CITY OF SANTA PAULA REQUIREMENTS FOR FILMING IN THE
DOWNTOWN BUSINESS DISTRICT
The Downtown Business District is comprised of the area between 7th Street to the west and 12th Street to the east,
Railroad Avenue to the north and Ventura Street to the south, and includes businesses on both sides of the enclosing
streets. Because of the increased potential for disruption to the large number of businesses located in this area,
consideration for filming requires working with the Film Liaison to assist with scouting and site representation. If the
production company chooses to film in the Downtown Business District, the Film Liaison will also assist in contacting
merchants and/or residents for notification, and must be “on location” during filming. The Film Liaison’s services are
billed separately through Best of VC at $50 per hour ($60 per hour after 10:00 pm and before 6:00 am); scouting
services up to 2 hours are free of charge.

The following additional conditions must be adhered to if the production company chooses to film in the Downtown
Business District:
1. Notification: All residents and merchants within 300 feet of the primary film location (linear distance in each
direction from the front property lines as well as any additional properties affected, including properties
abutting alleys, and both sides of the street) must receive a “Merchant/Neighborhood Impact Notification Form”
(Exhibit “A”). The Film Liaison must be present when contacting each resident or merchant.
2. Map: A map of the planned location site(s) must be completed and returned to the City of Santa Paula and the
Film Liaison.
3. Film Company’s “Permission to Use Property” Release: This form must be completed, signed and a copy
returned to the Film Liaison. These releases are expressly used for primary locations or at the discretion of the
Film Liaison.
4. Pre-production Meeting with Affected Businesses: The City of Santa Paula (Issuing Authority) may require a
pre-production meeting. The Film Company (Permitee) shall contact the Film Liaison to arrange for a pre-
production meeting where details (parking, lighting, business interruption, etc.) regarding the proposed shoot

can be discussed prior to formal issuance of the city film permit. All potentially impacted locations must be
notified of the meeting by flyer or other appropriate notice at the expense of the Permitee. A representative of
the Film Company must be in attendance at this meeting to answer any questions regarding the film production.
The Film Liaison and Issuing Authority must approve the film project and may impose additional requirements
based on the particular circumstances regarding the nature of the filming itself.
5. Downtown Merchants Association Impact Fee: An impact fee shall be paid to the Downtown Merchants
Association for any filming activity that occurs in the Downtown Business District. Filming activities can
frequently take a toll on neighbors who may not receive the direct financial benefits, therefore the Downtown
Merchants Association promotes community events for the benefit of the downtown merchants throughout the
year. The following hourly rates apply:
• 10:00 am – 10:00 pm $75.00 per hour
• 10:00 pm – 10:00 am $50.00 per hour
A minimum charge of $300.00 is applicable for any film activity in the Downtown Business District. These fees
are paid directly to the Downtown Merchants Association, Federal Identification Number 77-0119730.
6. Posting of Signs: The Permitee shall post a minimum of one (1) sign of suitable size (i.e. easily readable from
traffic) at the end of each business area in the filming area. The purpose of the signs is to advise the public that
local businesses are open during filming activity. Appropriate signs may be required at the end of each filming
area directing people to the nearest available parking areas. Signs shall be posted at least two (2) hours prior to
the commencement of filming and remain in place throughout the duration of filming activity. The Film Liaison,
City Representative and/or Issuing Authority shall approve all signs (size, location, information, etc.).
7. Public Notice/Announcement: The Permitee shall print a public notice or announcements of suitable size (a
minimum of a ¼ page) about the filming activity and listing the names of the affected businesses which will be
open for business while the filming activity occurs. This notice must occur 48 hours prior to filming.

8. Parking of Production-Related Vehicles: The Issuing Authority shall have discretion to determine parking of
production vehicles and other ancillary vehicles.
9. Holiday Season Ban: Any filming in the Downtown Business District from Thanksgiving until January 1st is not
allowed.
10. Lunch Hour Time Period: Filming activity should be avoided during the period of 11:30 am to 1:30 pm, but is
allowed when majority of affected businesses have agreed per written notice.
11. Business Contracts: The Permitee shall exercise independent contracts with each affected Downtown Business
District merchant consistent with guidelines published by the California Film Commission. Affected means
negatively impacted (parking limitations, limited street or pedestrian access, etc.) businesses, and not only those
businesses in front of the filming activity. All contracts must be honored prior to the completion of filming
activity. The Downtown Merchants Association will provide a list of suggested rates (Exhibit “B” Merchant
Compensation Recommendations) for locations within the Downtown Business District. This list is for
informational purposes only and is designed to assist businesses in negotiating a fair contract with filming
industry representatives. All pre-negotiated payments must be made prior to the commencement of
production. Additional payments must be made before completion of production.
12. Filmmakers’ Code of Professional Responsibility: The Permitee shall see to it that all of its employees shall
comply with all provisions of the Filmmakers’ Code of Professional Responsibility as provided by the California
Film Commission.

Authorization must be received from a majority of the residents or businesses impacted by the filming activity of the filming
company requesting a City filming permit. Residents and businesses must be provided with a copy of this form while obtaining
signatures. Filming company representatives must fully explain any questions an individual might have regarding the filming
activity, including use of supplemental business contracts between the impacted residents and businesses and the filming company.

Merchant Compensation Recommendations for Santa Paula
Zone “A” Primary
The store/business that is used for
interior filming:
• Merchants will negotiate their
own fees for use of their place of
business.
• Merchants are responsible for

Zone “A” Secondary
The merchant on each side of the

Additional Recommended Fees:
Parking Spaces: Merchants should be compensated $50.00 per day per parking space for the use of any parking spaces
in front of their place of business.
Intermittent Pedestrian Traffic: Merchants within Zone “B” should be compensated a minimum of $50.00 per day.
ITC/Intermittent Traffic Control: Merchants within Zone “B” should be compensated $200.00 per day.
• LOSS COMPENSATION FEES ARE BASED ON A “FULL DAY” FILMING SCHEDULE (12 hour day)
• FEWER HOURS OF FILMING WILL ADJUST LOSS COMPENSATION TO LESS THAN THESE AMOUNTS.
• THE ABOVE LOSS COMPENSATION CALCULATIONS ARE BASED ON BUSINESSES OPEN DURING STANDARD
DAILY BUSINESS HOURS OF 9:00 AM TO 5:00 PM.
ATTENTION BUSINESS OWNERS: BUSINESS REQUIREMENTS FOR LOSS COMPENSATION PAYMENT
Required/must be prominently posted:
• Normal business hours posted in public view
• City of Santa Paula Business License posted in public view.
Businesses MUST normally be OPEN on the day of the week of filming for compensation. No compensation will be
paid when a business is normally closed or does not have a business license.
