Created as a Special District in 1946, by KRS 076 Responsible for storm water and wastewater service in Louisville, KY

metropolitan area Approximately 120 CSOs Louisville founded 1778 Jefferson County 400 sq. miles 740,000 population



CSO LTCP and CSO 209 Rationale

MSD initiated their CSO LTCP work in the mid 1990s

As part of the CSO LTCP, CSO 209 was identified as a high priority project

Second most upstream CSO

CSO discharges into a Park

Majority of area is residential

Dual pipes, common MHs: separation project

Project would require downspout disconnection

Process for CSO 209 Project

Dye and smoke testing of the entire sewer system

Wet weather observation at the CSO

Pre Construction flow monitoring and hydraulic modeling to calculate a target for downspout removal

TVI of entire public system completed in conjunction with Louisville MSD resources

Separation of the public sewer system (property line to property line)

Private property program to remove connected downspouts

Post construction flow monitoring Closure of the CSO

Initial process determined:

Preliminary planning: define the process, develop consent release

Distribute mailers / flyers and public meetings

Inspections which included dye test homes (vs. smoke testing) to determine which ones to disconnect

Meet with customer to present and discuss program

Prepare designs for home

Meeting(s) to obtain signed consent release

Several projects were completed as part of this program CSO 147: 8 acres, 34 homes

CSO 87: 31 acres, 234 homes

Fine tuning included: Established guidance on various design issues

Utilized various NDS products: flo-wells, pop-up emitters, drainage basins & grates

Leaf screen added to downspout riser

Downspout Disconnection Program – Phase II

MSD entered into Consent Decree 2005 to address CSOs and SSOs Finalized in 2008

Along with traditional gray projects (separation, basins, PS upgrades, treatment plants) MSD determined that downspout removal would be a key component of their wet weather plan
