The Hertie School of Governance was founded in 2003
by the Hertie Foundation, which remains its major part
ner. An interdisciplinary focus and policy orientation
distinguish the Hertie School’s research agenda. Interna
tionally recognized academics make up the core faculty.
The School is situated in the heart of Berlin, a stone’s
throw from the city’s most beautiful square, the Gendar
menmarkt. Just minutes from the German Parliament,
various federal ministries, political representations,
media organizations and research institutes, the Hertie
School has its finger firmly on the pulse of the latest de
velopments in public policy, governance and academia.
The Winter Academy was initiated and is financed by the
Deutsche Gesellschaft für Internationale Zusammen

The Winter Academy Transformation Lawyers – Legal Dia
logue for Legal Transformation is targeted at lawyers from
judicial and administrative fields with the following profile:
■■ completed university degree in law;
■■ at least two years work experience in a “public” institution;
■■ between 24 and 35 years of age;
■■ interested in foreign law concepts; and
■■ good knowledge of the English language.

Objective
Since 2001, the German Federal Ministry of Economic Co
operation and Development’s Caucasus Initiative has pro
moted crossborder cooperation between the South Cau
casus countries of Armenia, Azerbaijan and Georgia. The
Deutsche Gesellschaft für Internationale Zusammenarbeit
(GIZ) is sponsoring the Winter Academy for the fourth time.
The Winter Academy Transformation Lawyers aims to cre
ate a scientific and practiceoriented atmosphere which will
facilitate a professional dialogue and intensive exchange of
information among the participants. The courses will be
taught in English. Up to a total of 25 participants from all
three countries will:
■■ engage in a legal dialogue on legal transformation in the
South Caucasus, and
■■ intensify their legal knowledge and legal practice skills.
GIZ is pleased to have won the renowned Hertie School of
Governance, Berlin as well as the Bucerius Law School, Ham
burg to conduct the Winter Academy Transformation Lawyers.
Topics
The topics covered in the Winter Academy are diverse
and will include:
■■ civil law versus case law;
■■ skills training in legal methodology;
■■ a platform for discussions about legal fundamentals of
political science and rule of law;
■■ intensive training in selected fields of private, public
and European law;
■■ practical communication and presentation skills;
■■ negotiation techniques and leadership skills;
■■ crosscutting topics, e.g. gender aspects and historical
justice.
The work on legal challenges and issues relevant to all three
countries will create an international professional network
within the South Caucasus and with links to Germany.
The practiceoriented training and international experi
ence gained at the Winter Academy Transformation Law
yers make the participants valuable cooperation partners
for GIZ and its future legal and judicial reform activities.
While introducing their new competencies in their daily
work, the participants will play an important role in ad
vancing legal and judicial reforms in their home countries.
