About UsDoyon Foundation was established as a 501(c)(3) charitable organization in 1989 by Doyon, Limited, the regional Native corporation for Interior Alaska. As the private foundation for Doyon, Limited, we serve the educational and cultural needs of Doyon’s shareholders and their children by providing postsecondary scholarships, advancing traditional Native knowledge, and increasing Native student performance levels.

Welcome Message

Dear Friends,

Thank you for another year of believing in and supporting Doyon Foundation’s mission. It’s been said before, and it’s worth saying again: our efforts would simply not be possible without your generosity, whether it’s in the form of financial contributions, in-kind donations or volunteer efforts.

Thanks to the strong involvement of our community, we are able to attract new funders who are helping to further our students’ educational goals. The new scholarship funded by Arctic Information Technology created last year is just one example; you can read more about this new award and our first recipient in this annual report.

We continue to grow and develop new ways to live out our mission to provide educational, career and cultural opportunities to enhance the identity and quality of life for Doyon shareholders. Through our language revitalization program, we are now serving those interested in learning their language. Our goal is to promote learning of all nine languages in the Doyon region.

During the past year, we had the opportunity to visit a successful language revitalization program – First People’s Cultural Council in British Columbia – and we were amazed at their progress over the past 20+ years. It was encouraging to see what they are

doing to promote learning of 23 languages. We saw a glimpse into our program’s future and possibilities!

Of course, we were also encouraged by last fall’s historic signing of House Bill 216, which recognized all 20 Alaska Native languages as official languages of the state of Alaska. To see this bill signed signifies for me a gargantuan step towards language revitalization in Alaska – an effort that we at Doyon Foundation have been working toward for years.

It’s important to recognize, though, that organizations do not own language revitalization. The people do. We at the Foundation are only a catalyst to assist and support efforts. We hope to work closely with each community in the Doyon region to assist them in carrying out their own vision for language revitalization for their people. We are excited to move forward with our efforts to assist the Doyon region in language revitalization.

There is still great work to be done and we thank you for your continued support.

To be eligible for a Doyon Foundation scholarship, you must:• Be enrolled to Doyon, Limited or be the child of an original

enrollee• Be accepted to an accredited college, university, technical

or vocational school• Maintain a minimum GPA and be enrolled in a minimum

number of credits

There are three scholarship deadlines each year:• March 15 – Basic scholarships for summer semester• May 15 – Basic and competitive scholarships for fall

semester• November 15 – Basic scholarships for spring

We offer four types of scholarships, including:• Competitive, which range from $2,000 to $7,000, and are

awarded once per year• Basic, which range from $400 for part-time students to

$800 for full-time students, and are awarded three times per year

• Short-term vocational, which covers the course cost (up to $400), and are awarded year-round

• Advanced college credit, which covers the course cost (up to $400), and are awarded year-round to high school students taking college courses

Chalisa Attla: First AIT Scholarship Recipient

Chalisa Attla was selected to receive the very first Arctic Information Technology (AIT) competitive scholarship for the 2014 – 2015 academic year.

AIT, a subsidiary of Doyon Government Group, donated $3,000 to Doyon Foundation to establish the new competitive scholarship. “This scholarship was established to support the educational goals of a shareholder interested in pursuing a career in the information technology field,” said Kevin T. Slattery, senior vice president and general manager of Doyon Government Group. “Computers and information technology services impact every aspect of today’s world. The industry is large and will continue to support employment for many years to come.”

“I feel blessed and honored to be awarded the first Arctic Information Technology scholarship,” said Attla, who is originally from Hughes, and currently resides in Fairbanks, where she is attending the University of Alaska Fairbanks (UAF) and majoring in accounting with a minor in finance. “The funds invested in my education will not only benefit myself, but the Native community as a whole. Having financial support will allow me to focus my time and energy on classwork instead of stressing over tuition and living expenses.”

“I want to assure future students that earning an education is possible even when you think you aren’t capable of paying for it. All you have to do is be dedicated, do your best, and apply, apply, apply! There are tons of funds for students out there – all you have to do is pursue them,” said Attla, who is the daughter of Kathy (Attla) Ehlers and Dewayne “Tracy” Hailey. Her maternal grandparents are Alfred and Helen Attla of Hughes, and her paternal grandparents are Thomas Hood of Columbus, Georgia and Marie (Walker) Katcheak originally from Holy Cross.

Language RevitalizationLanguage revitalization continues to be a major focus area for the Foundation.

First People’s Cultural CouncilIn an effort to continue to research and learn from other organizations’ best practices, we visited the First People’s Cultural Council (FPCC) in September 2014. Foundation staff and board members, as well as a representative from Doyon, Limited, joined us on the two-day visit to British Columbia. During the visit, we discussed FPCC’s successful language revitalization efforts over the past 24 years and got valuable ideas for our own program development. It was a very successful visit, and we were all inspired by the amount of work done by a small staff of committed individuals. Our next steps include discussing actions items at the next language revitalization committee strategic planning session, and we look forward to working with FPCC staff in the future.

Doyon Foundation 7000 PartnershipIn May 2014, we announced the launch of the Doyon Foundation 7000 Partnership with Transparent Language, Inc. The goal of the partnership is to create leading-edge software for the teaching and learning of the Athabascan languages of the Doyon region. Next steps include identifying funding sources and project partners to help move this effort forward. A cohort approach will also be explored.

Where Are Your KeysDuring the 2013 – 2014 fiscal year, we hosted two sets of Where Are Your Keys (WAYK) language trainings. The first took place in Fairbanks in November 2013, drawing 30 participants, and the second series was held in Tanana, Tok and Fairbanks in fall 2014, and involved nearly 50 language learner-teachers.

The fall 2014 trainings were offered through individual partnerships between Doyon Foundation, Tanana Tribal Council and the University of Alaska Fairbanks Tok Center. Funding support for the Tanana training was generously provided by Doyon, Limited.

The WAYK method, developed by Evan Gardner, is an accelerated language learning and teaching system intended to train people on how to quickly become fluent speakers of indigenous languages through the creation

of a safe learning environment using interactive play, cooperative learning, and the use of sign language to stay in the target language and eliminate the use of English.

Participant feedback from both trainings was very positive. An evaluation report from the fall 2013 training is available on the Foundation website.

Signs of the LandIn July 2014, a diverse and intergenerational group of 22 individuals came together at Howard Luke’s Galee’ya Camp in Fairbanks to discuss climate change and its impacts on local communities. The Signs of the Land Camp tested a model for engaging indigenous communities in the co-production of climate change knowledge, communication tools, and solutions-building. Among the activities, linguist Siri Tuttle worked individually with Elder Native language speakers to collect and document language about the land.

Audio ConferencesThe Foundation hosted two sets of informational audio conferences for the Doyon region to bring tribes together and encourage schools to network, discuss regional or statewide language issues, and share about local language events. The minutes from these meetings are on our website, www.doyonfoundation.com, and we plan to host additional audio conferences in the coming year.

Financial HighlightsThis year’s operating expenses totaled approximately $1.29 million. Of that, 44% went to scholarship programs, 22% to support services, 13% to the language revitalization program, 11% was investment expenses, and 10% to fundraising and other programs.

Our total operating revenue was $4,859,918, which included Doyon, Limited’s $1.29 million contribution, $3.3 million in investment income, $195,000 in other contributions, and over $67,000 in fundraising.

At year-end, our endowment totaled $17,105,728. We started the year with a base of just over $14 million, plus our annual contribution of $412,000 and had investment earnings of $2.65 million.

FundraisingOur primary fundraising efforts this past year included the annual Morris Thompson Memorial Golf Classic, as well as our Nee Ts’ee Neeyh and the Pick. Click. Give. campaigns.

In 2014, we experienced another incredibly successful Morris Thompson Memorial Golf Classic thanks in large part to the leadership, participation and support of Doyon, Limited. A total of 32 four-person teams participated in the 2014 event, raising more than $90,900, which will benefit future scholarship recipients through our Morris Thompson Scholarship Fund.

Our Nee Ts’ee Neeyh program is the Foundation’s major fundraising effort. Nee Ts’ee Neeyh means “We all give or help” in the Koyukon Athabascan dialect, and all funds donated to this program go into our general scholarship fund to support competitive, basic and vocational scholarships. In the past year, we received $11,250 in Nee Ts’ee Neeyh donations.

Last year was our third year of participating in Pick. Click. Give. In 2014, 86 generous Alaskans donated a portion of their Permanent Fund Dividend to the Foundation, giving a grand total of $5,475.

Passing on the Power of a ScholarshipSeeing students learn and grow and eventually transform into leaders who touch lives and lead positive change is one of the remarkable things about being involved with Doyon Foundation.

Foundation alumnus Dewey Kk’ołeyo Hoffman is an excellent example of the power of a scholarship. Hoffman graduated high school in Anchorage through GILA City Schools and APU Early Honors Program simultaneously in 2004.

He completed his undergraduate degree at Dartmouth College in 2009, with lots of encouragement and inspiration from his family – including his parents and two older sisters who finished college ahead of him. He also received support from the Native Americans at Dartmouth student group, professors and Doyon Foundation, which awarded Hoffman numerous scholarships during his education.

“Although I wanted to quit many times, seeing who had gone ahead of me and what encouragement and insights I might be able to pass on to others kept me going,” Hoffman shared.

Today, Hoffman is finding lots of ways to pass on the things he’s learned. He is working with his nephew,

who is preparing to enter a competitive undergraduate degree program. Hoffman serves as the development manager at the Alaska Native Heritage Center, supporting its mission to preserve and strengthen all Alaska Native traditions, languages and art. And he is seeking a master’s degree in education, focusing on teaching and learning, and promoting education policies and reforms that will create more opportunities for Alaska Native language instructors.

“When you donate to the Doyon Foundation, you are not only supporting the current and upcoming generation of Alaska Native leadership that will directly steer us into the future, but the state of Alaska as a whole,” Hoffman said.

Hoffman is Koyukon and Swiss-American originally from Ruby, and is the son of Dee Olin and David Hoffman. His mom was born to the late Lillian and Fred Olin of Kokrines and Ruby, and was adopted by John and Lorraine Honea of Ruby and seasonal camps. His father’s family comes from a farming community near Bozeman, Montana, where his ancestors from Switzerland and the UK settled.
