Indian National Agricultural Research System The Indian National Agricultural Research System

(NARS) is a comprehensive information system for agriculture and allied sciences consisting of vast collection of rare and valuable books, reports, theses, surveys, statistical data, maps, bulletins, newsletters, journal back volumes and other documents held by libraries of different Agricultural Research Institutes and State Agricultural Universities spread all over the country. In order to provide online access to this valuable resource to researchers and scientists all over the world, an Institutional Repository named – ‘KrishiKosh’ has been created under the National Agricultural Innovation Project (NAIP).

Task of Digitization The work of digitization of the research documents was

taken up by four different centers, namely - Acharya N G Ranga Agricultural University, Hyderabad; Indian Agricultural Research Institute, New Delhi; Indian Veterinary Research Institute, Izatnagar; and University of Agricultural Sciences, Bengaluru. Using Open Source software, the material in the repository was organized into Institution-wise collection of documents such as books, journals, theses, reports, articles etc. The process of digitization including scanning, cleaning, cropping, conversion to text (OCR), conversion to PDF/A, is currently being done at four different centres. So far, more than 8.6 million pages from 19,495 documents have been digitized along with the necessary Metadata.

Technology-KrishiKosh Applying Digital Library standards, a web interface has

been developed where user can browse through Title, Date of publication, Author, Subject, etc. Advanced search option is also provided including restricted access to copyright items. User can easily register and subscribe for any collection and regularly receive updates, etc. The ‘KrishiKosh’ is a collaborative project which envisages launching an Indian agricultural knowledge portal over the Internet and sharing its research information including Electronic Theses & Dissertations (ETD) with the rest of the world using latest Information and Communication Technologies.

e-GRANTH project

The project ‘Strengthening of Digital Library and Information Management under NARS (e-Granth Project)’ has been approved by the National Agricultural Innovation Project (NAIP)’ which is a World Bank funded initiative under ICAR. Under this project, a central infrastructure for all the activities shall be created at IARI Library New Delhi. In the first phase of capacity building, 12 libraries have been selected. After reviewing the existing infrastructure and manpower of these libraries, the gap will be filled up in the proposed plan, so that they can meet the information demand from NARS.

Objectives of e-GRANTH

To create Online Public Access Catalog (OPAC) under “Indian Agricultural Research Group Catalogue” of all 12 library resources with Online Computer Library Center (OCLC) partnership.

To digitize important institutional repositories (limited to

IARI, New Delhi; IVRI, Izatnagar; ANGRAU, Hyderabad and UAS, Bangalore) including rare books and old journals and make them available under open access under NARS.

To strengthen capacity building for library and information

management system (open to all libraries of NARS).

KrishiKosh Project

The ICAR Institutions and SAUs hold many important documents like reports, theses, research & popular articles, extension literature, multimedia documents etc. In the present digital environment institutional repositories are becoming an indispensable component for information access and knowledge sharing. Sharing of knowledge is considered very useful for research, development and extension in agricultural science.

The repository of knowledge in agriculture and allied sciences, having collection of old and valuable books, records and various documents spread all over the country in different libraries of Research Institutions and State Agricultural Universities (SAUs). In this case, the open source software DSpace has been used for developing the Institutional Repository of ICAR Institutions and SAUs Libraries.

About KrishiKosh The KrishiKosh is an Institutional Repository developed under the under National Agricultural Research System (NARS). In this project, the intellectual output of Indian NARS in various document forms is captured, preserved/archived to enable users to access the content online. It is a unique repository of Knowledge in agriculture and allied sciences, having a collection of theses, rare and valuable books, institutional publications, technical bulletins, project reports, lectures, preprints, reprints, field records and other documents available in different libraries of Research Institutes and State Agricultural Universities (SAUs) spread all over the country. KrishiKosh acts as a digital platform to preserve the institution’s intellectual assets and to also manage its use through open access mandate.

Open Access Initiatives Open access momentum to research information has gained significance because the researchers and authors normally give away their intellectual property rights (copyright) to commercial publishers along with their research papers, technical bulletins, books etc., in return for recognition of their work but not the commercial income from it. Their interest is to widely disseminate the research output but publishers restrict the circulation often by putting high subscriptions to fulfill their commercial interests, creating an “impact barrier”. On the other hand, researchers and scientific workers look for easy access to literature but most of the time, many of us do not have easy access to majority of the literature created by our own community for lack of funds required to be paid to publishers, thus creating an “access barrier”. These structural problems with scholarly publishing have been addressed to some extent by KrishiKosh - a digital repository with Open Access mandate.

Functionalities of KrishiKosh The need for improving accessibility and preservation is the main strategy behind the current initiative under e-Granth. To create dependable digital storage and an efficient Integrated Content Management System (ICMS), an open source software DSpace has been customized to meet the requirements. It provides following functionalities to KrishiKosh:

Improve Accessibility The KrishiKosh makes the holdings more accessible to scholars, teachers, academics and general public, both within the campus as well as to those who cannot personally visit the NARS libraries but want to remotely access the contents through the internet, under open access policy.

Functionalities of KrishiKosh Enhanced Search Ability All holdings are grouped in communities and collections based on institutions, subjects, themes or other criteria making large amount of information easily available on any subject matter for teaching, research and development. Any researcher looking for content on any subject or themes can have a unified access to content on all media types (manuscripts, photographs, audio-video etc.) thereby making the search much easier and faster. Agrotags For making searches more meaningful and intelligent, online Agrotagger service development under Agropedia sub-project at IIT, Kanpur has been integrated with KrishiKosh repository to generate agrotags which is a carefully selected subset of Agrovac as developed by Food and Agriculture Organization (FAO).

Functionalities of KrishiKosh Preservation Preservation of all the rare documents in electronic form is an important aspect of this project. Once the documents are scanned and digitized, preservation of the originals is ensured for a much longer period as the need to handle the physical documents is eliminated or minimized to a great extant because the same documents are made available through the digital repository. Content Selection High power committees of subject experts identified the content of intellectual and academic value to be included in the repository at four digitization centers. Other institutions identify the content in consultation with subject experts approved by the Directors / Vice-Chancellors. The identified content is then harmonized centrally to avoid duplication.

CATEGORIES OF ACCESSIBILITY All of NARS's holdings are classified under the following three access categories: Public Access: Any Record that can be made available to public at large shall fall under this category Privileged Access: Records classified under this category shall be accessible to only to those individuals or organizations that have a privileged status with NARS (such as other national / state archives / research and academic institutes / eminent researchers etc.). Others (the world at large) would have to seek prior permission / approval from IARI to access any Record classified as Privileged Access. Prohibited Access: Records which are accessible ONLY to NARS authorized officials, due to their confidential and sensitive nature as defined by statutory rules and regulation

KRISHI PRABHA: INDIAN AGRICULTURAL DOCTORAL DISSERTATIONS REPOSITORY Krishi Prabha is a full text database of Indian Agricultural Doctoral Dissertations submitted by research scholars to the 45 State Agricultural Universities and Deemed Agricultural Universities from 01-01-2000 to 31-12-2007. This database, listing about 10,500 Dissertations, has been created by Nehru Library, Ch. Charan Singh Haryana Agricultural University, Hisar with financial support from Indian Council of Agricultural Research, New Delhi under its National Agricultural Innovation Project. There were 45 Ph.D. awarding Agricultural Universities/Deemed Agricultural Universities/ICAR Institutes in India. The doctoral dissertations, submitted by the scholars for award of doctoral degrees, are one of the very important and valuable original sources of information. A copy each of these dissertations is placed in the libraries of the respective Universities/Institutes.

Conclusion The libraries under NARS have always been in the forefront in providing latest information in time to the agriculture user community. The World Wide Web has removed the barriers and limitations of library information services that are usually restricted to physical library buildings with limited working hours. In other words, users are able to access any information they want, from anywhere in the world, and at any time over the Internet. The Institutional Repository ‘KrishiKosh’ – a collaborative project under the National Agricultural Innovation Project (NAIP) is an important step towards providing online access to the Indian agricultural information to researchers and scientists all over the world. It also culminated in launching of an Indian agricultural knowledge portal over the Internet for sharing its research information including Electronic Theses & Dissertations (ETD) with the rest of the world using the latest information and communication technologies.
