Introduction This Neighbourhood Management Plan (NMP) for Burnley Wood and Healey Wood sets out how public, private and voluntary agencies will work to create a better neighbourhood. The NMP sets out what each of the partners intends to do over the next 12 months, and what they and others are committed to over the long term. The NMP will help all the different organisations co-ordinate and work better together. The NMP will also lets those who live, work, or just have an interest in the area know what is going to happen in the next 12 months and beyond. Doing this lets people judge the performance of local organisations. The NMP will let you know if things are being done when they should, and, if not, you will be able to ask why and what is being done about it. The NMP is divided in to two sections. The first sets out the issues in the area – these have been identified by people living and working in the area and from what we know about conditions in the area. The second section, and the most important, sets out the intended actions and investments the partners will make in your neighbourhood. Finally, it has to be said that the most important people when it comes to making the neighbourhood better are the people who live and work their – without your views, commitment, energy and support any actions by agencies can only go so far. Real change in the neighbourhood will come from the neighbourhood itself.

Part 1 – Issues for the Neighbourhood We think we know what the issues are - the Council and others have asked you through many different consultation events and meetings. You also write, telephone and email us about the things that concern you. We also know from information gathered in Burnley and by Government the issues that must be addressed if the neighbourhood and life in it is to improve. This section is a snapshot of this type of information and what you have told us. All of this lets us identify the issues we must tackle through this Plan. The Plan will evolve and be changed regularly so if there is something that you think is missing from this Plan please let us know and we will see if we can do something about it. The Issues

o Falling population. o Lack of good quality housing with gardens and car parking. o Dirty front and back streets. o Not enough jobs paying good wages. o Difficulty of getting in to work and training. o Crime. o Anti-social behaviour. o Drugs and alcohol. o Empty houses, shops, factory premises, and unused land making the area look bad and attracting problems. o Poor transport links to employment areas in Burnley, and to other towns and cities. o Community cohesion. o Health problems. o Low levels of educational attainment and skills. o Poor management of private rented sector houses. o Not enough opportunities for residents to be involved in making decisions about the future of the neighbourhood. o Lack of pride in the neighbourhood and low aspirations of individuals. o Young people not working or in any form of training or education.

How do we know these are the important issues? Because through various surveys and meetings you have told us the following are your top five issues:

Burnley Wood Empty/deserted buildings 65.2% Rubbish and litter lying around 57.9% Dog fouling 52.8% People using or dealing drugs 28.4% Vandalism/graffiti 22.1%

And because we have lots of information about the area that tells us that:

o Population fell 12% between 2001 and 2008. o X homes are empty o X homes are unfit o 221 people are out of work and unemployed, but significantly more over 37% of 16-59 year olds are not economically active. o Average wages are… o Children leave school with fewer and poorer qualifications o We cleaned up X dirty backyards o Last year 761 crimes were recorded, including 118 for violence, 131 burglaries, 104 vehicle crimes, and 130 cases of

criminal damage. o There were 826 calls to the Police about anti-social behaviour. o There were 32 drug offences o Journey time by bus to Network 65 and Shuttleworth Mead o Journey time to Preston, Blackburn, Manchester, Leeds o Skills o Cohesion o Health

So what are we going to do about these issues? Firstly, build on all the good things we are already doing to improve housing, tackle crime, maintain a clean environment, improve health, education and employment. Already there are significant amounts of resources being invested in the neighbourhood on all these issues. Our NMP will build on this work. This means getting the basics right. Less litter, fly tipping, fewer dirty backyards, less dog fouling, less crime, anti-social behaviour and fewer people fearing crime, or being afraid to report crime. All of these things involve public services doing their bit, cleaning the streets, policing, improving security, enforcing against people who drop litter or who will not clean out a backyard. But they are also things where the community, do, can and should be taking action to help improve the quality of life and image outsiders have of the area. So this NMP sets out what the public services will do, and what we expect from residents. Together we can and will improve the area. For some people this will mean doing nothing that they do not do already. For others it will mean some large, but we think simple changes, in behaviour: not dropping litter, cleaning up after their dog, making sure their children behave appropriately, not playing music loud particularly at the wrong time of day, accepting property ownership carries with it responsibilities such as keeping buildings in good repair, and managing any tenants appropriately. We know there will be times when things go wrong and when they do we will use enforcement powers, but we want this to be the power of last resort. If people begin to do more of the right things it means the public services can concentrate less on sorting out things when they go wrong, and more time on making good things better. It also means we can spend less money on sorting out bad things and spend it on more useful things.

Part 2 – The Management Plan The Neighbourhood Management Plan has been broken down in to three headings – People, Places and Prosperity. These are the three priorities in Burnley’s Future the town’s Community Strategy.

• People – includes things health, engagement, aspirations and pride in our neighbourhood.

• Places – is our houses, parks, roads and environment.

• Prosperity – is jobs, education, training, incomes and business. Our plan takes each of these priorities, identifies the issues that need to be addressed, where we are now, what we will do about it, who will do it, when and where we want to be in the long term. Burnley’s Future commits all partners to focussing future investment so that it is effective, has a broad impact and narrows the gap between the most deprived parts of Burnley and the more affluent areas. Our NMP is a key tool in helping to achieve this.

future. We need to raise people’s aspirations, and expectations for the neighbourhood, their lives and lives of their families and the wider town. We also need to challenge and change unacceptable behaviour.

38.0% of people rated the area as very good or good place to live – Living in Burnley Survey 2010. Attendance levels at local schools. Low levels of involvement and attendance in many neighbourhood, social and other activities.

Agencies and residents will promote the image of the town and work to ensure everyone share in the town’s prosperity. Working with schools and parents we will increase school rolls and attendance, and the value placed by all on education. Residents will be empowered and encouraged to do things for themselves, and to take a wider part in social, cultural and other activities. When things go wrong we will challenge, change and, if necessary enforce against poor or unacceptable behaviour. All service providers will commit to having values that respect local people and that these values will be put in to practice. Help Direct Resident Charter.

BFVI33 - % of respondents who participate in regular volunteering. Satisfaction. Outlook. Burnley Children's Trust will prioritise improvements in school attendance and develop an action plan for schools.

future. Too many people with Poor Health and unhealthy lifestyles

Life expectancy at birth in Burnley Wood is 76. Standard Mortality Ratio for the 3 Wards falling within Burnley Wood and Healey Wood is as follows (2003 – the higher the score the worse the health) Rosehill with Burnley Wood 130 Trinity 145 Bank Hall 149

Poor health can be caused by a number of factors: it can be hereditary; it can be lifestyle (smoking or drinking too much alcohol); or environment (e.g. poor housing or stress at work; or result of injury. A significant amount of investment has gone in to health facilities in Burnley and this will help health issues to be addressed. But much poor health is about lifestyle, and this will mean people changing the way they live. We will continue to provide information and support for people to make healthy and healthier lifestyle choices: so they can improve diet, stop smoking and taking drugs, reduce alcohol consumption and take more exercise. We will also tackle the environmental issues that impact on health: particularly poor housing. We will also where necessary improve access to good, quality open spaces and tackle traffic issues. Finally, the better your income the better your health and we will work to raise aspirations, tackle low incomes and poverty and improve quality of life by improving opportunities to good quality employment. future. People not getting involved in community activity (including Elections) because they don’t feel they have an opportunity to influence decisions.

20% of residents who feel they can influence decisions affecting their area (Living in Burnley Survey 2010). Election turnout for the 2010 Council Elections was 60.9% in Rosehill with Burnley Wood. 13.7% of residents had taken part in some form of community or voluntary work.(Living In Burnley Survey).

We will continue to engage residents through our existing Burnley Wood Forums. Providing all the information residents need to attend these events, opportunities to raise issue, and feeding back to you. In developing this NMP we will host a second Neighbourhood Priorities Day for all residents in inner Burnley. We will continue to keep residents informed by providing the right information in a variety of formats – including the Neighbourhood Update. We will offer support, training and advice so that people feel more confident in attending meetings, groups and in speaking publicly. We will look at new ways of getting people involved such as participatory budgeting and “Community Calls for Action”. Enable residents to benefit from the Take Part Project in empowering them to build social capital within their communities We will provide a new web site that helps people keep track of decisions and have a say on those decisions.

We want to have raised the attendance at our Burnley Wood Forum (baseline needed). We want to have maintained the circulation of our Neighbourhood Update in the area at (baseline needed).

In three years time we want to have increased the level of residents in Burnley Wood who think they can influence decisions affecting their area to XX%.

Lancashire County Council will ensure that 'Face to Face' staff are available at Neighbourhood Forum meetings as requested so that questions about LCC services can be answered. Lancashire County Council will adapts it's website to allow e-petitions from the public by the end of December 2010.

2010: 48.3% of residents felt that people from different backgrounds get on (NI1) Place Survey 2008: NI1 60% of residents felt that people from diff background get on (NI1) 66% of residents who felt they belonged to their neighbourhood (NI2)

We will explain how decisions are taken and why certain things happen in some places and not others. Sometimes we will provide access to mediation and conciliation services when things go wrong. We will bring different groups of people together to discuss issues and gain a better understanding of each other. We will work to prevent violent extremism.

future. High levels of serious acquisitive crime, including dwelling burglary, robbery and vehicle crime.

Last year there were 131 burglaries, 55 thefts from vehicles and 18 thefts of vehicles and 1 robbery in Burnley Wood. (Source: Lancashire MADE)

The Community Safety Partnership (CSP) will develop a Serious Acquisitive Crime Reduction Action Plan, this will include various measures to reduce burglary, robbery and vehicle crime in the neighbourhood. We will prevent crime by introducing target hardening packages, including in priority areas Smartwater We will provide information to help residents and businesses protect their property.

To have begun to reduce serious acquisitive crime in Burnley Wood to contribute to the CSP target of reducing serious acquisitive crime in Burnley by 10% in three years.

future. Fear of crime and lack of confidence in reporting crime.

From what you tell us at the Burnley Wood Forum people witness crimes but are either afraid to report them, or don’t bother because they don’t think anything will be done about it. Our Living in Burnley Survey 2010 backs this 13% of people said they had been a victim of crime in past 12 months, but only 57.4% of those had reported this.

We will continue to make sure that residents and businesses can report crime in confidence and without fear of reprisal, or that nothing will be done about it, including Crimestoppers that allows anonymous reporting. We will use the existing Police and Communities Together (PACT) meetings and Burnley Wood Forums to enable you to raise issues, prioritise actions, and to feedback on what we have done, or not done. To increase your confidence we will publicise successful action in the neighbourhood, we will also explain why when things are not a success. Where appropriate we will make offenders put something back in to the community to provide some recompense for their actions By working with Lancashire Probation Service to develop and implement work through Community Payback teams.

To have increased confidence so that when asked at Roadshows and Forums you have more confidence in reporting crimes and more confidence that the right services try to do something about them.

To have reduced the number of people in Burnley Wood who have been a victim or witnessed a crime in past 12 months and not reported it to the Borough average.

2009-2010: 826 (a fall of 20.3% on the previous year) Living in Burnley Survey 2008: 78% of people who saw crime reported it 17% of people who saw crime did not report it People are most likely to report rowdy youths but least likely to report people drinking in public areas

The easiest and most effective way to reduce behaviour that is anti-social, or others see as anti-social, is for all of us to behave with more respect. Mostly this involves doing easy things: not making too much noise, not driving too fast, treating others with respect and being polite. The public services will encourage these behaviours through things such as work in schools. When you are a victim of ASB we will respond within 1 working day. We will treat your case seriously, record it and deal with it appropriately. We will feed back directly to victims of ASB and inform you of action taken. We will also report back at each neighbourhood forum on ASB issues and publicise successes. When things go wrong we will also tell you when and why we have been unsuccessful. If we cannot use our enforcement powers we will also tell you why. We will appoint a Victims’ Champion so if things go wrong we can look at making improvements to our services, and we will also give you the right to complain about poor service to the Community Safety Partnership. On parks the Council’s Park Rangers will continue to make dealing with Anti-Social Behaviour a priority.

Neighbourhood targets for Anti Social behaviour priorities include Drug Dealing, Dog Fouling and Flytipping

We will use the sport, games and arts projects (e.g the Dambusters play scheme, and the Youth Bus) to divert young people away from anti-social behaviour. Operation Staysafe will target under age drinking. We will make greater use of closure orders so the Police and Council can take action against properties that casue disorder or persistent serious nuisance to the community.

BFVI31 and 32 - % of respondents who state rubbish/later is a problem in their neighbourhood – lower level breakdown? And % of sites which are below Grade B for litter respectively. Living in Burnley Survey 2010 36.5% of residents identified clean streets as the 3rd most important issue in making a neighbourhood a good place to live. 34.8% of residents or this was the 2nd most important issues that most needed improvement

It is the Council’s job to clean the streets and collect the rubbish from homes in the neighbourhood we guarantee the following basic service: The Council will collect rubbish from every home in the Borough every week. If we miss a collection we will return to collect it next working day. Street cleaning: Residential streets are swept on the day following each recycling collection. Additionally, all roads in the Borough are swept on a weekly basis. Dog bins will be emptied when 75% full. . Where necessary we will enforce against owners for dog fouling, and use Dog Control Orders to help tackle dog fouling in parks. On Council owned open spaces we will also do the following:

• Pick litter every two weeks; • Empty litter bins when required; • Mow amenity grass every two weeks; • Inspect and clean toilets every day; • Inspect play areas weekly; and • Sweep ball courts, tennis courts and

Customer Charter/Neighbourhood agreements Good neighbour/community pledge?? Worked with local schools on combating litter and caring for the environment.

paths every two weeks. We will educate and provide information on how best to get rid of your waste. We will work with Unity Community College, and local primary schools to raise awareness of litter issues in the area and to encourage school children not to drop litter. But, basically, when all is said and done, litter is about people not taking care of their surroundings. The Council do not intend to continually clean up after people. We expect residents, landlords, business and land owners to do their bit.

future. Fly-tipping Index Multiple Deprivation

2007: Living Environment Index: Fly-tipping incidents – 2007/8: Burnley Council 7522 flytipping incidents Successful prosecutions: 43 Can we get down to neighbourhood level?

Fly tipping is a crime. The Council will provide the following clean up services: Basic service standards for various requests needed from Streetscene. And when things go wrong we use our enforcement powers against offenders. When we do we will tell you if we have been successful and when we have not why. If we cannot use our enforcement powers we will also tell you why. Critical in obtaining successful prosecutions is evidence – we will provide the right support so that you can help us collect the evidence we need. When we do prosecute successfully we let you know who the offenders are and what happened to them.

To begin to reduce fly tipping incidents and change attitudes to fly tipping in the area.

To have changed attitudes and perceptions of the area so that fly tipping occurs rarely.

Figures – can we get these at neighbourhood level?

Where the Council owns homes that are awaiting clearance and they are subject to illegal dumping we will... Where privately owned backyards are subject to illegal dumping by neighbouring residents, people coming from further afield, or householders not doing what they should with their own waste we will seek to make those responsible – the owners tidy up. If this does not work we will...add in basics of procedure.

In April 2010, there were (X%) empty homes in Rosehill with Burnley Wood. What pro active work is done to get empty properties back into use apart from VPI?

We will work with private owners and landlords, and housing associations to bring empty homes back in to use. We will continue through the Vacant Property Initiative to acquire homes, refurbish them and put them on the market for sale to owner occupiers or accredited landlords. EDMOs/enforced sales.

future. Too many homes in Burnley Wood are in a poor condition, and the range of accommodation on offer is too narrow.

From our Private Sector Housing Stock Condition Survey 2008 we know 52% of private sector homes are Non Decent, and that 52% of these are occupied by vulnerable households (pensioners, sick, single parents). 77% of dwellings are small/medium sized terraced houses.

All homeowners and landlords should invest and will be encouraged to invest in their properties. We will clear and demolish some of the worst homes. We will Facelift key frontages. We will build new housing to high standards. We will secure funding for new affordable homes We will Identify possible solutions for remodelling terraced housing areas to provide gardens, parking etc. Meeting different cultural/lifetime needs?

We will build X new homes. We will demolish X Homes. The following homes will be facelifted in 2010/11: 1-25 Brooklands Road 101-111 Todmorden Road

A housing stock that meets the neighbourhood’s long term needs and is capable of being sustained by home owners without significant public sector investment.

future. Burnley Wood TAI Burnley Council will take the lead in co-

ordinating the intervention of public services within the “Burnley Wood Grid”. This area due to its severe problems has been identified for more intensive targeted intervention. Working to an an action plan agreed between public services and residents at the Burnley Wood Forum the strategy is to tackle the root cause of problems, bring stability to the area, and slowly create the right conditions so that people begin to move back in to the area. In time, the intention is that occupancy levels will begin to return to normal so that the area becomes sustainable with a gradual reduction in public service intervention. Eventually, public service provision will return to normal levels. The action plan will consist of the following:

• Continued intensive intervention by Burnley Council’s Streetscene Unit to tackle dirty backyards and garden forecourts – objective/target.

• A programme of work with landlords to bring empty property back in to use.

• Where owners do not engage with these efforts Burnley Council will use its full range of statutory powers to deal with dirty backyards/forecourts and

empty dwellings.

• The Council will refurbish and seek to bring 37 Reed Street back in to use through the Vacant Property Initiative – this will be used as an example to other owners of how empty homes can be returned to home ownership or quality renting.

• A small number of residents and families in the Grid cause most of the problems. The mini-MAPs team will target and work over the long-term with these individuals and families to address unacceptable behaviours. When things go wrong we will use enforcement. As the NMP demonstrates there are a multitude of support services on offer in the neighbourhood. These will work alongside MAPs to support people to change lifestyles and behaviours so that, in the longer term, they begin to make a positive contribution to the neighbourhood.

• Accent?

• Burnley Council will ‘pilot’ a resident charter in the Grid this will set out what we expect of people living in the Grid, and what we will offer in return. To give people an incentive to sign up to this – over the next 12 months the Council and others will target a number of existing projects at the area - including grants for improving owner occupied homes, home security, benefit take-up,

and advice and signposting on things such as health, education, skills and training.

• These are the specific measures to be targeted at the Grid. At the same time. All of the neighbourhood investment detailed in this Plan will be working across the area.

The problems in the Grid are some of the most severe in the town. Any solution has to be over the long-term. To monitor the progress of work on the action plan a sub-group of the Burnley Wood Forum comprising the neighbourhood manager, a ward councillor, a representative of other public services and a resident of the Grid will report every six weeks to the Burnley Wood Forum.

future. Burnley Wood has high levels of homes where people struggle to stay warm and pay fuel bills – sometimes this is known as fuel poverty.

From our Private Sector Housing Stock Condition Survey 2008 we know X% of homes in Burnley Wood do not provide adequate thermal comfort, and that X% owner occupiers, X% in private rented tenants, and X% of housing association tenants are in receipt of benefits.

We will assess homes so that the most vulnerable residents at risk of fuel poverty are able to access grants for energy efficiency improvements. Our service plan talks of Delivery of Home Energy – what does this mean? Increase uptake of home insulation and warm front grants Switch onto Savings scheme and Stay Warm – take up issue here – need for EIA?

In the 2008 Living in Burnley Survey people told us affordable housing was the most important issue in making a place a good place to live. What do latest figures say? Gap in average house prices in neighbourhood and the Borough, as a % of the Elevate area is 62% (DDS figure only).

Using our Affordability and Right to Reside policies we will seek to provide quality accommodation so that people can remain in the neighbourhood. We will secure funding for and build new affordable homes We will introduce a Purchase Assistance Loan and other housing finance products to encourage people to buy homes in the neighbourhood. We will work to improve house conditions and management standards in the private rented sector We will maximise take-up of eligible benefits. And we will make home repairs assistance grants available to qualifying residents. And for those who are eligible we will adapt homes by providing Disabled Facilities Grants. We will create confidence so that owners invest in their properties.
