federal obligations.

PLANNED OBLIGATIONS are listed by

by fund source for each phase.

See Appendix B for a complete

list of groupings with definitions.
