Appendix A – GLOSSARY OF TERMS Appendix B – AIRPORT LAYOUT PLANS
The purpose of the Airport Layout Plan (ALP) Update and Business Plan is to provide the Texas Gulf Coast Regional Airport (LBX), the Texas Department of Transportation – Aviation Division (TxDOT), and the Federal Aviation Administration (FAA) with a clear vision of the necessary LBX improvements over the next 20 years. The report will also include an updated ALP drawing set, which is a drawing of the airport showing current and future conditions. The updates to the ALP set will focus on the facility changes that have occurred since the completion of the last master plan update in 2010 and on the development direction of planned future projects. This study also includes a business plan component. Specific objectives for this study include the following:
Review the airport’s planning, business, development, and staffing needs and recommend best implementation strategy for airport/FBO success and economic self‐sufficiency;
Review/update/initiate as needed – airport guiding documents in conformance with applicable FAA guidance and orders;
Identify strategic initiatives for airport development, operation, and marketing;
Identify potential partnering opportunities with area schools or other businesses to promote aviation education and business uses and opportunities;

Develop strategic plan including updated/new vision and mission statements; and,
Provide strategies to protect the airport from encroachment and incompatible land uses. The ALP Update and Business Plan is being prepared in accordance with FAA requirements, including Advisory Circular (AC) 150/5300‐13A, Airport Design; AC 150/5070‐6B, Airport Master Plans; and FAA ARP Standard Operating Procedure (SOP) 2.00 – Appendix A – ALP Review Checklist. The following paragraphs outline the study background, objectives, study elements, and process.
PROCESS The Airport Layout Plan Update and Business Plan is prepared in a systematic fashion pursuant to the scope of services that was coordinated with the airport sponsor (Brazoria County) and TxDOT. The study includes the following elements: ELEMENT 1 | Study Initiation – Development of the scope of services, budget, and schedule. A project website will also be set up to distribute project materials to the public. This element also includes conducting sessions with LBX staff to shape/update the airport’s vision and mission statements. ELEMENT 2 | Inventory of Existing Conditions – Inventory of facility and operational data and wind data. This step establishes existing airfield facility conditions and capacities and identifies existing environmental conditions at the airport. ELEMENT 3 | Aviation Demand Forecasts – Aviation demand levels at the airport (based aircraft, operations, and air taxi demand) are forecasted to establish the existing and ultimate critical design aircraft. The forecasting approach utilizes the FAA’s Terminal Area Forecast (TAF), as well as regional and local socioeconomic and aviation trends. The forecasts will ultimately be submitted to TxDOT for review and approval. ELEMENT 4 | Facility Requirements and Alternatives – Determinations will be made for the airport’s facility requirements for existing, short‐term, intermediate‐term, and long‐term timeframes based upon both the critical aircraft and updated forecasts. Evaluation of various development alternatives to accommodate current and forecasted facility needs for airside and landside facilities. ELEMENT 5 | Airport Plans and Land Use Compatibility – Airport layout plans will be developed to depict the recommended development concept. The drawings are developed to meet the requirements of FAA’s Standard Operating Procedure (SOP), Standard Procedure for FAA Review and Approval of Airport Layout Plans (ALPs), effective date October 1, 2013. The updated ALP set will be included as Appendix B to this study. The airport’s noise exposure and land use compatibility will also be evaluated. An environmental overview will identify any potential environmental concerns that must be addressed prior to the implementation of the recommended development program. ELEMENT 6 | Financial Management and Development Program – Development schedules and cost estimates will be prepared for the recommended concept, and potential federal and state aid for specific

projects will be identified. A five‐year Capital Improvement Program (CIP) and financial analysis will be prepared to identify capital funds required by the Airport Commission to accomplish each proposed stage of improvements for the airport. ELEMENT 7 | Final Drawings and Reports – Final report documentation will include a technical report (printed and digital formats) and full‐size/full‐color copies of report exhibits and drawings produced for the study. ELEMENT 8 | Airport Business Plan – The business plan will explore various business planning elements, including airport operational review, airport guidance document review/updates, FBO analysis, and other airport operational considerations.
SWOT ANALYSIS STRENGTHS, WEAKNESSES, OPPORTUNITIES and THREATS (SWOT) The purpose of a SWOT analysis is to categorize actual and perceived strengths, weaknesses, opportunities, and threats. In performing the SWOT analysis, strengths and weaknesses are internal to the organization while opportunities and threats are external. The results of the SWOT analysis serve to document the planning team's understanding of the airport and the organization. The four components of the SWOT analysis are: Strengths – internal items accomplished particularly well or unique assets of the airport or the organization, especially in comparison to competitive and comparable airports or organizations. Strengths need to be preserved, built on, and leveraged. Weaknesses – internal items that: 1) are not accomplished particularly well; 2) hinder or prevent desired performance; or 3) are acutely lacking or need improvement. Weaknesses need to be addressed and remedied. Opportunities – external items that could help realize the mission and vision for the airport. Opportunities may be identified by studying changes or trends within the industry, the marketplace, or the community. Opportunities need to be seized or capitalized on. Threats – external items that could threaten the realization of the airport's mission and vision. As with opportunities, threats are typically identified by studying changes or trends within the industry and the local marketplace. Threats need to be managed, or if possible, eliminated. The results of the SWOT analysis conducted with the study’s Planning Advisory Committee (PAC) at the initiation of this project are presented below.
