Tacoma Link Expansion

In 2008, voters approved ST2, a regional transit expansion plan that included partial funding for a partnership to expand Tacoma Link. The existing 1.6-mile light rail line serves six stations between the Theater District and the Tacoma Dome. Trains run every 12 minutes and provide nearly a million rides a year.
In 2015, Tacoma Link Expansion reached a major milestone. We completed our environmental evaluation and shared the project’s potential impacts and benefits with the community. After reviewing the results of the environmental evaluation and public comments, the Tacoma City Council unanimously passed the resolution endorsing the Tacoma Link Expansion on August 11 and the Sound Transit Board approved the project to be built on November 19. The project is completing preliminary engineering and will begin final design early next year.
Relocated Theater District Station
Benefits:• Operate from 5 a.m. to 10 p.m. most days; increase frequency from
12 to 10 minutes• Serve ethnically and economically diverse neighborhoods. Within one-quarter
mile of the alignment, the population is 40 percent minority, 25 percent low income and 30 percent of households have no vehicle.
• By 2035 the Link corridor will include 54,000 jobs and 47,000 residents• Save 10 to 15 minutes per trip compared to existing bus service
Why expand?• Improve mobility and transportation access for Tacoma residents and visitors• Increase transit ridership in Tacoma• Serve underserved neighborhoods and communities• Use transit to spur economic development • Ensure the project is environmentally sensitive and sustainable• Establish a project that is competitive for federal funding

WHAT IS FINAL DESIGN?
Tacoma Link Expansion is now entering final design, the process that will advance the design from approximately 30 percent to 100 percent design completion. During final design, Sound Transit will prepare the project for construction by:

WHAT TO EXPECT DURING CONSTRUCTION
What is the construction process?Construction would be phased over three years. Residents and businesses in the project area would not experience disturbances in the same area during the entire timeframe. During final design, a work-specific construction plan would be developed to establish the construction schedule.
What kind of temporary impacts are expected?• Traffic detours and roadway and lane closures • Increased truck traffic• Increases in dust, noise, vibration and visual impacts
How will Sound Transit minimize or avoid impacts?• Plan construction activities between 7 a.m. to 9 p.m. during weekdays and from
9 a.m. to 9 p.m. if weekend construction is required• Request a noise variance from the City of Tacoma if nighttime construction is needed• Work with the City to develop traffic control plans prior to construction to address
roadway closures, detours and haul routes• Maintain local access to businesses and residences. Work with businesses and
residences if short-term closures are necessary.• Develop best management practices to minimize effects of dust, noise and vibration• Ongoing community outreach and business relations programs will keep community

CRIME PREVENTION THROUGH ENVIRONMENTAL DESIGN
Sound Transit uses the following design principles to encourage Crime Prevention Through Environmental Design (CPTED):
Provide clear views around station
Assure that screening elements provide clear visibility.
MaintenancePreserve property through proper maintenance, since neglected sites encourage criminal activity.
Territorial ReinforcementDistinguish public areas through

TACOMA LINK EXPANSION
OVERHEAD WIRE SYSTEM
Sound Transit has selected a single trolley wire overhead contact system (OCS). Unlike the overhead contact system on the existing Tacoma Link, which uses two wires, the expansion will have a single wire over each track and is less visually intrusive.
In addition, Tacoma Link Expansion will utilize existing light poles and traffic signals to avoid any additional changes to community viewpoints and character where possible.

STart: SOUND TRANSIT’S ART PROGRAM
What is STart?Sound Transit is committed to creating memorable experiences for its riders and fostering livable and walkable communities. One percent of capital construction dollars are set aside for public art. STart has art at stations, transit centers and HOV ramps throughout the region.
During final design, Sound Transit commissions artists to work with the design team to incorporate the work and thinking of artists into its projects. Panels of community stakeholders and design peers choose the artists.
Goals:
• Create artwork that provides a strong visual identity• Impart a welcoming sense of place• Demonstrate a meaningful connection to the Tacoma

BIKE AND PEDESTRIAN SAFETY
Stay safe around Link• Be alert–it’s difficult to judge
the train’s distance and speed• Look both ways–trains may come
from either direction• Listen for train horns and bells• Don’t use cell phones• Remove ear buds• Always use crosswalks and obey
all traffic signs, signals and crossing gates
• Don’t walk near a parked train– it may move without warning
• When riding a bike, cross tracks at a right angle
Bike and pedestrian improvementsThe project improves crosswalks and curb ramps near the stations and provides necessary ADA improvements along the route (updated curb ramps).
Tacoma Link Expansion utilizes best design practices for bicycle safety. The design minimizes when a bicycle must cross the tracks at an angle where bicycle wheel can get caught in a track. All bicycle and track crossings will be clearly marked.
