What is LISA ?
LISA Evolution
• Daily land „consumption“ approximately 24 ha (?) • Documentation of landscape changes
• rising land consumption • Space relevant administration
• reporting obligations on regional, national & European level
• implementation of directives • Data for planning future land consumption • Operational needs in private industry (e.g.
telecom, transport, ...)
Why do we need LISA?
• Description of earth‘s surface without considering use
• 15 classes with 12 attributes
• Objects with a size beginning from 25 m²
• Based on satellite data, orthophotos & elevation data
• Pléiades: Clouds and tilting to be avoided when tasking
• Object-based classification approach
LISA Land cover
Classes MMU Description 1 Buildings 25 m² Buildings with all types of use
2 Other constructed areas 25 m² Sealed areas except buildings, gravelled streets and parking zones
3 Bare soil 50 m² Non-vegetated, bare soil
4 Screes 50 m² Unconsolidated sediments as debris, scree slopes, crushed stones and sandy sections
5 Bare rock 50 m² Rocks and (solid) bedrock 6 Surface water 50 m² Open surfaces standing water bodies and watercourses 7 Snow 50 m² Temporarily snow-covered areas 8 Ice 50 m² Glaciers and ice fields 9 Trees 25 m² Single trees and groups of trees
10 Bushes 50 m² Bushes, hedges in settlements, dwarf pines and afforestation areas with low tree heights
11 Dwarf shrubs 50 m² Outspread dense population of dwarf-shrubs
12 Herbaceous vegetation 50 m² Artificial green areas (gardens and fields) and natural grassland
13 Reeds 50 m² Reed belts
14 Shadow 500 m² Non-interpretable shaded areas due to topographic conditions
15 Clouds 500 m² Non-interpretable areas due to clouds

Large-scale Production • 10,000 km² in urban agglomerations of Austria • Input data: Pléiades, WorldView-2, orthophotos,
Laserscanning data, NO ancillary data • Temporal coverage: 2011 – 2013 • Spatial Resolution: 0,5 m
Large-scale Production • Independent validation by scientific team • Quantitative validation (stratified random point
sampling) reveals overall accuracies > 90 % for all production sites
• Buildings almost detected to 100 % • According to Austrian user organisations a major success
in the development of a national land monitoring system
The Federal Office of Metrology and Surveying of Austria (BEV) will produce LISA land cover nationwide on a regular basis
• Description of earth‘s surface considering use • 25 classes + 72 attributes • Smallest objects: 1.000 m2 • Based on land cover, orthophotos, surface models,
satellite data & ancillary data
LISA Land use
LISA Land use (Salzburg)
• 2 year ESA funded project • Implement a multi-scale and multi-purpose LIS
– multiscale: HR and VHR – multipurpose: integrate the needs of several sectors
• Make full use of the capacities of Sentinel-2 – Enriched VHR land cover (including attributes specific for the
urban domain, e.g. greenness index) – HR LC map for entire Austria – Identify static, cyclical and conditional changes
• Standardise the LISA data model through compliance with EAGLE data model
