ThenteriorServiceRegulationsofth eSS RArmedForcesar e followedbyal lmilitaryunitsan dsubunitsas wellasbystaffs,directorates,nstallationsandmilitaryeducationalinstitutionsofth eUSSRArmedForces.Chapter1 .ServicemenandTheirInterrelations

    J P R S - UM A- 8 9 - 022 15September1989 Ensuringdependableefensefheountryndhe opportunityfo rSovietpeopletoworkinpeacefulon - ditionssoneofth emostmportantunctionsofth estate,andamatterofallth epeople."...Anyrevolution isworthsomething onlyifitisableto defenditself(V .I.Lenin).T heU S S RA r m edForceswerecreatedfo rth epurposesofprotectingocialistccomplishments,heeacefullaborofSovietpeople,an dth esovereigntyan dterrito-rialintegrityofth estate.Inccordancewithheobligationtasakenpo nitself,nderoircumstancesillheSSReginmilitaryactionsagainstan ytateor llianceofstateseitherinEuropeorinan yotherregion,fitdoesnotitself becometheobjectofarmedaggression.T he SovietUnionwillneverus eanuclearweaponfirst.Butinth eeventof an armedinvasionitwilluseallnecessaryforcestorepelaggression.T he duty of theU SSR A r m edForcesbeforethepeopleistodependablyprotectth esocialistfatherlandan dtobe in constantcombatreadiness guaranteeing an immediaterepulsetoan yaggressor. 2.Protection of th esocialistfatherlandisthesacredduty ofeveryU SSR citizen,an ditisamatterof allthepeople.T he FirstCongressof U SSRPeople'sDeputies expressedits supportfo r th e furtherqualitativedevelopment of th eSovietA r m yandtheU SSR Navyinaccordancewithth eexistingrinciplesfheirormation.heniversalmilitaryerviceobligationha sbeen stablishednheU S S R,andtheprincipalformofitsfulfillmentismili- taryservice. MilitaryervicenheSSRrmedorcesshe honorableobligationofSoviet itizens.t onsistsofactivemilitaryserviceandserviceintheU S S RA r m edForcesreserves.U SSR itizensonctivemilitaryduty realleder - vicemen,an dthoseinthereservesar ecalledreservists.Servicemenandreservistsar esubdividedintoprivates,seamen,ergeants,eniorNCO's,hore-basedan dea- goingwarrantofficers,andofficers.3.Interiorserviceisorganizedinmilitaryunits,aboardshipsan dntaffs,directorates,nstallationsandmili-taryeducationalinstitutions(for thesakeof brevitytheywillallbereferred tosubsequentlyasmilitaryunits)forthepurposesofstrictfulfillmentofdutiesbyservicemenan dmaintenanceofinternalorderandmilitarydisci-plineensuringhighcombatreadinessan dexecutionofmissionsinday-to-dayactivity. Itsorganizedan dconductednhearmedorcesnaccordancewithrequirementsoftheseRegulationsandaboardhip,naddition,n ompliancewithequire- mentsoftheShip'sRegulationsoftheU S S RNavy.

    10.T heservicemansobligatedtopayrespecttocom-manderssuperiors)an deniors,o ssisthe mnhe maintenanceof orderan ddiscipline,tocomplystrictlywithheulesofmilitaryourtesiesndaluting,o alwaysbenuniform,an dto lwaysdresscleanlyan d neatly.T heservicemansobligatedtoreporttohisimmediatesuperiorverythinghatha shappenedohi mnhe performanceofhisdutiesan dadmonitionsaddressedto him.11.Inofficialmatters,th eservicemanmustrefertohi simmediatesuperior,an dwithhispermission,to th enextsuperiorinthechainofcommand.In personalmatters, th eservicemanmust alsorefer to hisimmediatesuperior,andinth eeventofillegalactionsofotherservicemennelationtohimself,ailuretotakestepstocurtailsuchactionsan dotherspecialneeds,he m ayefero enioruperior,oorgansofmilitaryjusticeandto otherstateorgansupto andincludingth eU SSRCongressofPeople'sDeputies.T he servicemanm ay refer to asuperiorinwriting onlyin accordancewithth echainofcommand.W henubmittingroposals,pplicationsndom -plaints,heervicemanollowsherovisionsofth eU SSRA r m edForcesDisciplinaryRegulations.MilitaryRanks12.Amilitaryan ksawardedtoeveryservicemannaccordancewiththeprocedureestablishedbyth ecorre- spondingstatuteonperformanceofmilitaryduty.T he list ofmilitaryranks ofU S S RArmedForcesservicemen isgiveninAttachment4 .13 .T hehighestanksofMarshalofth eSovietUnionanddmiralfheav yfheovietnionre awardedersonallyyheresidiumfheSSR SupremeSovietfo routstandingservicesinleadershipofth etroopsand ofth enavyrespectively, whileth ehighestrankofGeneralissimoof theSovietUnionisawarded fo respeciallyoutstandingservicestoth emotherlandin leadershipofallofth estate'sarmedforcesinwartime.Superiors[Nachalniki]andSubordinates,SeniorsandJuniors14 .ntermsoftheirofficialpositionandrank,certainservicemenayeuperiorsrubordinatesithrespecttoothers.Superiorshaveth erightto givesubordinatesorders,an d theymustverifytheirexecution.Subordinatesar eobli- gatedtopayunquestioningobediencetosuperiors.15.Superiorstowhomservicemenar eofficiallysubor- dinated,eventemporarily,ar edirectsuperiors.T hedirectsuperiorclosesttoasubordinateiscalledhisimmediatesuperior.
