EXECUTIVE SUMMARY

0.1 Background

Bharat Petroleum Corporation Limited (BPCL), a Govt. of India Enterprise, is the

highest ranked Indian public sector company in the prestigious Fortune 'Global 500'

listing, having 242nd

position in 2014. BPCL is engaged in refining and marketing of

petroleum products. The company is India's one of the largest commercial enterprises.

Oil marketing companies have projected an increase in demand of Liquefied

Petroleum Gas (LPG) in future due to increase in its domestic use. The demand is

likely to increase substantially over the years to come. Even in the present scenario, it

is very difficult to meet the market demand of Raipur region and adjoining areas by

Bharat Petroleum Corporation Limited. As per directive of the Ministry of Petroleum

and Natural Gas, Government of India, different Oil companies are required to

augment / construct new facilities to meet the growing demand.

M/s. Bharat Petroleum Corporation Limited, working under the aegis of Ministry of

Petroleum has proposed to establish Liquefied Petroleum Gas (LPG) bottling plant

near Khapri in Raipur District. The site of proposed LPG Plant comprise Khasra no. 8

(P), 9 (P) and 164/9 (P) of village Khapri, Tehsil Tilda, Raipur district. The proposed

LPG plant will comprise three mounded vessels of 300 MT of each. The proposed

LPG plant shall meet the demand of supply of LPG Cylinders in the area. The

proposed LPG plant will also meet the present and future house hold demands of LPG

in the area.

Environment plays a vital role in overall development of the country. Recognizing the

importance of environmental protection and sustainable development, the Ministry of

Environment, Forest and Climate Change (MoEF&CC), Government of India had

formulated policies and procedures governing the industrial and other developmental

activities to prevent indiscriminate exploitation of natural resources and promote

integration of environmental concern in industrial projects. To assess and evaluate

potential environmental impacts during design, construction & operation phases and

to suggest mitigation measures with detailed environmental management plan,

environmental impact assessment study has been conducted for the proposed LPG

plant.

Petroleum Corporation (BPCL) to carry out Environmental Impact Assessment

studies for the proposed LPG bottling plant.

Need of Proposed LPG Bottling Plant

Presently, BPCL sells 17 Lakhs cylinders in Chhattisgarh state through other oil

companies and our neighbouring LPG Plants. Present annual Sale of 17 Lakhs

Cylinders being done by BPCL in Chhattisgarh shall increase to 30 Lakhs in coming

Five Years. To facilitate this growth BPCL need to set up a new LPG Plant. The

project shall support to fulfill the vision of Govt. of India to provide LPG in 100 %

households. In line with fulfillment of demand of LPG in the region, Bharat

Petroleum Corporation Limited proposes to set-up new LPG Bottling Plant near

Khapri in Raipur District with a storage capacity of 3 x 300 MT. The proposed LPG

plant will bridge the gap in demand and supply of LPG cylinders in the region and

timely provide clean fuel to house holds of the region.

0.2 Project Description

Bharat Petroleum Corporation Limited (BPCL) has planned to set up a new 44

TMTPA LPG Bottling Plant conforming to OISD 144 with LPG Storage in the form

of 3 x 300 MT Mounded Storage Vessels which will be distributed through LPG

Cylinders in entire Chhattisgarh Region.

Operation of Direct Filling System of Cylinders From Tank Lorry

BPCL has operation proposal for implementing direct filling system of cylinders from

tank lorry on a trial basis initially and replicating after stabilization. The trial will be

in 3 phases :

1) Bulk liquid unloading and transfer to storage vessels using pump. The vapor

recovery can be by compressor. The recovery time shall be much less as the T/L is

not pressurized for liquid decantation.

2) Bulk liquid unloading and transfer to storage vessels using pump. Vapour

reduction in T/L, by closing the vapour line at 20 % of liquid level. Eliminate use

of compressor.

3) Bulk liquid decantation and filling to cylinders in carousal, along with

simultaneous transfer of excess liquid to storage vessel through carousal bypass.

Land Requirement

Bharat Petroleum Corporation Limited has purchased the land admeasuring approx.

25.50 Acres (104561.5 sqm) from Chhattisgarh State Industrial Development

Corporation (CSIDC) for construction of LPG bottling plant. Land is located in

village Khapri, Tehsil Tilda in District Raipur.

Power Requirement

The maximum contract demand for the industry is about 450 kVA which will be

obtained from Chhattisgarh State Electricity Board (CSEB). DG Sets of capacity 1 x

125 KVA and 1 x 250 KVA capacities having acoustic enclosures have been provided

to meet the power requirement during grid power failure.

Water Requirement

Total water requirement at the proposed LPG bottling plant is 10 kld, which meet by

borewells at the site.

Fire Fighting Facility at LPG Bottling plant

The following fire fighting facilities will be provided at the proposed LPG bottling

plant:

a. Fire water storage; 2 Nos. above ground vertical water tanks each of capacity

3000 kl as per OISD requirement will be provided.

b. Fire water pump house (Shed): Pump house of size 15m x 8m (120 m2) will be

provided to accommodate 3 Nos. diesel driven fire water pump sets of 660 Kl/hr

and two no. electric motor driven jockey pumps of 30 kl capacity shall be

provided. The room shall be provided with OHT (Over head trolley) suitable to

handle the equipments load.

c. Fire hydrant system: Fire hydrant ring main covering all facilities will be provided

as per the OISD requirements. Double hydrants (with hose boxes, hoses &

nozzles) and fire water monitors as per the stipulations in the OISD-144 will be

provided. Long range Fire Monitors shall be provided in critical areas with remote

operation.

d. MV Spray system: As per OISD norms for Fire Protection System.

e. Fire Extinguishers: Shall be provided as per OISD norms

f. Deluge Valves: Auto reset type deluge valves having manual quick bypass system

as per OISD norms shall be provided with fire protection wall. Provision for

activation of DV shall be for auto and manual modes (local & remote panel) as

per OISD-144.

g. All the isolation valves used in Fire fighting system should be of rising stem type.

h. MCP: Manual Call Points at strategic locations as enumerated in OISD-144 shall

be provided to raise alarm (siren) and also shut down LPG operations, in case of

emergency with suitable hooter on annunciation panel at fire water pump house.

Gas Monitoring System

Gas monitoring system with infra red / Catalytic type sensors shall be provided as per

revised OISD standard-144. Mimic & repeater panels shall be provided at Fire Water

Pump House (FWPH) /Control room and security gate.

Man Power Requirement

During construction phase, 90 persons will be required, while during operation phase

50 persons will be deployed at proposed LPG bottling plant.

Project Cost

The estimated project cost is Rs 74 Crores for the proposed LPG Plant of Bharat

Petroleum Corporation Ltd.

0.3 Description of Environment

Topographic Features - The topography of the study area is plain, the general

elevation ranges from 271 m to 309 m above msl. Many ponds are also present in the

study area.

Soil - Soils of the area are moderately to deep, calcareous, clayey soils on very gently

sloping plain with moderate erosion associated with slightly deep, moderately well

drained, clayey soils on very gently sloping with moderate erosion. The soil are

clayey in texture and brownish grey in colour.

Hydrogeology - There are water bodies like, river, natural drain, nullah, pond and

lake present in the study area. There is no perennial river/natural drain flowing

through the study area. Siliari distributary is flowing in south direction, while

Jamuniya nadi is flowing in the north direction from the proposed LPG plant. Most of

the natural drainage carries runoff during monsoon months.

Water Quality - Ground water quality in the study area, generally meets the

permissible limits and used for drinking in the absence of better quality potable water

availability.

Micro-meteorology - The study area is characterized by an intensely hot dry summer,

well distributed rainfall, in south-west monsoon season and winter. The maximum

ambient temperature recorded near proposed LPG Bottling Plant site at Khapri during

the study period was 30.1˚C while minimum temperature was recorded as 13.4˚C.

During the study period, maximum relative humidity recorded near proposed LPG

plant site at Khapri was 68 % while minimum humidity was recorded as 41 %. During

the study period, maximum wind speed recorded near proposed LPG plant at Khapri

was 6.1 kmph while minimum wind speed was recorded as 1.8 kmph. Average wind

speed is 3.8 kmph. During the study period, predominant wind direction was recorded

from SSW-SW Sector to NNE-NE Sector. December to January months have

relatively high calm periods especially during day time.

Ambient Air Quality - National Ambient Air Quality Standards in the study area are

met for all monitored parameters for the AAQM locations.

Noise - Measured Leq noise levels are below the prescribed limit stipulated for

rural/residential area at proposed LPG Plant site, However, some time noise levels

exceed the limit of the because occasional traffic movement.

Places of Historical Importance - There is no historical or archaeological monument

in the study area.

Forest Cover - There is no reserved or protected forest-land involved in the project.

There is no wildlife sanctuary and national parks within 10 km radius of the proposed

LPG Plant Site.

0.4 Anticipated Environmental Impacts & Mitigation Measures

Soil

During the construction of proposed LPG bottling plant, there will be a small amount

of construction wastes, such as, metal cutting, oil, grease and debris, which may

contaminate soil at the site of construction. However, the extent of contamination will

not be significant. These wastes will not normally contaminate ground water. Their

impact on soil and surface water will be restricted to the construction period in small

area around the construction site during heavy rainfall only.

During operation phase of proposed LPG plant, no process waste will be generated.

About 15 kg solid wastes will be generated from office and canteen. Approx 300 l

used oil will be generated at the time of maintenance of DG sets. For collection,

management and disposal of solid and hazardous wastes from the proposed LPG

plant, necessary mitigation measures will be taken same as for proposed LPG Plant.

Water Quality

The construction phase may result in minor soil erosion from the proposed LPG plant

site, as it will clear of ground flora and excavation for construction of proposed LPG

plant. The runoff from the construction site during rainfall may cause some increase

in the quantity of suspended solids and turbidity in the runoff in natural drain.

However, this impact will be of temporary nature and may not last as soon as

excavated soil established and construction debris are disposed of properly.

No process effluents will be generated during operation of proposed LPG Plant.

During operation of the proposed LPG plant, 6 kld domestic waste water will be

generated and same will be treated in properly designed sewage treatment plant.

Treated waste water will be utilized for green belt developed at the proposed LPG

plant.

The wastewater management philosophy will be based on “Zero Discharge”

concept.

Waste water from canteen and toilets at the proposed LPG Plant will be treated in

sewage treatment plant.

Approx 15 kg Municipal wastes (paper plastic, food wastes, etc) generated from

LPG plant will be collected and segregated. Recyclable wastes like paper and

plastic wastes will be sent for recycling, while biodegradable wastes like food and

vegetable wastes will be disposed in compost pit. Non- biodegradable and non-

recyclable wastes will be sent to common landfill site.

Used oil (300 litres) will be generated from the maintenance of DG sets and same

will be handed over to CECB/MOEF&CC authorized used oil recyclers.

Ambient Air Quality

A certain amount of particulate matter will be generated during the construction phase

of proposed LPG plant. However, the suspended particulate matter in ambient air as a

result of construction activities may be relatively coarse and will be settled within a

short distance. Therefore, the impact will be restricted within the close vicinity of the

construction activity. Further, for construction of proposed LPG plant, construction

activities will be taken place for 18 months only, therefore, impacts will be observed

for short period and reversible in nature.

During operation of proposed LPG plant, there will not be any process emission

sources. No emissions will be generated during the bottling operations as the entire

bottling process will be carried out closed circuit through piping from storage area

to filling shed.

Very small quality of fugitive emissions of hydrocarbon may result from unloading

hose, faulty bottling, leaking cylinders and minor leaks. Gas detectors will be placed

at the proposed LPG plant at strategic locations to detect concentration of

hydrocarbon in the premises. DG sets installed at proposed LPG Bottling plant are

operated occasionally in case of power failure and these are not regular source of

gaseous emissions.

LPG Lorrie and trucks will have pollution under control (PUC) certificates. Regular

maintenance of LPG Lorrie and trucks will be ensured.

Noise

During the construction phase, cold cutting of metal sheets, bending, hammering,

erection of equipment, vehicle movement, DG sets may be major sources of noise

generation during construction of proposed LPG bottling plant. Relatively high noise

levels will be generated during construction phase.

No regular noise generation is expected due to the operation of proposed LPG bottling

plant. DG sets are to be operated only during grid power failure.

Equipment specification and installation of acoustic enclosure with DG sets ensure

low level of noise generation. All the LPG lorries and trucks will essentially fitted

with silencers to control noise generation.

Peripheral green belt on 35450 sqm (33.9%) will be available around the LPG plant,

which will works as noise barrier.

Terrestrial Ecology

The site of construction of proposed LPG plant is free from trees and shrubs,

therefore, during construction phase, no vegetation needs will be cleared. Therefore,

no impact is anticipated on terrestrial ecology of the area.

At the proposed LPG plant, peripheral green belt will be developed on 35450 sqm

area, which is 33.9% of the total area of the proposed LPG plant. During operation

phase of proposed LPG plant, green belt will have positive impact on the ecology of

the study area. Growth of plantation and development of green belt at the proposed

LPG plant is likely to improve the flora and fauna at the area.

Socio-economic Impacts

During construction phase, only 90 workers will be deployed, mostly from local area.

The construction of proposed LPG bottling plant will not displace any person.

Operation of the LPG bottling plant will not require large work force. Total 50

persons will be sufficient for operation of LPG bottling plant. Therefore, large scale

immigration will not take place and the impact on demography of the area will be

insignificant.

0.5 Alternative Analysis

BPCL has planned to install proposed LPG Plant including 3 nos. of mounded vessels

of 300 MT each.

Alternative for Risk Reduction for LPG

Liquefied Petroleum Gas (LPG) handling has many challenges due to its inherent

dangerous properties. Some of the major fires/explosions have underlined the need for

total in depth review of design, procedures maintenance fire fighting and safety

aspects in LPG handling.

The cover of the mound protects the bullets from fire engulfment, radiation from a

fire in close proximity and acts of sabotage or vandalism. The area of land required to

locate mounded system is minimal compared to conventional storage. Mounded

vessels are semi-conventional pressure vessels, covered by a layer of sand and stone

aggregates. The cover of the mound protects the vessel from fire engulfment,

BPCL has direct filling proposal on pilot basis from tank lorries to cylinders. In this

system, compressors will not be required. LPG from tank lorries will be directly

pumped to carousel machine through LPG unloading pump and Knock Out Drum

(KOD). This system is quite safe, quick and energy efficient.

0.6 Environmental Monitoring Plan

To check the efficacy of the adopted mitigation measures and environmental

Management plan, post project monitoring is carried out for various environmental

parameters. In case, the monitored results of environmental parameter are found to

exceed the allowable/stipulated values, the Environmental Management Cell suggests

remedial actions and gets these suggestions implemented through the concerned

personnel.

Ambient Air Quality (AAQ) Monitoring

Ambient air quality parameters suggested during operation phase of the proposed

LPG bottling plant are Particulate Matters (PM2.5), Particulate Matter (PM10),

Nitrogen Dioxide (NO2), Sulphur Dioxide (SO2), Carbon Monoxide (CO), HC and

VOC. These are to be monitored at designated locations starting from the

commencement of construction activities. Data should be generated 24 hourly during

operation phase at identified locations in accordance to the National Ambient Air

Quantity Standards.

Water Quality Monitoring

The monitoring of the ground water quality will be carried out at one location in

accordance to Indian Standard Drinking Water Specification-IS 10500:2012 for

relevant parameters as directed by Chhattisgarh Environmental Conservation Board

(CECB).

The measurement of noise levels would be carried out at suggested locations in

accordance to the Ambient Noise Standards formulated by Ministry of Environment,

Forest and Climate Change (MoEF&CC). Noise levels would be monitored on

twenty-four hourly basis.

0.7 Risk Assessment and Disaster Management Plan

Hazard identification, HAZOP and risk assessment for proposed LPG bottling plant

have been carried and risk mitigation measures have been spelled to enhance safety at

the proposed LPG bottling plant.

0.8 Project Benefits

The demand for LPG is ever growing with market and addition of new consumers

through Government schemes to reduce pollution due to use of fire wood and safe

guard the environment. BPCL has proposed to install its LPG bottling plant with 3 x

300MT mounded storage vessels, to reduce gap in demand and supply of LPG

cylinders especially for household purpose in Chhattisgarh State.

Direct Benefits

The proposed LPG bottling plant will yield following benefits that provide continuity

of LPG gas cylinder supply to the consumers through distributors. Availability of

LPG will discourage deforestation and reduce the use of fire wood & fossil fuels.

Improve the quality of life of women engaged in household activities specially in

cooking.

Improvement in The Social Infrastructure

The proposed LPG Plant will create opportunities for direct and indirect employment

in the area. The LPG bottling plant will initiate local economic growth and thereby

the potential to enhance quality of life of the local communities. Local population

may get benefited due to availability of clean fuel after proposed installation proposed

LPG bottling plant.

Employment Potential

About 90 persons work force of different categories on an average basis are engaged

during construction phase of proposed LPG Plant. During operational phase, about 50

people will get direct and many more indirect employment opportunity. Local people

will get employment opportunity for security, house-keeping, maintenance, etc at the

proposed LPG plant.

Other Benefits

The proposed LPG plant shall create tangible benefits as described below:

Land for proposed LPG plant has been purchased from Chhattisgarh State

Industrial Development Corporation (CSIDC). Therefore, socio-economic impacts

linked to the acquisition of land and structures will not appear in the project.

During operation phase of proposed LPG plant, no significant impacts on

environment are anticipated.

The proposed LPG plant will generate direct and indirect employment

opportunities mainly during the operation phase. Local semi-skilled and unskilled

labourers will get direct employment in operation phase. This is a moderate

positive impact of the proposed LPG plant.

The installation proposed LPG plant will provide cleaner fuel to more people,

0.9 Environment Management Plan

Environment Management Plan (EMP) for construction and operation phase is

required to ensure that mitigation of adverse impacts and strengthening of positive

impact resulting from the proposed LPG Plant.

Environmental protection and improvement measures must be taken at design stage

itself so as to minimize impacts during construction & operation phase of proposed

LPG plant. The impacts during the construction phase on the environment would be

basically of transient nature and are expected to reduce gradually on completion of the

construction activities.

Environmental Management Cell

Proposed LPG plant of BPCL have full-fledge Safety and Environmental Protection

(S&EP) cell at corporate level to take care of any environmental issue at its LPG

plant. It is suggested that BPCL should designate one of its official for

implementation of EMP during construction of proposed LPG Bottling plant. This

official will be responsible for day-to-day environmental affairs including

implementing monitoring programme.

Environmental Training

To achieve the objective of pollution control, it is essential not only to provide best

pollution control system but also to provide trained manpower resources to operate

the same.

Reporting And Monitoring System

The reporting system will operate linearly with the person who is at the lowest level

of the implementation system to the project management and shall report to Territorial

Manager of proposed LPG Plant of BPCL.

For the proposed LPG Plant of BPCL, all reporting to the Territorial Manager of

BPCL will be on weekly basis. The BPCL’s Environmental Management Cell will be

responsible for preparing targets for each of the identified mitigation measures.

Photographic records will also be established to provide useful environmental

monitoring tools. A full record will be kept as part of normal contract monitoring.

Budgets For Implementation of EMP And Monitoring Plan

The budget for implementation of mitigation measures and environmental

management plan to mitigate the potential adverse environmental impacts during

operation phase has been estimated as capacity cost Rs 122 Lakhs and recurring

expenditure as Rs 19 Lakhs.

Bharat Petroleum Corporation Limited is Public Sector Company. Therefore

Corporate Social Responsibility program in the area will be undertaken as per

Government of India guidelines.
