FORMER MEMBERS OF CONGRESS
A Statement of Purpose
Former Members of Congress is a bi shypartisan non-profit organization which has been established to promote the cause of good government at the national level by strengthening the United Sta tes Congress as an institution
FMC seeks to develop among the people of the United St ates a better undershyst anding of and inter est in our sys te m of government and its institutions
Its primary focus is research and educat i on and it is dedicated to wider national utilization of former Members of Congress as a major public resource
FMC when requested will provide technical assistance to make available to Congress the exp erience of former Members
It will serve as an alumni ass oc ia shytion for former Members better en ablin 9 them to preserve the fellowship and friendships developed while in the Congress
FMC as an organization will not take positions on any public issue lobby for or against specific legislashytion or engage in political or partisan activity Every member of course will be free to do so Membership will be suspended if a member seeks re-election to the Congress and terminated if elected and sworn in

FORMER MEMBERS OF CONGRESS
FMC was formed in February 1970 by a group of 52 former Members of the United States Senate and House of Representatives who gathered in response to an invitation from Brooks Hays and Walter H Judd This meetin g was an outgr owth of an earlier meeting in December 1969 attended by seven former Congre ssmen H Carl Andersen Frank Chelf Robert Hale Brooks Hays W Pat Jennings Walter H Judd and J T Rutherford
Mr Hays initiated the proposal for such an organization because of a long-felt belief that fo rmer Members were an under-utilized re s ource of great potenti a l value for our coun t ry The ne ed to make better use of this resource has been recognized by man y in the Co ngres s and in the academi c world
Following this first meeting a questionn ai re was circulated to those former Members whose addresses were readily avail ab le to determine their interest in forming an asso ciation with their former colleague s for nonshypolitical and non-partisan purposes In a nearly unanimous response there was great support for the formation of such an association In nine months over 300 joined as Charter Members

bull Preparing oral histories of former Members of Congress developing an important record of the nati0nal decision-m aki ng process that is often neglected or overlooked
bull Providing suitable recognition of pas t service for former Members through the issuance of Identifi shycati on Cards Citations of Service and Pins
bull Providing office space on CapitolHill which can also be used as headquarters for members when visiting in Washington
bull Cooperating with George WashingtonUniversity in the establishment of a Center for study of the legislative process enablingformer Members to serve as visit shying lecturers and students from across the country to study the Congress first-hand for academic credit
bull Assisting colleges in other States to establish similar centers and to utilize to maximum advantage the knowledge and legislativeexperience and expertise of former Members of the Congress living in those States or areas

A Statement of Purpose
Former Members of Congress is a bi shypartisan non-profit organization which has been established to promote the cause of good government at the national level by strengthening the United Sta tes Congress as an institution
FMC seeks to develop among the people of the United St ates a better undershyst anding of and inter est in our sys te m of government and its institutions
Its primary focus is research and educat i on and it is dedicated to wider national utilization of former Members of Congress as a major public resource
FMC when requested will provide technical assistance to make available to Congress the exp erience of former Members
It will serve as an alumni ass oc ia shytion for former Members better en ablin 9 them to preserve the fellowship and friendships developed while in the Congress
FMC as an organization will not take positions on any public issue lobby for or against specific legislashytion or engage in political or partisan activity Every member of course will be free to do so Membership will be suspended if a member seeks re-election to the Congress and terminated if elected and sworn in

FORMER MEMBERS OF CONGRESS
FMC was formed in February 1970 by a group of 52 former Members of the United States Senate and House of Representatives who gathered in response to an invitation from Brooks Hays and Walter H Judd This meetin g was an outgr owth of an earlier meeting in December 1969 attended by seven former Congre ssmen H Carl Andersen Frank Chelf Robert Hale Brooks Hays W Pat Jennings Walter H Judd and J T Rutherford
Mr Hays initiated the proposal for such an organization because of a long-felt belief that fo rmer Members were an under-utilized re s ource of great potenti a l value for our coun t ry The ne ed to make better use of this resource has been recognized by man y in the Co ngres s and in the academi c world
Following this first meeting a questionn ai re was circulated to those former Members whose addresses were readily avail ab le to determine their interest in forming an asso ciation with their former colleague s for nonshypolitical and non-partisan purposes In a nearly unanimous response there was great support for the formation of such an association In nine months over 300 joined as Charter Members

bull Preparing oral histories of former Members of Congress developing an important record of the nati0nal decision-m aki ng process that is often neglected or overlooked
bull Providing suitable recognition of pas t service for former Members through the issuance of Identifi shycati on Cards Citations of Service and Pins
bull Providing office space on CapitolHill which can also be used as headquarters for members when visiting in Washington
bull Cooperating with George WashingtonUniversity in the establishment of a Center for study of the legislative process enablingformer Members to serve as visit shying lecturers and students from across the country to study the Congress first-hand for academic credit
bull Assisting colleges in other States to establish similar centers and to utilize to maximum advantage the knowledge and legislativeexperience and expertise of former Members of the Congress living in those States or areas

FORMER MEMBERS OF CONGRESS
A Statement of Purpose
Former Members of Congress is a bi shypartisan non-profit organization which has been established to promote the cause of good government at the national level by strengthening the United Sta tes Congress as an institution
FMC seeks to develop among the people of the United St ates a better undershyst anding of and inter est in our sys te m of government and its institutions
Its primary focus is research and educat i on and it is dedicated to wider national utilization of former Members of Congress as a major public resource
FMC when requested will provide technical assistance to make available to Congress the exp erience of former Members
It will serve as an alumni ass oc ia shytion for former Members better en ablin 9 them to preserve the fellowship and friendships developed while in the Congress
FMC as an organization will not take positions on any public issue lobby for or against specific legislashytion or engage in political or partisan activity Every member of course will be free to do so Membership will be suspended if a member seeks re-election to the Congress and terminated if elected and sworn in

FORMER MEMBERS OF CONGRESS
FMC was formed in February 1970 by a group of 52 former Members of the United States Senate and House of Representatives who gathered in response to an invitation from Brooks Hays and Walter H Judd This meetin g was an outgr owth of an earlier meeting in December 1969 attended by seven former Congre ssmen H Carl Andersen Frank Chelf Robert Hale Brooks Hays W Pat Jennings Walter H Judd and J T Rutherford
Mr Hays initiated the proposal for such an organization because of a long-felt belief that fo rmer Members were an under-utilized re s ource of great potenti a l value for our coun t ry The ne ed to make better use of this resource has been recognized by man y in the Co ngres s and in the academi c world
Following this first meeting a questionn ai re was circulated to those former Members whose addresses were readily avail ab le to determine their interest in forming an asso ciation with their former colleague s for nonshypolitical and non-partisan purposes In a nearly unanimous response there was great support for the formation of such an association In nine months over 300 joined as Charter Members

bull Providing suitable recognition of pas t service for former Members through the issuance of Identifi shycati on Cards Citations of Service and Pins
bull Providing office space on CapitolHill which can also be used as headquarters for members when visiting in Washington
bull Cooperating with George WashingtonUniversity in the establishment of a Center for study of the legislative process enablingformer Members to serve as visit shying lecturers and students from across the country to study the Congress first-hand for academic credit
bull Assisting colleges in other States to establish similar centers and to utilize to maximum advantage the knowledge and legislativeexperience and expertise of former Members of the Congress living in those States or areas

A Statement of Purpose
Former Members of Congress is a bi shypartisan non-profit organization which has been established to promote the cause of good government at the national level by strengthening the United Sta tes Congress as an institution
FMC seeks to develop among the people of the United St ates a better undershyst anding of and inter est in our sys te m of government and its institutions
Its primary focus is research and educat i on and it is dedicated to wider national utilization of former Members of Congress as a major public resource
FMC when requested will provide technical assistance to make available to Congress the exp erience of former Members
It will serve as an alumni ass oc ia shytion for former Members better en ablin 9 them to preserve the fellowship and friendships developed while in the Congress
FMC as an organization will not take positions on any public issue lobby for or against specific legislashytion or engage in political or partisan activity Every member of course will be free to do so Membership will be suspended if a member seeks re-election to the Congress and terminated if elected and sworn in

FORMER MEMBERS OF CONGRESS
FMC was formed in February 1970 by a group of 52 former Members of the United States Senate and House of Representatives who gathered in response to an invitation from Brooks Hays and Walter H Judd This meetin g was an outgr owth of an earlier meeting in December 1969 attended by seven former Congre ssmen H Carl Andersen Frank Chelf Robert Hale Brooks Hays W Pat Jennings Walter H Judd and J T Rutherford
Mr Hays initiated the proposal for such an organization because of a long-felt belief that fo rmer Members were an under-utilized re s ource of great potenti a l value for our coun t ry The ne ed to make better use of this resource has been recognized by man y in the Co ngres s and in the academi c world
Following this first meeting a questionn ai re was circulated to those former Members whose addresses were readily avail ab le to determine their interest in forming an asso ciation with their former colleague s for nonshypolitical and non-partisan purposes In a nearly unanimous response there was great support for the formation of such an association In nine months over 300 joined as Charter Members

bull Providing suitable recognition of pas t service for former Members through the issuance of Identifi shycati on Cards Citations of Service and Pins
bull Providing office space on CapitolHill which can also be used as headquarters for members when visiting in Washington
bull Cooperating with George WashingtonUniversity in the establishment of a Center for study of the legislative process enablingformer Members to serve as visit shying lecturers and students from across the country to study the Congress first-hand for academic credit
bull Assisting colleges in other States to establish similar centers and to utilize to maximum advantage the knowledge and legislativeexperience and expertise of former Members of the Congress living in those States or areas

FORMER MEMBERS OF CONGRESS
A Statement of Purpose
Former Members of Congress is a bi shypartisan non-profit organization which has been established to promote the cause of good government at the national level by strengthening the United Sta tes Congress as an institution
FMC seeks to develop among the people of the United St ates a better undershyst anding of and inter est in our sys te m of government and its institutions
Its primary focus is research and educat i on and it is dedicated to wider national utilization of former Members of Congress as a major public resource
FMC when requested will provide technical assistance to make available to Congress the exp erience of former Members
It will serve as an alumni ass oc ia shytion for former Members better en ablin 9 them to preserve the fellowship and friendships developed while in the Congress
FMC as an organization will not take positions on any public issue lobby for or against specific legislashytion or engage in political or partisan activity Every member of course will be free to do so Membership will be suspended if a member seeks re-election to the Congress and terminated if elected and sworn in

FORMER MEMBERS OF CONGRESS
FMC was formed in February 1970 by a group of 52 former Members of the United States Senate and House of Representatives who gathered in response to an invitation from Brooks Hays and Walter H Judd This meetin g was an outgr owth of an earlier meeting in December 1969 attended by seven former Congre ssmen H Carl Andersen Frank Chelf Robert Hale Brooks Hays W Pat Jennings Walter H Judd and J T Rutherford
Mr Hays initiated the proposal for such an organization because of a long-felt belief that fo rmer Members were an under-utilized re s ource of great potenti a l value for our coun t ry The ne ed to make better use of this resource has been recognized by man y in the Co ngres s and in the academi c world
Following this first meeting a questionn ai re was circulated to those former Members whose addresses were readily avail ab le to determine their interest in forming an asso ciation with their former colleague s for nonshypolitical and non-partisan purposes In a nearly unanimous response there was great support for the formation of such an association In nine months over 300 joined as Charter Members

bull Preparing oral histories of former Members of Congress developing an important record of the nati0nal decision-m aki ng process that is often neglected or overlooked
bull Providing suitable recognition of pas t service for former Members through the issuance of Identifi shycati on Cards Citations of Service and Pins
bull Providing office space on CapitolHill which can also be used as headquarters for members when visiting in Washington
bull Cooperating with George WashingtonUniversity in the establishment of a Center for study of the legislative process enablingformer Members to serve as visit shying lecturers and students from across the country to study the Congress first-hand for academic credit
bull Assisting colleges in other States to establish similar centers and to utilize to maximum advantage the knowledge and legislativeexperience and expertise of former Members of the Congress living in those States or areas

A Statement of Purpose
Former Members of Congress is a bi shypartisan non-profit organization which has been established to promote the cause of good government at the national level by strengthening the United Sta tes Congress as an institution
FMC seeks to develop among the people of the United St ates a better undershyst anding of and inter est in our sys te m of government and its institutions
Its primary focus is research and educat i on and it is dedicated to wider national utilization of former Members of Congress as a major public resource
FMC when requested will provide technical assistance to make available to Congress the exp erience of former Members
It will serve as an alumni ass oc ia shytion for former Members better en ablin 9 them to preserve the fellowship and friendships developed while in the Congress
FMC as an organization will not take positions on any public issue lobby for or against specific legislashytion or engage in political or partisan activity Every member of course will be free to do so Membership will be suspended if a member seeks re-election to the Congress and terminated if elected and sworn in

FORMER MEMBERS OF CONGRESS
FMC was formed in February 1970 by a group of 52 former Members of the United States Senate and House of Representatives who gathered in response to an invitation from Brooks Hays and Walter H Judd This meetin g was an outgr owth of an earlier meeting in December 1969 attended by seven former Congre ssmen H Carl Andersen Frank Chelf Robert Hale Brooks Hays W Pat Jennings Walter H Judd and J T Rutherford
Mr Hays initiated the proposal for such an organization because of a long-felt belief that fo rmer Members were an under-utilized re s ource of great potenti a l value for our coun t ry The ne ed to make better use of this resource has been recognized by man y in the Co ngres s and in the academi c world
Following this first meeting a questionn ai re was circulated to those former Members whose addresses were readily avail ab le to determine their interest in forming an asso ciation with their former colleague s for nonshypolitical and non-partisan purposes In a nearly unanimous response there was great support for the formation of such an association In nine months over 300 joined as Charter Members

bull Preparing oral histories of former Members of Congress developing an important record of the nati0nal decision-m aki ng process that is often neglected or overlooked
bull Providing suitable recognition of pas t service for former Members through the issuance of Identifi shycati on Cards Citations of Service and Pins
bull Providing office space on CapitolHill which can also be used as headquarters for members when visiting in Washington
bull Cooperating with George WashingtonUniversity in the establishment of a Center for study of the legislative process enablingformer Members to serve as visit shying lecturers and students from across the country to study the Congress first-hand for academic credit
bull Assisting colleges in other States to establish similar centers and to utilize to maximum advantage the knowledge and legislativeexperience and expertise of former Members of the Congress living in those States or areas

FMC was formed in February 1970 by a group of 52 former Members of the United States Senate and House of Representatives who gathered in response to an invitation from Brooks Hays and Walter H Judd This meetin g was an outgr owth of an earlier meeting in December 1969 attended by seven former Congre ssmen H Carl Andersen Frank Chelf Robert Hale Brooks Hays W Pat Jennings Walter H Judd and J T Rutherford
Mr Hays initiated the proposal for such an organization because of a long-felt belief that fo rmer Members were an under-utilized re s ource of great potenti a l value for our coun t ry The ne ed to make better use of this resource has been recognized by man y in the Co ngres s and in the academi c world
Following this first meeting a questionn ai re was circulated to those former Members whose addresses were readily avail ab le to determine their interest in forming an asso ciation with their former colleague s for nonshypolitical and non-partisan purposes In a nearly unanimous response there was great support for the formation of such an association In nine months over 300 joined as Charter Members

bull Providing suitable recognition of pas t service for former Members through the issuance of Identifi shycati on Cards Citations of Service and Pins
bull Providing office space on CapitolHill which can also be used as headquarters for members when visiting in Washington
bull Cooperating with George WashingtonUniversity in the establishment of a Center for study of the legislative process enablingformer Members to serve as visit shying lecturers and students from across the country to study the Congress first-hand for academic credit
bull Assisting colleges in other States to establish similar centers and to utilize to maximum advantage the knowledge and legislativeexperience and expertise of former Members of the Congress living in those States or areas
