WORK REQUIREMENTS ELECTRICAL PREVENTATIVE MAINTENANCE – MSB

PART 1 - GENERAL
A. Provide labor, equipment and material to perform one-time preventive maintenance as described below. All work shall be performed during the month of January/February. All outages must be performed outside of normal operating hours of the facility. Contractor shall coordinate with owner scheduling of all outages.
B. Contractor shall submit final report showing “as found” and “as left” conditions. Contractor is responsible for field verifying the location of all equipment before submitting pricing.
C. Ensure equipment is properly de-energized isolated, properly grounded and properly locked and tagged out prior to performing, testing, and maintenance.
D. All work shall be done in accordance with manufacturer instructions.
E. Open all spare 5kV cubicles in switchgear, inspect and clean. See items below for more specific requirements.
F. Notify owner’s representative immediately if any equipment calibration is unobtainable.
G. All equipment outages will be coordinated through owner’s representative. Contractor will be introduced at onset of work. A minimum of 30 days’ notice shall be required prior to any outage in the building.
H. A final test report will be submitted that includes verification of each item on this work scope. The report will include “as found” and “as left” condition. This is true, but it is noted in the contract that procurement issues. Report shall be structured and divided similar to this work scope.
PART 2 - 5KV METAL CLAD DRAWOUT SWITCHGEAR
A. Breaker and Instrument Compartments.
Periodic inspection of the circuit breaker is recommended at least once a year. More frequent inspections are recommended where severe load conditions, dust, moisture or other unfavorable conditions exist, or if the vital nature of the load warrants it. Always inspect the breaker after a short-circuit current has been interrupted
Breakers – Test for proper operation: Test and inspect all circuit breakers for proper operation as follows:
a. Operate each breaker while in the TEST position and check all functions. This is particularly important for breakers that normally remain in either the opened or closed positions for long periods of time.
WARNING: Primary equipment must be completely de-energized while tests on control circuits, etc. are being conducted. Be sure that all areas of feedback from secondary circuits, as well as outside sources, are disconnected.
b. Remove the breakers from their compartments to a clean maintenance area. Close compartment door and cover the breaker cutout to prevent access to live parts.

includes de-energizing any connections to outside primary or secondary sources, such as transformers, tie lines, etc.
B. Checks After Breaker is De-energized.
At the time of inspection, the following checks should be made after the breaker has been de-energized:
Insulation
a. Visually Inspect Drive Insulator, Barriers and Stand-off insulators for dirt and cracking. Clean with a lint free cloth or replace if cracked.
b. Depress the CLOSE button on the front of the breaker. The springs should discharge and, if the latch is properly reset, the breaker will close.
Insulation Integrity
a. Hipot test the main circuit to ground – If test fails, clean and retest.
b. Hipot test between main circuit terminals – If test fails, clean and retest.
c. Hipot test control circuit to ground – If test fails, clean and retest.
Vacuum Interrupter
a. Visibility of contract erosion marks – Close the circuit breaker and observe if all green marks on moving stems are visible. If the mark is not visible, check if the pole unit bushing is intact on the pole unit cup plate. If the bushing is intact, then replace the interrupter assembly and perform contact wipe check. If the bushing is not intact, then glue back the bushing to the cup plate and observe the mark again.
b. Contact wipe indicator visible – To determine contact erosion, close the circuit breaker and observe the vacuum interrupter moving stem from the rear of the breaker. If the mark on each stem is visible, erosion has not reached maximum value thus indicating satisfactory contact surface of the interrupter. If the mark is not visible, the pole unit assembly must be replaced. The adequacy of the contact wipe can be determined by observing the vacuum interrupter side of the operating rod assembly on a closed-circuit breaker per manufacturer’s procedure. If the wipe is not adequate, conduct a Closure test per manufacturer’s recommendations. The vacuum interrupter assembly (pole unit) must be replaced per manufacturer replacement procedure if Closure test fails.
c. Adequate vacuum – Perform integrity test using a one-minute ac high potential test
using a test voltage of 15kV. All operating personnel are recommended by Eaton to stand at least four meters away in front of the breaker element due to possible X-Radiation. If integrity test is not satisfactory, replace the interrupter assembly per manufacturer’s procedures.

Primary Disconnects
a. Visually check for dirt on ceramic body. Clean with a lint free cloth.
b. Visually check there is no burning or damage – Replace if burned, damaged or eroded.
Control circuit Parts - Closing and Tripping device including disconnects
a. Smooth and correct operation by control power - Test closing and tripping of circuit breaker twice. Replace any defective device. Identify per trouble shooting chart, see page.
Control circuit Parts - Wiring – Visually check wiring is securely tied in place and repair or tie as necessary.
Control circuit Parts - Terminals – Visually and manually check for tightness. Tighten or replace if necessary.
Control circuit Parts – Motor – Verify smooth and normal operation and replace if necessary.
Operating Mechanism – Tightness of Hardware
a. Verify and feel no loose or missing parts. Tighten per manufacturer’s torque specifications or reinstate if necessary with appropriate tools.
Operating Mechanism – Dust or foreign matter
a. Visually check for dust or foreign matter and clean as necessary.
Operating Mechanism - Lubrication
a. Verify smooth operation and no excessive wear. Refer to manufacturer’s literature for areas to lubricate. Lubricate very sparingly with light mineral oil. After lubrication, operate the circuit breaker several times manually and electrically.
Operating Mechanism – Deformation or Excessive Wear
a. Verify no excessive wear or deformation. Replace parts if necessary.
Operating Mechanism – Manual Operation
a. Verify smooth operation, manual operation, closing and tripping and correct per manufacturers troubleshooting chart starting on page 7.
Operating Mechanism – Closure Test
a. Verify 0.6 inch over travel per Closure Test per manufacturer recommendations. If < 0.6-inch contact Eaton Sales and Service.
C. Instruments, Instrument Transformers, and Relays
Check and inspect all devices to see that they are functioning properly. Check that all electrical connections are tight. Check mounting of the device.

Under normal conditions, the protective relays do not operate; therefore, it is important to
check the operation of these devices regularly. Test relays per manufacturer’s instructions.
Breaker Compartment Interiors
WARNING: De-energize equipment completely before doing maintenance work in compartments. This includes de-energizing any connections to outside primary or secondary sources, such as transformers, tie lines, etc.
Thoroughly clean the interior of the breaker and instrument compartments. Use a vacuum cleaner and clean rags only. Do not use steel wool or oxide papers. Blowing with compressed air is not recommended.
Check indicating devices, mechanical and key interlocks.
D. Bus Area
WARNING: De-energize equipment completely before doing maintenance work on any devices, connections, bus work, breaker or feeder cable compartments. This includes de-energizing any connections to outside primary or secondary sources, such as transformers, tie lines, etc.
Inspect the buses and connections carefully for evidence of overheating or weakening of the insulating supports. If bus insulation is present, remove the molded covers over the main bus connection to expose joints for inspection.
Check all connection bolts in the bus compartment and all bracing bolts for tightness.
Before cleaning, take megger readings between phases and each phase to ground. Inspect for signs of overheating or weakened insulation. Remove dust from buses, connections, supports and enclosure surfaces. Wipe clean with distilled water and wipe dry.
Vacuum and, with a clean rag, wipe the buses and supports. After buses have been dusted and wiped clean, take megger readings again between phases and each phase to ground. Turn over a record of the readings to the Owner for future reference in determining when trends occur that would indicate a lowering of the insulation resistance.
Visually inspect the insulation on the bars that run from the breaker studs through the bus
structure to the cable area.
Insulation System Testing
a. Perform insulation-resistance tests on each bus section, phase-to-phase and phase-to-ground. Values shall be in accordance with manufacturer's published data.
E. Cable and Busway Compartment Inspect and check the cable and busway compartment as follows:
Inspect all power cable connections for signs of overheating and tighten all connections. If severe discoloration or if damage is apparent, remove the damaged portion of the cable.
CAUTION: Be sure the condition which caused the over-heating has been corrected before energizing.
Check all bolts that hold cable terminals to the connection bars for tightness.

Check that all secondary control wiring connections are tight and that all control cabling is
intact.
Verify that the cable tape shields are grounded correctly with regard to the ground sensors. The shield/ground must be brought back through the CT opening and then grounded.
F. Disconnecting contacts other than on breaker
Inspect all secondary disconnecting contacts, such as those on auxiliary drawout assemblies, for abnormal wear, fatigue, or overheating. Replace if necessary. Otherwise treat the same as the main disconnecting contacts.
G. Control Contactors
Contacts should be inspected and dressed or replaced when the surface becomes pitted.
H. Secondary Wiring
Check all wiring connections for tightness, including those at the current and voltage transformers and at the terminal blocks where circuits leave the switchgear. Make sure that all secondary wiring connections are properly connected to the switchgear ground bus where so indicated.
I. Mechanical Parts
Visually check and manually operate mechanical moving parts such as the shutter, TOC and MOC switch assemblies, the position interlock, hinged doors and the drawout features of the auxiliary drawout assemblies. Examine mechanical mating parts such as the breaker secondary contacts blocks, guide rails and trippers. Grease the racking screw and the plunger/operating mechanism of the MOC switch.
Inspect and maintain devices per manufacturer’s requirements for each device.
J. Station Battery
Inspect and clean the interior of the standalone battery cabinet. Inspect the battery charger and batteries. Test batteries per manufacturer’s recommendations.
K. Overall Switchgear
Make the following checks on the complete switchgear equipment.
Clean and inspect all painted surfaces and retouch where necessary.
Check to see that all anchor bolts and other structural bolts are tight.
Check that all breaker and instrument compartment door latches operate properly.
If the switchgear is equipped with heaters, check to see that all heaters are energized and operating.
Check all grill work and air passages for obstructions and accumulations for dirt.

L. Torque all bolted connections to manufacturing specifications.
SWITCHGEAR LIST:
MSWGRA/B – Located in the electrical room adjacent to the CNP vault at the ground level vault West of the MSB building. This will require outage of CNP distribution.
PSWGRA/B – Located in the Penthouse electrical room.

PART 3 - 5KV METAL ENCLOSED SWITCHES
A. Checks After Switch is De-energized.
At the time of inspection, the following checks should be made after the switch has been de-energized:
Open and close switch twice and replace any defective parts.
Visually check all wiring is securely tied in place and repair or tie if necessary.
Visually and manually inspect terminals for tightness. Tighten to manufacturer’s specs as required or replace.
Visually and manually check for tightness of all hardware. Tighten to manufacturer’s specs as required or replace.
Cleaning
a. All switches, including insulators and operating arms, should be thoroughly cleaned periodically by wiping with a clean cloth to prevent accumulations of dust. After cleaning, a light coat of lubrication (non-corrosive, high temperature grease equivalent to SCH-32 Mobiltemp) should be applied to the contact surfaces. Do not use “cup” or other grease which may harden upon exposure to air. \
Contact Inspection
a. Check to determine that blades make good contact. A contact resistance measurement between jaw spade terminal and hinge spade terminals should be taken and should be between 35-100 micro-ohms. Insure that the blades can be opened from jaw casting with a pulling fore of approximately 30-36 pounds measured at a point between the main blades just below the jaw contact as previously described. If force is above 30-36 pounds, follow manufacturer’s alignment procedures.
Insulators
a. All insulator surfaces shall be kept clean. Clean with alcohol cleaner. Discard and replace any insulators showing signs of tracking.
Insulation Check
a. All insulation shall be carefully examined for tracking. Special attention must be given to areas where the conductor passes through an insulator or lays near a barrier. Examine the surface for cracks or streaked discoloration. When tracking is found, the insulation involved must be replaced. In such a case, contact local rep for replacement parts.
Bus and Conductor (Switch Blade) Check
a. Inspect the buses and connections carefully for evidence of overheating or damage. Measure the resistance to ground and between phases of the insulation of buses and connections with a meter or use a megger of proper voltage. A record should be kept of this reading. Weakening of the insulation from one maintenance period to the next can be recognized from the recorded readings. At recording time, the record should include the temperature, the humidity, and the date.

Chain Drive
a. The chain drive assembly connects the stored energy mechanism to the operating handle on the front of the housing. It consists of a length of roller type chain fastened in a loop by two adjustable turnbuckles with locking nuts. Make sure turnbuckles and locking nuts are tight. No adjustments are necessary.
Operating Shaft
a. The operating shaft connects the stored energy mechanism to the switch operating arms. The shaft is integral with the switch assembly and is bearing mounted. Light lubricant applied to bearing surfaces will insure trouble free operation. No adjustments are necessary.
Pushrods
a. Each main blade of the switch is connected to the throw arms or the main operating shaft by an insulated pushrod. These pushrods should be shall be examined for signs of damage to either end. If a damaged pushrod is encountered, replace with a new part.
Stored Energy Mechanism
a. The stored energy mechanism consists of a housing with a one piece crank sprocket assembly supported by bearings and a spring assembly. The sprocket assembly is chain driven by means of a handle on the front of the housing. As the handle is moved upward, the spring assembly is charged. As the crank sprocket assembly passes over dead center the spring takes over and drives the switch to the closed position. The unit is factory adjusted and should need no adjustment in the field. Check to make sure the latches rotate freely up and down by using finger pressure on the rollers. Check for loose bearing bolts.
Lubrication
a. Lubricate bearing points and sliding surfaces with a thin film of low temperature lubricant. Before lubrication, remove any hardened grease and dirt from latch and bearing surfaces with kerosene, varsol or naptha.
High Potential Tests
a. High pot test to check the integrity of the insulation. Test voltage shall not exceed 14kV. Testing shall conform to all applicable OSHA, ANSI and NEC standards.
SWITCHGEAR LIST:
USHGA/B, USHXA, FIRE PUMP SWGR – USHGA/B and USHXA Located in the ground floor electrical room. FIRE PUMP SWGR is located in the basement. There is one set of duplex switches for each lineup, six switches total in the room for ground floor equipment. Fire pump switchgear consists of one switch.

PART 4 - INFRARED SURVEY
A. Perform infrared survey during January/February of 2019 for all connections for all of the equipment noted above. Survey shall be for all terminations and Busing.
