1 INTRODUCTION
1.1 Tesh Consultants Ltd have been commissioned by Tarmac to prepare a
Transport Statement to support their planning application for the extraction of
limestone from proposed extension areas at their existing Whitwell Quarry,
Derbyshire, to provide continued supply of industrial limestone to the lime kilns
at Whitwell Lime Works and civil engineering aggregates.
1.2 The four proposed extension areas (north extension, north-east extension, east
extension and south-east extension) are around the north and eastern
periphery of the existing quarry within the existing site planning boundary.
There are no proposals to provide any additional access points further to the
existing and consented access points. The existing entrance from Crags Road
and existing exit onto Southfield Lane will continue to be used.
1.3 This Statement considers the implications of the proposed quarry extensions
and the extension in the operating period in respect of the local highway
network.
1.4 The scope of this Transport Statement has been agreed with Derbyshire
County Council.

2 EXISTING CONDITIONS
2.1 Whitwell Quarry Complex (Whitwell Quarry) is located in northeast Derbyshire
approximately 6.5km southwest of Worksop and 15.5km east of Chesterfield.
The nearest settlements are Whitwell village approximately 0.5km to the north
and Creswell approximately 0.8km to the south west. The location of Whitwell
Quarry is shown in Figure 1.
2.2 The quarry produces both dolomitic limestone for the lime kilns (Whitwell Lime
Works operated by Lh-oist) and limestone aggregates for the construction
industry. The kilns produce materials for the steel and refractory industries. The
quarry typically is producing approximately 500,000t per annum for the lime
kilns and 500,000t per annum of aggregates.
2.3 The main quarry area and Whitwell Lime Works are to the west of Crags Road
with a smaller area (on the site of the former Belph tip and known as the
Eastern Area) to the east of Crags Road and connected to the main quarry by
an underpass. There is a further small area of quarry to the north of the railway
line (Worksop-Nottingham) known as the Northern Quarry. The Northern
Quarry is separated from the main quarry by the Tunnel Area which comprises
the mineral around the railway tunnel. Access to the Northern Quarry is at
ground level across the Tunnel Area. Figure 3 shows the respective quarry
areas and Whitwell Lime Works.
2.4 Access to Whitwell Quarry is from the A60 approximately 1km to the east via
Hennymoor Lane (B6042) and Crags Road to the quarry and Whitwell Lime
Works entrance on Crags Road. There is an internal one-way system with all
quarry and Whitwell Lime Works traffic entering the site from Crags Road and
exiting the site onto Southfield Lane. The administrative offices for both the
quarry and Whitwell Lime Works have a separate entrance onto Crags Road
400m south of the HGV access. The access to the administrative offices is not
included in the site area of the proposed development. Figure 2 shows these
access points as well as the local highway network.
2.5 The junction of Hennymoor Lane (B6042) and the A60 was improved by
Tarmac approximately 10 years ago to provide a right-turn lane on the A60 into
Hennymoor Lane and street lighting of the junction.

2.6 There are weight restrictions (vehicles over 7.5 tonnes prohibited) on Crags
Road south of its junction with Hennymoor Lane, on Southfield Road north of
the quarry exit and on Millash Lane east of its junction with Southfield Lane and
Crags Road (see Figure 2). Tarmac and Lh-oist have a routing agreement that
restricts their HGV traffic to using Southfield Lane south-east of the quarry exit,
Crags Road between the Southfield Lane and Hennymoor Lane junctions and
Hennymoor Lane to the A60.
2.7 The quarry working hours are 06.00 to 19.00 Monday to Friday and 06.00 to
13.00 on Saturdays.
2.8 Both Creswell and Whitwell villages are served by the 77 bus service between
Chesterfield and Worksop with a half hourly service in both directions Monday
to Saturday and an hourly service on Sundays (see Appendix A for the bus
route map and timetable). The nearest stops to the quarry for the 77 service
are in Whitwell at the junction of Southfield Lane and Bakestone Moor
(approximately 1.6km from the quarry) and Creswell at the junction of Mansfield
Road and Elmton Road (approximately 1.9km from the quarry). The earliest 77
buses from Worksop are 05.29 at Whitwell and 06.25 at Creswell and from
Chesterfield are 05.58 at Creswell and 06.10 at Whitwell. There is also a
service along the A60, the 209 between Worksop and Edwinstowe, but this
service is more limited with a two-hourly service Monday to Saturday and no
service on Sunday. The nearest bus stops to the quarry for the 209 service are
1.8km and 2km from the quarry (at the junction of the A60/Station Road to the
north east and Holbeck Nursey Lodge to the south east respectively). The
earliest 209 buses are 06.33 from Worksop and 07.56 from Edwinstowe.
2.9 The Worksop-Nottingham railway (Robin Hood Line) that crosses the quarry
has an hourly passenger service in both directions operated by East Midlands
Trains. The nearest station is in Whitwell which is approximately 1.8km from
the quarry by road or 1.2km by public footpath. The service operates
approximately hourly Monday to Saturday with the first train at 05.58 to
Nottingham and 06.36 to Worksop. There is no service on a Sunday. The
timetable is included in Appendix A.

2.10 Due to the working hours of the quarry the only suitable public transport route is
the 05.15 bus 77 from Worksop which gets to Whitwell at 05.29 at Bakestone
Moor bus stop which is approximately 1.6km from the quarry (approximately a
22 minute walk). The other bus and train services arrive too late for the quarry’s
working hours and therefore will not be a practical commuting option for most of
the quarry’s workers resulting in only a limited number using public transport.
2.11 As agreed with Derbyshire County Council (DCC) an automatic traffic count
was undertaken on Hennymoor Lane for the period 9th July to 15th July 2015
(see Appendix B for the count data). The traffic count shows that the daily
weekday (5 day) 24hr two-way all vehicle flow on Hennymoor Lane is 2988
(1517 westbound towards Crags Road and 1471 eastbound towards the A60).
The AM and PM peak hour (08.00-09.00 and 17.00-18.00 respectively) two
way all vehicle flows are 209 and 250 respectively. Of the total traffic flow on
Henneymoor Lane 5% are HGV class OGV2 (4 axle rigid, articulated and
lorry/trailer combination HGVs) and 8.3% for HGV class OGV1 (2 to 3 axle rigid
HGVs, vans over 3.5t and buses). The quarry traffic comprises mainly OGV2
class HGVs.
2.12 The existing traffic flow on Hennymoor Lane is well within the capacity of the
road even during peak hours and therefore it can be concluded that the
junctions of Hennymoor Land/Crags Road and Hennymoor Lane/A60 operate
well within capacity.
2.13 Accident data for the period 1st June 2010 to 31st May 2015 for the roads in the
vicinity of Whitwell Quarry has been obtained from Derbyshire Police (see
Appendix C for the map showing the location of the reportable accidents and
the accident details). The data records that there was one fatal accident and
two slight injury accidents at the junction of Hennymoor Lane and Crags Road,
three slight injury accidents at the junction of Hennymoor Lane and the A60,
one serious injury and two slight injury accidents on the A60 north and south of
the Hennymoor Lane/A60 junction and one slight accident on Southfield Lane
(see accident location plan in Appendix C). Derbyshire Police have confirmed
that there were no further recorded reportable injury accidents for the period 1st
June to 30th September 2015 (the latest date data is available for) in the data
search area in the vicinity of the quarry.

2.14 A review of the detailed accident records shows that the fatal accident at the
Crags Road/Hennymoor Lane junction in 2012 involved two cars only in a head
on accident in which two children in the rear seats were killed with the other
occupants of both cars suffering slight injuries. The accident occurred in
daylight on a wet/damp road. The other two slight injury accidents at this
junction involved cars only, one accident with a car turning left out of
Hennymoor Lane into the path of a car travelling south in daylight 2011), the
other accident appears to have been another head on collision in the dark
(2013).
2.15 The three accidents at the Hennymoor Lane/A60 junction were all slight
accidents. One involved a motorcycle only losing control in wet conditions
(2011). The second accident involved two cars with one car doing a U turn at
the junction in the dark (2013). The third accident (2012) involved an HGV
turning right from the A60 into Hennymoor Lane colliding with a car travelling
north on the A60. It is not known whether this was an HGV connected with the
quarry operations.
2.16 There was a serious accident on the A60 in 2012 involving two cars only in the
dark with both cars travelling north. The other accidents on the A60 involved a
car and pedal cycle approximately 200m north of the Hennymoor Lane/A60
junction (2010) and two cars, one turning, at the Station Road/A60 junction
approximately 500m north of the Hennymoor Lane/A60 junction (2011). A slight
accident occurred in 2013 on Southfield Lane approximately 100m north of the
quarry exit and involved a single car on a wet road in the dark.
2.17 There was an accident involving a car and a Tarmac HGV on 23rd August 2015
on at the A60/A57 roundabout at Worksop (this junction is approximately 6.5km
from the quarry and is outside the accident data search area in 2.13). The car’s
elderly driver collapsed at the wheel of their car and swerved into the Tarmac
HGV. The police considered that the HGV driver was not at fault.
2.18 For the period 1st January to 31st December 2014 Tarmac’s records show that
there were 24,489 loads of construction aggregates exported from the quarry
and 9,822 loads associated with the lime kilns (this includes external supplies
to the kilns and the export of kiln products). Assuming that the loads for the
quarry averaged 20t per load (4 axle tipper truck capacity) this equates

approximately to the 500,000t per annum production rate for the construction
aggregates.
2.19 The total number of loads from both the quarry and the lime kilns equates to an
annual 69,000 one-way movements per year for 2014. Assuming a 5½ day
working week for 48 weeks of the year this equates to an average 262 one-way
HGV movements per day and an hourly average of 24 one-way movements
(working hours 06.00-17.00) or one HGV movement every 2½ minutes. It has
been assumed that there is no ‘back hauling’ so for each loaded movement
there is an unloaded movement.

3 THE PROPOSED DEVELOPMENT
3.1 The proposed extension of the quarry comprises four areas within the existing
boundary of the Whitwell Quarry Complex. These four areas are shown on
Figure 3 and comprise the north extension, north-east extension, east
extension and the south-east extension.
3.2 The proposed extensions are primarily required to provide an ongoing blend of
suitable materials for the lime kilns. The extraction of the limestone for the kilns
exposes limestone that can be extracted for the construction industry.
3.3 It is proposed to extract the limestone at the current production rates of
approximately 500,000t per annum for the kiln supply and 500,000t per annum
for construction aggregates. The extension areas will allow the quarry to
continue production until 2040.
3.4 There are no proposals to amend the existing access points or the current
working hours of the quarry.
3.5 As the production rates will remain unchanged with the proposed extensions
the volume of HGV traffic movements associated with the quarry and the lime
kilns will remain unchanged at approximately 70,000 one-way HGV movements
per annum (equates to an average of 24 one-way movements per day).
3.6 As stated in paragraph 2.12 the traffic flows on Hennymoor Lane are well below
the capacity of this road. It is considered that maintaining the current levels of
traffic generated by the proposed quarry extension will not affect the capacity of
Hennymoor Lane or its junctions with Crags Road and the A60 even allowing
for the predicted background growth in traffic flows.
3.7 There are no proposals to seek an amendment to the HGV routing agreement
and it will continue to be implemented.
3.8 Whitwell Quarry is not at present linked to the rail system although there is
provision for a junction from the Worksop-Nottingham line. A connection to this
line would require a track extension from the junction to new sidings within the
quarry area with the necessary signalling works. Furthermore, there are
significant level differences between the Worksop-Nottingham line and the
disused spur to the Lime Works as well as the spur crossing the main
quarry/Lime Works HGV access and exit routes. Finally, the Lime Works
loading facilities are only suitable for loading HGVs and would require

significant modifications for the loading of railway rolling stock. The use of rail
depends entirely on customer demand, the location of those customers and
whether they have suitable unloading facilities. At present there is no customer
requirement for the quarry to be rail connected and the costs of making a
connection would be significant.
3.9 The Scoping Opinion provided by DCC (2015) refers to taking into account
recent and planned developments in the vicinity of the quarry. The most
significant proposed development is the regeneration of the former Whitwell
Colliery sited to the north-east of Whitwell Quarry. The draft outline proposals
are to redevelop this former colliery for mixed use comprising housing,
employment and a country park. However, these proposals are presently at a
very early stage and have no specific details on the scale of development (ie
number of dwellings, floor area of employment) and no planning application has
been submitted. DCC have confirmed that as no application has been made
the development’s impact cannot be quantified and therefore this Transport
Statement should not consider it. DCC have confirmed that there are no other
committed developments that need to be considered in this Transport
Statement.
3.10 It is considered that the proposed extensions of the quarry will have no impact
on the local highway network as the production rates, and hence the HGV
traffic levels and staffing levels, will remain at their present levels. Therefore,
Crags Road, Hennymoor Lane and the Crags Road/Hennymoor Lane and the
HennymoorLane/A60 junctions will continue to operate within their capacity.

4 CONCLUSIONS
4.1 This Transport Statement assesses the highway implications of the extraction
of limestone from further extension areas at Whitwell Quarry, Derbyshire and
the associated extension in the quarry’s operating period.
4.2 The proposed extension of the quarry will provide continuity of supply for the
dolomitic limestone to supply the lime kilns, located at the Whitwell Lime
Works, the production of construction aggregates and extend the operational
life of the quarry until 2040.
4.3 The proposed extensions are within the current quarry boundary and will
continue to use the existing HGV access points (quarry and kiln entrance from
Crags Road and exit onto Southfield Lane). No additional accesses are
proposed.
4.4 The existing routing agreement from the quarry to the principal road network,
A60, will be maintained with HGV traffic restricted to Southfield Lane between
the quarry exit and Crags Road, Crags Road between its junctions with
Southfield Lane and Hennymoor Lane and Hennymoor Lane to the A60
4.5 The current production rates of approximately 500,000t per annum for supply to
the kilns and 500,000t per annum of construction aggregates will be
maintained. Therefore, the current volume of HGV traffic generated by the
quarry of approximately 70,000 one-way movements per year will be
maintained. This equates to an average of 262 one-way movements per day
and an hourly average of 24 one-way movements.
4.6 Existing traffic counts show that the local highway network (Hennymoor Lane)
operates well within capacity. It is therefore concluded that the rest of the local
highway network (Southfield Lane, Crags Road and the A60) operate within
capacity and will continue to do so over the life of the quarry extension.
4.7 There are no proposals to alter the working hours of the quarry.
4.8 There is only limited scope for the quarry workforce to use public transport for
commuting due to the bus and train timetables and the proximity of bus routes
and the railway station.
4.9 A review of the accident data for the local highway network over the 5 year
period June 2010 to May 2015 shows that there was a fatal accident at the

Crags Road/Hennymoor Lane junction involving two cars only. Of the other
accidents at the Crags Road/Hennymoor Lane and Hennymoor Lane/A60
junctions all were slight and only one involved an HGV. This accident involved
a car hitting an HGV turning right off the A60 into Hennymoor Lane in the early
morning. Derbyshire Police have confirmed that there have been no further
reportable accidents in the search area for the period June to September 2015
(the latest date data is available for). Outside the reportable accident data
search area a Tarmac quarry HGV was involved in an accident at the A60/A57
roundabout in Worksop (6.5km to the north-east) when a car driver, who had
collapsed at the wheel, swerved into the HGV. The police considered that the
HGV driver was not at fault.
4.10 There is a proposal to redevelop the former Whitwell Colliery site to the north
east of the quarry. However, this mixed use development proposal is at an
early stage with no specific details on the number of dwellings or employment
units. DCC have confirmed that as no planning application has been made for
the Whitwell Colliery site it does not have to be included in this assessment.
DCC also confirmed that there are no other committed sites that require to be
assessed.
4.11 Based on the above it is concluded that there are no material reasons why the
proposed extension in extraction area and operating period for Whitwell Quarry
should not be granted on highway safety or traffic grounds
