A corrupt practice is the offering, giving, receiving, or soliciting, directly or indirectly, anything of value to influence improperly the actions of another party.

A fraudulent practice is any action or omission, including a misrepresentation, that knowingly or recklessly misleads, or attempts to mislead, a party to obtain a financial or other benefit or to avoid an obligation.

A coercive practice is impairing or harming, or threatening to impair or harm, directly or indirectly, any party or the property of the party, to influence improperly the actions of a party.

A collusive practice is an arrangement between two or more parties designed to achieve an improper purpose, including influencing improperly the actions of another party.

A conflict of interest is any situation in which a party has interests that could improperly influence that party’s performance of official duties or responsibilities, contractual obligations, or compliance with applicable laws and regulations.

I. Foreword increasing the understanding of and compliance with ADB’s anticorruption policy and raising the awareness of potential irregularities throughout the project organizations implementing these projects, including representatives of executing and implementing agencies, project management and implementation units, project management consultants, members of steering and evaluation committees, beneficiaries, and other stakeholders, and thus help strengthen project administration. The TA beneficiaries will better understand ADB’s anticorruption policy and related procedures and be able to identify and address potential fraud and corruption in ADB-financed activities. In March 2008, ADB approved RETA 6447 for Anticorruption Seminars for 2008 and 2009. The objective of the Technical Assistance (TA) is to reduce the risk of fraud and corruption in selected ADB-financed projects by

Increasing the understanding of and compliance with ADB’s anticorruption policy, and

Raising awareness of potential irregularities among those responsible for

implementing the projects. Stakeholders of development activities include a range of individuals and institutions, including executing and implementing agencies, project management, audit and implementation units, project management consultants, steering and evaluation committees, beneficiaries, and others. The purpose of these seminars is to increase the awareness of stakeholders of the impacts of fraud and corruption on projects. Through facilitation discussions about ADB’s anticorruption policy and ADB-financed activities, it is hoped that stakeholders can

Identify and address potential fraud and corruption, Safeguard assets and resources, and

Contribute to an integrity-based project environment.

The TA is being implemented by ADB’s Office of the Auditor General, Integrity Division (OAGI). OAGI launched RETA 6447 in Papua New Guinea in October 2008. The first project to be covered by the RETA is Loan 2398/2399-PNG: Lae Port Development Project. This project was selected for the RETA due to the size of the loan and the complexity of the undertaking.

II. Executive Summary

OAGI held two-day participatory workshops in Lae (20-21 October) and Port Moresby (23-24 October 2008) as part of Regional Technical Assistance (RETA) 6447: Anticorruption Seminars. The Coverdale Organization, Inc. facilitated these workshops.

ADB’s anticorruption policy was used as a framework for interactive discussions with stakeholders in and around Loan 2398/2399-PNG: Lae Port Development Project. Participants in the workshop comprised representatives of the project, local and national government, civil society, communities and private sector, who worked in teams to develop a shared vision for the project as a model for effective, integrity-based development. Both workshops developed simple action plans, including personal commitments from team members, to make that vision a reality. Participants shared their views on the meaning of integrity and effectiveness and discussed the potential positive and negative impacts of eventual project outcomes.

Keys to the workshops’ success included:

Representation from public and private sectors,

including ethnic groups; Willing and active participants; Development of a cadre of trainers who can work to

sustain the process; and Assistance provided by the IPBC, facilitators, ADB

Within the workshops, stakeholders: Developed a consensus-based, shared vision with regards to integrity and

effectiveness in the implementation of the Lae Port Project; Developed action plans to carry out that vision; Sharpened relevant and related integrity-based management skills to improve

cooperation, willing compliance, transparency, and accountability; and Strengthened teamwork between stakeholder groups. Methodologies incorporated into the training included team building, planning, role play, role reversal, brainstorming and reporting. While the composition, size and activities of the workshops differed between Lae and Port Moresby, both found strong interest and active commitment to ensuring that the Lae Port Development Project results in effective and integrity-based project outcomes. This report documents the process of developing a shared vision and identifying steps to realize it. The strength of participants’ commitment is evidenced by their contributions, which are presented in this report. While readers may draw their own conclusions on shared themes and points of contrast, the words and photos from the workshops capture the spirit of teamwork and cooperation experienced.

As a result of the workshops, there was agreement by participants to develop an Integrity Network to assist the Lae Port Development Project in achieving maximum success. Continued interest by participants can help ensure transparency and accountability of the project. However, this requires nurturing and follow-up. It is hoped that the initiative begun in the workshops will continue, in an environment of active solicitation of interest and support for stakeholder involvement at all stages of the project. A journey of a thousand miles begins with the first step. Modest support to sustain the commitment generated by the workshops can help sustain commitment and effectively use the aspirations of stakeholders for the benefit of the project and the community.

IV. Workshop Activities

Task 1: Personal Aims

In this session, participants worked together to present their personal interests in the workshop. The purpose of this question was to give the facilitation team insights to shape the workshop design for greater participant satisfaction and engagement. Participants provided the following responses:

See how Lae Port Project can proceed and conclude with few problems.

See the port built for the benefit of all Papua New Guineans.

Learn and contribute constructively towards this workshop for the purpose of national economic growth of my country – PNG and growth of the people.

Learn how this project will develop PNG and the community.

Know more about what is happening with this project and where we fit in.

Get a better sense of how “bris kanda” can serve those affected by the port development.

Contribute ideas to assist in the development of the project in terms of law and order situations.

See that PNG’s biosecurity is adequately protected through the provision of adequate quarantine facilities in the Lae Port.

Ensure landowners participation. Improve efficiency on the port. Be able to lead my community in the

process of construction of the wharf. Find out what difference the port will

make in accomplishing speedy importing/exporting for everyone’s benefit.

Understand stakeholders expectations with development and help facilitate efficiency in port operations to deliver desired outcomes to all port users.

Learn new things from experienced people and pass on what I learn to the

people that I represent with regards to the port development.

Be part of the team and participate in this important project.

Learn and share experience on integration and effectiveness.

workshop and to integrate them in my life and career.

Task 3: Imagining Impacts

In this session, groups were asked to discuss the positive and negative impacts resulting from two different scenarios: the project having good standards of integrity and effectiveness and poor standards of integrity and effectiveness. The purpose of this discussion was to identify some of the intended and unintended consequences, and to start to identify who might benefit and who might get hurt as a result. Lower quarantine risks and make more revenue for Customs.

Barriers put in place by vested interests so things/processes may be slow.

From the top management down to the tea boy must abide by only one law to get the job done and on schedule.

Any mistake by one person or group will have very big impact on the whole project and would cost a lot of time and money.

Before employing anyone for the Port Project we would need to screen applicants before employing them thus there is no ‘Wantok System’. Trupela pasin.

Lack of preparedness of Stakeholders to embrace good standards leads to delay and high costs.

If you are a ‘Wantok’ it is easier to get things done.

Poor Occupational Health and Safety standards that could lead to high incident rates, loss time injury and higher insurance claims.

Task 4: Why strengthen integrity and effectiveness in the Lae Port Development Project?

In this session, participants summarized their earlier discussion and clarified the desirable impacts from the project, as a reminder of why integrity and effectiveness in the project is important. This process allowed participants to see the “why behind the why,” allowing teams to articulate purposes on several levels to understand that, while they may disagree on the lower level specifics, they can choose to cooperate on higher-level shared goals.

For transparency and equal participation by all stakeholders.

So that the benefits will be spread over all and not just one sector or group of stakeholders.

Achieve shared ownership. So that everyone who’s supposed to

benefit benefits. For effective and efficient delivery of

goods and services and sustainable economic development.

Task 5: How can we strengthen integrity and effectiveness in the Lae Port Development Project?

In this session, teams discussed how they could strengthen integrity and effectiveness in the Lae Prot Development Project. They were asked to consider how they could do this 1) as individuals, 2) as part of their office, company, organization or community, and 3) how they could accomplish this within their workshop working group. Task 7: Aims of Action Planning

The purposes of action planning were discussed in general terms, and work groups were given time to discuss the importance of action planning together. This component focussed on the results and indicators of the Integrity Network. In this session in Lae, the IPBC identified how it could use the different stakeholder groups in project implementation, to maximize transparency and constituency. Likewise, the stakeholders presented what its representatives thought they could bring to the table that would be of use to IPBC. This session focused on the Aims (the questions that helps to clarify vision), the Purpose (which answers the question “Why?” and use action verbs), Results (which answers the question “What?” using nouns, and Indicators (which answers the questions “Are we on track?” “Are we done yet?” Indicators specify quality, quantity and time, to help focus efforts). Although some transcriptions from this section were not submitted for this report, the participants’ memory and commitment will guide their actions.

Transparency and Integrity must be upheld. Personal interests and corrupt practices must

not be entertained. Procedures and processes must be complied

with. Certain committees should be established to

address issues of concern raised in the workshop.

In our discussions, I have learned that integrity is important for effective implementation of projects.

Not all stakeholders know what is going on in the project and what role exactly is IPBC undertaking compared to other stakeholders; Lesson learnt – information regarding any major projects should be made available, accordingly; transparency should be practiced more in work places.

The importance of greater transparency through improved levels of communication.

Working together as a team appears to be effective because it’s surprising to hear view from others that you haven’t thought of yourself – encourage more team participation.

With the approval of the CPA PNG board, ensure that accountants on the Lae project uphold integrity. This can be achieved through incorporating a session on integrity during our CPA PNG continuing professional education, newsletters and annual conferences.

Reporting procedures should be part in place to underline efforts to uphold integrity.

Setting up of an integrity unit in IPBC should promote integrity and effectiveness.

Valuable lessons learned in the workshop skills and techniques used.

Recognized that someone’s weakness can be another’s strengths and it compliments – encourage more openness.

Transcribing and skills of a facilitator. Wide consultation is effective for major

projects. Proper planning is essential for major projects. Integrity leads to good governance and

effectiveness. The importance of integrity issue being raised

in dealing with big money projects. The setting up of the integrity team may help

in the effectiveness in the Lae Port Development.

The involvement of more stakeholders will ensure the success of the project.

Few conflicts need to be ironed out between lead agencies in the Lae Port Development.

D. Evaluations Due to time limitations, evaluations were not completed for the POM workshop. The following are the results from the evaluations from the LAE workshop.

What was the most important thing that you learned? Discussion and formulation of action plans. That information and communication in the project is lacking. That PNG Ports corporation is not taking an active role in the project. That the project has not progressed more than expected. To listen, because there are a lot of issues that needed to be addressed and I, as worker

of IPBC-PMU, felt our team who attended this workshop was not equipped to answer certain questions.

Participants from different sectors and levels agree to use Integrity Network as a vehicle to support the Lae Port Development Project.

Sharing ideas, learning from each other and assisting each other to carry the discussion forward.

I have learned effective and integrity to success of Lae Port Development Project and the purpose of the services and to achieve better results.

The importance of integrity and how effectively produce results. Shared information is what I have learned. To be patient! That communication with stakeholders is very important. I learned the best of Effectiveness and Integrity. That by collectively utilizing our efforts and resources and ideas, we can do much work. To plan and work as a team to get a specific job done. More people involved in carrying

out a task gets the job done. Group work achieved more. Building teams and encouraging free communication. The important think I learned was teamwork and the need to have transparency and

integrity to make these team effective. I have learned many new things from very experienced and very highly qualified

international consultants. Effectiveness, integrity, teamwork and transparency. Learning new ideas and able to address concerns with new batch of people. To conduct facilitation workshops as a facilitator. That communication plays a big role in identifying problems and workshop such as these

promote participation and encourage ownership. That given the opportunity, people from many social groups can come together, form a

team and produce outcomes. Teamwork and self-confidence in public speaking. Integrity and how it affects society. What integrity and effectiveness is. Very important for every individual in this country.

How will you try to apply lessons from the workshop and how will you share with others what you have learned? Put my vision, aim and ideas into action. Interact with partners and stakeholders. Encourage affected communities to be involved in resolving issues affecting them. If I’m well equipped with knowledge, I will be able to explain, maybe in writing what this

project is about. I don’t think I know enough, I know what everybody else knows. Assist to facilitate in any opportunities to define the purpose, results and indicators so

that the full context of the subject is understood by those using the material. To advise other network organizations of what we had learnt also the discussion of the

social impact it will have on the community, in regards to health/education services. By opening up contacts and communicate with concerned organizations and to establish

what is needed to act on or dare. I might use the process of identifying/defining integrity and effectiveness in my

community development programs (include in some of our workshops). Put in practice in all daily life matters and also in big issues like the port development. It is preferable that I should lean to listen and inform/advise accordingly. It’s all experience! Reach out engineer people to reflect their comment/ideas into the port design. Talk to

the Project Director to pass on lessons learned from the workshop. I would integrate in my job to assist and develop my people and workplace. I would definitely integrate them into my life and line of work and also inform others as

opportunity arises. Contact all stakeholders in the project or get hold of contacts that I can link to in order to

get the work done for and in the community affected or impacted by Lae port project. Apply at my workplace – operations planning meetings. I would try to use these lessons at work. I would also discuss this with others to see if

they would be interested. I will share what I learned from this workshop with my

people in the affected communities and others at larger community.

What features of the workshop did you particularly value and would you suggest we retain (successes) and what are your recommendations (plan for next time)? Program and presentation – improved sequential program to achieve the ultimate goal. Breaking up into teams, brainstorming and summarizing after each task. Very

interesting… never did that before. Should be effective in the long run. Linking purpose, results and indicators and improvement in presentation. I like the full participation of all participants broken up into groups and they presenting

their report. It keeps people thinking. General discussions and Group team work. I recommend more workshops conducted to

widen community awareness. Brain storming and action plan. 2-minute tv session. I value the effective methods. Participatory approaches Rotating roles Group work Majority consensus Issues on corruption. The creation of a possible consultative body… if it

happens. Communities’ requests to IPBC (their information requests). The facilitation part of it by the facilitator was excellent. There was balanced humor with

the actual presentation. My recommendation is: keep up the good work. More humor. The thing that I value the most is equal participation and cooperation from all members

of the team which I presume to be implemented in the workshop. Structural sessions. Recommendations – avoid ambiguous concepts. The interaction between participants and the presentations. I value the sharing of ideas from different trades of life. Television presentation. Retain the success by involving all members to participate in

the tv presentation and not just 2-3 people. Brainstorming ideas; the process is actually a success! The emphasis on personal commitments towards a project “What can I do for the

project?” Clarify and explain the tasks involved in different phases of the workshops before starting each one.

Participation and added bonus. Small group work and formation of lasting teams. Group work – particularly good interchange of ideas from individuals with different

backgrounds.

What features should we try to improve on or eliminate (difficulties) and what are your recommendations (plan for next time)? Group Sessions. Participants should be taught to detail so they can contribute

efficiently. Improve briefs of processes involved; give more background on tasks before group

work. None… very well organized. Use of conflicting words which may stimulate/offend other partners. Confirmation of the same participants to work with the development of the port. So as

do the community doesn’t feel that their interest is not being ignored. More involvement of authorities who make decisions to avoid confusions. Get right people who would have answers to the unanswered questions rather than

holding us in suspense by putting on hold. Ample time to inform participants that all can attend such an important workshop. The questions seemed ambiguous though this was probably deliberate. A more

thorough opening would have put the first day into perspective. At the beginning of the workshop, IPBC should explain project outline (say 10 minutes).

Most of the information communities request to IPBC is there. Wrap-up by ADB about integrity and effectiveness (1st day morning) is necessary before

going to the next stage. We should try to improve in time management. Try to include local knowledge persons to improve language barrier in defining

complicated terms. Improve on interpretation or more elaboration on technical terms in order for simple

people to understand and meaningfully participate. My plan for the next meeting is to come prepared.

Use variety of presentation tools: charts, white boards, OHP, powerpoint. It would think timing was a big issue. Some of us we lost and did not know what we

were doing in this workshop. Maybe next time give at 4 weeks before workshop so participants may plan for this as well.

Language. Interpretation. Clear content with simple English used. English is not our mother tongue. We should try to eliminate narrowing down of discussion to one group in order to create

personal attack type question. Language problem. Use local language for effective communication. Use local expert to

translate English to local language (pidgin). I seriously think it went well – maybe the facilitators needed a little more guidance in

actually guiding the teams appropriately. Language. The use of flowery terms and “aid speak” should be limited, particularly for

those for whom English is not the first language. Proper planning and introduction to the subject in reference to the technical

comprehension of the participants. The presentation and aim and objective outcome of the workshop. Some background on the role of particular organizations, eg. IPBC.
